celebrate the bipartisan nature of this bill. >> it is absolutely essential that the government doesn't shut down. >> the deal also ensures thousands of federal employees will receive a salary. they were set to be paid on unpaid furlough just days before christmas. also many public facilities including national parks and mu seems they're going to stay open. now despite the deal not everyone is pleased. d.c.'s congressional delegate eleanor holmes norton is upset about a rider on the budget bill that stops the district from using funding to help pay for low income women. she released a statement on her website saying quote, we will never be satisfied as long as there's a single prohibition on d.c.'s use of its local funds. passing the spending bill could also affect drivers who work at the mark center in alexandria. the legislation before the senate includes language that would limit the number of parking spaces at the facility. right now 5,000 government

employees are consolidating offices in the army's new complex. the cap would make only 2,000 parking spaces available. virginia legislatures say the limit would force the army to find creative solutions like telework and staggering shifts. some people who live nearby are supporting the limit. >> we're elated. i tell you i know my neighbors and i have been pushing for this parking cap for over two years now. it's just fantastic that it's finally been put into place. >> the parking space limit would stay in effect until major road improvements could be built or congestion improves significantly. >> in addition to the budget bill, congress is also working on an extension for the payroll tax cut. lawmakers say they've come to a tentative agreement to extend the cut for at least two months. the extension would also help those out of work as it would keep unemployment benefits at 99 weeks. however, republicans have added a rider to the bill pushing

west of the blue ridge into the mountains of west virginia. we'll call it a partly sunny/mostly cloudy day. cold, breezy as well and a northwest wind 12 to 24 miles per hour will keep windchills in the 30s although air temperatures will sneak in the 40s. tomorrow more of the same. i think the clouds will be front loaded in the beginning of the day. by tomorrow afternoon we'll see a little bit in the way of clearing skies and sunshine. full sunshine doesn't come back until monday. we'll be a little sunshine challenged for your weekend. >> thank you, chuck. >> you're welcome. a george washington university graduate student has died from meningitis. school officials have not identified the student, but say the person lived off campus. they've gotten in touch with about 35 people that came in contact with the student before the death. meningitis is a rare but contagious disease that can be deadly if spread, but can be treated with antibiotics. five virginia college students accused of hazing will avoid jail time with a plea

deal. radford university student samuel maison was found dead of alcohol poisoning. he was forced to drink while pledging to get into a fraterni fraternity. five members of the fraternity pleaded guilty of providing alcohol to a moi nor. a judge ordered them to pay $a 1,000 fine. a d.c. council candidate says he plans to fight the charges that he was soliciting a prostitute. police say he offered an undercover officer money for a sex act near north capital and k streets. his campaign manager says the candidate was not soliciting in any way and was targeted by police. the son of a former councilmember who shares the same name, he is trying to unseat ward seven incumbent. u.s. park police are mourning the loss of an officer who died during a rescue attempt at the key bridge.

officials say officer michael bayne responded to the toe path under the bridge for reports of a critically injured person. u.s. park say bayne had a heart attack and collapsed. rescuers already on the scene rushed him to a nearby hospital where bayne died. >> mike was a friend of mine. i've known him for his entire career. i've known mike to be a -- a very dedicated and bold officer, dedicated family member. >> sources tell news 4 that the critically hurt man jumped from the bridge and also died. officer bayne was a 19-year veteran and leaves behind a wife and a son. well metro riders expect delays on four out of the five lines this weekend take a look at the red line here. it looks like every other train is going to come from shady grove is going to end at dupont. same situation here.

every other train from glenmont will end at union station. as for the orange line trains they're going to share one track from east and west falls church. the blue plans to share one track between stadium armory and addison road and also again from reagan national and braddock road and we are learning that the yellow line trains will only go between huntington and mount vernon square. of course, you can transfer using the green line to finish up your trip. everything should be wrapped up for your monday morning commute. taking it from the trains to the roads. there is relief on the way for virginia commuters who plan on taking eastbound i-66 to the inner loop of the beltway. this weekend you're going to be able to take a flyover ramp that's going to put you on the right side of i 495. it should make it an easier merge into traffic. the new configuration will be useful to drivers trying to get off at route 7 in tyson's corner who no longer have to venture

across all the lanes of traffic in order to make it over to the route 7 exit. chris? expect lots of company as you map out your holiday travel plans. according to aaa more than two million washingtonians alone will travel by plane, train and automobile in the next two weeks. that's nearly 40% of the metro region's population. and the highest volume in a decade. analysts say that most people traveling long distance say the nation's economy will have little impact on their plans. instead they're cutting back on spending to cover costs for their trip. the holiday shopping season goes into overdrive today. this is known as super saturday. and as most search for deals some maryland shoppers lined up for to pay top dollar for the hot item that went on sale today. derek ward joins us live at the mall in prince george's to explain. >> reporter: good morning, chris.

the crowds have magically subsided here that we saw earlier. this is indeed super saturday, but there's a convergence of themes here. there's some new shoes going on sale that are being released today. the new jordans and there's a new lebron james themed shoe going on sale. i'm going to tell you i don't know what they are called. they are indeed popular. we have some video of the crowds earlier at the stores. they opened early they were letting people in ten at a time to actually go in and buy the shoes. you had crowds in two entrances. some people in the front door and some going in one of the side doors. we talked to folks that have been out here since 1:00 a.m. we did talk to one parent of a person who was in line here about i guess the challenges of this sort of thing. >> i have a son that plays. it's our first time doing this. we were thinking that it was real organized at 5:00 this morning there was a nice line all the way down the street.

the closer it got to 7:00 which is when they said the doors were going to open, people just starting walking up. i'm thinking this isn't looking so good. i'm telling my son, i think we don't need to do this. it's just not organized. it's not organized at all. i didn't expect this. i don't like this and i will probably never do this again. >> reporter: now that is for one specialized item at only two stores in the mall. other stores have opened early like j.c. penney. they opened about 6:00 a.m., they're offering 50%, 60% off on some of their items there is a concerted effort by retailers to get folks in. black friday was disappointing. the national retail federation says this is going to be a 3.8% increase this year. there's a little catch rather to this super saturday. technically there is another saturday before christmas, but that's christmas eve. who wants to be out shopping on christmas eve. you want to be with family then.

we're going to begin with this beautiful wave. there are a couple things to keep in mind. this seems to be the look every gal's looking for. the first one is finding the right curling iron. >> the right size curling iron is to important to make sure you're using the right iron. short hair you can use a smaller iron, medium length a medium or a small. >> this is medium. >> this is medium length. i used a medium to large iron on this. >> about an inch and a half. >> absolutely. >> and longer hair. >> a big irbarrel. you want to keep it soft and not put look like you put it through the curl clamp. >> i think a lot of mistakes people make is they ramp with the clamp. you're saying don't do the clamp. it's so easy once you learn the technique to wrap that hair around the iron. it gives it a soft wave versus that big curl that everybody gets. >> do you spray it? >> yes, the right setting product is great. the hairspray to put on with the heat. one of my favorites is the

defense secretary leon panetta is in libya. we just got the video into our newsroom. it shows pa net na arrivesing in

tripoli overnight. panetta says his visit to tripoli will give him a better sense of the situation after the war. a storm has killed more than 430 people and dozens of others are missing. many people were asleep when the floodwaters tore through their homes. some of the dead were even swept out to sea. right now rescuers are searching for more victims. we're keeping a close tab on the story and we'll bring you more details as they become available. >> a second day of violent clashes between protesters and soldiers in cairo, egypt. protesters are demanding an immediate transfer of power away from the military run government. security forces sealed off the parliament building in barbed wire and spark stormed a camp

sparking the violence. a man now known as the barefoot bandit is headed to prison for the next seven years. a judge sentenced colton harris moore for 33 felony charges stemming from his two-year crime spree. the 20-year-old was convicted of evading police across the country in stolen cars, boats mostly while barefoot, the seven-year sentence -- harris moore will be sentenced for federal charges early next year. barry bonds will avoid jail time. the former san francisco giants slugger received 30 days home probation. he was convicted of lying to a grand jury about using performance enhancing drugs. prosecutors wanted 15 months in prison for bonds. his lawyers say they will appeal the conviction. misconduct may lead to yet

another corruption trial for ousted illinois governor rod blagojevich. a juror is accused of making public appearances to discuss the trial. they also claim a foreman kwept a questionnaire from the case and used it in a public presentation. blagojevich was convicted on 18 counts of corruption including trying to sell the u.s. senate seat va cat indicated by president obama. he was ordered to begin serving his sentence in march. turning our eyes to the weather we're waking up to cold air once again. >> once indeed. but it is december. we couldn't be completely surprised by the fact it feels a little cold outside. the cloud cover is going to be here for most if not all of the weekend. if you really want to see sunshine this weekend -- boy, looks like the clouds are winning out for sure. specially early this morning as we look live over washington yes

the senate is expected to vote today on a trillion dollar budget that will run through the end of next september. it includes a 1% increase in pentagon spending, but a 5% cut in homeland security. >> up next for congress a tentative deal to extend the payroll tax cut for two months. the deal would keep unemployment benefits at 99 weeks, but there is some controversy as the republicans attached a rider pushing development of the keystone pipeline. president obama has threatened to veto any bill with the pipeline attached to it. >> u.s. park police are mourning the loss of an officer who died during a rescue attempt at the key bridge. officials say officer michael bayne responded to the toe path under the bridge for reports of a critically injured person. u.s. park police say bayne had a heart attack and collapsed. sources tell news 4 the critically hurt man jump from the bridge and also died. well holiday decorating is a family tradition for many, but are you keeping your family safe?

>> last year 13,000 people ended up in emergency rooms as a result of holiday deng rating accidents. and more than 100 people die each year in fires. news 4's liz crenshaw was there. >> we're trying to be as vigilant as possible to protect the public. >> reporter: at the consumer products safety commission testing center in rockville, maryland. the chairman and her team showed us the reality of holiday hazards. how a live, dried out tree like this one can go up in flames in just seconds. >> a dried out christmas tree can burn faster than newspaper. always have a person in your family who is is the designated watererer. >> reporter: if you buy an artificial tree, make sure it's fire resistant. holiday lights can also be hazardous if they're not working properly. >> please don't use a string of likes where some work and some don't. >> reporter: avoid lights that

may have a broken socket or damaged cord. >> take a look at them. look for frayed wires. throw the decorations away. >> reporter: the safety director for underwriters laboratories tests products such as holiday lights for fire and mechanic kl hazards. the government warns against buying counterfeit lights. >> if you buy a counterfeit lights that don't have a safety seal then you're asking for trouble. >> reporter: safety seals signify the lights meet u.s. standards. for example the ul logo. you want to make sure you know the difference between indoor and outdoor strands. the red label signifies it's safe to be used outside. as new products hit the market, testers say they appear to be getting safer. >> the products are get egg better we see a lot of l.e.d. lighting used. the l.e.d. lighting takes much less energy. the chance of overloading extension cords is much reduced. >> candles can be deadly.

the cpsc reports an average of 130 deaths each year over a three-year period from fires started by candles. they remind consumers to keep candles away from curtains, decoration, trees and other ever greens. >> if you're aware that they pose a hazard can keep you and your family safe. >> that was liz crenshaw reporting. another warning, don't use metal nails or staples when hanging lights outside. you can damage the wiring which can cause a shock and also poses a fire hazard. thank you, chris. now to decision 2012 where newt gingrich is spending his weekend here in the washington area. while other candidates are trying to grab votes before the iowa caucuses the republican front runner is spending three full days off the campaign trail. he's watching his wife perform at a christmas concert in virginia today and will attend a book signing. mitt romney is in south carolina with his newest supporter

governor nikki haley. haley officially endorsed romney yesterday at a rally saying he has the best chance of defeating president obama next year. winning the south carolina primary is essential as every republican to win the presidential nomination since 1980 has won the state. be sure to tune in tomorrow to "meet the press" at 10:30 as haley will join david gregory to discuss her endorsement of romney. chris? now to a news 4 exclusive. the company that owns victoria's secret tells news 4 it's investigating claims of racial harassment. you lan dali says she and her family were shopping at westfield annapolis. they say they were humiliated by a female employee as they got ready to leave. >> bye, good night. something to that nature. thank you guys for not stealing my underwaers. i informed her that my little cousins didn't steal why would you make that comment. she said all black people steal.

you're watching news 4 today. a disabled marine corp. veteran from sharls county, maryland, is out over $200,000 after getting scammed by his financial advisor. christopher watson wanted to build a wheelchair accessible home and planned to invest some money to pay for it. he met a plan at his local church, leslie holmes, who said he would help watson invest his money. when watson wanted to take some money out, he realized it was all gone. he said the man he thought of as a friend was not a friend at all. >> the wolf in sheep's clothing. there was no record of my name, account or anything. it may not have hurt as much to be robbed by a stranger. >> police were able to arrest leslie holmes. investigators believe that watson was not the only victim of loems' scam. atlanta police are investigating the murder of an up and coming rapper nicknamed slim dunken. the detroit native's real tham is mario hamilton. he was getting reddier to record

when a receiver drops an easy one like that you have to go to him again. on another long route rypien looked for clark one more time. the pass right on the money. clark right under it, but the jmu grad misses the ball again. time for redemption. third quarter from the giants' 7 yard line rypien with a bullet to clark this time he hangs on. skins trail 13-7 now. fourth quarter, rypien goes long again and again he chooses gary clark. this is a 54-yard attempt. and it's safe in his hands. clark gives the skins a 14-13 lead. >> i was able to come up with a few plays myself to try to make up for the first half that i dropped the ball. it's a big game for us. an emotional win for us. kind of drained right now. i don't know if i'm coming or going. i'm glad we have the win. i'm glad we're 8-0. >> how sweet was vindication? >> it's sweet. it's good. the giants have had our number for the last six times. they're a great team.
