warrant and ask authorities to sen send him back. right now, police are trying to clear an intersection in chevy chase after a three-car crash. it happened at wisconsin and western avenues. it ended with a taxi driver running up the steps of the world market. a mercedes was also involved in the accident. the intersection was just opened moments ago. also right now the taxicab commission is holding a proposal to nearly double the rates. the current fee is $1.50 a mile, and if approved the rate would go up to $2.75 a mile. also right now, d.c. council committee is holding a hearing on the new d.c. expired tag

applications until 3:00 this afternoon and between 11:00 and 3:00 tomorrow. turning to the weather and a rainy day out there, storm center 4, meteorologist, tom kierein, joins us for the weather. >> it's raining moderately in washington. it moved in quickly over the last hour. we went from a few sprinkles to moderate rain. it's moving from the southeast heading towards the north west, and these pockets of the orange and yellow, those are the zones where it's coming down harder. montgomery county, and fairfax county, and the panhandle of west virginia, those are pockets of moderate to heavy rain. and fredericksburg, and central culpepper, that area just to the south and west of there, too, they are getting moderate rain. here is how much has fallen so far. and a couple of places, the panhandle of west virginia, had three quarters of an inch so

schools, and teachers are angels from heaven as far as i am concerned. >> yeah, they deserve more awards like this. congratulations. what is going on out there, tom, with the weather? >> we had sun earlier this morning, but right now we're getting rain over the potomac river. that's a picture from the city camera. the rain has been coming down over the last hour. right now it's 57 with moderate rain at reagan national. we have a southwesterly breeze at around ten to 15, occasionally gusting at 35 miles per hour. it's a blustery and wet day, all due to the big circulation in the atmosphere. it's a deep area of low pressure that is circulating over kentucky, and tennessee, and it's bringing in cold air down into the south land. atlanta, georgia, only 36 degrees right now. and here in washington, it's around 60 degrees. and it's snowing in tennessee. western kentucky, southern illinois, and southern indiana.

cold air wrapping around the western side of the system. for us, it's rain. this rain has been advancing from the southeast to the northwest, and now it's beginning to push further to the east so we will still have the whole conveyor belt of rain passing over northern virginia, and much of the district and maryland for the next few hours, and so far we have had half an inch to three quarters of an inch of rain, and it's going to be that area of rainfall heading off to the east as we get through the day. where it has now rained, it has dropped our temperature. now it's down into the 50s across most of maryland and virginia, although still the rain is arriving in annapolis there, at 64 easton on the eastern shore, and 68 degrees. in southern parts of the shenandoah valley, and charlottesville, it's only 50 degrees right now. a tremendous contrast in temperatures. as we go forward, over the next 48 hours, the rain will advance to the north and east and pull

away and we will get breaks in the clouds this evening, and a small chance of an additional sprinkle this evening and then wet snow out in western mad and the highlands of west virginia, they could get one to three inches of wet snow there overnight tonight and into tomorrow morning, and then on wednesday, we will get the sun back as well as on wednesday, and we will have a clearing and chillier temperatures. these are the rainfall estimates. the whole blue zone, there could be as much as an inch and a half there, and in the green zone, up to half inch total before it pulls away later today, and as it pulls away it will bring in chillier weather. that will be arriving by late tonight. for the rest of the afternoon, rainy and cool and a blustery wind will be down in the 50s now for the rest of the afternoon, and then into the evening hours. the 40s by midnight and then by dawn tomorrow, the 30s. we will have that rain ending by midnight tonight. just a few more passing showers

this evening, otherwise most of the rain should be over by sunset, and then tomorrow, sunshine back and much colder. the 30s in the morning. afternoon highs in the 40s to around 50, and the blustery wind, and we will have a few clouds in and out and then on thursday, cold in the morning, near freezing, afternoon highs only near 50 on thursday afternoon with bright sunshine, and more of the same on friday, near freezing in the morning afternoon highs with sunshine near 50 degrees, and it looks like we will repeat this on saturday as well. another cold day, near 30 in the morning, afternoon highs, and then sunday it will stay december-like as we get into december. and then on monday, it appears we could get showers. monday afternoon, and maybe temperatures into the mid-50s. a cold pattern coming up. a big change, moving in now and it will stay this way all the way into the weekend. >> i had my windows open because i thought it was so warm.

it a retirement of youth sports college teams to report to the law. montgomery county council members are hoping to catch drifrz that pass stopped school buses. they introduced a bill that would allow cameras to be installed on the outside of bus drivers. drivers caught blowing by a stopped bus could be fined as much as $250. more than 7,000 drivers passed a stopped bus in a single day earlier this year. more than 1500 of those violations happened in montgomery county. we're going to check in with tom kierein about the weather. he said it was raining, or least the last time we talked. >> still getting rain here and it's associated with a large deep area of low pressure that is circulating over kentucky

right now. it's affecting weather from new england all the way down to florida, and on the backside of the system, it's drawing cold air all the way down into georgia where temperatures are in the 30s now there and here, well, we are down into the 50s and this conveyor belt of rain from the southeast heading northwest is slowly creeping off to the north and east, and as it does, it will bring much of the rain here to an end in another two or three hours and right now we're in the 50s in most locations, except the eastern shore. the northern part of the eastern shore, it's in the upper 60s, while charlottesville is 50 degrees. quite a contrast in temperatures across the region. and maybe an additional sprinkle tonight, but clouds should be breaking up and we will have temperatures dropping by dawn on wednesday into the upper 30s. and then during the day tomorrow, sunshine and a few clouds in and out, a blustery wind, too, and highs tomorrow only around 50, and cold weather
