it helps ease gridlock. >> it's been bad. even at midnight, there's traffic for miles on 66. >> i don't go 66 because of the craziness. i don't need to deal with it. you can sit on 66 for at least two hours before you get to work. >> reporter: it's all part of the capital beltway high occupancy project. crews are working to rebuild an entire interchange. this flyover is a key component. by moving 66 eastbound motorists closer to the tyson's corner exits. >> they are on the right side of the road. it's a safer movement. they will find better riding than current ly getting on the left side and crossing over four lanes of traffic. >> reporter: back live, now to recap, if you can avoid this area after 9:00 tonight to 9:00 tomorrow morning, it would be a good idea. eastbound i-66 will be closed

i have lived there my whole live. the transportation is a nightmare, a true nightmare. >> the inbound freeway bridge opens to traffic on sunday. the bridge is set to open next week and the third span will open in a year from now. the federal government shutdown was set to kick in at midnight tonight p has been averted. they passed a $1 trillion budget bill ten hours before the deadline. it's going to keep the federal gove government running through next september. lawmakers are still working, however, on that separate payroll tax bill. a candidate for the d.c. council was arrested just after midnight on charges of soliciting for prostitution. kevin was arrested near north cap and k streets in northeast. here is a look at his campaign website. he is the son of the former d.c. councilmember kevin who held the 7th street until he was

defeated. by now, mayor vincent gray is one of several candidates seeking to unseat him. the attorney for him and his campaign said the candidate was not soliciting and would fight the charges. a man pretending to offer christian based financial is scamming people out of money. they want to know how many people have fallen victim. derrick ward joins us live in the studio. he spoke with a man who says he's one of the victims. derrick? >> thisuy acted and talked like a legitimate touns counselor and provided statements. it was all a scam. now a disabled veteran's dreams and savings have been stolen. the former marine injured while in the corps.

>> i decided to hire someone to help me invest it. >> reporter: it seemed like a god send when this man came to church. he taught classes in personal finance and offered to help chris manage his investments through his company. he convinced him to move his money into one new account, then another. over the course of the business dealings, he counted him as a friend. >> as well as a brother in christ, the way we call it. i felt comfortable with him. >> reporter: when the time came for him to draw down some of the investment, the friend revealed himself for what he was. >> a wolf in sheep's clothing. >> reporter: the evasion about why the banks wouldn't pay out. watson was putting money into the investment accounts. holmes was keeping it. watson found out when he checked with the banks. >> there was no record of my name, account or anything. >> he accepted $200,000 of cash.

george washington university graduate student has died from the rare but contagious disease of meningitis. university officials say the infected person lived off contact. meningitis is an inflammation of the membranes surrounding the brain and spinal cord. symptoms include high fever, stiff neck and nausea. there are antibiotics to treat it. new developments in the penn state case. two people can be tried on charges they lied to a grand jury. it follows a day long hearing in harrisburg, pennsylvania. mike mcqueary testified he saw jerry sandusky do something wrong and sexual to a boy in 2002. he made it clear to administrators and what he saw was inappropriate.

the penn state scandal is bringing new attention to a missing person case that baffled investigators for six years. it's when the first prosecutor to investigate sandusky disappeared. we'll tell you about a cold case that is back in the spotlight. there is a hang up in the hearing or was one at the hearing today for the man accused of leaking classified documents to wikileaks. he gave secret cables to the whistleblower website. there's a dispute over whether the man acting as the judge in today's hearing can be impartial. the presiding officer -- today's hearing will ultimately determine whether bradley manning will stand trial for charges of aiding the enemy. he's facing life in prison if

now they say little baby jesus weighs 60 pounds. he lost 20 pounds after he was taken from here. they found the little baby jesus. >> oh, thank you, lord. >> reporter: who stole little baby jesus? police say it's a woman, a 25-year-old woman who works at this walmart in the same shopping center. she lives in spots vain ya county and posted a picture of the little baby jesus on facebook. someone asked her, is that baby jesus stolen? she replied it's so stolen. >> we have no idea how many people actually saw that picture on facebook. a great number of them made comments indicating they knew it was stolen. they were talking about it. out of all those people, only one individual came forward and contacted us. we are glad he did. >> reporter: tonight the that tiffty scene is complete. the case is far from closed.

grip the i-395 corridor next year. it's when 5,000 employees report for work at the complex. the move-in began gradually in august. a big influx of workers was expected soon. they announced legislation that caps the number of parking spaces that could be used at 2,000, roughly the current level. >> it's not going to get worse than today. it's going to general rat half the traffic that it would have. this is major progress and responsiveness to what the neighborhood was rightfully demanding. >> reporter: the 2,000 space cap stays in effect until major road improvements can be made. it could be lifted if current traffic congestion improves, something that is unlikely. residents are thrilled with the news. we are elated. i tell you, i know my neighbors

that dressed as police officers before invading a home in 2008. the brothers were stabbed to death along with a third man. a man is accused of going to great lengths to spy on women in a local bathroom. he was arrested on sunday. authorities say he went to the men's room, climbed above a light fixture, broke through a sheet rock wall and crawled over the ceiling tiles of the lady's room. a woman noticed a hand sticking out from the ceiling. he's charged with being a peeping tom and marijuana possession. this could be the biggest holiday travel season we've seen in years. aaa says more than 2 million people in washington are going to get in a car or plane to say happy holidays in person. 40% of people in the area are expected to travel.

aaa says it reason is that more vacation -- people have more vacation time and disposable income. washington dulles international airport. researchers looked at the price of airline tickets, taxes and fees on fares at 100 of the largest airports. memphis and cincinnati were most expensive. dulles came in third. reagan national 38, bwi marshall was one of the cheapest to fly out of. it was 80th on the list with an average fare of 334 bucks. despite the sluggish national economy, downtown washington is booming. it has new stores, expensive condos and night life. >> yeah, it does. the popular restaurant group is boosting the downtown trend. this weekend, it is opening the

hamilton. it is the first thousand seat restaurant. it will be the first to be open 24 hours a day, seven days a week. tom sherwood is here to tell us about that. >> this is no late night diner, either. it's employing more than 300 people and it's an endorsement of the new d.c. downtown. street life downtown includes this outdoor holiday market at 6th and f street drawing crowds through the end of next week. >> busy. i'm glad the weather turned out for us. >> reporter: it's a seasonal attraction. the growth and downtown business is drawing new people every day. just a few blocks up f street and 14th, the hamilton restaurant is going through last minute rehearsals for the opening sunday night. the downtown area's first 24 hour, seven day a week

industrial recycling, too. ship portholes and table tops made from floor joists. in the back, a fleet of mermaids watching from the ledge of a small oyster bar. it's really, really clever. oysters are delicious. you can get them, you know, raw on the half shell with interesting sauces. or you can get them broiled or grilled in about half a dozen different ways. here is a little trick. when i don't want a restaurant that recognizes me to know what i think of the restaurant, i leave food on my plate. i found that impossible when eating the cat fish here. it was so delicious. i love that clean flavor of the fish. it comes with bacon, which is a designer bacon, very good. a great roll. if you don't like seafood, there's the option of very good fried chicken. it's from a recipe that the owner used to feed his kitchen

charged, that case is getting attention. lester holt has a preview of what you will see. >> reporter: six years ago, the respected district attorney of center county, pennsylvania, abruptly disappeared. >> he said i'm driving down 192 and won't be able to come home. >> d.a.s don't go missing. >> one day later they found his red mini in lewisburg. it contained few leads. his work laptop and hard drive found separately in a river. the hard drive was too damaged for experts to retrieve any data. why, police wondered, had it been removeed from the laptop. >> anybody is going to look at that and say it wasn't an accidental thing. >> reporter: there was no body, no evidence of a crime. just theorys to explain his disappearance. he committed suicide or walked away or someone killed him.

we are the gar min family. >> i would like to wish my brother happy holidays. >> merry christmas. surveillance cameras could come to public high schools in fairfax county. they authorized it over a long debate over whether it would deter students from behaving badly. >> it was a close vote and some say the fight is not over yet. tracee wilkins reports. >> reporter: after a number of violent food fights in fairfax county high schools, the proposal was made to install surveillance cameras. then sides were taken on the school board. >> some feel we should have done it a long time ago. others aren't sure. >> reporter: they voted 8-4 in support of surveillance cameras.
