death of their long-time leader. hello, i'm pat lawson muse. >> i'm jim handly. it's our top story today. u.s. officials are keeping a close watch on military movements in north korea following the news that long-time leader kim jong-il died. it's been many years since he started grooming his younger son to lead the country. michelle franzen has the latest. >> reporter: his health was in decline, but the death of kim jong-il caught the world and the u.s. by surprise. >> the question is, what happens now. his death was sudden. it doesn't appear there was a firm plan in place. >> he transferred power to his son 15 months ago. the obama administration is watching closely to see how they

adapt to the new es leader. >> we reiterate our hope for the people of north korea and remain deeply concerned about their well being. >> reporter: stability is key. >> they have weapons and we are worried about whose hands they will fall into. >> reporter: reshently, through food aid negotiations with china, made efforts to suspend their uranium enrichment plan. a meeting between russia and china is critical. >> it's not a bilateral situation. it's one where the world is watching and china and the united states are at the focal point. others are going to have to help. >> reporter: concerned in washington, d.c. in koreatown, there was a sense of relief. >> he's young. running a country is not like running a restaurant. it's dangerous. but, you know, overall, it

should be a good thing. >> reporter: reaction to his death as the world watches for north korea's next move. michelle franzen, nbc news. an officer was removed today. bradley manning was in court at ft. mead for giving documents to wikileaks. he found diplomatic cables and other classified information downloaded to his computer. a hearing was called to determine whether he will face court-martial. if convicted, he could face the death penalty or life in prison. >> the man accused of trying to kill president obama is to be held in jail. he is a quote, particular dangerous individual. authorities say the 21-year-old used a high-powered

military-style weapon to fire a dozeezen shots at the white hou. president obama was out of town at the time of the shooting. the supreme court announced how much time it will use to hear arguments on whether the historic health care overhaul is unconstitutional or constitutional. they will use an entire week to hear the case. that will be march 26, 27 and 28. on day one, the justices will look at whether court action is premature. on day two, arguments over whether congress overstepped their authority. day three focuses on debate over whether the rest of the law can take effect even if it's ruled unconstitutional. the final political showdown of the year is playing out. it could affect your paycheck. house republicans today say they will vote down a bipartisan senate bill that would have extended the payroll tax for two

months. >> republicans say the extension should be one year or nothing. the problem is it may be too late to work out a compromise. the senate has gone home for the holidays. brian mooar is on capitol hill with the latest. >> reporter: house republicans refuse to rubber stamp a temporary payroll extension passed by a wide majority of the senate and endorsed by the white house. >> what they sent over was an insult to the american people. >> two months, come on. >> it will cause problems for people trying to create jobs in a private sector. >> reporter: it's creating uncertainty for 160 million americans whose paychecks will shrink on january 1, if lawmakers don't act. >> they have changed the clock. >> the speaker of the house, in his conference call with house republicans urged them to

support this measure. said it was a victory and the right thing to do. he was for it before he was against it. >> reporter: the senate left town for the holidays after passing an extension bill on saturday. senate majority leader harry reid is not calling senators back. the speaker and his fellow republicans seem convinced they have the high ground. >> they will say look, the taxes are going to go up. we are here ready to negotiate. both side wills have something to point to. no one will look good at the end of the day. >> reporter: they are 12 days left to work out their differences. brian mooar, news 4. new signs to help washington, d.c. better deal with winter storms. d.c. would salt, but not plow alleys. there would be fines instead of summons for homeowners who don't

sunshine, with the clouds out there, temperatures warmed delightfully. 51 at the airport. 52 at annapolis. culpeper, fredericksburg, at 55 degrees. a touch cooler in northern maryland. hagerstown, 47 degrees. martinsburg coming in at 52. here is a look at live doppler. not much going on around the d.c. metro area. there are a few showers in northern carroll county, the grays, the northern part of fredericks county. there's more very light and widely scattered rainshowers across southern and central pennsylvania and back out into the mountains of west virginia. not a lot going on. can't rule out a few drops here and there during the overnight hours. so, with that in mind, here is the good night forecast. temperatures back down into the upper 40s and near 50 by 5:00. mid-40s by 7:00 p.m. cloud cover between 9:00 and

11:00 p.m. chilly, but nowhere near as cold. increasing clouds for this evening. tomorrow, a lot more clouds than rain drops. not a pleasant looking day. wednesday, wash out, again. how many wednesdays in a row does that make rainfall on? this is on the wet side. the christmas holiday is approaching. what does christmas look like? we'll give you that forecast. pat? >> can't wait to find out. the giant panda program will continue for at least five more years thanks to a generous million dollar gift. zoo officials announced that local philanthropist is donating $4.5 million to the panda program. he's hoping it will help a male panda mate with one that had a cub in 2005.

the contents of the rental home where michael jackson lived with his three children before his death in 2009 were auctioned off. it was expected to bring in anywhere from $200,000 to $400,000. his belongings sold for nearly $1 million. it included several pieces of furniture. an armoire where he wrote a message to himself on the mirror. it sold for nearly $20,000. the rug beneath his bed sold for 1 $15,000. paul mccartney is releasing songs from his childhood. eric clapton is on some of the songs. the new disc will be out february 7th. it did you want have a title

are closely watching north korea after news that kim jong-il has died. he was grooming his third oldest son to take over. it's not sure if he has the backing of the military or countrymen. >> reporters removeed from the courtroom. bradley manning is accused of giving hundreds of thousands of classified documents to wikileaks. a hearing continues tomorrow to determine if he will face a court-martial. >> the house is gearing up for a showdown. members are set to vote on the payroll tax extension. house republicans say the two-month extension isn't long enough and they plan to vote it down. it may be too late to compromise. the senate is adjourned for the year. stocks were down for the end of the trading week amid concerns over the euro debt

crisis. it dropped 99 points. nasdaq down 32. s&p 500 ended 14 points lower this monday. prince harry is making headlines after finding himself in the middle of an unfolding crime. harry rushed in to help his friend after his friend was attacked. >> reporter: it was mid evening according to royal aid and harry was at his london residence. van, as he's known, who is close to both princes, an usher at william's wedding. walking along this road in southwest london, the conversation was cut short. harry heard screams and what sounded like a scuffle. vance had been mugged. crime is a growing problem in this area. >> somebody tried to nab my bike while walking down the street. >> he drove looking for his

so, hopefully you have done a lot of your shopping by now. now you have the gifts. do you hate wrapping all the holiday presents? some of us prefer to throw them in a gift bag and call it a day. if you like to wrap, this app lets your fingers do the work. what this does is actually calculates the size of the wrapping paper that you need to wrap your gift. the first thing you are going to do is measure. itis got scales here. you are going to wrap a big present. we like big gifts. so, we are going to calculate a

present that measures 40 centimeters. once you calculate that, you have the numbers. then you go to the instructions page. it tells you how large of a piece of paper to cut. then go to this page. this is simple. measure the present, then put it on the paper that you already cut. then go to the next step. place the present on the cut paper diagonally and it tells you where to start. then, this is the simple thing. put your iphone or ipad on the paper and you use your finger. there you go. you sort of start wrapping around the, your iphone or your pad. it helps you to smooth out the edges to get clean creases in your wrapping paper. where to put the tape, how to hide it under the flap so it doesn't look like your 3-year-old helped you wrap it.

still trying to imagine an entire week before christmas with no sun. >> no sun in the forecast. put a little more sun in on thursday? you might get a break or two of sun on thursday morning. sunshine lovers, it's time to book that plane ticket out of town for a couple days. the clouds coming in for a couple days are going to be entrenched for tomorrow and wednesday. probably most of thursday. friday looks cloudy. saturday looks cloudy. not an awful lot of sunshine left in the seven day forecast, unfortunately. not a bad looking monday out there. 51 in washington. 52 at the naval academy. 48 in gaithersburg, rockville and germantown. culpeper and the blue ridge temperatures in the low 50s. a mild day out there. the average high temperature is 45 degrees. this is five to ten degrees warmer than average. one or two lonesome drops on the

north side of baltimore. not much going on across northern virginia. over the last couple hours, we looked the radar. all this light precipitation drying up as it comes east on the east side of the mountain. that trend will continue. one or two drops. a random drop or two up toward winchester. we are not going to have to worry about rain drops. if you are going outside this evening, walk the dog or go to a restaurant. that being said, don't put the umbrellas away and forget where they are. clouds thickening overnight. chilly after 8:00 or 9:00 with evening temperatures dropping from near 50 to the low 40s. mostly in the 30s. notice we are above freezing. northern virginia, way down into the teens. tomorrow, with full cloud cover in place, highs hold in the mid to upper 40s tomorrow. not a lot of rain tomorrow. almost nothing in the way of

the u.s. is adopting tougher safety standards for toys and other children's products. >> parents have a new tool to investigate safety concerns about things on their kids wish list. we have the story. >> you know what you want for christmas? >> yeah. >> what would you like? >> reporter: as kids put in their orders the elves are under strict guidelines to make toys as safe as possible. >> our toys are safer than ever before. >> reporter: she says the federal limit of led on toys is the lowest in the world. all children's products sold in the u.s. as of january 1 will have to go through independent

this year, it almost didn't happen. charles knowles house is known for his festive christmas lights. he recently underwent heart surgery and couldn't put up the lights himself. some good samaritans heard about his hardship. it took them nine and a half hours to put up the decorations. there are 2100 lights that can be seen from blocks away. >> christmas is back for him. i think all the other people in the neighborhood liked it. >> this, to me, is my christmas present to the public. it don't cost them anything to come and look. >> charles knowles is planning ahead now to christmas 2012 next year. he says his winter wonderland will feature a completely lighted tree. >> it's nice they are giving back. lighting up the holiday for him. coming up, the disturbing

they expect to get hit when you are standing on the football field. you would expect to it come from a fellow football player, not a

run away golf cart. it's what happened at the cowboy's stadium after a football game. you see the electric cart with no driver motoring down a field going through a cluster of people. seven people wound up injured, including one of the coaches. it's unclear what caused the cart to malfunction. it is a disturbing case of sports fans going way too far. giants fan brian stow was left disabled after two dodgers fans beat him on opening day last spring. nancy snyderman spoke to him as he continues his long and painful recovery. >> very good. >> reporter: when i visited brian almost nine months after the attack, he was able to hold a simple conversation. >> hi, i'm nancy. how are you? >> fine. >> i have heard so much about you. >> how are you?
