minute. first, more about that incident over the weekend. rodney edwards, 35 years old, shot and killed by a prince george's county policeman in front of his house. it happened saturday night around 10:00. he was sitting or lying on a grassy area near greenleaf road. an officer was driving by, stopped to check on his welfare. he pulled a gun and when he did, the officer fired. >> the officer perceived that the gunman had a firearm in his possession and was threatening him with it. that officer made a decision to deploy deadly force. >> reporter: police say they recovered a loaded firearm from rodney edwards. edwards family said he didn't carry a gun. >> he had no gun.

>> reporter: have you ever known him to have a gun? >> no. >> i want to know why did they do it? >> reporter: police shootings often generate a lot of controversy. here are the numbers. fatalities from police-involved shootings this year, five fatalities by d.c. police. two fatalities by fairfax county police. one by montgomery county police and eight fatalities by prince george's county police. >> why so many fatal police involved shootings in prince george's county? >> we asked those same questions. what we are left to answer that question. that question we have is why have 12 people in 2011 chosen to confront uniformed prince

george's county police officers are firearms? >> reporter: now the officer involved in the incident over the weekend identified as michael owen. awhile back, he was the victim of an attempted murderer. the bullet went through his jacket and he wasn't hit. the suspect in that case was never arrested. at 6:00, we'll have much more on this case and these police involved shootings. back to you. >> pat collins in public park. thank you, pat. today, a judge ordered the man accused of trying to kill president obama be detained. oscar ortega hernandez is quote, a dangerous individual. he used a high-powered military weapon to fire up to a dozen shots at the white house. the government has no witnesses that identify his client as the

gunman. president obama was out of town at the time of the shooting. world leaders are keeping a watch on how the death of kim jong-il may affect life in korea. he died suddenly on saturday. the news was kept quiet until it was released this morning by a tearful announcer on state tv. the state media broadcast pictures of north koreans crying on the street. under kim's leadership, it became more isolated. hundreds of thousands of people starved. untold numbers sent to prison camps for questioning his rule. his neighbors were threatened. >> north korea was nuclear weapons and we are worried about whose hands they will fall into. what comes next? his death was sudden. it doesn't appear there's a firm plan in place for succession. >> kim jong-il has been grooming his third oldest son to take over. it's not clear how much

political or military support he holds. here we go again. for a few hours the extension of the payroll tax cut looked good. they passed a compromise bill extending it for two months. it included a provision forcing the president to make a speedy decision for a permit on the keystone pipeline, a victory for republicans. the senate adjourned for the rest of the year. speaker john boehner says it's not likely to pass in the house. the republicans think the two-month extension creates too much uncertainty. the vote is scheduled for 6:30 tonight. big changes to a taxi cab near you. the plan requires drivers to accept credit cards and have their meters electronically monitored. we have more on the story. >> it requires cabs to have

meters in 2008. this goes farther than that. some drivers don't like it. there are more than 8,000 licensed cab drivers in the district. two-thirds of them individually owned with little control on recordkeeping of how they work and who they serve. the hotel industry wants reforms for tens of thousands of visitors. >> operate hotels in washington and recognize the taxi cabs need a significant amount of improvement. it's cited as the worst. >> minimum wage job. >> reporter: some disrupted a meeting where they called for the sweeping overhaul of the taxi industry. >> to modernize it as a 21st century cab service. >> reporter: mayor gray is proposing a new law to require cabbies to accept credit cards,

have gps systems tracking their movement and real-time reporting of all affairs reported by the taxi commission. >> the idea is to improve taxi service and the experience of riding in a taxi. it's down to the benefit of the drivers themselves. >> reporter: the drivers may have to have their cabs, over time, painted the same color to make them easier to see. the overhaul, the biggest change since meters were imposed, angers drivers who say the average cost will force many independent drivers out of business. nathan price has driven a d.c. cab for 40 years. >> the industry isn't at the table. the only person at the table is the government. >> there's no intent to drive anybody out of business, it's to improve the business. >> for the first time, the bill

allowed them to limit the number of licenses it gives out. a public hearing will be held in january. back to you. >> tom sherwood, thanks. turning now to the weather. it was a chilly start to the workweek, folks. the good news, it's going to get warmer here. >> chief meteorologist doug kammerer here with an update. hey, doug. good news. you could say good news. temperatures on the warmer spot. temperatures moving into the 50s, close to 60 degrees. but, we have talked about this before. anytime you get that warm this time of year, you are probably going to deal with some form of precipitation. that is coming in the form of rain over the next couple days. 50 degrees out there now with a dew point of 30. winds out of the south at 8 miles per hour. a mild night across the region. it's going to be a nice night out there as we see the temperatures remain around that same number, upper 40s to 50 degrees. right now, 54 toward

fredericksburg. as far as the rain is concerned, no rain out there now on the radar. there's a chance, maybe a shower but that's it. most of it not reaching the ground. if it does, it's only a sprinkle. the good night wake-up forecast 40 degrees. tomorrow cool conditions, but not cold the way it hanover the past couple days. we could see showers, drizzle as you wake up on your tuesday. i'll explain when the next chances for rain are coming up. there's more than one. we'll talk about it in my full forecast. >> thank you, doug. homeowners in the district could be facing fines under a new law proposed to help the city clear snow. under the new plan, d.c. would salt, but not plow the district's alleys. they would streamline the process of finding people in businesses that don't clear their property. a citation would be written instead of a summons. >> you have to clean the sidewalk in front of your premises starting eight hours

after the daylight hours after the storm. if you don't, then you now are subject to a citation. $25 for the first offense for residences. i believe $250 for businesses. >> the proposal is not emergency legislation if passed, it won't take effect until after this winter. >> bob mcdonnell unveiled his plan today. road improvements will be made at the expense of preschoolers. julie carey has more from richmond. >> reporter: with the lean recession behind, governor bob mcdonnell starts with a surprise. transportation maintenance, higher education and k-12 schools, what he calls core p u priorities. more jobs, the opportunity for a

good education. the opportunity to drive on good roads. >> reporter: even democrats praise the $100 million a year for colleges and universities. much of the increase in public school funding isn't headed to the classrooms. much goes to the teacher retirement. mechanic donnell is shifting money by cutting preschool funding, a priority of tim cain. >> he's proposing an $81.6 million cut in pre-k despite all the evidence pre-k is the best long-term investment for job creation. >> reporter: the plan would force northern virginia communities to raise money other ways to preserve pre-k programs. >> forced to increase it or cut education. >> reporter: they down played democrats warnings.

>> i don't think we did much to affect pre-k. the total was about $438 million of new money for k-12 education. >> reporter: democrats could have a tough time acting on the criticism and blacking the cuts to pre-k. republicans will control both the house and senate when the new session begins in january 2012. julie carey, news 4, richmond. >> that session will start on january 11th. coming up at 6:00, why the new money proposed for roads isn't enough. the search continues for a missing voter on the chesapeake. tyler from eden, maryland was last seen saturday when his boat capsized. rescuers pulled two other people from the water over the weekend. a 40-year-old man died a short time later. a 25-year-old woman is being treated for hypothermia. she's expected to survive. search crews located the boat and will pull it to surface to

panda, first. we need one bad. a local philanthropist is giving $1.4 million with the hopes of it results in more baby pandas. megan mcgrath was at the zoo today for the big announcement. >> reporter: he spent the day eating bamboo. zoo experts say he's doing the power walk. it's a sign that the giant male panda is feeling frisky. >> he's showing all the women he's big, tough panda. he's scent marking. he's leaving a trail of scent that he is ready for love. >> reporter: this year won't be all wine and roses. it may be her last with him. she gave birth to a cub in 2005 and hasn't since. scientists may bring in another female. >> he has never successfully,

naturally mated. it's a bit of a concern for us. if he get as cooperative female, maybe it's in the cards. >> to get a cub artificial insemination is a possibility, no matter who the female is. thanks to a general donation from the carlisle group, money won't be a problem. it was announced this morning the family will fund the panda program for the next five years. scientists believe they'll know by the end of the summer whether she's pregnant. he is not completely off the hook, either. if he doesn't prove himself soon, he may be exchanged for another panda. megan mcgrath, news 4. chinese wildlife officials wanted to give it one more try before they switch out the pandas with new ones. >> that's harsh. no pressure. >> he's got to prove himself.

warm up over the next few days. 48 in leesburg. 54 warm degrees toward fredericksburg. nice and mild. the clouds moved in a couple showers moving in. this is a cold front trying to sag down across the region. that will allow for better chance of showers over the next couple days. you can see all the showers broken up here. not much of a chance of rain for us tonight or early tomorrow. then we are going to switch things off a bit. look at this storm back to the west. this is a blizzard going on right now. southeastern colorado, oklahoma and portions of kansas, ten to 20 inches. i looked at observations here, 51 miles per hour wind gusts, zero visibility in colorado. that is a monster storm. i it's going to move our way and fizzle out here. we are not going to see much except the chances for rain.

future weather showing mild air today. partly cloudy skies. it gives way to plenty of cloud cover. a few showers along the frontal boundary. we expect some shower activity tomorrow. not a wash out. the wash out comes wednesday when the storm makes its way across the region. the rain moves in late in the day on wednesday and lasts for alittle while. not a total wash out. you'll need the umbrella. on its heels, another storm. you may start with sunshine on thursday but a storm thursday afternoon and thursday night. that will be on the rain side. we are too warm to see any snow this time of year. partly cloudy, showers. 48 or rather 43 to 48 degrees. tomorrow morning, we'll see plenty of cloud cover. not as cold. 34 to 39 degrees in the city. maybe a chance of a shower tomorrow morning. that's it. better chance of showers tomorrow afternoon. drizzle, 44 to 49 degrees. as we make our way through the next couple days, look at the

hey, folks look at reagan national airport will be able to sleep more soundly tonight after noise complaints prompted a change in noise patterns. rerouting flights over densely populated areas in d.c. was too loud. they were diverted because of

runway construction. the airport's authority and faa agreed. now, starting tonight, construction will begin after the last flight of the night, about 1:00 a.m. no flights will need to be rerouted. florida a&m president will keep his job while authorities investigate a hazing incident. last month, a member of the marching band died after being beaten in a hazing incident. today, the board of trustees rejected a call from the governor to suspend him. he and others were criticized for not doing enough to stop the culture of hazing. the band director is currently on leave. >> when we come back on news 4 at 5:00, a major gun bust takes hundreds of high powered weapons off the streets of d.c. an emotional homecoming as some of the last troops in iraq return to area. lay away invaded across the

police and law enforcement. the biggest results yet. millions of dollars worth of illegal drugs and guns. enough hardware to arm a militia. almost ten grams of cocaine. 23.5 pounds of marijuana, heroin, ecstasy. >> the atf, fbi and immigration and the u.s. attorney's office. they got to know their targets all too well. >> the suspects during those discussions made it clear they had no problems shooting or killing police officers or security guards in the course of their criminal conduct. >> reporter: operation manic operated out of a recording studio. it was the scene of illegal transactions. they kept up the front of making hits, they were making cases. >> the criminal network, word gets around quickly. it didn't take long for the

operation to be operating at a high level. >> 70 of the operators have been arrested. a number of cases bragt, among them arms and drug dealer chris fer washington he offered to sell undercover officers grenades. weapons with murderous histories. more are being tested to uncover their pedigrees. >> some of the guns are stick-up weapons used by drug dealers, gang members. >> reporter: the operation went beyond d.c.s borders, maryland and georgia and troubling connection to cartels. it was an attempt to expand a market to this area. authorities say each time one of these operations works, it's harder and more dangerous for the next. there will be others. >> it wasn't rhetoric and talk. we are going to continue what we are doing and make move ons the career predators.

>> in all, $7.1 million worth of stuff they got. the weapons and drugs on display were only part of the take. back to you. >> derrick ward, thank you. well, this is the busiest week of the year, folks when it comes to delivering mail and packages. today is the busiest day for delivering packages. tuesday is the busiest day for mailings. the the postal service says it will process more than 600 million cards and letters. if you have a package left to send, the postal service says you have until wednesday to ship and it will arrive on top for christmas. when it comes to u.p.s., the busiest day is thursday. it plans on delivering 26 million packages. military families might call it a christmas miracle. hundreds of troops arrived at the airport today after serving in afghanistan.

volunteers presented more than 130,000 troops with welcome home bags, handmade cards and special attention. >> troops are out. they crossed the border yesterday into kuwait. we are probably going to go somewhat out of business. >> reporter: plenty of laughter and sometimes tears and sometimes proposals of marriage. >> he proposed in may and he got deployed in august. >> reporter: many are stationed in afghanistan. for some, today's arrival may be their last. they will join the hundreds of thousands of troops from the iraqi conflict who are already home. >> is it really wrapping up? when one ends, another begins. it's a sign of the times. the president or no one can do anything about it. it's in god's hands. >> reporter: even though the conflict in iraq ended, they will continue to welcome home

troops coming in from afghanistan. i'm tracee wilkins, news 4. many of the service members returning to bwi will catch connecting flights before reaching their homes. home for the holidays. in a heart warming moment in maryland at a school today, a big smile, a lot of tears to help welcome home a father from iraq. peter has been deployed for the past eight months. he surprised his children during a prayer service at the the st. columbia catholic school. the family ecstatic to be reunited. >> a lot of things going through my mind like oh, my gosh, it's my dad, should i run up and give him a call or stay in my seat. >> i was happy. i gave him a hug. >> i just feel so fortunate and blessed to have such a wonderful family, wife and kid. >> god is good for letting him

a new study out tonight on the number of young people who have run-ins with the law before reaching their 20s. researchers at the university of north carolina in charlotte show 25% of children who were arrested at least once for something other than a traffic offense. experts say abuse in the home, poor performance at school and hyperactivity increase the risk. new medical technology is giving a new outlook on life to a veteran. he's a vietnam vet.

one of the first to receive a bionic ankle through a v.a. hospital. it's a prosthetic foot. it replaces the calf muscles and achilles tendon. it's battery powered and programs for the user. calibrated by bluetooth through a smartphone. hendricks says he's gaining more confidence with every step. >> this is a real foot, the way it rolls. it's computerized. when i get ready to take a step, it throws my foot out there for me. when i'm walking on it, it's weightless. >> wow. he says he's moving faster than he has in ten years. the bionic ankle gives him 100% power where others can only give 50%. >> new research suggests vitamin d supplements may not be as
