mayor vincent gray. pedro ribero, former spokesperson for democratic will be director of communications. sheeba bunn as deputy chief of staff. she's worked to dell nor holmes norton. how will these two help mayor gray's office and p.r.? >> well, if they can keep the lid on the negative publicity that the mayor generated over choosing various people to work for him and the fact that he's under investigation and the to and fro with brown, if in the case get a flow out to the public on that, that leaves the mayor in a position where he seems to be in control, knows what's going on, is working as mayor, that's a good thing. if they can't do that, the mayor will continue to have problems. >> jerry and joe, the mayor doesn't call this a shakeup, but is it? >> well, it's a shuffling to me.
6:20 am
because shakeup means you lay people off or get rid of people. >> dump them. >> that's how it happened. >> linda boyd, who was in that position of director of communications, she goes over to health. and they have been going to agencies for a long time in d.c. government. in this particular case i wouldn't say it's a shakeup. i would say it's a shuffling around. taxpayers -- see the big criticism is the fact that they were paying these big salaries to these people on staff. this affects the taxpayer. it comes out of their pockets. so taxpayers lose out because they're still going to continue to pay big salaries to people off in the corner. >> that's the case regarding boyd. but the chief of staff was andy p pringle. >> she voted in d.c.
6:21 am
i think what this really is about is trying to find on people who can handle crisis. if i'm not mistaken, linda boyd was very good at event planning and that type of thing. but then when all these various crisis developed, she fell short. so it looks like he's got someone who knows how to handle the media, people like yourself when crisis develop. that's why this shift has taken place more than anything else. >> dave went to capitol hill. >> that's right. loughner from california who is a prominent player in politics. a little bit behind the scenes legislator. highly regarded. runs a good offense, as we know. highly regarded by people in both parties. and so is the staff, to the best of my knowledge. >> that tells you exactly what he's thinking. and to have somebody -- >> just like you just described

who probably is low key in terms of visibility that can get things down. >> and that's bunn too out of illinois. she was on television this last week, the congresswoman. and she was saying she really, really applauded vince gray for taking on sheila. the whole thing, very quickly, pat, has to do with image building. >> let's talk about ethics building. the d.c. counsel's new ethics reform legislation was released this past friday now. according to critics, it's insufficient to control a council that has seen 5 of its 13 members touched by scandal in the last year. this new bill calls for a new board of ethics. it calls for elected leaders being required to disclose outside income and business clients who have a stake in the counsel's activities. it reduces the cap on constituent services funds to $40,000. and it limits expenditures from
6:23 am
the funds. but what are the main briefs with the bill? >> constituent fund. a lot of people think there shouldn't be a constituent fund, that it's a slush fund that's been misused and it's out to gain favor, to lavish people one way or the other to use the slush fund to do that. and there have been stories where funds have been used and criticism of how they've been used and what they have been used for. so the fact that they're there is an opportunity, the critics say, for members to continue to be doing what they're doing. they're still there. >> well, watch dog terry lynch, said the problem with this whole bill is the fact that people on the council make money. they make a good salary, and they can still work outside. and he's saying they should change that. that's one of the loopholes in the bill you. >> i think that, one, i would have preferred that they be full-time council members. >> yeah. >> i think they make enough
6:24 am
money to do just that. two, if a legislator is unethical, they ought to be forced to resign. that's not in the bill. three, you're talking about $600,000 to $800,000 funding the educate economics commission or committee. that's not a lot of money when you are paying people. what can you do? i know for people who are unemployed that sounds like a lot of money. but this is a committee that's going to have to work. now they're limited by their budget. if they were very serious about them, they would give enough money to do the kind of investigation they would have to do because these can be very complicated issues as we all know. >> well, will the proposals make a difference? will it help advance the cause of ethics? >> critics say no, although they pwrupblgingly kpheupbt at least it's a step in the right direction. they're admitting they have a problem and they're working o it. then they turn around and say, no, but it didn't go far enough.
6:25 am
>> i don't think it goes far enough. i'm just concerned about the kickback from capitol hill. >> and you have 5 of 13 on the council that are under investigation for unethical things that are sitting here making the rules about what will impact five of them. >> to pick up on your point, jerry, will ethics be connected to the city's effort to gain financial independence? >> my colleague knows better than i. but i would say everything is connected on capitol hill. you have a congressman there. i think it's a moderate person. i haven't found a republican to be that moderate toward district affairs when it comes to financial autonomy or anything like that. i think it could have some effect on the future financial autonomy. >> delenore holmes norton said
6:26 am
the bill that's now before congress may be the city's best shot at financial independence for a while now. >> translator: chairman of the committee that oversees the district is pretty much giving full budget autonomy except there's a rather permanent rider that it may not spend locally raised funds on abortions. this in addition to a federal ban on spending money on abortions. people who support the district thinks this is too much. they should have the power of the purse over everything and this abortion rider shouldn't prevail. but people say the only way you get through is to get in on that so you get budget autonomy in return. >> hasn't this been the same old thing? we always get a nice carrot in front of us. >> that's always been the complaint. >> better known as a stick?
6:27 am
>> well, no. >> the abortion rider impacts low-income women in the district more than any other group, as we all know. >> yeah. >> i've been saying that this is the only rider he would like to have. and if anybody else has anything else, bring it now. but the reality is that i think we should leave this up to eleanor. our delegate probably knows how to work. and she's going to have to back channel. >> that's a very good point. she said i can work with this. >> that's right. >> that's promising. >> let's just hope they don't add on to it later on. >> that's the problem. >> got to take a break. be right back. stay with us. we promise not to send you

making. finally opening the six-lane toll lane links i-270 and i-95, linking gaithersburg to laurel, maryland providing what many say is a vital east/west link. it was a $2.5 billion project can which puts a big strain on the transportation funds. now the is question is whether this major investment will be worth it in the long haul. what do you think? >> the convenience really is a big deal with the icc. it makes traveling so much better. and it is financed and will continue to have for perpetuity no doubt, tolls. to help pay for it. but you're right they can't do any other projects because they don't have money. unless they can get government loans or the harry nice bridge, they want to work on that. they may not be able to. they paid a heck of a price for this. most people think the price for now was worth it.
6:30 am
>> i talked to peoplement a lot of them are very concerned in maryland. a couple weeks ago we talked about cracks in the icc. other projects might be put on hold. but the fact is it will save drivers a lot when it comes to time getting from west to east. the only point i want to make, pat, is this. because of the strain on the maryland budget, i'm just wondering how much it's going to cost the drivers, say, another year or two from now. >> and there might be increases. but imagine you go from tkpwaeugtders pwurg to dwi. it would take 71 minutes. now with this new connection it is now 30 -- if i'm not mistaken, 37 minutes. that's a tremendous amount of savings and time, gasoline. and any cost, particularly with

6:32 am
to break the tie like vice president biden does in the senate when there's a tie there. they say, no, we have talked to them, consulted them. this isn't what we meant. this isn't want what our understanding is. >> they're going to sue. i don't know. i kind of agree with my colleagues in the previous conversation. i just don't think this is going to fly for the democrats really. >> as much as i know the democrats want it to fly, it's going to go to court. they're going to interpret the institution. and i think that the democrats ought to be careful because next time around they could be in the same position. and you know how virginia politics changes, you know, from one cycle to another. then what are they going to do to try to stop it? so the reality is i think this is d.o.a. it is politics. >> and it's also trying to get more clout on the committees. they figure under a shared

unemployment stands at about 26% for military spouses. how about d that number get so high? >> well, that number has been increasingly rising year after year. and it really has to do with the frequent row locations that military spouses experience. they move every 24 to 36 months. and 85% of military spouses are in the workforce or want to be employed. of those, about 26% are actually unemployed. that translates really into one in four actively speaking employment and unable to find it. and when they do find it -- >> right. >> -- they make 35 -- they earn 25% less than their civilian counterparts earn. >> that was very surprising to me. and i want to get into the whys a little bit later on with that. laura dempsey, you have seen this challenge or struggle firsthand. you have moved around the country. you are a lawyer. and you actually had to take the

they're going to take another job for which they are underemployed. you're a role model for the child and other people in the community. for the american bar association thanks folks are looking at what makes sense for admission rules around the country from state to state. each state actually regulates the legal profession. and they have concerns they provide a gatekeeping function. so they have consumer safety. provided we come up with a good role, we'll promote that out to the states and for their consideration to adopt. and we'll probably consider that in february coming up in the next big conference. >> again, the broader picture, aggie, you talk about underemployment. what do we mean when we talk about that? >> well, we have -- military spouses are so well educated. 10% with an advanced degree. and 85% have some college.

so when they move from one state to the next and getting these occupational license it takes months to get them. sometimes it's just easier not to try to go through all of that and instead get a job where you aren't using your skills or education. as a result they're under employed. part of that explains that 25% wage gap. >> how difficult is it, laura, to network, to come into a whole new community and try to build a career from scratch really at that location. >> as you can imagine, it's extraordinarily difficult. that's what the u.s. chamber has been focusing on, are ways to help get some upward mobility, along with job stability that helps you advance within a company and career. if you're moving every two or three years obviously it's very hard to network with your peers and superiors to get that hand
