youth problem he started to buy a suv and pay for personal trips and other expenses. and thomas maintained his innocence throughout the investigation. tracee wilkins is live at the scene right now at thomas' home. >> reporter: let me show you what is happening live over my shoulder. this has been an on going investigation. the agents have been doing this all morning long, moving in and out of thomas' home. you can see the fbi agency are here as well. we have been able to confirm fbi and ars agents are working inside his home all morning. thomas sits at the council as ward five representative. they have spent a lot of time searching his vehicle as well. neighbors saw u.s. marshals and

fbi taking boxes out. sources confirm that this search is related to an on going investigation of the council member. this past summer, federal authorities confirmed they were investigating thomas after there was a lawsuit accusing him of spending more than $300,000 on personal expenses. the funds were supposed to go to nonprofits. thomas has never been officially charged and denied any wrong doing. back out here live, we are joined live with tom sherwood who has been following this investigation since it first began. you follow the city council as well. what can you tell us about what is going on here and the fact that we are actually seeing investigators here at his home? >> this has been expected for sometime. this is one of three investigations by the attorney,

and city grant money was supposed to go to youth groups, and he used that money instead to buy a luxury vehicle, to take luxury golfing trips and all other kinds of things. we have been waiting for the u.s. attorney to act on it, and now that the fbi here is, and there's another investigation on gray with his campaign and the money spent and then a third investigation, with brown and if he misspent money. >> reporter: with folks not familiar with thomas, and his father was also sitting. >> tommy thomas was elected in 2006 and re-elected last year despite an aggressive campaign by a republican candidate that pointed out there was a lot of

discrepanci discrepancies. before that, thomas was preceded by his family, and so this family is deeply embedded in local politics and ward five politics, and there are people sad about what has happened here and worried about what is coming next. >> reporter: we will see what happens next and what it looks like as the city council continues their fight to try and prevent these kinds of investigations from happening to its council members. we are going to stay on the scene and bring you the latest as it happens. we will continue to follow this story throughout the day. meanwhile, police in loudoun county are investigating a stabbing. they found a woman in the 39300 block just before 9:00 this morning, near gilbert's corner regional park. the woman was suffering from stab wounds to the upper body.

no word on her condition or if the police have a suspect. this morning the leader of al qaeda is claiming the organization is holding a rockville man hostage. he was kidnapped in pakistan in august, but until now, nobody has claimed responsibility for his disappearance. and megan mcgrath joins us outside his home with more on the claim. good morning. >> reporter: well, good morning, barbara. that's right. nearly four months have passed since warren winestein was taken at gun point in pakistan and all that time it was unclear who did it and for what purpose, but now al qaeda is claiming to have him and they say in order to release winestein, the u.s. will have to meet several demands. a yellow ribbon is tied around the tree in the yard of his rockville home, a symbol of hope for his safe release. now, an alarming development in the case.

in a newly released case, a al qaeda leader, zawahri said they have winestein. he was taken at gun point from his home in pakistan in august, but nobody claimed responsibility. he was in pakistan for a u.s. firm that does work in countries with a merging and developing economy. his next door neighbor just doesn't understand why he would be a target. >> to us, you know, he is just an ordinary person, you know, and all he did was just do good works in having people develop things in pakistan to make the peoples' lives happier and better off. >> in the tape, al zawahri says winestein will be released if only certain things are met. the u.s. must stop air strikes

in afghanistan, pakistan, somalia, yemen and gaza, and release three men linked to the bombing of the world trade center in 1993. it's unclear who did the actual kidnapping back in august, whether it was al qaeda or another group that sold or traded winestein to al qaeda. a lot of folks here in this neighborhood, his family, extremely concerned. have been since august, since he disappeared. certainly even more so in light of the latest development involving al qaeda. a virginia man accused of helping a terror organization will be in court this afternoon. the 24-year-old is connected to the group responsible for the 2008 bombings and shootings in mumbai, india, that killed 60 people. he has been in custody since september when authorities raided his apartment. no word if giordano will

return to his gaitersburg home. giordano is the only person being looked at in the death of his travel partner. you can hear more about the mystery in paradise starting at 10:00 on "dateline" right here on nbc 4. police in virginia are investigating an accident involving a school bus. we have some video from chopper 4 earlier this morning. this happened near middle ridge road and highway 7 in vienna. we're told there were no kids on the bus at the time of the accident. one person was taken to the hospital but injuries are not serious, we understand. a cold morning, and tom kierein joins us to tell us about the start of the weekend and a look ahead as well. >> it was the first morning of this very late autumn or early winter season where we had a

widespread freeze from the mountains all the way into the atlantic beaches. now, it's warmed up nicely since then. we have it hitting the mid-40s throughout the region, and again all the way to the bay and the atlantic beaches. and the waters of the chesapeake bay are near 50 degrees. and elsewhere we're in the mid-40s across most of virginia, maryland and west virginia, and over the last 12 hours, clouds in the region. a mostly sunny afternoon, but still a chill in the air. we should be, though, briefly warming into the mid and maybe upper 50s, upper 50s to the south, but low to mid-50s around the metro area by early to midafternoon, and a northwest breeze from 5 to 15 miles per hour. a look at tonight, another cold

evening and a look at the weekend and next week will be coming up in a few minutes. >> thank you. and new today, great news from the department of labor. the unemployment rate fell to 8.6% last month. that's the lowest level in more than 2 1/2 years. employers added 120,000 jobs last month. the unemployment rate may be a bit deceptive, though, because it fell so much in part because more than 300,000 people gave up looking for work and were no longer counted as unemployed. president obama and former president clinton will force a commitment to making buildings and factories more efficient. the government will pitch in $2 billion and the other $2 billion will come from the private sector. it could create 50,000 jobs in the next several years. and the obama administration claims taxpayers will not lose a

dime because costs will be recovered by energy savings. and then trying to get more tv shows filmed in the district. the mayor will spend time courting tv producers. he proposed a tax on movie theater concessions as a way to help build a film incentives fund. between capital hill, the national park and the district, they have to work with three different agencies to secure permits. and coming up, the fight over taxes. two plans to extend a temporary payroll tax cut, both defeated. plus, what could be a make or

looks like taxes could take a bigger chunk out of your paycheck next year. democrats and republicans agree that it's important to extend the payroll tax cut but they can't agree on how to pay for it. here's what it means to you if no compromise is reached. the current tax cut expires which means a $1,000 hike for all workers. president obama wanted to increase it by an additional $500. he would pay for it by a tax increase for americans that earn more than $1 million.

that's the aspect the republicans take issue with. republicans rejected a plan backed by their leader that would have extended the tax cut by freezing federal workers pay through 2015. today herman cain is expected to speak with his wife about an alleged 13-year-long affair with another woman. his wife did not know he was providing another woman with money for bills and other expenses, and the woman says she is sad for causing his wife pain and did not want to come forward with these accusations. >> at the end of the day, i know that i am telling the truth. i would never come out with something like this if it wasn't true. honestly, i didn't want to come out with this, and i know that travel was involved, and sex was

involved. i would never lie about that. >> cain is expected to make a decision about continuing his presidential campaign in the next few days. thomas is here to talk about the weather today and for the weekend and the look ahead to the next week, too. >> good morning. off to a frosty cold friday morning this morning, and now it's warmed up above freezing into the mid-40s throughout most of the region. a little bit of a freeze coming in out of the northwest. can you see that on the potomac river under the blue sky. clouds looking to the north and east of washington. 46 at reagan national. we have a light and southerly breeze. things should warm up nicely, climb into the mid-50s by later this afternoon. 46 at reagan national. mid-40s in prince georges and month gm reand arlington and fairfax county and throughout most of virginia, and maryland and most on the eastern shore.

we have breaking news. federal agents are raiding a d.c. council member's home. right now fbi and irs agents are searching a northeast d.c. home and an suv. thomas represents ward five. he is accused of spending $300,000 from a youth program he started. he maintains his innocence even though he agreed to settle a civil lawsuit and repay the $300,000. this is one of three federal investigations into misuse of funds by d.c. officials and they are looking into gray and brown. and the custody fight between mindy mccready and the court system could end with the

with twins. now to a developing story a. los angeles county declared a state of emergency. wind gusts topped 100 miles per hour in parts of california. still this morning, there are more than 100,000 people in the dark. several flights in and out of los angeles also had to be diverted. the winds toppled trees sending one crashing into a house and trapping an elderly woman sitting on a couch there. >> the woman was rescued. traveling today could be treacherous again. strong winds are expected to hit oklahoma and missouri and they won't be quite as strong. let's see what tom has to tell us about what is going on with our weather. >> we had a cold start, but now things are beginning to warm up.

here's a live picture from the skywatcher camera. the winds are beginning to settle down. temperatures right now are in the 40s. in land, away from the waters, mid-and upper 40s. we will have this somewhat warmer weather mav in through the afternoon ahead of a weak cold front. it's spreading clouds into western pennsylvania and the ohio valley. we will clear out and temperatures will get cold again, down to near 30 by dawn on saturday. tomorrow, we should be mostly sunny with afternoon highs chillier in the 40s to near 50. on sunday morning, another cold start in the mid-and low 30s after climbing into the low 50s. and then on monday, cloudy and a bit milder. we should be climbing in the

so this is a great example of what is possible. as president, my most pressing challenge is doing everything that i can every single day to get this economy growing faster, and create more jobs. this morning we learned that our economy added another 140,000 private sector jobs in november. the unemployment rate went down. and despite some strong head winds, the american economy now created in the private sector jobs for the past 21 months in a row. that's nearly 3 million new jobs in all. and more than half a million over the last four months. so we need to keep that growth going. right now, that means congress needs to extend the payroll tax cut for working americans for another year, and congress needs to renew unemployment insurance for americans who are still out there, pounding the pavement and

looking for work. failure to take either of these steps would be a significant blow to our economy. it would take money out of the pocket of americans who are most likely to spend it and it will harm small businesses, and it would be a bad idea. i think it's worth noting, by the way, i notice that some folks on the other side have been quoting president clinton about it's a bad idea to raise taxes during tough economic times, and that's precisely why i have sought to extend the payroll tax this year, and next year. it doesn't mean that we lock in tax cuts for the wealthiest americans. i don't think president clinton has been onboard with that, but just thought that might be worth

mentioning. that's why it's so disappointing that senate republicans voted to block that tax cut. that would effectively raise taxes on 160 million hard-working americans, because they didn't want to ask a few 100,000 of the wealthiest americans to pay their fair share. that's unacceptable. >> we are listening to president obama announcing a $4 billion increase in the energy efficiency of government and private sector buildings, and half coming from the government and the other half from the private sector. former president clinton was there along with him. meanwhile, students in georgetown university have a chance to take a very unique class, one that combines social and musical. we have more on jay-z 101.

a government report showed improvement in the u.s. jobs market. let's check in on courtney reagan on where things stand now. >> stocks are higher but not as high as earlier in the session. either way, it's a reverse of thursday's losses. and so the unemployment rate for november dropped four tens of a percent. however, 300,000 americans gave up looking for work, and that's an important detail contributing to the drop in the unemployment rate. 120,000 nonfarmed jobs were added, and that was slightly less than expected. october and november payrolls were upwardly resized to reflect 72,000 jobs that had previously gone unreported. there's a bit of a positive trend. several banks and mortgage lenders are offering some relief

to struggling homeowners during the is ason. bank of america and others are involved. the policy only applies to those staying in their homes. and honda is recalling some vehicles because of air bags that could inflight too much pressure during a crash. there have been 20 accidents related to the problem with two deaths in the u.s. in 2009. the recall affects the accord, civic, odyssey, pilot and other models. check with your dealer if you think you have a car that could be impacted. planning on throwing a
