good morning, everyone. welcome to news4 midday. i am barbara harrison. turning to the weather, and the rain that is headed in our direction, tom kierein joins us now with the first forecast. >> if you plan on heading out shortly, grab an umbrella, we have rain coming into the metro area. and we're not alone. look at the extent of the rain, it stretches upstate new york all the way down to florida, and that's along a front and area of low pressure that will affect

travel up and down the atlantic seaboard, from boston to atlanta later today. right now we're getting light rain, the areas of light green and blue, that's very light rain. the darker green in southern maryland and southern principles georges and parts of st. mary's, we're getting a little rain there. little pockets of moderate to heavy rain in green and madison counties north of charlottesville, and that's going to head towards the metro area, right now where temperatures are near 60 degrees on this 21st day of december. and further west and north, it's chillier. and then further to the south and east, we're in the upper 50s to around 60. occasional showers, and it will be cool in the 50s to around 60 degrees and then heavier rain tonight maybe, and we'll talk about that and talk about a chance for more rain for tomorrow into tomorrow night as well as for the weekend.

that will come up in a couple of minutes. right now the standoff in congress over payroll taxes are getting worse. time is running out for congress to reach a deal. both sides are refusing to budge. they left washington for the holidays already. how would the tax hike impact you? megan mcgrath is live with what people are saying. >> reporter: another day and another budget empass here at capitol hill. the two houses are not even negotiating at this point. if they don't come up with some kind of a deal, this new year could get off to a down right ugly start. christmas are days away. millions of americans may get coal in the stockings in the  form of a tax increase, and don't blame the grinch, it's lawmakers on capitol hill. >> we're tired of it.

we send them to represent our interests, and it seems like they are representing themselves. >> i think it's kind of shameful, i really do. >> reporter: if legislation is not passed by new year's day, payroll taxes for americans making $50,000 will go up. how much? by almost $20 a week, and that's about 40 bucks a paycheck and $1,000 a year. >> i think the working people, they need a break, you know. it's hard times right now, and christmas here, people need money. >> i am planning a wedding and need that $40. >> and millions of people could loosen employment benefits. >> it's just not right. you know, people are unemployed because there are no jobs to work. i mean, i would like to work but can't find a job. >> i mean, because that's what is going to create more homelessness, you know, and they

will have a problem with that, because they will be shutting down the shelters and people will be begging on the street and on the corners. >> we are the taxpayers and paying your salaries, if you could make a decision that would be wonderful. >> i would say knock it out. if we are going to look at it from a business model perspective, that's how i treat my business. >> reporter: there's also frustration about what many see as partisan bickering. the voters say the parties need to put their differences aside and think about the american people. >> thank you, megan. today, a bill signed into law that helps d.c., and it's part of the first source program that is creating workforce programs designed to match job seekers with employers. a major overhaul to d.c.'s ethics law goes to the mayor.

it passed 12-1 yesterday. tommy wells was the only one that voted against it. it sets new limits on donation transition committees and how much council members can raise for their service funds. it also requires more financial disclosure. some of the rules include changes that need to be approve by the voters. those include a council member convicted of a felony are required to give up their seat, and they could impeach a member f forgiving up the public's trust. and then a shooting around 8:30 this morning. the police found an adult male suffering from a gunshot to the upper body. police have not identified the shooter or the victim.

and then orange lines are moving again. metro says it's planning to expect the rail cars. the cell phone video shows riders confused and concerned. some passengers were stranded on the train in the tunnel in the dark. some had to wait two hours before they were evacuated through the tunnel. metro says this friction ring fell off the blue line and hit the third rail. it's part of a braking system. and let's check the midday traffic now and see how things are moving on the roads out there. here is danella sealock. >> traveling in northeast d.c., a road shut down before 44th street and 5445th street, and police are on the scene there. and then working on a sign in between the dulles toll road and beltway, and you can see your

delays at leesburg pike. and then the inner loop of the beltway as you make your way towards 66, it's a slow commute this time. a local man in custody accused of leaving his own 2-year-old daughter alone in a prince georges county apartment for over 20 hours. she is expected to be okay. an apartment manager tells news4 the girl's mother was in the hospital since last week, and when the mother called to check in she learned her daughter had been in the apartment alone for over 24 hours. today you can help somebody get the basic necessities for life. food, water and electricity, all of this part of the 12 days of giving. the urban league supports people in the area with housing and getting water turned on and

five service members were killed in a roadside bomb in eastern afghanistan. we don't know the exact location of the explosion or the natio l nationality of the troops. but one report is all the soldiers were polish. and then they will mark the 23rd anniversary of the bombing of pan am flight 103. holder will be a speaker at the event today at the arlington national cemetery. the flight exploded over

lockerb lockerbie, scotland, o23 years ago today. and then kim jong unhas got the support. kim jong-il died on saturday, and he will lie in state until his funeral next wednesday. this morning, lawyers are getting a chance to defend an army intelligence analyst. prosecutors say bradley manning is behind the u.s. leak of the secrets, and the army should have never given him access to classified information and the security at his workplace was lax. he faces 22 charges including aiding the enemy. he could be sentenced to life in prison if convicted.

and then astronaut, dawn petit, and a european space agency astronaut launched from kazicstan. >> what a thrill of a lifetime to do that. it would be so wonderful and thrilling. we have had rain move in. i know a lot of people traveling or maybe you have people expecting in-laws or relatives coming in town from other places in the country, and we could have flight delays so check with the airlines. we will have rain picking up in intensity. reagan national, a gray sky over the potomac river, and light

rain is falling there now. it's certainly mild for december 21st. it's 59 degrees now at reagan national. we have a south-southwesterly wind, 5 to 15 miles per hour from time to time. and we have quite a bit of rain falling from the canadian border of new england, upstate new york, all the way down to northern florida. it will bring in quite a bit. the light rain where you see the green in montgomery county as well as frederick and calvert and st. mary's, and further to the south down interstate 95 from fairfax county to prince william, all getting some light rain now. also some light rain in shenandoah valley and out in the mountains of western maryland

and west virginia where temperatures are chilly. early and low to mid-40s. and it's near 60. fredericksburg over to charlottesville. and then all the moving color, that's potential rain. during the evening is when we will get more rain and on into friday morning, could get more rain than today, and could get half an inch of rain thursday night into friday morning. and then things settle down by friday afternoon. for the rest of this wednesday afternoon, expect passing showers from time to time with temperatures, 55 to 60 degrees and holding steady until sunset, and then getting cooler this evening, maybe thunder and lightning, with some of the showers coming by early to mid-evening. we will drop down to near 50 by midnight. and then temperatures in the mid-40s, and during the day on

thursday, mostly cloudy and afternoon highs mild, up around 60 degrees, and then as we get into thursday evening, we could have more rain coming through. could be heavier at times thursday night into friday morning, and then friday afternoon we dry out and temperatures reaching the mid-50s by friday midday, and then colder as we get into friday afternoon and evening, and down in the mid-30s by dawn on saturday. during the day on saturday, afternoon highs near 50 degrees, and then clouds ahead of yet another storm system coming our way. that does look like it will be affecting our weather on christmas day, sunday, and morning lows near freezing, and there's a possibility we could get enough cold in that the rain might change over or mix with snow or there could be some snow. a lot of uncertainty with that, so stay tuned. i'm on it and i will let you know. >> you stay on it. i know there are a lot of us that wouldn't mind seeing a little snow.

league has been making a difference in the lives of many. they have a scholarship program. they need help because a lot of people are experiencing tough times. the number is 202-885-4949 to call if you can help. many in the washington area are familiar with the work that you have been doing for so many years here in washington. you work in education, and advocacy and employment and training, and we mention social services, because you are experiencing a big increase in demand for social security assistance. tell us about the main programs. >> the largest program that we do have is the housing program. home purchases program. and it's a partnership between us, the d.c. department of

housing, and others who provide resources to expand the program. they allow us to leverage the dollars that we get from the district through other programs like e trade and others helping with foreclosure counseling and homeownership counseling, and a lot don't know how to begin to buy a house, what is the first step. >> you have taken that big step? >> i have. my mom went through the program, and so when i returned home from school, i wanted to purchase a home myself, but i knew that i would need money for a down payment and i would need some of the counseling courses because i was fairly new and didn't know much about the housing market at all, and with all of this going on, i just needed to kind of fine tune myself and to make this big step. >> now you are a homeowner? >> yes. >> thanks to the greater washington urban league. >> yes. >> and you are getting calls and requests for help? >> intake tells me they have

grown men who always have worked who are now unemployed coming in in tears because this is the first time they have ever had to ask for help, and that may be food for their children, something to keep them in their homes, and all kinds of things that we never thought we would see. so it's really a sad time for a lot of people. >> so the specific areas that you will help them will be their utilities and water and gas? >> absolutely. a partnership with washington gas, and pepco, and in washington with d.c. water, and with their support and others coming in and providing resources, we're able to expand the program. >> what you need are volunteers, and you need dollars. >> absolutely. these are tough times. you hear from a lot of corporations that used to be major supporters and they are now saying it's tough and we can't help you like we're used to instead of saying we can't help you at all. >> we are encouraging you to

holiday parties, some celebrate christmas. we have advice on a hanukkah party. what a beautiful setup you have here. blue is obviously the color. >> yes, the traditional color of hanukkah are blue and silver and splashes of gold. >> we have wonderful goodies. i will start with the beginning, and it's important that your guest know what hanukkah is, it's a festival of lights. we suggest printing up a card

and letting everybody know the history of why we are celebrating what exactly it's for. these cards have got a brief description. we are just letting young ones know it's a festival of lights. >> you have one in each place. >> we sure do. >> you used glasses with candles floating, and it looks like something. >> all you have to do is take your water glasses, you fill them all the same height to create the eight candles, and then the center candle which is taller, and you put in a floating candle. it's a modern take on the sonora. >> and then you have the money. >> yes, and throughout the table we put dradles, which is a game

to symbol eyes when they were practicing religion, they would hide and play dradle, so that way they could continue to practice judism. >> and this was take home gifts. you give your guests something to remember your event from. there's chocolate chip cookies in the jar with the custom label. can you personalize them to your own event, and choose your own ribbons, and we choose blue and white. >> how do you put something together at the last minute, something like this? you can make potato pancakes, but some has to be ordered in advance. i guess you could bake at home. >> yes, you can bake at home. but you take into account, there are wonderful resources to rent

these things, so that you don't have to buy eight blue plates and blue glasses. you can have the different spread on your table without purchasing. >> you can't have a hanukkah party without potato pancakes, as you mentioned. apple sauce and sour cream? >> yes, of course, and another favorite are the jelly donuts. >> you can find those at many stores. >> of course. >> and you told me, your party planner, never forget the fun part of the party? >> yes, you have to put on your menorah sunglasses and enjoy. >> these are great. where do you find something like this? >> these are things that you can go online and look at just about every holiday. they have a wide selection of

the clock is ticking, and congress is no closer to reaching a compromise on a payroll tax extension. many law house makers left for holiday vacations after voting against a senate bill that would extend the break for two months. it will cost americans roughly $20 a week. and metro's orange and blue lines are moving again after a problem with the braking system in yesterday owe commute. metro says it's planning to

inspect all of the 5000 series now. the ring that fell off was part of the braking system. two orange lines were damaged when that hit the fallen brake ring. and then if you are leaving in the next couple of days, you want to pack your patience for one of the busiest travel days of the years. >> if you are hearing me and seeing me right now, then chances are you have not left for your holiday travel yet, and you should, because you are going to have plenty of company on the road. 2.2 million people from the washington area are expected to travel 100 miles or more. that's going to mean some crowded airports ask crowded roads. nearly half of the folks from the washington area, 40%, will be out of town for the holidays. that's really high considering that only 30% of the nation will be traveling 100 miles or more away from home this holiday

season. >> i think it's a good thing, too. in light of the recession, people are able to travel. that lifts your spirits. >> and they are predicting fewer folks flying this year. that also applies to washington, d.c. and they are expecting an 11% drop from last year, and the airlines reduced flights to an overall decline in air travel. >> hopefully getting their earlier. not waiting until 2:00 in the afternoon and getting stuck in the rush hour traffic, so that's part of my plan. >> here are your busy travel days. airlines for america is predicting $43.3 million to fly this holiday season, with the busiest days today and the 23rd. and increases on january 2nd and 3rd.

>> when are you coming back? >> the night of the 3rd. don't leave until midnight. >> reporter: most folks will be driving to the holiday destinations, and that means more company on the road and they are expecting friday and saturday to be the worst days for driving, not just here in the washington area but around the country. at reagan national, i am tracee wilkins, news4. >> more than 91 million people are expected to travel nationwide during the holiday season. and then quite a surprise when inspecting luggage. two large throwing daggers in the hollowed out book. the traveler had no ill intent, so was not charged. and then nearly three years after the plane crashed near buffalo, new york, investigators

say pilots were exhausted and one was operating on very little sleep after flying across country from seattle to new jersey. 50 people died in the 2009 february crash. fatigue can impair a pilot's performance just like alcohol. a deadly winter storm crippled the great plains and is weakening. wind gusts were topped to 50 miles per hour and created 10-foot snow drifts. most of them, however, might have re-opened for now. let's talk about the possibility of snow in our area. tom kierein? >> there's a small chance on sunday, stay tuned. right now, we're getting rain. a live picture from the skywatcher camera looking off to the south from our vantage point

up here in northwest washington. we're getting light rain now. rain is falling from new england all the way down to florida, and closer to washington, right now just getting light rain in the areas of green. and there's somewhat heavier rain just moving into stafford, and that's heading off to the north and east. and getting rain in montgomery, and throughout much of maryland, the eastern shore and west virginia, and temperatures showing a wide variety, haguers down, 43, while it's 61 in fredericksbu fredericksburg. and in the district of columbia, it's near 60 degrees and will stay this way the rest of the day. occasional showers and maybe downpours this evening with thunder and lightning. tomorrow morning, we could get rain. still mild on thursday and friday and then colder for the

weekend, saturday, increasing clouds, and then the trend is for rain on christmas day, but if we have cold air coming down we could have it change to snow. >> i am not sure which way to cross my fingers for, snow or no snow. i know danella, you don't like snow, do you, on the roadways? >> not on the roadways, but when i am at home near a fireplace, yeah, i'm all about snow. now, delays around i-66 due to roadwork, taking away the left lane there. you can see at little river turnpike, you are at 30 miles per hour. and braddic road, you can see those are moving to i-66. and that the inner loop jammed as well as you make your way past route 1 and headed into greenbelt, and so far no accidents in the roadways for you. outer loop in montgomery county, no problems there, and they are at 55 miles per hour.

back to you. >> thank you. france may be on the brink of ordering a massive recall of breast implants. they are expected to order the recall because of a possible cancer link. eight cases of cancer have been reported and a study due out on friday will reveal if there is any link to the implants. if there one is found, officials will have to have the implunant removed. what is being called the most dangerous virus created, and the government wants to know you never learn much about it. using funds scientists took a strand of the bird blue and creates a virus for humans. people would have little immunity and it will kill 60% of those affected, resulting in a horrendous pandemic. the government took the unprecedented step of asking

them to remove the critical details so they cannot fall into the hands of terrorists. >> dangerous flu virus that has ever been created in the world, and i wish the work had not been done to begin with, but now that we are here, this makes sense. >> this is one of those extremely rare instances where scientific research usually open to all meets concerns about terrorism. as the end of the year approaches, many are looking for ways to improve their physical and mental health during 2012. the doctor joins us with his top five tips of making it a better year ahead. thank you for joining us. everybody is talking about gaining a little weight in the holiday season -- >> trying to make new year's resolutions. >> yes, and you say regular exercise will make a difference. >> absolutely. i know most people are aware

that exercise increases endorphins, and helps your mood and helps with anxiety, but regular exercise is kind of like taking a small dose of prozac and ritalin, because it increases the chemicals that both of those medications increase. and it has been show to increase another substance called b d & f, and that's to help the brain grow strong and helps the nurones communicate better. and so it really is a very powerful antidepressant. >> so just getting out and walking or running daily? >> the recommendation is that you try to get five to six days of moderate intensity exercise, where you are exercising for about 45 minutes and getting your maximum heart rate up to

about 75% of your body's maximum. you calculate that by subjecting your age from 220, and multiply, and that tells you what your heart rate should be. >> you must leave us with that formula, because people will want to know that. the second thing is sleep. >> yeah, it blows me away to see how important sleep is, and it's critical for mental health and functioni functioning. adults and kids are sleep deprived. the average american is getting 6 1/2 hours of sleep, including kids, when teenagers need nine hours of sleep. without sleep we feel more irritable, and we're just more prone to getting upset about things. what we need to do is people need to focus on having a very regular routine sleep schedule, they need to go to bed at the same time and wake up at the

same time. if they do that, they will be surprised by how much better they feel. if you have an alternating sleep pattern, it's like going through some level of jet lag. >> for insomniacs, they better address that problem, people that can't get enough sleep? >> it needs to be addressed, because they will feel better if they get eight hours of sleep. >> limited alcohol use? >> yes, red wine in particular has anti-oxidants that help your heart, but more is not better when it comes to alcohol. when you drink two or three glasses of wine or have two or three drinks per night, it impacts your sleep. a lot of people drink alcohol at night because it feels like it calms them down. the problem is you have a disrupted sleep schedule, or sleep architecture, so you are not able to get in the deep levels of sleep.

>> detox. tell me what you mean by that? >> there's a program called the clean detox. it's written by a cardiologist, and it's a program where you have a specific diet. you are trying to cleanse your body about all the bad things in your body by watching what you eat and having pure food, no preservatives and so forth. i did the detox a couple years ago, and it's one of the most important things we have done for my health. great thing to do. >> one more thing, and you tell us, you have your family doing it now and me doing it now, too, the omega 3 fatty acids. >> yes, good for almost everything. good for mental health. helpful for mood, anxiety and ae tension and good for overall health. the dozen is 1,000 milligrams a day of epa.

the waterfront has expressed strong wins that the the waterfront plan work group has a plan that calls for studies into handle flooding and the environmental impact. members of the city council say this should not delay the vote any longer. >> this was approval of a concept, and there are insufficient materials we felt in eight different areas to move forward. >> we needed to do something better at the end of the main street. we need to make it a better street where it meets the river. >> a possible vote on the plan is set for january 21st. a highly anticipated movie

is helping to keep the doors open at the adc landmark. starting today, "the girl with the gragen tattoo" will open. they want to make the historic theater a financially viable business. the landmark is sponsoring the movie and plans to donate proceeds back to the theater. home sales are up 4% in november. let's check in and check on the day's headlines. >> the reality is right now one day after we saw the dow go up about 337 points, back above the 12,000 mark, stocks are lower today and more jitters about europe. right now the dow is down 66 points and the nasdaq down 48 and the s&p down 8. oracle falling 13% after the business software maker says

it's having trouble closing deals. that's reinforcing worries that business and governments may be cutting back on spending in technology. we started today with the europe bank lending to bolster the financial system. markets were initially optimistic and then reality set in with the realization. credit infusion only treats one symptom, and then capital reserves for the countries involved. a big headline for oil traders, they say the government should be bullish for crude oil. in recent weeks, we have seen gasoline at the pump prices drop, and however the inventory could drive the gasoline prices back up. we had mixed news on housing. the number of americans who bought existing homes was up 4%

groceries a month. it's a large bag with things that they can cook and things that will last for a while, and they don't have to be home alone starving, and that's the basic part of the program. it's operated out of our building, as well as three other sites in the city. >> it also helps lack tating mothers. >> yes, they are using the wic program. >> david, we talked about how they helped you with the down payment for your first house, and they taught you how to buy a house and be a good homeowner? >> yes, i had to go through a class where they told us about the lenders and how to create a budget and how much house you can afford. there was's a lot of different things i was exposed to to maintain the house. >> you have a big gala coming up in march. it's the annual fund-raising

gala. tell us about that. >> it's march 14th at the marriott, we will have our annual gala, and it will be the 40th, and we will have honorees, but we encourage people to come out and support us. these are the operating dollars, and the dollars that we don't have enough money in the budgets to do what we need to do, we fall back on the generating dollars. >> tell us about other donations you need. >> we have so many services, some of my colleagues will say that they are riding holistic approaches to our clients, and we do, whether it's the home or the food for senior households, or whatever the need is, if we cannot provide it we will tell you where you can go and get it, and we provide a wrap around service for our clients.

we are stationed in germany, and we would like to say happy holidays to our family there in maryland. happy holidays! somebody in our area is $200,000 richer and may not know it. nobody has claimed the prize from a winning powerball ticket here in washington. the ticket was sold at the four seasons convenience store on washington avenue. the winning numbers were 13-28-49-51-59, and the powerball number was 33. if you did not win, you can take a shot at the current jackpot
