speech to troops at ft. bragg. >> i'm pat lawson muse. president obama told americans leaving iraq ends one of the greatest chapters in u.s. history. he made the remarks in ft. bragg, north carolina. >> all troops are due out of iraq by new year's eve. we have the story. >> reporter: the gold at the end of the rainbow over ft. bliss, texas, was the return home of 200 soldiers who had been to iraq and now back in the arms of loved ones. >> it's good. it's about time. >> reporter: over the next few weeks at military institutions things like this will play out repeatedly. the drawdown of u.s. troops in iraq is just in time for the holidays. >> i'm happy he's going to be here for christmas. we were not expecting him.

>> reporter: it's also just what president obama ordered. he went to ft. bragg in north carolina wednesday to cheer those returning, himself. >> on behalf of a grateful nation, i'm proud to finally say these two words and i know your families agree, welcome home. [ applause ] >> welcome home. >> reporter: mostly, the president praised those who went to fight the war since march, 2003. >> we are ending a war, not with a final battle, but with a final march toward home. this is an extraordinary achieveme achievement. nearly nine years in the making. the war in iraq will soon belong to history. your service belongs to the ages. >> reporter: as he spoke, other troops in iraq prepared for their return and a homecoming like this. chris clackam, nbc news.

more than 1.5 million americans served in iraq since 2003. previous winners included president obama, celebrities and business icons. this year, "time" magazine chose the person of the year as the protester. they are recognizing protesters because they are redefining people power around the world. it gave a special nod to protesters in the middle east whose demonstrations toppled governments. the next was the raid that got osama bin laden. the title goes to the person or thing the magazine most influenced news events of the year for better or for worse. now to the republican race for the white house. newt gingrich is enjoying his biggest lead yet in the polls. there's also bad news in the polls for the former house speaker. mitt romney is rubbing it in.

steve handelsman has that story. >> reporter: no longer the front-runner in polls of republicans, mitt romney focused on the good news on fox. >> people are coming to the conclusion that i'm the person with the experience and the temperment and capacity to lead america and defeat president obama. >> reporter: it's true. newt gingrich surged to the business lead among republican primary voters, 40% to romney's 23. ron paul at 9 in the nbc wall street journal poll. in the match-up against president obama, it's romney who bea beats president obama. >> very close to newt in iowa to take the lead. >> reporter: ron paul is one point behind gingrich in iowa. three in new hampshire. paul was in new hampshire upbeat.

>> it means we are peaking at the right time. >> reporter: a time when the 76-year-old libertarian's shrinked right rings right to many voters and paul is stealing gingrich report. romney shows newt team with nancy pelosi to fight climate change. >> zany is not what we need in a president. >> reporter: brainy is what he hopes voters see. his main afternoon speech is about brain science. the new gallup poll is a no brainer. a slip since gingrich became the front-runner. i'm steve handelsman, news 4. the payroll tax cut extension that passed the house has little chance of passing the senate in the current form. right now, the leadership cannot agree on when to vote on it. mitch mcconnell refused to allow

the chamber to vote on the house bill. he wants to settle the matter of the finance bill first. a government shutdown is not out of the question. meanwhile, senate majority leader, harry reid wants to vote on the payroll bill, first. he can't negotiate a compromise until the bill has been rejected. passing the spending measure first will ease pressure on republicans to reach a compromise on the payroll tax. on wall street today, stocks fell for a third straight day. the sell-off hit commodities and energy stocks hard. the dow was down 133 points. nasdaq down 40 points and s&p 500 down 14 points. we have had a cloudy wednesday afternoon. the clouds are going to produce rain for us. >> that's what we are hearing. veronica johnson has the forecast now. >> hey, there guys. we have two things to get to

where do we go from here? temperatures fall to the mid-40s. we are going to hold steady with the mid-40s most of the evening and early part of the night. here is a look at the fast forecast. we are dry for the evening. the temps holding steady. we talk about when the rain is going to move in, how much we are going to get and of course, one more weekend left until christmas. we have to give you the saturday/sunday forecast. i'll have the details in a couple minutes. thanks, veronica. police are puzzled over what led to a deadly accident, a pedestrian accident. it happened this morning shutting down exit 15 and backing up traffic for hours. the ramp is open again this afternoon. police are still trying to figure out what the pedestrian was doing on that busy highway. news 4's tracee wilkins has more from germantown. >> reporter: this fatal pedestrian accident happened just before 6:00 a.m. the effects of it lasted well into the morning rush.

police say a man was running across i-270, the southbound lanes this morning when he was truck by a tractor-trailer in the third lane and killed. the man seen here is the driver of the truck. he didn't want to talk on camera since an investigation was pending. he tells us the pedestrian was running from the shoulder of the southbound lanes heading toward the northbound direction. before he could stop, he hit him. the truck driver stayed on the scene. police are not identifying the pedestrian at this time. they say they know he was coming from his residence located a few miles away on 355. they don't know where he was headed or why he was attempting to cross an eight-lane highway in the dark. the driver who struck the man will not face charges. the accident was unavoidable. the investigation into the crash had a major impact on traffic. only the two left lanes got by.

the exit ramp for 118 west was closed. police blocked exits i-270 in an effort to divert the local traffic away from 270. >> it's backed up to frederick. >> reporter: the investigation into the crash is still ongoing. i'm tracee wilkins, news 4. the contract that established the apple computer company in 1976 was sold on the auction block for a whopping $1.59 million. it's ten times more than expe expected. it's thanks to fierce bidding by six people on the phone and online. the winner is the proud owner of the contract signed by steve jobs along with a document that removed one of the first three partners. amazon's kindle fire and barnes & noble's nook. which should you put on your holiday wish list?

the radar has been dry. notice a little bit of precipitation to the west around elkins, west virginia and petersburg. this is the area that's had a few very, very light showers. as far as the forecast, 43 degrees at 9:00 and 40 at 5:00 a.m. damp and chilled for tomorrow morning. a little bit chilled with the additional moisture in the air, 39 degrees. here is a look at the satellite radar. there's the rain in west virginia. we have some bigger rains coming through around chicago. o'hare and midway airport looking at delays today. the last hour when i looked, they had delays because of the weather and heavy rain in indiana. a lot of the locations getting an inch of rain from the next weather system. the warm front giving us the cloud cover. as the warm front moves on, a partly cloudy sky after midnight. starting the day tomorrow with a

welcome back to news 4 at 4:00. i'm barbara harrison in for jim handly. >> i'm pat lawson muse. here is what's happening at this hour. president obama thanks u.s. troops for all their hard work in iraq. he made the remarks during a speech to soldiers in ft. bragg. all u.s. forces are due out of iraq by the end of the year. this was designed to pay tribute to those who fought and died in the country. the latest polls suggest newt gingrich surged to the biggest lead, yet. it's not all good news. gingrich is favored by republican voters in the field, survey voters think mitt romney has a better chance of defeating president obama in the election. a debate under way over why a pedestrian tried to cross

i-270 in the dark this morning. he was hit and killed by a tractor trailer after running across several lanes of traffic. this is an accident. no charges will be filed. stocks fell. the dow down 130 points to close at 11,823. nasdaq down to 2,539 and the s&p 500 was down to 1,212. an annual study of teenage drug use is revealing good and bad news this year. >> the national institute on drug abuse reports while teens are putting cigarettes down, they may be picking up other harmful substances. erica edwards has more. >> reporter: the announcement suggests a non-smoking america may be possible some day. daily cigarette use among teens

is down among eighth grade, tenth and 12th grade. >> we are seeing the rates so smoking cigarettes at the lowest they have ever been among teenagers. >> the bad news, we have a disturbing increase in hookah cigars. >> they are just as harmful as cigarettes. the fda banned flavored cigarettes in 2009, it doesn't apply to cigars. >> they have flavoring like grape and peach that appeal to kids. in many states, they are able to get around taxation. in many states they are cheaper than cigarettes. >> reporter: kids seem to be getting marijuana. this year's study showed use among teens climbed to the highest levels in five years. >> what's more worrisome in the

current survey is that the rates of daily marijuana smoking are as high as they have been since 1981. >> reporter: alcohol use fell, especially in the important binge drinking category. >> we are seeing significant decreases in it from 1996 whep it was very high. >> reporter:over-the-counter medications are being abused this year. a sign to keep our youth drug-free continues. >> the report also noted a growing threat to kids. synthetic marijuana known as k-2. teens who use it will also use real marijuana. they banned the substance earlier this year. elizabeth taylor once said jewelry was one of her greatest loves in her life. >> the actor or late actor

richard burton was one of her greatest loves. a ring he gave her sold at auction for nearly $9 million. three times what it was expected to fetch. all told, her collection of jewels sold for $115 million. part of the proceeds will go to the foundation she created to help people living with aids. she died earlier this year at the age of 79. fantastic jewelry there. >> the necklace was beautiful. it's a sign of the times. a beloved christmas display almost didn't happen this year. >> not because it didn't involve religi religion, the owner hit hard financial times. >> two, one -- >> you may remember seeing this. jim jordan put his christmas themed display up for the past 44 years. it's a holiday tradition in california.

cover. 50 in college park and right in d.c., last year on this date, we were up to 28 degrees. only 28 degrees for the high temperature. we had gusty winds and a couple days after that, three days after that, i believe, we had our first inch of snow, inch and a half at reagan national airport. 9:00, 43 degrees. 43 at 11:00. once temperatures fall, they are going to hold steady for awhile at not drop much more. 40 at 5:00 a.m. at 7:00 a.m., 39 degrees. the humidity is still with us until the rain really starts as the cold front approaches. a little bit of sunshine tomorrow morning. 8:00, cloudy. we'll stay partly cloudy as we get into the day tomorrow. a little bit of sunshine for us. that will help us smile on the way to work. a little bit of rain. frederick and down through areas of d.c., not much at all.

minutes later. it's a sickening feeling. >> reporter: they checked animal shelters and put up flyers. >> after awhile, the acceptance kicks in, the dog is not going to come back. >> reporter: last week, a woman found the dog in california. take a look at the map. 2700 miles away from home. animal control found a microchip inserted inside her. they called the family with the good news. >> i thought somebody was playing a joke on me from years past. two or three hours later, we found out it wasn't a joke. >> she returned home in perfect health. >> she was flown from sacramento to jfk and we picked her up in new york. >> it's p the the best christmas present ever. >> reporter: they learned a lesson, walk your dogs on a leash. they recommend dog owners put

what started as a good deed left tourists stranded up o tree in new zealand. the men, one from switzerland and one from canada noticed garbage floating in the river. he became overwhelmed by a fast-moving current. his friend tried to rescue him and got caught in the water. they decided to climb the tree. emergency crews eventually arrived and rescued the pair. a woman crushed to death while getting on an elevator inside a new york city building. two others suffered minor injuries. they were taken to the hospital. the woman was getting on the elevator.

before she could get completely on, the elevator started to move as the doors closed. it crushed the woman between the elevator and the shaft wall. the building was evacuated. there's an investigation under way to determine the cause of the accident. >> terrible story. still ahead on news 4, evidence that points to a
