i'm erika gonzalez. welcome to news 4 on this sunday, december 4th. >> an intruder got into two apartments. both incidents happened near 36 and o streets northwest within minutes of each other. here's darcy spencer. >> reporter: police are investigating two incidents where intruders were found inside apartments where georgetown university students live. they both happened friday night west of campus. the first happened just before 10:00 p.m. in the 1400 block of 36th street northwest. a student says she was sitting in her living room when a man jumped out of a closet. when she asked why he was there he said he was looking for a party and ran. >> i'm just really shocked and kind of terrified actually. we're being extra careful to lock our doors. >> reporter: about 30 minutes later, just around the corner in the 3600 block of o street northwest, a group of students

had a real fright. an intruder wearing a scream mask was in their home. >> i start screaming bloody murder, 911, police. he ran out through the kitchen, stopped again, looked at us, and then continued on. >> students tell news 4 the man who broke in was pocketing items, an ipod and cash. a chill in the home led to his discovery. >> our basement door had been opened and neither of us left it opened. we noticed there was a breeze coming from the back. >> reporter: the students say the man ran down the stairs. when they screamed he bolted out on the back door. students say it's a scary reminder of what can happen. some say they still feel like it's a safe campus. >> this is a good place. we feel it's very safe. it's a pleasure walking any time. >> reporter: anyone with information about either case is asked to call the department of public safety on the georgetown university campus. at this point we don't know if the two cases are connected. in georgetown, darcy spencer,

31 down into far southern maryland. nothing on doppler. we will be dry for today. most of tomorrow as well. but the rain showers now moving into northwestern and parts of central ohio. they are slowly but steadily making their way in our direction. rain chances ramp up monday night, tuesday morning for rush hour. today mostly sunny. nice and relatively mild. mid to upper 50s today. a perfect day for a redskins win. this is getting serious. we need this game to go our way. 1:00 kickoff at fedex fiel jets and the redskins. zero percent chance for rain. i don't know which kind of weather the redskins need to win, but let's hope sunshine will do it. might have a few showers west of the area tomorrow. most of us will be dry tomorrow and wet tuesday. now to decision 2012 where

it appears a republican candidate has dropped out of the race. her main contain suspended his campaign after a claim that he had an affair. cain spoke yesterday telling them the accusations were too much of a distraction. >> i am suspending my presidential campaign because of the continued distraction, the continued hurt caused on me and my family. >> yesterday newt gingrich was asked about cain suspending his campaign and said the atlanta businessman helped make gop candidates better. >> whether you liked it or disliked it, it raised the general level of the discussion and got us to the right level of positive will ideas in a way that i thought really enriched the debate and was illustrated

by the amount of support he gathered around that hand and around his candidacy at that point. >> now, because cain suspended his campaign rather than simply ending it he is still legally considered a candidate. he can still raise and spend campaign funds as if he were still seeking the nomination. des moines register puts him in fourth place among likely republican voters in iowa. nut gingrich took a commanding lead at 25% of the poll. texas governor rick perry rebounded after a tough past couple weeks. he's at 18%. mitt romney sits at 16%. the iowa caucus us are scheduled for january 3rd of next year. meanwhile, president obama is preparing for the 2012 election by opening more campaign offices in virginia. yesterday two more organizing for america offices opened. one is in fairfax, the other in newport news. congressly gerry connolly was at

the fairfax opening and said a struggling economy is improving, which is good news for the president. >> i actually think we're going to be in a much better climate next year. and i believe the president is going to be vindicated in terms of making tough decisions. >> organizing for america hosts voter registration drives and phone banks to try to drum up democratic support for the upcoming election. >> pakistan taliban now says it's working with al qaeda in the kidnapping of a maryland man. it took warren weinstein in lahore, pakistan, back in august. he worked in pakistan for a virginia-based development firm. the group says even though it's behind the kidnapping al qaeda will negotiate his release. it made a series of demands to include an end to all american

air strikes around the world and release of prisoners at guantanamo bay. police and occupy wall street protesters. police in portland arrested several protesters after the demonstrators refused to leave the local park. they set up camp yesterday and vowed to stay through the winter despite city officials saying overnight camps were not allow. he will not allow overnight camps because of drug use and violence at the original camps. today is your last chance to use the new part of the intercounty connector for free. it starts charging drivers tomorrow. the newest section opened two weeks ago and connects i-370 in gaithersburg to i-95. during peak hours it will cost you 4 bucks to travel the entire length of the ic >> police invaded a maryland mall this weekend but there was

no crime to investigate. police cruisers with lights, sirens and all headed to prince george's for shop with a cop. they escorted 80 underprivileged children for a mini shopping spree. children who got to shop with a cop were recommended for the program by their schools. many went through a tragedy or some sort of adversity. some kept others in mind even during their special moment. >> i want to get my mom, dad, and big brother something. >> of course we allow them to get those things as long as they get something for themselves too. >> this program is good for the children. it's good for the community. and it's good for the police officers as well. >> retailers like target and prince george's plaza fund the shopping spree with $100 gift cards. it also included lunch and we cannot forget a visit with jolly old st. nick. >> got to love, love stories

california people are cleaning up from very fierce winds. storms knocked down hundreds of trees. some crashed through homes and blocked a lot of streets. crews all over the region have been repairing power lines all weekend. we saw this past week this actually affected the airport as well, grounding flights at lax. >> santa ana winds were howling more than 70 miles per hour. you don't want to take off or land in that crosswind. >> do we have good weather for our pilots today? >> good weather today. i'm mourning for the crushing defeat from last night. a lot of loyal oklahoma viewers wanted me to drink out of an osu mug. i have to draw the line somewhere. >> i'm glad clemson won. >> and i have to bring up texas as well. did you see the baylor/texas game?

northern virginia, 31, dulles. 27 in manassas. into the panhandle of west virginia, 27 in martinsburg. your day planner, plenty of sunshine especially in the front half of the day. even so through the afternoon temperatures climbing into the mid and upper 50s for a time this afternoon. so perfect weather to get outside and do shopping or car washing, leaf raking, whatever to get done on your sunday. a cooperative day for you. rain showers to our west. most of this is moving from southwest to northeast. as a result that whole line of showers will take a while to get here. look at all the moisture, though, down across oklahoma and texas. that is all part of the storm system that will bring us our best chance for rain coming up on tuesday and wednesday. might have to put a rain drop in as well. off to a cool start for now. a beautiful afternoon coming. mild for now before it turns wet again into mid week.

metro. marion barry's plans to run again. and the d.c. attorney general expressed some concern -- criticized elected leaders for not speaking out on unethical behavior as much as he would like to see it happen. what did you make of what came out of that meeting this week? >> i'll go first. well, i'll tell you, the attorney general isn't the only one who has been criticizing elected officials for trying to basically ledge slate themselves through their own bad behavior. of course not every council member has been indicted or touched by scandal but 5 of 13 have. that is quite a few. and that doesn't include the mayor kpaous campaign is also under federal investigation. there's a bit of cynicism not just with the ag but within general public that the council

needs more than just themselves and their own ideas. yes, they're having public hearings but ultimately they decide and vote on how to handle their own poor actions. there's a lot of skepticism about that. >> and you hear from the attorney general. you hear in the streets. people are also saying the same thing. number one, if you're going to have any kind of ethics correction here it shouldn't be down by council. you need were an outside group. they're not tagged with all of these investigations. there's 18 members of the council in question, as well as the mayor. so there's a question there as to how serious is this educate cal thing? and i think the attorney general in this case is criticizing the fact that these council members who are also under investigation, they have a problem. and they have not been able to face the ethical question properly. >> and, jim, i think the reason you probably noticed this hesitation among all three of us

to answer that is because we have said it before. i mean, that's what's been said on this program every time this issue comes up. here we go again. what is new? you can't police yourself. and it's not just the five. but it's the five who are in leadership position. it's five who are seniors. and i mean have seniority. and they're the ones who are supposed to be really providing the leadership. so when you have your leadership of the council on this, then it really -- for lack of a better phrase, it stinks to high heaven. and i think that's what the attorney general said. >> this is the pressure not coming from the attorney general but also from the hill. remember we talked about the congressman who said he is going

to hold up putting his proposal through which called for investigations of elected officials. he wants to see what the district is going to do. equal kuame brown, it's like putting the fox in the henhouse. >> something else in the news, a change. they're no longer going to arrest people with expired plates or registration. this received a lot of attention. i think a lot of people were surprised that you could be arrested for that on the spot. good idea certainly with the public i think it would be popular that they're doing away with this. >> being arrested? >> no. >> john townsend of aaa who has actually been dealing with this, and i think you shared this with me, liz. a year ago he had brought this up. but he called for this to be questioned a year ago about arresting people for expired

registration and license plates. but this is under a new mayor. the last time it was under adrian fenty's administration. but now vince gray, and some of my conversations with him, he's had a better association with aaa. >> has he? >> no one is going to be shy when we talk about metro. and this is something, liz, you were talking about. you take -- they have completed a big portion, they say, or a major portion of the escalator repair. where do things stand now with metro and their escalators in. >> as we were saying before the show, i'll believe it when i say it. they may have removed all the scaffolding and the sign when it rplss to be finished. but it hasn't moved on its own yet. we're still walking up and down. i've been kpeugt at that station for the last year and a half.

at some point there has always been one escalator that hasn't been operating, is under repair. as we all know that's one of the busiest stations in the system. so many people get on and off that station. i've walked on platforms where you couldn't walk on because people are waiting for trains. it can create a lot of havoc. >> but you see it's the same old story we've been hearing over and over and over again. for instance, foggy bottom. the thing i'm concerned about here is they put new pods at union station, the seven escalators and also foggy bottom. the problem i have are the words new pots going into this machinery. as soon as it snows, as soon as it rains we have problems. for instance, dupont circle, which is the deepest i think in the city.

>> right. >> they always have problems there. and we are talking about new pots. i have to go along with my colleague over here the fact that i'll believe it when i say it if they're going to work consistently. >> i'm a big metro fan. and just coming here, yeah, i'll take the metro to come to the studio. but i agree. what i don't understand, traveling around the country. even the world, you go into a place like zurich. beautiful. >> they are. >> they work. who is the contractor? >> right. >> at some point you hold that contractor accountable or you you get a new contractor. >> how much of this is a the function of an aging system? >> it has to be. there's no ifs, ands, buts about it. we're not the only capital in

the world with escalators that are used this way. and i have never really experienced so many breakdowns as i have here in my hometown. >> metro is kind of running excuses that we are in the middle -- the system is middle aged. this is when starts to happen, this is understandable. they are exposed to the weather. and they're trying to remedy that by building overhangs but people expect change now. >> and you have systems that are much older. >> yeah. >> and they operate -- japan. they operate with much more efficiency. >> i think it goes back to what has happened over the years with metro and management. there has got to be a more streamline management that understands the system itself. that has been the problem. maryland, virginia, the district are still coming to the table as to how much are they going to put in the pot to have a good

metro system. >> can i add something real quick? >> yeah. >> and i want the general public to understand, too. they have a responsibility. i can't tell you how many times i have seen people dump trash, dump drinks, dump cigarette butts. >> we have to do our part. >> we really do. >> we'll break now and get back to virginia and maryland too. stick around on reporter's

and welcome back to reporter's notebook. i mentioned at the top marian berry running for another term. is he going to have some trouble? >> it has changed a lot. it's not the same ward 8 we knew 10, 15 -- 5 years ago. i think he has a chance. i think he's very popular. he has a chance for another term.

ward 8, like i said, has changed. you have a new development on the west campus with the hospital and the federal government moving in. but you have more professionals. and i know i did a series on what calling it the new georgetown. because when you look at that panoramic view on suitland parkway -- >> you can't beat that view. the only problem is you have to beat the federal government. >> there's plenty of areas around there that can build around the whole area, the court. so i think marian is a good politician. let's not ever forget that. and he still has a lot of support in ward 8. >> and he can never be underestimated. >> he didn't have opposition. he has no opposition that is significant. now, again, when he retires and decides not to run, it's a new ball game. the man is mayor for life.

and it's because you still have people, seniors who are still alive. young people are now adults who still in this age-old adage, i remember he gave me my first job. he knows how to take care of his constituents. >> all right. let's move into alexandria. there's a dispute going on there, waterfront redevelopment. why sut so controversial? and tell us both positions. >> is the city is trying to redevelop the waterfront. they're in the process of doing that. they're running into opposition mostly are witness over how much development can we particular stick on the waterfront. the residents and their ideal picture of things there would be very few buildings. a lot of park land. just a lot of open space. but the problem is the city needs to pay for it. so they need to have a certain amount of retail buildings. specifically they would like to

have a hotel there. that is kind of what is at the very center of this whole argument. residents are concerned about traffic problems. you have to drive around for blocks and blocks and then go to a space. residents feel if you add a hotel you'll add to the problem. so they are going head to head on that in alexandria. >> to stretch a little bit, liz, let's go back to the mayor who always talked about the section across the river. >> national harbor. >> they run a trolley -- not a trolley but a bus but water taxi through old town. >> yeah. >> so there's always this idea we want more development.

there's your right. people who have lived in alexandria for a long time they want to keep it a nice old town. >> they're talking about tracking shoppers. and this mall down there has pulled off on this new technology where they can find where people are shopping by using their cell phones. aclu pounced on this. >> well, they should. talk about big brother watching. now big brother watches and sees where you spend your money. if you want to track shoppers, use cash register receipts. that's how you track shoppers particularly in the mall. there's no guarantee that the information is not given to any government entity. so it could be given to the state. whether it's the commonwealth of virginia or federal government. it's the dumbest thing i've ever

>> this weekend jerry sandusky is speaking out. >> i didn't do those things. >> the embattled coach sat down for a wide-ranging interview with "new york times" reporter joan becker. >> he's trying to get his story out there. >> his explanation of what penn state knew and what they did. he said former act let irrelevant director approached him with concerns but never went any further. >> i still have my kids. >> and sandusky said legendary coach joe paterno never discussed the issue. >> i don't know that he didn't know. i know that he never said anything to me. >> he was very loyal still to coach paterno and very upset. talked about being very upset that he had been fired over this whole thing.

virginia tech was too slow in notifying students, faculty and staff about a gunman loose on the blacksburg campus. the 2007 shooting spree left 33 people dead. the government fined the school $55,000 for violating a federal law that requires timely warnings about safety threats. virginia tech says it acted appropriately and will appeal its case wednesday. right now police are investigating two shootings less than a mile apart from each other in northeast washington. the first victim was shot in the face late last night 21st street near maryland avenue. there's no word on his condition. a woman was shot and killed on 23rd place northeast. there's no word on her identity or if police have a suspect in the shooting. police are not saying whether they think the shootings are related. surveillance videos shows a man police are looking for.

it was taken inside all saints preschool friday in chevy chase. he walked out with stoepbl cash from two purses and a metro car. >> kids were arriving. to wander through unoeud offices and classrooms and taking things. >> police believe the same thief may have pulled the same scheme at three other churches nearby. >> unbelievable. hope you catch them. 20 minutes away from the start of the 7:00 hour. right now an 85-year-old woman claims she was skretrip searched at the airport. both sides of that story when we return. and charlie sheen's ex-wife and charlie sheen's ex-wife is in trouble yet again to war zones. and that can be a problem for a once-thriving tourist destination like dubrovnik, croatia, left in disrepair by years of war.

chief major, thank you for coming back to viewpoint. >> my pleasure. >> let's look at the crime rates in your county. moving the right direction for the last few years. >> they have been. we have seen declines in our overall crime. and that's good news. because our population is going up. certainly more things going on in the county each year. but there's still room for improvement. we break it down. while we look at the overall statistics you have top break it down fpblgt what's happening in silver spring, poolsville, damascus. each area of the county we look very specifically to see where we need to focus our efforts. >> and they are all distinctive communities. they're growing more distinct and diverse every day. >> i say all the time when it comes to police service, one size does not fit all. downtown about thes tkarbgs very different than the way we police

in poolsville. we continue to focus resources where needed. believe me, there's always challenges for us. >> you how is it different? is it a question of manpower or resources? >> it's a question of resources. it's a question of how you deploy that manpower. i've got officers walking on foot and on bikes in downtown bethesda and silver spring. that's just not the way you would police that area. it's taeulorring the police services to a particular area. >> say burglaries, robberies, carjackings. how are they looking? >> all of those are down with the exception of pittsburgh larrys. most notably home break-ins.

if you told me five years ago what was the problem i would have told you street robberies. we went from an all-tie high in montgomery county and reduced that 20% over the last several years. we're very pleased with that. pittsburgh larrys is one we haven't been able to see a reduction in. in fact, we had just as many this year as last year. so we have to focus on that. >> we keep hearing about crime actually will falling. does it surprise you three years ago when the mom fell out of wh bottom fell out. >> crime goes up. in an area like this, that's not the case. first of all, as you note d.c. area is somewhat insulated from those huge economic fallouts.

unemployment, while it has risen a little bit, hasn't risen dramatically. and the other issue is that i explained to people, you know, if most people lost their job tomorrow they wouldn't figure, okay, i have to learn to a life of crime to now support myself. that's just not the way people are. i don't think there's a direct correlation between the economy and crime rates. but i'm really not surprised that pause the economy has gone bad that crime hasn't skyrocketed. >> almost eight years leaving the force. six in fairfax county. compare the two for us, the challenges of those jobs. >> being a police chief is a tough job. it's long hours. you've got a lot of people who make demands on you.

people are not shy about telling you how you should do your job. >> right. >> and all of those come with the job. i wouldn't paebl to be a police officer for 35 years if i didn't enjoy working with the department. virginia is a right to work state. so there was not a union in father fax. collective bargaining and an important part of my job now. it makes a difference in terms of making decisions. you have to have a different strategy to accomplish things. crime-wise, similar crime rates with regard to homicides. you i will tell you we have three times as many burglaries in montgomery as they have in fairfax. fairfax has a little more than a

million skpef a little less. they have almost 1400 police officers. and i think that does mac a pit of a stpbs especially when you try to attack things like burglaries. so we try to target our resources, focus on areas where we have crimes. but robberies. fairfax has one half the number of robberies that we do year after year. so clearly we've got some crime challenges that are a little bit greater than fairfax does. but where we're similar -- and this has been so rewarding, two great police departments. you won't find two better police departments than the montgomery and fairfax police service. i have to tell you i'm very proud to be part of both of those in my career.

welcome back to viewpoint again. our guest this sunday morning is montgomery county police chief chief major. you talked a little bit about unions and collective bargaining. that's a big issue in montgomery county right now. it could well be on the ballot for voters next november. it's this issue of bargaining and a bill scaling back collective bargaining essentially for the union members. >> right. >> tell us what affects bargaining means and why that has posed a problem for your department. >> well, it's a very complicated issue but i'll try to give it a good explanation. first, i have to make it clear. it does not take away collective bargaining rights for the union. they will still be able to collective bargain their salary, all the pay and benefits issues.

those things will not be affected. affects bargaining a a limited scope of bargaining. >> it says when management, chief, exercises management rights. and we have management rights that are spelled out in the labor law. when we exercise those rights the union can bargain that exercise right has on its members. an example is we had wanted all of you police officers to start checking their e-mail once a day. on workdays. not on their days off. on their workdays, check e-mails once a day. they were given county e-mail addresses. the fop said, no, we want to bargain the affects of that. what they said was, well well, what's going to happen if one of the officers doesn't check their e-mail? are they going to get in

trouble, be disciplined? that's affects bargaining. it's not a pay benefit. it's not a working condition. it gives the union the ability to tpherbgt that. i can't say this is what's going to happen. i have to negotiate it. >> how time consuming is that stkph. >> it can be very time consuming. affects bargaining has only been invoked a few times. but it is very time consuming. for me very common sense things that need to be done on the police department can often be postponed, delayed. my biggest issue is it affects my ability to efficiently run

this department. i have a responsibility for the operation of this department. every decision i make has to be negotiated it can affect the efficiency as far as i'm concerned. this is what's going to be on the ballot for folks a year from now. again, it's a complicated issue. a lot of folks will say, gee, i support the police. how should i vote? it's not about supporting the police or not. that affects bargaining. not collective bargaining but affects bargaining. do we want the union to have that ability to negotiate all those management decisions or want the chief to be able to run the department as the chief sees fit. >> there's a trend of flashmobing out there with young people. we had an incident a couple weeks ago at a 7-eleven. you have identified about 20 of these kids is that right? >> and there will be more identified. we had a flashmob incident in

germantown. we identified two or three all charged with theft. this case in silver spring, we had almost 70 kids go into that 7-eleven. >> how many clerks? one? two? >> i think there were a couple of them. now, a lot of the kids didn't steal anything. they just went in and watched. a lot of kids did steal something. there were a number of kids that actually went in and paid for their items. so it's a little bit more complicated sredz for us because we had to determine who are the kids that actually stole something and who were the kids that were not involved. >> do they not see it as a crime? through social media we're getting together and this is a fun thing to do on a saturday night or after hours? >> i think it's all about this pack mentality. i'm not sure they all planned this ahead of time. it might have been two minutes before they went in there. it's this pack mentality.

you get caught up with it. in germantown we had kids who had never been in trouble before. they said, you know, i went in there and saw everybody else doing it. it was dumb. they regretted it. but it's just this pack mentality these kids get caught up in. >> surveillance cameras. they have to be aware they're taking the pictures. how frightening is it for the person behind the counter and is overwhelmed by this number of people? >> it's got to be very frightening for the clerk behind the counter. what happens if the clerk tries to intervene or block one of the kids from going out the door? what would have happened to that clerk? so they did the right thing and just called the police in this case. but it's got to be tremendously frightening for them. >> that's going to segue on the other side of the break we will talk about curfews and what's being done on that end and the being done on that end and the co

$55,000. now back to viewpoint. welcome back to viewpoint. we're talking with the police chief tom major. curfews has been a hotly debated topic in jurisdictions across the country. young people certain times restricted. you're a fan of the curfew or not. >> i think it is a very useful tool for police officers in particular situations. and i will tell you, prince george's has a curfew. d.c. has a curfew. one of the reasons we're even debating this is because we've had gang members, young kids that have told us we used to go to chinatown. we used to go to union station. we used to hang out in different places. they've got a curfew. now we come to silver spring. >> they cross the line? >> absolutely. kids told us they used to get off the metro, go up to union station, get off gallery place.

they said the police would meet them, say there's a curfew. can't come here. so that's one of the reasons that we started looking into this in the first place. it's a tool we feel like if you take kids under 18 that probably shouldn't be out after midnight to begin with let's take them out of harm's way. they could be victims of crimes. they could get involved in things they shouldn't be involved in. we saw these flashmobs that happened at 1:00 and 2:00 in the morning. so we think it's a useful tool. but it is hotly debated. there are as many people who think it's a bad idea as those who think it's a good idea. >> and they have raised this other concept, a measure they're calling anti-loitering, prowling if you will. >> right. >> you don't think that's a good idea? >> it's a terrible substitute.

it criminalizing suspicious behavior. right now the constitution says if you're acting suspicious police can stop you, talk to you, in some situations frisk you. but they can't arrest you until you commit a crime. the way i read it it makes it a crime to be acting suspiciously. and i think that's a recipe for disaster. uneven enforcement. really it's too vague for police officers to interpret or what is suspicious and what isn't in terms of the way the bill is written. but it says specifically it talks about if someone acts in a way that a reasonable person doesn't act, i don't want to criminalize the mentally ill. i just think it's very open to interpretation and very difficult to enforce. i told county council recently,

vote for it or vote against it. let's see what happens. but please don't substitute this other law. this is a nightmare. >> something else before the council, as you know. these cameras on school buses to catch people who run by, fly by. maybe they're unaware they are passing a stopped school bus with that stop sign out there. when i see people do it there's nothing that gets me angrier. it's so obvious you should be stopping. everybody knows that all around the country. will the cameras help? >> i'm a big fan of automated traffic enforce. . the camera doesn't lie. and you will see -- everybody knows when that stop sign comes out, there's enough flashing red lights. people know they're not supposed to pass the school buses. we have them pass school buses every day, multiple times. it's not the biggest problem we have. when one person does it think about the danger they're putting those children getting on or off

that bus, the danger they're putting the kids in. frankly i think it's worth the investment to put those cameras on school buses. we're working directly with the schools. have the school bus drivers tell us. which can tell us, i've been passed all the time. put them on those first. it's not really a problem on my route, fine. >> red light cameras and speed cameras. what do you say to the people who say it's cha-ching. this is for revenue? how much money do they bring in and how effective have they been? >> i'll tell you we've seen the first year they were up we brought in millions of revenue. people are changing their

behavior. i've been writing speeding tickets my whole rear. with all the campaigns, all the strategies, everything that police have done nothing has been more effective than speed cameras. people pay attention now because of those cameras. before most people sort of, well, i drive, i keep up with traffic. you drive what feels right. now they're driving the speed limit. even folks who say, well, i know where the cameras are, i slow down for the cameras and speed back up. there's a safety zone there. in front of a school, residential area. i think they're very effective. and the best way to keep from having to pay one of the fines, go the speed limit. >> it's

and welcome back to viewpoint. our guest is the police chief of montgomery county. in the news this week you made an arrest after three attacks around the wheaton shopping area. someone out there preying on elderly men, taking them in their car ask draining their atm accounts. >> we had three cases. the victims -- one victim was in their 60s. the other two were in their 70s. this guy approached them, threatened them with a box cutter. he would drive the car, make them go to atms. one victim lost $2,000. the last victim who was 77 years old, actually resisted a little bit, fought back a little bit and ended up getting his -- a broken bone in his face, was beat and cut with the box

cutter. >> we talked to him this week. he was talking about how trusting he had always been. that's going to change now. he says in his mind. what do you tell people who are frustrated and frightened? they were waiting for someone to be caught. it was four or five days this had been going on. what do you tell people especially during the holiday season? >> the shopping malls are more crowded. there's more people. you've got to really be aware of your surroundings. as you're walking out with bags in both hands, headed to your car, don't have tunnel vision going to your car. look at what's going on around you. see if there's somebody standing near your car that doesn't seem to be doing anything but standing there. there's plenty of mall security,

>> you have to wear a lot of hats. >> i do. i enjoy the job. it's got its challenges but i love what i do. >> what are the most challenging parts of being a police chief in montgomery county in 2011? >> i'll tell you what keeps me up at night is worrying about the safety of my officers. they put themselves in harm's way every day. montgomery county has lost 15 police officers in the line of duty and i worry every day, every night about their safety. i worry about the safety of the public, especially when i know we're having a crime problem in a particular area. i hold my commanders accountable and say you need to do whatever needs to be done to resolve this crime situation. while i love this job, many

in her living room when a man jumped out of a closet. when she asked why he was there, he said he was looking for a party and ran. >> i'm shocked and kind of terrified actually. we're being extra careful to lock our doors. >> around the corner in the 3600 block of o street northwest a group of students had a real fright. an intruder with a scream mask was in their home. >> i started screaming bloody murder, 911, police. he looked at us and continued on. >> the man who broke in was pocketing items, an ipod, cash. a chill in the home led to his discovery. >> our basement door had been opened. neither of us left it opened. we noticed a breeze coming from the back. >> the man ran down the stairs. when they screamed, he bolted out the back door. students say it's a scary reminder of what can happen.

some say they still feel like it's a safe campus. >> this is a good place to go to school. it's very safe. it's a pleasure walking any time. >> anyone with information about either case is asked to call the department of public safety on the georgetown university campus. at this point we don't know if these two cases are connected. in georgetown, darcy spencer, news 4 today. virginia tech is appealing a federal reprimand after its response to a mass shooting tragedy at the school more than four years ago. the education department says virginia tech was too slow in notifying students, faculty and staff about a gunman loose on the blacksburg campus. it left 33 people dead. the government fined the school $55,000 for violating a federal law that requires timely warnings about safety threats. virginia tech says it acted appropriately and will appeal its case on wednesday.

right now police are investigating two shootings less than a mile apart from each other in northeast washington. the first victim was shot in the face late last night on 21st street near maryland avenue. there's no word on his condition. then police say a woman was shot and killed on 23rd place northeast. there's no word on her identity or if police have a suspect in that shooting. police are not saying if they believe the shootings are related. and it looks like today is going to be your last day to enjoy the intercounty connector for free that is. the all-electronic toll road in maryland starts charging drivers tomorrow. the newest section opened two weeks ago and connects i-370 in gaithersburg to i 95 in laurel. during peak hours it will cost 25 cents a mile or four bucks to travel the speier length of the icc. >> tracee wilkins drove it. it took her 19 minutes during the regular normal rush.
