taxes to go up on january 1st, they have one way out. that is to pass the senate's bill. with taxes set to go up on 160 million americans in just ten days, president obama called house speaker john boehner to turn up the heat. >> the ball is in the house's court. there is a compromise available. >> reporter: house leaders are refusing to pass a compromise. they are digging in for a fight. the senate is gone away for the holiday. >> all we are asking for is to get the senate members over here to work with us to resolve our differences so we can do what everybody wants to do. >> reporter: the senate passed the 60-day extension with broad support. >> the amendment is agreed to. >> reporter: democrats from the president down are all but daring the house to let it die. house leaders won't allow a vote, but they are staying in session.

an explanation. chris? >> this region has such a large nu number of federal employees that could hamper holiday spending here. local businesses can't plan, grow new jobs. some say the economic recovery has been put on hold. the promise of the capital christmas tree shines on the hill. congress left the building. some left town for home, leaving many here unhappy. >> we're tired of it. we send them to represent our interest and it seems like they are representing themselves. >> reporter: congress did not deliver the package many hoped for this holiday season. the house rejected the senate compromise that would have extended the federal payroll tax holiday for two months. without action by the new year, millions of americans will face a 2% tax increase. for those making $50,000 annually, they will pay $1,000 more in taxes a year.

it's $40 out of each paycheck every two weeks. >> working people need a break. it's hard times now here. people need all the money they can get. >> reporter: congress failed to cut a reimbursement rate for doctors who treat medicare patients. >> i'm looking for unemployment to get my kids back. i have two boys. >> reporter: here at the department of employment services, they estimate 3500 people will fall off the unemployment roles in the next two weeks. >> you know, as you can see, there are a lot of people really struggling. this is a bad economy for all of us. those of us working, many unemployed or underemployed. >> reporter: the greater washington board of trade says the uncertainty created by congress will hurt this region more than the rest of the country. >> partly, that's because we have so much inner relatedness with the federal government.

critical condition after someone shot him. police found him outside in the 4600 block of hillside road in southeast washington early this morning. so far, no arrests. as many as two dozen cars have been broken into throughout montgomery county. tonight, police arrested two men with the occupy baltimore movement. pat collins has one victim's story. pat? >> reporter: two guys arrested in a series of thefts. they say they are with occupy baltimore. now they are occupying montgomery county jail. meet alan miller. he installs audio and video systems. that's his full-time job. but, this morning, he played the role of theft detective. the scene, the 9600 block of elrock road. he was putting in a home theater system. it was real late. things got real suspicious. it was 1:30 in the morning.

the job was just about done. mr. miller walked out to his truck. he noticed a car down the street with the light, the inside light on. a figure in the car. he didn't think much of it. until he went to his truck. opened the door. it was a mess inside. >> i found a mess and my phone was gone. >> then you realize, hey, these guys are ripping off that car, too. >> right. exactly. >> reporter: they took off by the time you figured it out? >> right. >> reporter: back to work, he had an ipad, with a special app. >> i used the ipad and located my phone. then i called the police and they tracked the person down. >> reporter: that findmyphone app led police near these bushes and a dumpster. they saw two men get into a red toyota truck. the cops approached them. one said hey, you got us.

we stole that phone. by the way, we stole this red truck, too. case closed in 24 minutes. charged, 31-year-old daniel and 54-year-old michael rigby. >> these two suspects arrested were associated with occupy baltimore movement. >> after they were arrested, they told police they were involved in the movement, yes. >> reporter: you think they are related to other thefts? >> at least one of them told police they have been stealing from vehicles in the area since sunday. >> reporter: the suspects are held on money bonds. that investigation, that continues on. doreen, back to you. >> what is that app again? >> reporter: find my phone app. it's a very good app. >> we'll remember that.

including aiding the enemy. if he's court-martialed and found guilty, he could face a life sentence in prison. hundreds gathering to remember the victims of pan am flight 103. the reading of names followed a moment of silence at arlington national cemetery this afternoon. 270 people were killed when the flight exploded in a terror attack. 35 of the victims were syracuse university students. there was a memorial service on that campus today. family and classmates mourning the death of a 17-year-old high school student in spotsylvania. salina gomez rear ended someone. when she got out of the car, another car hit her and pinned her. tonight, there's a vigil planned for a 14-year-old girl who was run over by two vehicles

the federal aviation administration is posing new rules to prevent airline pilots from flying while fatigued. they limit the amount of flights they can fly. it limits the amount of hours he can fly a day. the rules are needed to protect passengers and pilots. >> a pilot does feel too fatigued to fly, this rule gives them the ability to stand-up and

say so. in fact, it's now that pilot's responsibility to inform his or her carrier. >> the mandate comes three years after pilot fatigue was suspected in a deadly plane crash near buffalo, new york. this plan takes affect in two years. it does not apply to pilots of cargo planes. >> 13 days left before the iowa caucuses. now mitt romney and newt gingrich battle each other. it's ron paul who has the lead among republicans in iowa now. michelle franzen has the latest on the gop front-runners. >> reporter: republican presidential candidates make the runs before the holidays taking jabs at their opponents and taking some heat on the campaign trail. in des moines, iowa, protesters interrupted newt gingrich at the

it's awfully soggy out there. folks coming down the river headed for the runways at national airport. a sloppy, ugly day to be outside. most of the rain came to an end. visibility is improving a bit over downtown washington. the rain let up. a low cloud deck. 56 degrees is the current temperature with a breeze out of the south averaging 13 miles per hour. that southerly breeze will hold temperatures up for the rest of the evening and the overnight as well. 59 now in montgomery county. 61 for gaithersburg. 57 in annapolis. northern maryland, that's where the coolest of the temperatures can be found. hagerstown, 56. cumberland, 45. up 12 degrees in a couple hours as the warmer air is sneaking back in. national airport, 60 degrees for a high temperature. i did looking back in the record books. it rained on five out of the

last six wednesdays here. today is no exception. a tenth of an inch of rain coming down. going out this evening? a lot of clouds, puddles and wet roadways. most of the rain is done. could see a few more showers between 9:00 and midnight. not much to worry about around the capital beltway. south of the bay bridge, headed out on the shore of maryland. back to the north and west. this is the last chance for showers coming in just moving into far west maryland. if the line holds together, a chance for rainshowers in three to four hours from now. that's going to be it. the next chance of rain we are watching is this moisture across georgia and the carolinas. it's poised to come our way for thursday night into friday before the colder air comes in. the cold air is bottled up across the upper midwest snowing in the northern parts of wisconsin. snow in the dakotas and nebraska.

that arrives here late saturday night into sunday, which is christmas sunday. moisture pulling out as the cold air is coming in. we might have a chance for lonely snow flakes christmas morning. it's not going to add up to anything. cloudy and wet out there. the rain is coming to an end. it's not going to stay gone for long. it slides to the south. drier air in the south. enjoy the dry start and a sliver of sunshine coming up early in the day tomorrow. then the clouds come right back in and another pretty good wash of rain through here thursday night, early friday before the colder air settles in for the holiday weekend. for this evening, cloudy, mild, breezy, passing showers coming to an end. evening temperatures in the 50s. clearing skies late tonight. cloudy and mild. start off temperatures in the upper 40s to near 50. tomorrow, one or two breaks of sunshine. enjoy it. highs tomorrow upper 50s to low 60s. rain is back tomorrow night and early friday.

holiday shoppers out there tonight. president obama was out making a last minute shop for gifts in virginia today. he stopped at the potomac yard center. he went to petsmart and spent $40 on bo. he came along for the ride. then the president stopped into best buy where he shook hands with customers and bought wii game just dance 3.

they are in hawaii so they can't see this. we aren't ruining their christmas surprise. the president worked up an appetite. he grabbed three pizzas. i hope he was going to share. >> this guy, look at this. he is in so much trouble. a fedex buy hurling a computer monitor over the gate of a home. footage from the security camera posted yesterday. it's been viewed 2.5 million times. the person who received the package post ed the the video. they claim they were at home at the time and saw the monitor inside the package was broken. fedex released a statement saying he's been disciplined and the customer is now satisfied. five people were hospitalized after two men trying to escape police t-boned an suv. it happened around noon. deputies say the men were

was a traumatized 2-year-old girl who was abandoned for hours. she was not fed or hydrated for periods of time. the child skinny and lips heavily crusty from not having water. no signs of food or water in the refrigerator or cabinets. the father is under arrest. he was supposed to be watching his daughter while the mother was hospitalized. he faces three child abandonment charge that is could result in ten years in jail. word of the abuse spread throughout the apartment complex. >> sometimes things happen. should have gotten a family member or somebody that could have watched out for the child if he wasn't able to. it's sad. >> reporter: they paint a graphic picture of the living conditions. she was found in her bed with a t-shirt, jeans two pampers

heavily soiled and filled with feces. the mother made a call to authorities asking them to check on her daughter. so far, there's no explanation as to why he left the young girl to fend for herself. >> we don't know where the father was all this time. we don't know how long he left the child unattended. we are checking to see if the father had any mental disabilities. that's all under investigation. >> reporter: anthony is being held on a $25,000 bond. he'll be back in court on thursday. in prince george's county, jane watrel, news 4. cops in prince william county chase add burglar into the woods, ultimately shooting him dead. two guys wanted for an armed burglary in woodbridge. they tried to stop a car in triangle. the passenger ran into the woods. police say he had a gun and wouldn't listen, so they shot him. taxpayer money will fund

thousands of slot machines. a panel voted to approve $168 million for slots. the board of public works will lease slot machines for the largest casino in the county. the state spent $99 million to buy machines at two other locations. a new census report has the district of columbia ranked number one. the dramatic turn around in the population and economy caused for cheer. gentrification could run out poorer residents. tom sherwood has more. >> reporter: whether it's a $2 billion developnt of homes, shops and offices at the convention center or downtown hotel, the city of washington is booming. >> you know, you can feel it around the city. it's alive. dynamic. the city is clearly on the grow. >> reporter: i have seen more baby carriages, too. >> absolutely.

young families are moving in. it underscores it important investments we are making in public education. >> reporter: the city leads the nation in percentage growth. nearly 3% over the past year. outpacing in percentage, states like texas, alaska and colorado. it's the greatest boom since the 1940s in world war ii. stoney's has been in business since 1968. >> it's amazing how much it's changed since the early '90s. it's ginger fied to the young 20s and 30s are moving in here. >> reporter: about 17,000 people added as city residents. some of them are happy to say why. >> we have been enjoying it. it's a pleasant city to live in. >> i graduated from college in 2010. i thought i wanted to be a lawyer or politician. i moved here, changed my mind. i work in restaurants now.

>> reporter: all the new growth is welcome. they are trying to save housing opportunities for those forced out of the market and in some cases, out of the city. >> concerns year in and year out about afortable housing. we are working to make sure there's a place for everybody. >> reporter: tom sherwood, news 4, washington. experts say many young people moving into the district are rejecting the lifestyle of the suburb that is many of their parents knew. a district agency that provides supplements to ageing seniors got a lot of help today. they gave out the supplements to 65 seniors in the district. the company funding was cut by d.c.s department of ageing back in june. they donated 35 cases of boost in time for the holidays. many of the seniors couldn't survive without it. the services say they still need more to help struggling seniors in the city. still ahead at 6:00, more

welcome back. i'm storm 4 meteorologist chuck bell. we have a night out there. temperatures in the upper 50s and low 60s. 45 is the average high this time of year. we made it to the low 60s in many spots this afternoon. gaithersburg and leesburg all still 60 degrees. 63 in fredericksburg. here on live doppler, not much rain left. wet roads and puddles out there. next chance for showers is rolling in in the next couple hours. this is the line entering in the far northwestern corner of maryland. it's part of a line of showers. rumbles of thunder grazing north of maryland. you can see a lot of dry conditions back down across southwestern virginia and southern west virginia.

we can't help but talk about the fact the redskins have done better but it's not been pretty. >> this time of year, they are trying to get everybody held think, especially for roy helu. he returned for a limited basis. he's the leading active rookie in the nfl and they need him. work out at redskins park during their suspension. the organization can keep an eye on them. it might be a good idea this weekend. they are eyeing a rare win at home. minnesota only has two wins the entire season and they have not played well for the most part. they cut donovan mcnabb loose.
