and complaining of workplace issues. >> reporter: the police were notified and they responded. this woman, who lives nearby who doesn't want to appear on camera stepped out to get her mail and was shocked and frightened by what she saw and heard. >> i heard gunshots, then the police were out there. then, that makes me more nervous. then, i saw the police running into his car. >> reporter: according to police, the incident was in the midst of the violent conclusion. a man emergeed from the house. >> he was with a handgun, he waved the gun in a threatening manner. several officers shot that man. >> reporter: the victim fell dead near the drive way. police say there had been verbal exchange among officers and the subject in the minutes before the shooting.

efforts were made to get him to drop the weapon. the entire incident transpired over the course of 30 minutes. the s.w.a.t. team arrived and searched the home for other occupants. none were founld. officers escorted groups of children around the scene as a detailed investigation got under way. >> we are looking into whether the gunman fired any rounds. >> reporter: now, police are only identifying the man who died as a man in his 40s, about 43 years old. the investigation does, indeed, continue. as you can see, crime scene tape and christmas lights on valley park road. back to you. >> all right, derrick ward. thank you. in an argument between two bus drivers may have prompted one to crash her bus into a building today early this morning. this was at a bus parking lot in waldorf. school officials say two female

drivers had a dispute. the judge refused to grant one a restraining order. three people received minor injuries. it's not known if the other driver is among those hurt. the federal government is facing a third partial shutdown. news 4's jane watrel is here to talk about what is causing the stalemate this time. >> it's complicate d but it stes from a fight over taxes and spending. the obama administration is alerting employees a government shutdown could happen and what steps they should take should one occur. >> here we go again. >> we have been down that road before. >> reporter: that's the reaction of workers worried about the threat of a government shutdown as partisan politics turns nasty. >> it's continuely playing

itself out. it's partisan. people across the country know it's partisan. >> reporter: democrats are refusing to sign off on a funding bill to keep federal agencies running beyond friday. >> this bill is terrible. it is terrible. >> reporter: republicans accused democrats of blocking a year end funding bill to use it as leverage in the payroll tax cut negotiations. >> they would rather shut down the government than allow this legislation to become law. >> reporter: caught in the middle, 800,000 employees and hundreds of thousands of contractors who would face furloughs as the christmas holiday is approaching. >> this is a serious threat. congress is getting ready to go out. you have a situation where there's a stand off. everybody on capitol hill is looking at next november. they are not looking at america right now and what needs to be. >> reporter: many federal workers aren't spending much money as they approach the holidays.

student loan. he owes $16,000 in student loans obtained back in the 1980s. the government says he agreed to make payments. it was announced during a court hearing. this isn't the only legal trouble he's facing. his home was raided in part of an investigation in whether he diverted city funds for personal use. turning to the weather, we have rain headed in our area. veronica johnson has an update. >> yes, drops due to fall around here. it's going to take a long while for the drops to start falling. a couple hours, we are talking about some time tomorrow. i'll give you the details, coming up. today, the clouds got us. 49 degrees. the mercury is managing to hold pretty mild for this time of year when you consider the average high is 47 degrees. that humidity around the area is hanging. 48 in baltimore.

equipment and planning, officials are ready for the fast approaching snow season after a tough 2011. >> the snowstorm on january 26 that left traffic across the region snarled or in some cases hours. we have the vehicles. the people and the contracts in place to prepare us for snow events large and small. >> reporter: the mayor cited several plans, one to announce school closings by 11:00 p.m. the night before. two, to allow more city workers to telecommute from home and to work with federal officials to more orderly release thousands of employees or provide shelter in place options. new efforts to keep intersections clear. >> one of the big problems we experienced as you may remember is the blocking of the box. many of you may have sat at intersections for a half hour. >> reporter: they have 750 city

battle of the ages weight loss competition. doreen gentzler has the results. >> hi, guys. we have been following two d.c. women 30 years apart in age. tonight, we'll see who lost the most pounds and whether age was a factor for them when it came to weight loss. >> i'm feeling good. i feel great. >> i fit back in clothes i haven't worn in awhile. i took two inches off my waist. >> this 28-year-old and 58-year-old are two women on a mission. a mission to get fit. but, they are 30 years apart. we wanted to see if age would affect how easily a person loses weight. when we met wakefield, she said she was ready for a change. >> i was unhappy. i wasn't feeling great. i was starting to get to that point where nothing really made me happy. >> lynch says after by pass surgery, she wanted to get

one wrong turn landed this little baby seal on the couch of a home in new zealand. it wiggled across a busy road sunday evening, then wandered across a garden, entered a home through a cat door. the seal climbed up the stairs, entered the kitchen and made his way to the living room where he rested on the couch. he had to be tired.

despite being cute, seals are more dangerous than you would think. he was released back into the wild where he belongs. 30 kids in college park got a special visit from santa today. this was the easter seals child development center. they were surprised by the guy in red. they got a special gift, got to do a holiday party with songs and treats. new research gives pain striking picture of the state of marriage in america. according to census data reviewed by the pugh research center, 51% of american adts are married. it's down 5% from last year and down more than 20% from 1960. people getting married are doing it later in life. half of all women are 26 or older when they first marry. more than half of all men are at least 29 when they marry. part of the reason, cohabitation

a collection of more than 4,000 photos, paintings, maps that trace the evolution of d.c. they have a new home now. they have assembled a massive collection over the past 85 years. now the collection will be on display at the historical society. it is the largest private historical collection in the country. two kids with big dreams recently got the chance to meet some washington greats. >> they are brothers and hoping to find a loving family soon. >> barbara harrison takes us to meet them at redskins park on wednesday's child. >> reporter: washington redskins wide receiver got up early to show them around the redskins practice facility in ashburn, virginia. they tossed the ball around a little bit and the boys told him

thing happens. it's not just personal. it affects a lot of people. >> reporter: investigators checked the security cameras at fridays and the ones over there at the outback. so far, nothing. only one clue here. te telltail tire tracks. a vehicle was used in the theft. because baby jesus weighed 80 pounds, it's likely more than one person was involved. >> what kind of person would do something like that? >> cruel, insensitive. heartless. >> a person that didn't have anything else to do and a person with a criminal mind. >> cold hearted. >> reporter: what happened here was a crime. when there's a crime, there are consequences. in the hospital only in the court but in this case, maybe in other places as well.

put in what he calls his fertility shake. he set up a website with his background and medical history, talks to couples seeking help having a baby and arranges for them to come to his home where he provides them his own sperm, free of charge. >> what some recipients want. it seems to be an increasing trend. they want to have some connection or at least have a name and a face to put with their donor. >> reporter: it started when he responded to an ad from a couple in 2006. he's provided 350 sperm donations that led to the births of more than a dozen children. his independent operation went smoothly until the food and drug administration contacted him and told him he had to register the donor services with the government. then there was a surprise inspection of what they categorized as a clinic.
