good evening and welcome to news 4 at 11:00. we begin tonight with a developing story in anne arundel

county. the coast guard is searching for a missing boater. their sailboat sank about 2:30 this afternoon in the chesapeake bay near sandy point state park. there were three people on board at the time, a 25-year-old woman and a 40-year-old man were rescued from the water. a 25-year-old man is still missing tonight. coast guard crews plan to search throughout the night. rescuers say the key to his survival could be how soon he's found. >> his body systems will eventually shut down and he'll go into cardiac arrest. we have to prevent that, get him out of the cold water and provide rewarming for him. >> the woman pulled from the water is being treated for hypothermia. the man rescued was described as having life threatening injuries. a dedicated family man dead tonight after being hit by a car while waiting for the bus to go to work. it happened this morning in wheaton, montgomery county police say a mercury milan left

the road, hit the man and a parked car and a tree. 59-year-old rolando grande martinez was killed. >> he work from 12:00 until dark every single day, even saturdays and sundays. >> very respectful, friendly, all the members love him. he's going to be missed. >> the cause of that crash still under investigation. the driver of the car was taken to the hospital with nonlife threatening injuries. lawyers for the soldier accused of giving classified information to wiki leaks revealed today that their client has a gender identity disorder. during a pretrial hearing in maryland, private bradley manning's defense claims he created a twitter account under the alter ego brianna. gender identity issues were hurting his ability to do his job and think clearly. manning faces life in prison if convicted on charges of aiding the enemy.

a government shut down has been averted thanks to action today on capitol hill. like many money battles on the hill these days this one was very contentious and came down to the wire. kelly o'donnell reports. >> nearly out of time -- >> the ayes are 67, the nays 72. >> the scars of gridlock. complaints about wasted money in the 1200 page $1 trillion spending bill that funds the government for the year. >> this system is broken. >> john mccain says too many projects were not given scrutiny under the rush deadline. >> $12.7 million for a cultural artifacts repository. that's in the name of defense. >> turning to the fight over payroll taxes, and unemployment benefits, a deal to extend the tax cut and benefits for one year failed. the senate could only agree on a two-month extension.

that means instead of the average worker saving $1,000, it's down to $166 for now. the president is pleased taxes won't go up, but expects more. >> it would be inexcusable for congress not to further extend this middle class tax cut for the rest of the year. it should be a formality and hopefully it's done with as little drama as possible when they get back in january. >> one issue had republicans high fiving. they insisted the keystone oil pipeline project that environmentalists oppose, but supporters including unions alike, because of jobs be added to this bill. even after the president threatened to veto earlier this month. >> any effort to try to tyche stone to the payroll tax cut i will reject. >> democrats and republicans backed a requirement that the president must decide within 60 days if the pipeline will be built and not wait until after the november election. >> most of us have not heard a

good reason from the white house as to why they would block it, i'm very hopeful the president will do the right thing for the country and get this crucial project under way. >> kelly o'donnell, nbc news the capitol hill. in decision 2012 tonight, just two weeks out from the iowa caucus, mitt romney has picked up two major endorsements. the des moines register picked him for the gop presidential nomination. the sunday edition of the paper will also include an ad from the campaign that taughts an endorsement from former senator bob dole. dole and the des moines register passed over romney in favor of john mccain. we are one week before christmas eve now. have you finished your christmas shopping yet? not this guy. the rush is on, as shoppers look for last minute bargains on a day that's been dubbed super saturday. darcy spencer joins us live from tyson's corner, where she's been checking out the deals.

cyber monday and super saturday. >> what are you looking for today? >> north face boots, jackets. and macy's has a wonderful sale. then i'm looking for myself. >> are you trying to get everything done today? >> yes. >> why is that? >> i work for ups. >> you're going to be busy the next few days. >> yes. >> reporter: this year's shopping season started strong, but spending slowed. shoppers are against the clock, many don't want to spend their christmas eve in a shopping mall. >> are you trying to get everything done on super saturday? >> pretty much, yeah. >> i think we've accomplished 95% of that, so, yeah. i would say that. >> super saturday deals usually happen on the last saturday before christmas. analysts say many retailers have slashed prices a weekend early. >> i think the deals have been going on since thanksgiving, it's not super good deals. it's just that it's the last week before christmas, everyone

starting tomorrow the new 11th street bridge in d.c. will be open for business. the first span will start carrying traffic from 295

inbound into downtown d.c. the outbound part of the bridge set to open next week, and the third span will open about a year from now. when it's completely finished, the bridge will allow drivers on the south east/southwest freeway to access northbound 295 without having to get off on pennsylvania avenue. the new ramp linking i-66 to the beltway open for traffic as well. the road connects eastbound 66 to the inner loop. you you can now merge from the right lanes instead of from the left. the new ramp is part of the hotlines project which is expected to be finished next fall. still ahead tonight, not quite anarchy, let's call it santarcy. an unusual party on the national mall tonight. will the sun come out tomorrow? eight years after being rescued in iraq. jessica lynch will finally be able to achieve a lifelong dream. she graduated with a teaching degree today. she's wanted to teach since she was five years old. in 2003, lynch was held hostage after being captured by saddam hussein's forces. video of her rescue was seen around the world. she enrolled in the army to help pay for college. the young marine from frederick, maryland may have a shot at a date with the first lady. lance corporal aaron leaks approached michelle obama at a toys for tots event yesterday. 20-year-old leaks politely asked if she would attend next year's ma roan corps ball with him.

now far southern pennsylvania. they're drifting south eastbound, northern maryland, may get a little more snow during the overnight hours tonight. most of this is evaporating before it gets to the ground. the western side of the mountains might see an inch in a few spots. anywhere really east of the shenandoah valley, not much in the way of snow chances out of this one, unfortunately for snow lovers. clearing skies, the clouds will fill back in between now and tomorrow morning. that will be done with by about 8:00 or 9:00 tomorrow morning. even now if will be a cold start, we'll end up with sunshine tomorrow. sunshine to get the week started monday morning, that will not live long as the next weather front is due to bring clouds in here monday night. a chance for showers late in the day tuesday. more likely in the day wednesday. for the rest of your overnight saturday night. cloudy and cold, light snow and a few flurries out there, mainly for washington. overnight lows in the upper 20s to low 30s.
