trailer filled with logs. route 7 in tyson's corner shut down because of a deadly crash. a woman was killed after she was hit by a small truck. police are still on the scene. they expect all eastbound lanes to be closed for at least a half hour. the woman charged in a series of crimes will remain in jail. through her lawyer, the 26-year-old waived her right for a preliminary hearing. the judge decided there was enough cause to keep her in j l jail. she will stay there until further action by the court. a key d.c. council committee passed a sweeping ethics reform bill. it comes days after an fbi raid of harry thomas jr., under investigation for his use of city funds. tom sherwood joins us live from

the wilson building downtown d.c. with the latest on the story. tom? >> reporter: the new ethics bill would have tougher reporting requirements and tougher penalties. for awhile, it looked like the bill wouldn't pass. d.c. ward 4 keown till member muriel bowser worked for months to get it down to one sweeping law. >> this is an issue that affects the entire council. i absolutely support getting it before the full body sooner rather than later. >> reporter: michael brown was threatening to hold up the bill for more discussion. council chairman kwame brown appeared to vote and insisted the bill will pass before january. >> we are going to do what's necessary to make sure that we pass a comprehensive ethics reform bill this year. >> reporter: chairman brown is

under investigation for alleged campaign violations and friday, fbi agents in a separate investigation raided the home of councilmember harry thomas jr. chairman brown told reporters he showed up to be sure an ethics bill passed without delays. >> get an ethics reform passed. councilman bowser, staff have done a phenomenal job. residents came and expressed interest in the bill. it's time to get something done and move forward. i wanted to make sure it happened. >> reporter: a member chose not to show up for today's vote. the other big drama today is the other councilmembers met in private to discus it. some say well, let the legal system play out and see what happens. others are hoping thms will take a leave of absen without pay. it's not clear what he's going to do or clear he's going to

confrontations, no incidents to report. things seem to have returned to normal here at the occupy d.c. encampment at mcpherson square one day after they condemned the makeshift wooden structure occupiers constructed to hold meetings in. 31 demonstrators were arrested when they disobeyed orders to take it down. police dismantled the structure. today, we learned occupy d.c. plans to build another one. >> we'll have another general assembly tonight and come up with proposals which we will discuss and have a consensus or we will disagree with the proposal and decide where to go from there. we need a plan for structure. the weather is becoming worse. >> reporter: occupants cleaned up mcpherson's square. >> we don't want them to think we are not cleaning up.

a former miss usa is in trouble with the law for driving drunk. she was arrested early saturday morning in the detroit suburb of highland park. an attorney for the beauty queen says she's sorry and is taking full responsibility for her actions. she was the first arab american to become miss usa. she was crowned in 2010. she apologized. she first tried to tweet her way out of the mess saying she was not in michigan. it's been called one of the most expensive pile ups in

history. 14 luxury cars collided in japan. eight ferraris, three mercedes, a lamborghini and two toyotas. damages estimated at $4 million. ten drivers taken to the hospital with minor injuries. investigators believe the cars were traveling at speeds of more than 90 miles per hour before the crash. with the holidays approaching, you could be traveling by plane to our destinations. what would you do if the plane you are on had an emergency. look at the seat right in front of you before the plane takes off. >> reporter: crash and safety experts learn a lot by studying accidents. the miracle on the hudson revealed something surprising. many passengers who read the safety card could not remember what to do at the plane headed for a river landing. >> when they said brace for

concerned. i don't expect the rain until this time tomorrow. it's out there. some areas have seen three, four five inches of rain across tennessee and kentucky. it's moving toward the east. something else you notice, snow in st. louis on the backside. another area of snow in the panhandle of oklahoma and texas where they have seen temperatures drop a huge number. temperatures in dallas right now, 47. denver right now, around seven, the actual temperature, seven degrees. the windchill could be down to 15 below zero. that's the colder air that filters in here. we are not going to see the coldest air. 23 in omaha, nebraska. 32 in st. louis. 39 in memphis. 73 in jacksonville. we are going to see the warm air ahead of the system first as the frontal boundary is to the west.

mild ahead of it. very cold air. behind this system, tomorrow, we'll see the showers and the rain move through. it's not going to be an all day rain. when we do see the rain, some of us may see a moderate downpour or two as the rain moves through. still mild with temperatures into the low to mid-60s for some of us. as the area of low pressure moves to the north, this area of low pressure will see the frontal boundary move across the area on wednesday afternoon. we are going to see rain during the day on wednesday. then the cold air is right off to our west. it's going to interact with this next area of low pressure. as that one moves up, more rain late wednesday night into early on thursday. we could see the cold air move in just in time to change some of it to snow. not sure whether it would happen or how much we'll see. we have a lot of time to work on it. we'll continue to work on it here on nbc 4.

inside her home in the 500 block of 23rd place stabbed to death. pat collins talked to her daughter and has this report. >> when friends weren't around, i feld alone, i was never alone. i had my mom. >> reporter: they were very close. they called each other every day, at least once. last saturday, adele called her mother's home on 23rd place northeast and there was no answer. she called again. nothing. she got worried. she got frightened. she went to that house. inside, she found her mother murdered. >> i'm at a loss for words. it's horrific. it's horrible. that did you want give it justice. that's not how anyone should have to remember their mother. >> reporter: police sources say there was no sign of forced entry.

it's likely she was killed by someone that she knew. her body found in her bedroom. she had been stabbed repeatedly, savagely. elaine coleman was just 47 years old. for many years, she lived in this house in the kingdom park section of northeast. he worked hard as a cash year so her daughter could graduate from penn state with a communications degree. >> my mom was happy in life, you know. she deserved the happiness she worked so hard for. it's painful. me and my mom were joined at the hip. when i lost my mom, i lost a part of me. i don't know how to function. we talk every single morning. to wake up and wait for the phone call or that text message and it doesn't come. it's very painful. >> that was pat collins reporting. he'll have more coming up on news 4 at 6:00.

the search continues for a man who works for a sanitary commission. he disappeared in the reservoir. he was last seen friday afternoon at the lake in maryland. he was working for the managed hunt department. he was on his way to recover a deer using a boat. that boat was found 300 yards from where it launched. police dive teams and sonar specialists have been out searching the woods around the reservoir. so far, no signs of him. a local woman is fighting to get her children back from a country. >> bring back our baby. >> bring back our baby. >> protesters with the group, return us home hit the northwest. she claims her children who are 5 and 2 1/2 were taken to tunis tunisia. she had custody of the kids.

she went to the embassy to make sure her ex-husband would not be able to get passports for the children. a couple months later, that's what happened. her children were taken to tunisia by her ex. she's been in communication with the ambassador. right now, they are not required to follow u.s. law. u.s. attorney general dropped a bombshell when he said he plans to run for governor in 2013. it creates a challenge for fellow republican bill boeing. today, he made his first public comments about the decision. julie carey is in the news room with details. >> well, ken says he hapt been able to talk to bill since the bid. once word of his plans leaked out, it was too late to put it back in the bottle. >> i think competition is a very
