like the plan. a golf cart plows into people after a football game. >> i'm doreen gentzler. tonight, people are in the streets grieving the loss of kim jong-il. his death was announced this morning. he died saturday of heart failure. he was 69 years old. his youngest son was named the great successor. south korea put their military on high alert against possible nuclear weapons. michelle franzen reports. >> reporter: his health was in decline, but the death of kim jong-il caught the world by surprise. >> his death was sudden. it doesn't appear there's a firm plan in place for succession. >> reporter: he transferred power to his son 15 months ago. the obama administration is watching developments closely to see how north korea's army of

more than a million adapts to the newest leader. >> we reiterate our hope for relations with the people of north korea and remain concerned about their well being. >> reporter: stability is key and the stakes are high. >> they have nuclear weapons. we are worried about whose hands they will fall into. >> reporter: recently through food aid negotiations with china made progress on efforts for north korea to suspend their uranium enrichment program. a meeting with the key countries including russia and china is crucial. >> it's not a bilateral situation. the world is watching, china and the united states are at the focal point. others are going to have to help. >> reporter: concern in washington, d.c. in manhattan's korea town, there was a sense of relief. >> this guy is young. running a country is not like running restaurant. itis dangerous.

overall, it should be a good thing. >> reporter: reaction to his death as the world watches for north korea's next move. michelle franzen, nbc news, new york. more testimony today at ft. mead for an army specialist charged with treason. an investigator found 10,000 cables and other classified information downloaded to his computer. the hearing is to see if he'll face a court-martial. today, a judge ordered the man accused of trying to kill president obama to stay behind bars until trial. oscar ortega hernandez is a quote, dangerous individual. he used a high-powered military-style weapon to fire up to a dozen shots at the white house last month. the government has no witnesses that identify him as the gunman.

president obama and the first family we are out of town at the time of the shooting. he was arrested five days later. the police department is defending their actions after a police-involved shooting over the weekend. they shot and killed rodney edwards saturday night. pat collins joins us live with more on the shooting. >> reporter: so far this year, eight people killed in poli police-involved shootings here in prince george's county. it's the same number as those in the district, fairfax and montgomery counties all combined. police shootings often generate a lot of controversy. here are the numbers. fatalities from police-involved shootings so far this year. five fatalities by d.c. police. two fatalitiesly fairfax county police.

one by montgomery county police and eight fatalities by prince george's county police. why so many fatal police involved shootings here in prince george's county. >> we asked those same questions. what we are left to answer that question is with another question. that question we have is why have 12 people in 2011 chosen to confront uniformed prince george's police officers with firearms? >> reporter: the latest incident not far from police head quarters. rodney edwards, 35 years old shot and killed in front of his house. it happened saturday night around 10:00. edwards was either sitting or lying on a grassy area near greenleaf road. an officer was driving by, stopped to check on his welfare. edwards pulled a gun.

when he did, that officer opened fire. >> at some point and time, the officer perceived that our gunman had a firearm in his possession and was threatening him with it. that officer made a decision to deploy deadly force. >> reporter: evidence techs looked at the grass near the scene looking for shell casings. they recovered a loaded firearm from edwards. edwards family said he didn't carry a gun. >> he had no gun. >> reporter: have you ever known him to have a gun? >> no. >> i want to know why did they do it? >> reporter: now the whole incident is under review. rodney edwards was known to police. his family said he had done some time. so far, three prince george's county police officers were shot

and wound ed by people. that is unprecedented. >> pat collins reporting. thank you, pat. best christmas present ever for a maryland family. two children were surprised at a school assembly by their father returning home from iraq. that event put a huge smile on one child's face and brought the other one to tears. he had been deployed for the past eight months. his children didn't know he was supposed to get home. they loved that surprise in school today. there's his daughter. tears of joy. the southwest is bracing for a severe winter storm. the snow started falling overnight in new mexico. it's continued to fall all day. some could see up to 16 inches of snow from the storm. the system is expected to make its way through colorado, kansas, oklahoma and texas. is there going to be a warm up on the way for this holiday week? doug kammerer is in the storm center with more.

hey, doug? >> that storm system with blizzard conditions, 50-mile-an-hour winds and a lot of snow is going to move our way. what it brings us is going to be different. 49 degrees out there now is the current temperature. winds out of the south. nice and mild across the area after a chilly weekend. current temperatures 53 in martinsburg, west virginia. 50 in winchester. 48 in leesburg. 48 in manassas. fredericksburg, 54 degrees. storm 4 doppler radar, dry. showers trying to form around southern calvert county. we are going to say dry for the most part overnight tonight and through tomorrow morning. there's going to be a chance for shower activity as the frontal boundary makes its way across the region. upper 30s to 40 degrees tomorrow. get out the umbrellas. what you may be able to put away, coming up in a couple minutes. >> thanks, doug. homeowners in the district

could face fines under a new law being proposed to help the city clear snow. the plan calls for d.c. to salt, not plow alleys. it would fine people and business that is don't clear their property. a ticket would be written. the proposal is not emergency legislation. if it's passed, it won't take effect until half this winter. catch any cab in the district and you could be allowed to pay by credit card and get a detailed print out of where the ride started and ended. it's part of a sweeping overhaul. tom sherwood is in the newsroom with more on the story. >> taxi drivers would have to learn more about city streets and a new gps system would keep track of where they go and what they charge. there are more than 8,000 licensed cab drivers in the district. two-thirds of them individually owned with little control or recordkeeping on how they work and who they serve.

the hotel industry wants reform for tens of thousands of visitors. >> they are operators of hotels in washington, d.c. the taxi cab industry needs improvement in the city. it's often cited as the worst among u.s. cities. >> minimum wage job. that's what you are turning this thing into. >> some angry drivers disrupted a meeting where vincent gray called for a sweeping overhaul of the taxi industry. >> we have to upgrade the cabs and the industry to match the substantial improvement of overall washington. >> mayor gray who won the election with the support of cab drivers is proposing them to accept credit cards and have gps to track their movements around the city. realtime recording of fares to be recorded. >> the idea is to actually improve taxi service and the experience of riding in a taxi

which will go down to the benefit of the drivers themselves. >> reporter: the drivers may have to have all the cabs over time be painted the same color to make them easier to see. the overhaul, the biggest change since meters were imposed since 2008 angers drivers. the cost and monitoring will force independent drivers out of business. nathan price drove a cab for 40 years. how can you have modernization unless you bring the industry to the table? the industry is not at the table. >> there's no intent to driver anybody out of business. >> before changes are made, there will be a public hearing in january. back to you. >> tom sherwood, thank you. a virginia realtor is accused in a $7 million fraud scheme. the 29-year-old is charged with conspiracy and mortgage fraud. he's accused of fraudulent

mortgage loans on 25 homes in virginia. from 2006 to 2008 he falsified mortgage loan applications and created fake documents. if convicted, he faces the possibility of 20 years in prison on each count. prince william county police are on the hunt for this guy involved in a violent home invasion. james was the look-out man as lee stark broke into a home in manassas. the homeowner returned during the burglary and confronted him. he showed a gun and assaulted her. the 66-year-old virkt suffered serious injuries and went to the hospital. police arrested stark and cherish who planned the robbery. both held without bond. the stand off over the payroll tax we thought was settled over the weekend? it's not over yet. why it could cost you money. machine guns off the

remember that american drone that we were told went down in iran? the country's foreign minister is taking the case to the international committee. they called the violation of iran's air space an aggressive act. they downed the drone near afghanistan. u.s. military officials said it was not flying over iran and malfunctioned in afghanistan and glided into iranian air space. the house is expected to vote on the tax extension. it may not make it in the house. the two-month extension isn't long enough. it may be too late to negotiate a compromise. they have gone home for the

average low temperature of 32. the high temperature climbed nicely to 52 degrees. we saw sunshine earlier. as i mentioned, the coldest weekend since january. the first and second weekend of january. we are very cold. after that, we had mild weekends. we are out of this weekend and moving on through the week. 49 degrees the current temperature. winds out of the south at eight miles per hour. we are xwougoing to be on the m side. temperatures will not dip as low. 53 in martinsburg. 52 in waldorf. a nice mild night. storm 4 doppler radar. no rain to talk about until you get toward the chesapeake. that's really going to be about it. this system will move out. behind it, we have a frontal boundary. you can see that front right in here.

that's a front trying to drape across the region and extend all the way back, this front, to a big storm. this is a monster of a storm toward southeastern colorado, kansas and texas. blizzard warnings in effect. some areas reporting zero visibility and 50-mile-an-hour winds up to 10 to 20 inches of snow. thunderstorms near dallas. this storm is going to make its way to the north and east. it is going to affect our weather. not the way you think. well to the west. it's going to keep us on the mild side. here is the front i'm talking ability. showers during the day tomorrow. not a wash out. not a horrible day. showers throughout the afternoon. keep the umbrella handy. the frontal boundary draped across the region. wednesday, expect more cloud cover. here comes the storm. once again, staying well to the west. that will get us nice and mild. some areas approach 60 degrees.

it will bring rain on wednesday. once again, we are not talking about a huge amount of rain. a quarter inch, maybe a half inch of rain and the system passes through to the northwest. behind it on thursday, we may start off with some sunshine early on thursday. then, yet another system. you can see down around nashville, the rain is starting to return. rain in here by late thursday afternoon. right now, a chance of rain, at least shower activity throw the h holiday weekend. this evening, partly cloudy. showers far to the north. 43 to 48 degrees. tomorrow morning, not nearly as cold as where we are been. temperatures in the 30s. 34 to 39 degrees. plenty of cloud cover. maybe a couple sprinkles early tomorrow, a shower or two. keep the umbrellas handy. shower activity possible tomorrow. temperatures cool, 44 to 49. it's a little above average. for the next couple days well

the national zoo will continue for at least five more years now thanks to a million dollar gift. david is donating $4.5 million to the panda reproduction program. he hopes it will help them conceive more cubs. she gave birth back in 2005 and hasn't conceived since. they have an agreement that one or both pandas could be traded if these two can't breed. an act of vandalism. somebody drove a vehicle on to the newly sodded cal ripken field. it tries to improve the lives of at-risk youth. it happened last week. no suspects or witnesses now. police are asking anybody with information to give them a call. a bizarre thing happened after a high school championship game at cowboy's stadium saturday. an electric golf cart took off with no one steering it.

police in prince george's county investigating a deadly police involved shooting. over the weekend, an officer shot and killed rodney edwards after they say edwards pulled a gun on the officer.

north korean state tv announced kim jong-il died suddenly on saturday. he was grooming one of his sons to take his place. the succession plan is not clear. the u.s. is keeping a close watch on developments. a concern is whether their nuclear weapons are secure. the man accused of trying to kill president obama will stay behind bars during a trial. the judge said oscar ortega hernandez is a dangerous individual. the 21-year-old used a high-powered military style weapon to fire a dozen shots last month. the government has no witnesses that identify his client as the gunman. it was supposed to be a recording studio. it was a front for a joint operation between d.c. police and federal authorities. today, they displayed part of the $7 million worth of illegal drugs and weapons. derrick ward has more. >> reporter: this isn't

recording equipment. they are the tools of a deadlier trade. these weapons were seized at the offices of a phony recording studio. >> some of these guns are stick-up weapons used by drug dealers, gang members. >> reporter: police say it department take a talent search to make it successful. >> criminal networks, word gets around quickly. it didn't take long for the operation to operate at a high level. >> reporter: police linked some of the guns to violent crime cases. they have also uncovered and hope sidetracked worrisome connections. >> these were mexican cartel folks. pretty serious. >> reporter: in all, some 161 firearms were seized. nearly 10 kilograms of cocaine,

marijuana, heroin and ecstasy. d.c.s police chief was not without its dangers to those working undercover. >> those suspects made it clear they had no problems shooting or killing police officers or security guards in the course of their criminal conduct. >> reporter: not only is there an immediate benefit to public safety getting these guns and drugs off the street. maybe some will do risk benefit and think again. >> i think our homicide detectives did a great job to let you know you have a 90% chance of getting caught if you commit a homicide here. our partners have made it clear, there's a high probability of getting caught if you are trafficking guns here. >> they netted guns and drugs and helped close violent crime cases as well. families waiting for loved

system. transportation maintenance would get a boost. repair neglected roads and bridges. without a brand-new revenue source, it's not enough. >> go back and look at the math. look at the 900 construction projects started around the commonwealth right now. look at the fact this will generate $300 million in transportation maintenance. it's a substantial amount of new money. it's the largest in transportation in 25 years. >> democrats have other worries about the plan. they accuse him of pulling money away from preschool programs to pay for transportation. they would gut what was a priority of tim cane. >> it shows the governor doesn't understand the importance of pre-k and how it helps kids succeed in life. >> he is taking money from public education and using it to

hello everyone. i'm meteorologist doug kammerer watching a nice mild afternoon out there. temperatures dwot up to 52 degrees earlier today. right now, sitting at 49 degrees under mostly cloudy skies. winds out of the south at 8 miles per hour. no rain to talk about right now on storm 4 doppler radar. watch what happens when we widen out here. a lot of rain and snow back toward the west. severe weather around the dallas area. blizzard warnings in colorado, new mexico, oklahoma and texas.

that storm will make its way towards us but it's not going to be giving us the cold side. we are going to get the warm shoulder or cold shoulder. 36 overnight in gaithersburg. 39 in washington, 35 in manassas. i think we'll see a chance for shower activity tomorrow morning. a better chance during the day tomorrow. light showers. i don't think we'll see anything too heavy. you could see a moderate shower move on through the region. high temperatures into the low to mid-40s throughout the afternoon. some areas getting up to 48 degrees. once again, on the mild side for late december and the next couple days, we'll continue to get mild. 57 degrees on wednesday. that comes with a good chance for rain during the afternoon. right now, a quarter to half inch. more rain likely late thursday night or late thursday into the early portions of friday. i'll show you the extended forecast one more time including your holiday weekend in a minute. >> thank you, doug.

in montgomery county, officials celebrated more than a dozen new green buses. the county bought 12 electric/hybrid buses with money from the american recovery act. more than 300 ride-on buss in all. two-thirds of the buses in the fleet are environmentally friendly. if you live near reagan international airport, you are going to sleep better. last week, d.c. delegate file add complaint saying rerouted planes were flying over densely populated area in d.c. and virginia keeping people up at night. the authority and faa agreed. tonight, the construction will start about 1:00 a.m. no flights will need to be rerouted. >> good news. >> it is. dan hellie is at redskins park with a look at what's coming up. good news there, too. >> the wizards getting younger,

last night, they looked like a good team. they are back to playing football and winning. >> the fans are looking slightly hopeful about the future. it doesn't take much. >> it's a double edged southward. you want to win ball games, but you want better drafts. the more games the redskins win the less of a chance they have to get the franchise quarterback. they are trying to win the games. they looked dominant. it left many people to ask, how does a team turn it on and off like the redskins do? >> i think what they are doing is following mike shanahan. he's trying to send a message to his team t people who are going to play next year, the guys he wants to bring in, we are not going to give up. we have a few games off. misery loves company. as long as i'm not going to the playoffs, you are not going, either. >> what's interesting is when you look at how this started.
