>> i'm pat lawson muse. still no deal, yet. the budget wrangling continues on capitol hill. so does the threat of another possible government shutdown. here is a live look at where lawmakers are trying to come up with a spending plan. the biggest blocks, payroll taxes and unemployment benefits. steve handelsman reports the issues will be resolved before the deadline. >> reporter: with government set to partially shutdown saturday, a rare show of cooperation in the senate. a deal on tax cuts and funding government. >> we are going to resolve both on a bipartisan basis. >> reporter: the democrats are tieing the issues into one. republicans need to extend the payroll tax cut and unemployment benefits without pushing a

controversial oil pipeline. the white house has a countdown clock. president obama stood with workers who need payroll taxes kept low. >> congress needs to make sure 160 million working americans don't see taxes go up january 1. >> reporter: on the key, obama demand -- the white house caved, again. >> the president's priority isn't to raise taxes, it's been to lower taxes. >> reporter: the head house republican rubbed it in. >> i appreciate they gave up on their millionaire surtax. they didn't give anything up, they never had it. >> reporter: a payroll tax deal is near. >> there's no need to shut down the government. >> reporter: this can be, says boehner, untangled. 16 years after government shut

down for three weeks, republicans got blamed. it badly damaged the career of then speaker, newt gingrich. i'm steve handelsman, news 4, capitol hill. fixed mortgage rates fell to a record low, again. according to freddie mac, the average rate fell from 3.99% to 3.4% last week. the lowest rate ever, according to data from the national bureau of research. the average rate on a 15-year mortgage fell to 3.21. that is also a record. wall street ended a losing streak posting modest gains. here are the lathest numbers. dow gained 39 points s&p 500 closed up more than three points. investors took a break from worrying about the economic crisis. jobless claims were at a three and a half year low.

after nearly a decade, the military mission is over in iraq. nearly 4,500 u.s. soldiers lost their lives since the invasion began in 2003. today, a ceremony took place in baghdad to mark the end of the war. richard engel has the story from there. >> reporter: on a base on the edge of baghdad, the united states took down their flag to mark the end of the military mission. with the casing of the colors, the military command in iraq is officially closed. the iraq war, a war led by the u.s. military is no more. all that's left to do now is withdrawal the 4,000 remaining troops in the coming days. defense secretary, leon panetta. >> no words, no ceremony can provide full tribute to the sacrifices that have brought this day to pass.

baghdad. more evidence that stress goes beyond the battlefields. divorce rates are the highest level in 12 years. 30,000 marriages ended in 2011. as troops return, the number is expected to climb higher. divorces were the most common among enlisted women. the overall military divorce rate surpasses the civilian rate of 3.5% posted in 2009. we have a real warm up out there today. >> now, we are getting warm december rain. storm 4 meteorologist veronica johnson has more on the weather from the storm center. hi, veronica. >> that's right, we are. a little rain out there to go along with the mild temperatures today. it was kind of spring-like. i don't know, that may be pushing it. the numbers were way up today. here is a look at the temperatures today.

snow showers coming our way. you have to stick around for the four-day forecast. barbara? >> we'll stick around then. thanks, veronica. the fbi is launching a search for a rapest. he's called the potomac rapist and wanted for a dozen assaults in the area. >> this is the picture from back in 1988 of the man who could be the potomac river rapist. here is what they believe he looks like today. his last known victim, 29-year-old chris dean. she was attacked, sexually assaulted and struck multiple times in the head with a boulder. left for dead. it happened near the whitehurst freeway. there is no excuse for this

violent string of attacks. the person responsible has to be taken off the street. >> reporter: dna links the same suspect to that case and eight others that happened in may of 1991 and august of 1998. the m.o. included throwing a towel over the victim's head so they couldn't get a good look at him. police believe he's living among us. he was believed to be in his late 20s to 30s back then. he's now in his 30s to 40s. >> the public's help in solving this case can bring solis to victims and their families. >> reporter: some of the techniques used to find the east coast rapist will be used in this case. the effort will include a dedicated website, digital

for saturday. we are clearing out, mostly sunny. clouds come in for sunday morning. that's the time period we are talking. after about 2:00 a.m. on sunday, up until 7:00 a.m. on sunday, we could see snow showers, very light snow flurries. not enough where it's going to amount to anything on the area roads. out of the mountains, it accumulates there, too. the lake-effect snow will be a big deal for areas of new york state, off erie and lake on tear ya. a chilly breeze. 38 to 45 degrees. the wind out of the northwest at 10 to 15. the clouds thicken again with possible showers south of the area. here is a look at your four-day forecast. there's your saturday at 46. your sunday at 43. again, we are going to be warming up sunday. starting out below freezing, areas in the upper 20s. could be conversational snow sunday morning. by monday, the high 54.

>> thanks, veronica. the third tiniest baby ever born prematurely and surviving is doing well. >> melinda was born at usc medical center in los angeles, california. she weighed less than a can of soda at the time of her birth. aerica edwards has the story. >> reporter: she is three and a half months old and weighs four pounds. >> reporter: miraculous. she was born premature at 24 weeks and weighed more than a half pound. at nine and a half ounces, she is one of the smallest babies born. now her doctors say she may be able to go home around the new year. >> they will likely go home in two to three weeks. >> reporter: how rare is it for a baby this tiny to survive? >> this cannot happen every day.

i want you to be sure. this is once in a lifetime, maybe twice in a lifetime. >> reporter: she was born by sa sarn section and hooked up to a breathing machine. a feeding tube provided her nutrition. >> it was a scary feeling. i knew she was going to survive. >> her chances of living was 1%. we got it. it's a miracle. >> reporter: last month, she underwent surgery to close an artery that usually seals after birth. her mother was able to hold her for the first time after surgery. >> it's great. no words to be said. >> reporter: now it's home for the new year and this young family and their miracle baby. erica edwards, nbc news. >> what a great story. coming up on news 4, a fashion show filled with chocolate.

a record number of cars and trucks receive add top safety rating from an insurance watchdog today. the insurance institute for highway safety picked models after conducting tests to see how well they handled front, side, rear and rollover crashes. some of the cars chosen include the 2012 honda accord, bmw and the forester. stronger roofs on the models led to the record number. it's a happy ending for some penguins caught in a nasty oil spill. staff members at a wildlife recovery center in new zealand released dozens of the penguins today. 300 of the birds were covered in oil after a tanker got stuck on
