an armed burglary this morning. the driver was arrested and the passenger took off running after being found police say he walked toward officers with a gun and didn't drop it. now to a $1 million death penalty for pepco. a lot of people in maryland are not satisfied with the fine and it comes as the utility company is trying to raise rates. jackie bensen joins us live from silver spring. this neighborhood has been frustrated with inconsistent service. >> reporter: it has been and montgomery county executives have heard plenty of complaints about pepco. >> the million dollars may seem like a lot but it really isn't when you think about the tens of millions of dollars that people lost while they suffered through the horrendous power outages. >> reporter: a county executive reacts to news that pepco has been fined $1 million for

appeal that $1 million fine. back to you. >> thank you. now we are ready with our top story tonight. that teenaged girl killed in a terrible car accident in spotsylvania county while on the phone with her mother. here's shomari stone. >> reporter: lucy and her husband are filled with pain and agony. their only daughter selina died in a horrible car accident in spotsylvania. >> was very nice. very nice. >> reporter: she wasn't only nice a quiet good student who dreamed of becoming a medical doctor. >> she was very nice to everybody very friendly. she was a good person. >> reporter: her life was cut too short on tuesday evening at 6:30. she got in a fender bender with another car and stepped out of her car to investigate. >> she's okay. and the guy said oh, yeah i'm

okay. >> reporter: once she knew the driver was okay she called her mother and police say a pickup truck hit her car and pinned her between the cars. her mother knew something was wrong when the phone went sigh lent. but police say the pickup driver tried to avoid the cars. the driver stayed at the scene while police continued to investigate this family continues to grieve over this tragic loss. police say the pickup driver is cooperating with the investigation. he has not been charged. they say that alcohol and speed don't appear to be factors in this accident. in spotsylvania i'm shomari stone. back to you. metro will continue to inspect 5,000 series rail cars through the end of this week. yesterday a friction ring came off a blue line train and it stranded passengers up to two hours underground. metro officials say why it came off is under investigation.

but so far it could be a possible failure of the husband that holds the ring in place. 16 other cars have been pulled from service. a hit and run caught on tape has police looking for a minivan driver. it happened in sterling, virginia near south cottage and fox roads. the van hit a man on a motorcycle and drove off. they believe it was a burgundy toyota sienna. the motorcyclist is expected to be okay. there is a $1,000 reward in this case. newt gingrich trying to rally support this virginia during an event in roslyn tonight as he rushes to get on the ballot in the commonwealth. a poll out today has him ahead in virginia. he has 30% of republican support compared to mitt romney's 25% but it's gingrich does not fare as well as romney when head to head against the president. but he said he is not worried about the g.o.p. field.

a violent send to a high-speed chase in orlando today. it started after noon when two home burglary suspects zigzagged through traffic. they topped 80 miles per hour before they crashed into an suv. five people including the suspects were hospitalized. no word on their conditions tonight. two dogs in the jeep that was hit ran away from the scene. they were later found and weren't hurt. the news4 i-team takes us into a food fight.
