a very strong storm. very warm air ahead of it. cold air behind it. our temperatures are going to plummet. flood warnings along i-95. prince george's, montgomery, for the district, rivers and streams. flooded roadways. give yourself a lot of extra time throughout the rest of the evening and the overnight hours. then talk about the winter weather advisories. they are in effect throughout the entire area to the west of i-95. loudoun county, northern fauquier and portions to the west. winter weather advisory here for the potential of accumulating snowfall. i'm going to break it down for you hour-by-hour in ten minutes. >> can't wait for that. thanks, doug. that has cities across the region bracing for a cold winter's night. all of that rain has put a damper on the pretreatment effort on the roadways.

erika gonzalez joins us live with more. >> reporter: we spoke with v-dot earlier. usually on a night like tonight when a wintry storm is anticipated they go out and place deicer along the roadways before they salt. because the rain continued to keep falling, they have had to skip that step. one to two inches of rain have fallen over the d.c., maryland region over the last 24 hours causing more harm than good. on military road, the water became too much for the street to bear until it gave way. >> this situation here, you really can't do anything to fix it. you have to make it safe for when the weather gets better. >> reporter: pothole killers filled holes like this, five feet by two feet wide and more than a foot and a half deep. water went rushing more than five feet earlier today.

>> snow is key. we start preparing as early as june. >> reporter: it's the change from rain to snow that has v-dot crews waiting in the wings. virginia added $20 million more this year to the snow fighting bank account. they are in charge of clearing the lanes. as soon as the rain stops, salt is added to the trucks. >> by 8:00, we'll have 525 pieces of equipment ready and deployed. we'll be ready. >> reporter: they don't anticipate the use of plows, but rather spreaders. if you don't have to leave home, stay indoors to have further room to work. >> if you stay off the roads, we can treat the roads and do a better job having them prepared. >> reporter: flooding is still a major concern as well as hydroplaning. you can hear the cars whooshing by. be extra careful on the roads tonight. another thing helping the situation is the fact the road

temperatures have not gone below around 60 degrees. that is also helping the situation. we are live tonight in alexandria. erika gonzalez, news 4. back to you. >> thanks. investigators are trying to figure out what led to the crash in montgomery county this morning near blunt drive in germantown. both drivers had to be taken to the hospital. they are expected to be okay. a dramatic day today in state college, pennsylvania. former penn state assistant coach jerry sandusky, hauled away in handcuffs, again. a new grand jury report accuses sandusky of abusing two more boys. we have the latest. >> reporter: mr. sandusky, any comments? anything you would like to say? police led jerry sandusky away from home following new charges

of child sexual abuse. allegations by two new accuser who is told a grand jury they were abused by sandusky. one in 1997, the other in 2004. the former coach was free on bond following the initial arrest on november 5. that stem med from charges he sexually assaulted eight young victims all of whom he came into contact with through the second mile charity, an organization he founded to help disadvantaged young people. according to the testimony they were part of the charity. he told "the new york times" he showered with young boys but denied touching them. >> the allegations are false. i didn't do those things. >> reporter: a lawyer explained why his client is only now coming forward. >> he thought he was the only one that this ever happened to.

and there's a certain amount of shame and negativity, feeling that is go along with it. >> reporter: sandusky faces 47 counts of child sex abuse involving ten victims over a 15 year span. kurt gregory, nbc news. >> parents of victims of the 2007 virginia tech shooting testified today that lives could have been saved. a judge began hearing testimony today at a u.s. district court. at issue is whether the university did enough to protect the students. the court will decide whether the school violated the act by not warning the campus after two students were found shot in their dorm room. it requires all to keep and disclose information about crime on and near their campuses.

$55,000 in fines waged by the u.s. department of education. >> a day of action for protesters in the district. at least four groups including members of the occupy d.c. movement were part of demonstrations that shut down city streets today. chris gordon is live with more on the story for us. chris? >> reporter: we are live at the occupy d.c. incampment at d.c. square. if we look down vermont and k street, you will see a heavy police presence. all day long, there were arrests. police estimate 50 and counting. police say the protesters for the most part have been polite. >> the demonstrators call it a day of action. action that disrupted downtown washington. occupy d.c. marched up one side

of connecticut avenue and down the other just before noon chanting and spreading their message. when the demonstrators got to the intersection of 60th and k streets, occupy d.c. met up with other groups, our d.c. and people from all over participating in the effort called take back the capital. organizers said there were 1,000 people here in the street. >> i worked all my life paying the system, never late, never missed a payment. the banks canceled me because they didn't want me to get into anymore debt. it's not their business. >> i'm part of a generation that grew up worse off than my parents. i don't want that for them. >> reporter: between noon and 1:00, they blocked the intersection at 60th and k street. most of the crowd marched down k street. this group of 11 demonstrators, they came from across the country including two members of

the clergy stood their ground on 16th and k despite police warnings to move. >> get out of the intersection or you will be arrested. this is your final warning. >> i don't want to get arrested. i'm willing to risk arrest so the suffering of the 99% can end and we can all go back to work and put our country back on track. >> reporter: police officers moved in arresting the demonstrators who went to the police bands. their hands were tied behind them with plastic bands. they were charged with obstructing a highway. besides the 11 arrested over at 16th and k, at 14th and k another group was arrested. again, d.c. police are trying to come up with a total. 50 of them marched to the white house, the supreme court and newt gingrich fund-raiser.

we have other crews monitoring the situation to cover it as it develops throughout the evening. that's the latest from occupy d.c. at mcpherson square. >> battling the elements out there. thank you. a washington, d.c. research firm is taking a close look at who the occupy d.c. protesters are. they did an informal survey at mcpherson square. 40% don't identify with the party. 2% say they are republican. 25% claim democrat. one in three is a college graduate and under the age of 24. nearly 60% say they are underemployed or unemployed. it was 70 years ago today that the japanese launched a surprise attack on pearl harbor. more than 2,000 people were killed during that early morning attack. today, defense secretary leon panetta placed a wreath there in honor of the victims. panetta and others observed a

former illinois governor, rod blagojevich sentenced to 14 years in prison. 18 counts of corruption including a count to sell president obama's old senate seat. he asked the judge for mercy. he will surrender on february 16th. he'll have to serve 85% of the sentence. he is the second successive governor from illinois to be sentenced for corruption. george ryan is serving a six and a half year term. news for your health. a new report is shedding light on the things women concerned about breast cancer should learn more about. it's not all about the well-known risk factors.

>> reporter: cindy was 35 years old when she was diagnosed with breast cancer. >> the first thing you ask is why me? i believe it had to do with the environment. >> reporter: some things increase the risk for breast cancer and age are out of a woman's control. women can control so-called environmental factors like what you eat, whether you smoke and if you exercise. a report from the institute of medicine lists factors that might be related to breast cancer starting with those proven to increase the risk for disease. >> medical radiation. the use of combined projest redskin history. oral contraceptives, as well as alcohol and obesity and overweight. >> reporter: factors that lowered the risk, regular physical activity and maintaining a healthy weight after menopause.

girls 17 and under need a prescription before taking it. power outages. there are 1700 people without power right now. doug you say a big part of the story is going to be the high winds? >> it is. i think we could see more power outages because of the saturated ground. a lot of standing water. i think we could see winds upwards of 30 to 40 miles per hour for an extended time tonight between 10:00 and 4:00 in the morning. we could see downed trees. the leaves are all gone. we are not too worried about that. i wouldn't be surprised to see downed trees. this is a very big storm. it's a strong storm. it's a very fast mover. the rain is going to come. the wind is going to come and so is the snow. it's all going to be out of here in about the next six to seven hours or so. maybe a little bit longer. the rain is here right now. it's been raining all day.

some locations picking up one to two to three inches of rain. heavy along i-95. if you are driving anywhere across the area, watch for flooded roadways. we are under a flood watch in the area. back to the west, though. also an area of very heavy rain coming down into frederick county, virginia. across the panhandle of west virginia and portions of maryland. heavy rain out there now. to the west, this is very heavy snow. i wouldn't be surprised to see the rain/snow line inch closer over the next several hours. the rest of us along i-95, this will be all rain through 10:00 tonight. i'll break it down for you in a minute. the main storm system is here. watch it start to spin. it's right in here. there are thunderstorms ahead of it. temperatures in the 70s ahead of it. temperatures in the 30s behind it. we are talking about a flood

warning in effect. numerous flood warnings until 8:00. some around culpeper. a lot of flooded roadways out there. give yourself extra time and turn on the lights. winter storm advisories. these in the purple are winter weather advisories. parts of howard county, loudoun county, if not all of loudoun county and points to the west. winter storm warnings in effect to the west of the ridges here toward portions of garrett county. they could see three to six inches of snow here. temperatures 52 degrees. look at the winds gusting upwards of 20 miles per hour. those wipds are only going to increase as we move throughout the rest of the night. 37 in cumberland, maryland. 57 toward cambridge. the colder air is moving in here. 43 in winchester. i think you could see the rain/snow line in your area over the next couple hours.

are investigating a stabbing that happened outside northwood high school in silver spring. it occurred after a basketball game against kennedy high school. we have the story. >> reporter: police say the victim, a 17-year-old blair student was at tuesday's game to watch her brother who plays on kennedy basketball team. an altercation that started inside after the game ended with her in the hospital. >> i was surprised. of course concerned. >> reporter: the fight spilled outside into the northwood parking lot behind me. the victim told the police she tried to stop the altercation when she was stabbed multiple times. >> very sad. my grand kids go there. i had no idea something like this would happen here. >> reporter: the high schools sent letters home with students telling parents about the incident. police belief the female suspects attend kennedy high school and the victim is expected to recover. it may seem like we are hearing

more about female-on-female fights but a psychiatrist at children's medical center who specializes in bullying says this is nothing new. >> the public and the practitioners are more aware of this issue right now. but even if you look at the news in the last ten to 15 years, you have cases similar to this. >> reporter: according to the center for education statistics school violence decreased. oftentimes, the violence goes viral. search the words girl fight on youtube and you get thousands of hits. it underscores the need for more antibullying programs. >> the case that happened here in montgomery county happen all over the world. >> reporter: extra counselors

were on hand wednesday to speak with students and security teams at northwood, kennedy and blair are working together. there will be additional security at friday night's game between blair and northwood. school officials are encouraging parents to attend. >> we have some wicked weather out there. let's get another check on the forecast from doug. >> not just wicked. this is amazing. the roller coaster ride we are going to be on for six hours or so as we continue to see the rain move to snow, eventually and the winds coming in. many southern virginia, strong thunderstorms down there. this is what i'm talking about. you have just about everything there on the radar map now. the doppler radar is showing heavy rain in the washington, d.c. area. the southern portions of maryland. along 301 to the south of waldorf. back toward winchester, 81, heavy downpours there, too. notice this, the rain/snow line

to the west of winchester. right now, it's sitting at 43 degrees where d.c. is sitting at 52 degrees. the cold air is moving in here very fast. just looking at one of the cameras up there, got pictures i'll show you at 6:00. five inches of snow toward deep creek. western portions of maryland, they are expecting to open up for the season next weekend. winter green in virginia expected to open next week. here is what we can expect. notice the rain/snow line. you can see the pink there, it's the mix of rain and snow along i-81. heavy rain to the east. snow right near the i-81 corridor. some heavy at times around winchester, front royal, hagerstown, martinsburg for a two hour to three hour period. heavy snow there. around 11:00, the rain to snow line moves to the west of i-95. we have a bout of heavy snow

there. leesburg, gaithersburg, all could see a band of heavy snow for an hour or two. that's why we are not expecting too much in the way of accumulation. i'm not expecting too much in the way of problems on the roadways at all. three to six inches well to the west. maybe more in the higher peaks. this goes for the two to three inch. one to two in loudoun county, montgomery county and northern portions of fauquier. closer to the d.c. area, only a dusting, really a coating. that's around midnight to 1:00 in the morning. after that, i would think it would actually melt before you wake up in the morning. don't expect to see many problems when you wake up tomorrow morning. tomorrow, we are beautiful. plenty of sunshine out there. colder. high temperatures only 41 to 45 degrees. we have been in the 50s and 60s

to add a huge contract that fielder would bring to them now. i don't see him being in the mix. albert pujols have been the talk here over the last couple days. >> he has several offers in excess of $200 million. the latest report i read was the cardinals offering $220 million. what is your gut feel on this thing? >> my gut is he's going to stay in st. louis. i think all things considered, the money was going to be similar. they all of a sudden have all this money to spend out of nowhere. gechb the histo given the history of st. louis, he's going to want to stay there. the money is similar. the marlins still have money to spend after they signed all these other guys. >> i can't believe the marlins. that stadium is going to be half empty. they are not going to know what to do with all these guys. they are continuing the rebuild.

stopped, then picked back up. down south, they were hit with snow this morning. the snow snarled traffic in the memphis area. the same storm system is headed our way. meteorologist doug kammerer has more. doug? >> it's headed our way fast. heavy rainfall across the area. we are going to continue to see the rain now through the next couple hours. then yes, we'll see it transition to snow. look at doppler radar. you can see where the rain is now. it's around the waldorf area. fredericksburg and portions of that area. to the west around 81 where we are seeing the transition from rain to snow around winchester. the current temperature there, around 40 degrees. we're going to continue to watch as the rain/snow line moves off to the east. a lot of snow toward western maryland. they have picked up two to five inches of snow in western maryland and western portions of west virginia. that will move our way to the south. maybe around fredericksburg. we could see severe
