good morning. welcome to "news4 midday." i am eun yang in for barbara harrison today, december 30th, 2011. we begin with a double stabbing investigation outside the district just after 1:00 this morning near the moon lounge. >> reporter: they have no suspect descriptions or motives and right now they are trying to piece together evidence. they are blocking off the

sidewalk friday morning so the crime lab technicians could gather evidence in the daylight, when just hours before two men were walking outside the lounge when they were approached and stabbed. both men were taken to a hospital by a friend. the victims are expected to recover. neighbors have been complaining about the noise outside the long, but at this time they don't know if the victims or suspects had been inside the nightclub prior to the attack. >> i wish i could say that i was surprised, but i'm not. >> reporter: he moved into the neighborhood in 2009 and loves it here but says in recent months crowds outside the lounge and alongside his block have gotten louder. >> it's hard to get in and out

of the crowd. i have called the police more times in the last two months than i have in ten years of living here in the district. so it's just been awful. >> reporter: he does give police credit for meeting with concerned neighbors and upping the patrol and hopes the increase helps keep the fighting away. >> it's just a matter of keeping up with the present. >> reporter: anybody with information about this double stabbing is asked to call police. in northwest washington, news4. >> the nightclub has not returned our calls. police say the speed may have been to blame for a deadly motorcycle crash that happened around midnight between university boulevard and coalsville road. the man was take kren to the hospital where he later died. the outer loop of the beltway was shut down for three hours

during the investigation. a police chase in maryland ends in a crash in d.c. the chase ended at the intersection of east capital street and bening road in southeast washington. they spotted a car wanted in connection with several robberies in prince georges county. when officers tried to pull the car over the driver took off for d.c. officers caught up with the vehicle in southeast where the driver rammed into a police cruiser and both crashed. police caught up with one of the suspects and his name has not been released. and an accident happened early yesterday morning along university boulevard in silver springs. dozens of teenagers and family members gathered at the scene of the crash last night. 19-year-old johnson and 22-year-old richards were killed when the suv they were riding in

slammed into a brick wall in front of a home. friends reflected on two lives cut short. >> whoever didn't get the chance to say what they needed to say to her, this is a perfect time, she's still listening even though she's not here. >> we were very close friends and we fell off, and i feel bad because i never said sorry before she left. >> an 18-year-old james who was riding in the passenger seat remains hospitalized this morning with serious injuries. police are determining whether speed or alcohol were factors in the crash. and then crews stopped the water from leaking out from a water main break, they still have to repair the pipe as well as the road. the road is expected to be closed all day because of the break. right now occupy d.c. are joining forces to bring voting rights to the district.

they are calling for more people to join the strike. a few others have fasted for shorter periods. and they are launching an online petition, and they are trying to get signatures. they are trying to fund a full time lobbyist for the district. and taking a live look outside right now, 47 degrees. warmed up nicely since this morning, and veronica johnson tells us it's going to be a nice day. >> looks better than yesterday. yesterday we had all the clouds across the area. and today there are clouds out there, and i wouldn't be surprised if we have a sprinkle a little later on today, and we have a better chance overnight. and the temperatures, those have warmed up very nicely. 45 degrees now. a partly sunny sky.

alexandria many have to settle for something different. no fireworks this year. erica, good morning to you. >> reporter: good morning. it's the last friday of the year, and folks here in alexandria are getting ready to party like it's 2012, but there will be some sparkle missing in the sky. nothing brings in the new year like a sky full of flash and lights. >> oh, my gosh, huge, huge lights, and just grandios displays of sparkling. >> reporter: but this is the first night they will have to go without. this after a few accidents in the last few years. there is a tradeoff, though. >> we're going to have lasers and lights. it's going to be great. timed to music, and projected

after burning through the night firefighters were able to exstring issue a fire aboard a nuclear submarine in russia. there were multiple crew members

name, but a judge denied that. gingrich met the requirement for 10,000 signatures, and some of them were improperly excluded. he is acting independently, and gingrich has not yet joined a suit. they believe a campaign worker turned in false signatures forcing them to be kept off the ballot. and nancy pelosi's daughter says her mother is ready to give up her political career. she said she would retire right now if the donor she has didn't want her to say so badly, but the california lawmaker's aides are saying it's not true. here is veronica. you are looking good, always, but the whether is looking good, too. >> well, certainly for the weekend. some folks may be complaining about the walls, and that's

today. we do have more clouds with us. high clouds, mostly, and it's a little chill krae out there right now for sure. but let's remember, it's a winter day, it's the bottom of december here. 45, though, the temperature. i think we will sneak into the low 50s by the afternoon, and that will give us november type of norms around here. the wind out of the south at 8 miles per hour right now. and let's talk about other neighborhoods. we have gotten clouds, and it's 48 in gaithersburg. those temperatures are all over the place from the mid and upper 30s to 40s. and tonight the forecast will head down after hitting a high of about 54 degrees into the 40s by evening. notice some cloud cover around the evening, and we may have a sprinkle or two. late tonight, 11:00 p.m., just after midnight, a weather front will move through and it will be a cold front. and here is the radar to show you the advance of those clouds.

we were under a clear sky at 2:00 this morning. and then i-81, we'll not rule out a possibility of a shower. and it's advancing off to the east. the bigger rains and the weather system coming through will produce rain around cleveland and cincinnati, ohio, and it's all about the area of low pressure and cold front that will be advancing towards the east. for us today, filtered sunshine throughout the area. again, bigger rains will be off to the west coming through ohio, and then the cold front will quickly make its way eastward, and then by the time we get to 3:00 a.m. in the morning, a few showers and light sprinkles in the northern most counties. the front will come through during the overnight, and for tomorrow we will be left with some breezy conditions. once again, a mixture of clouds

and sniunshine. sunday it will move out, and right now there is your midnight hour, which is looking cry. we should be clearing out. so a mostly clear sky for midnight. we will give you a detailed forecast in what you can expect for new year's eve coming up. and then we're calling this a mild afternoon, considering yesterday we hit a high of 44 degrees, and that's really the average. 34 to 40 degrees is the range tonight with a sprinkle or flury possible. 56 degrees expected tomorrow. that's going to come with a bit of wind. you know, we can't have everything. again, it's the bottom of december here for new year's eve and coming on in to sunday 2012, it's going to be dry. a few clouds around for sunday. 58 degrees is the high temperature. 45 for the beginning of the week. we will be able to walk around this weekend with maybe a light jacket, and then next week, especially the early part of the week having to layer up.

welcome back. outrage over a new customer fee by the largest phone and internet provider. verizon will charge $2 extra if you pay your bill online. >> reporter: the new fee goes into effect in two weeks. starting january 15th, they will be charged $2 extra each month if they pay their bills by going

directly to the company's website or pay by phone. that's $2 each time the bill is paid. >> it's annoying. >> everybody is doing it, and i don't know what can you do about it, but we don't like it. >> it's a little bit unfair. i mean, it's going to affect how i think about verizon. >> reporter: but verizon says there's many ways to avoid paying the $2 charge, and most customers take advantage of them. they will not charge the fee if they are paying by mailing in a check or going to the store or key yaus k to pay in person, and logging into their own online banks to pay the bill, or by paying with electronic checking. word of the fee comes shortly after a battle over the fees to raise debit card.

three cardishers backed down from the new charge in the face of customer protest. verizon wireless may be trying to push the customers into automatic bill pay because they get their payments on time then. well, what if your birthday, christmas and every other holiday fell on the same day every year? two scientists have proposed a new permanent calendar that would make that a reality. christmas would always fall on a sunday, monday would -- or halloween would always be october 30th and be on a monday, and all the extra days created by the earth's orbit would be take yn care of by a leap added every five to six years.

police say speed may be to blame on a deadly motorcycle

crash. witnesses say he was speeding when he lost control of his bike and slam into the a guardrail. he was taken to the hospital where he later died. police in d.c. are investigating a double stabbing outside a nightclub in northwest. two men were approached by two suspects and stabbed in the stomach and back. nothing was taken from the men, and so far no suspects or a motive. and new year's in alexandria will be quieter this year, that's because the first night of the alexandria celebration will not have fireworks, after a series of fireworks accidents, officials banned them from the party, and while some are excited about the quieter new year's, some are expecting the noises anyway. >> metro will be open it's normal hours this weekends. and there are exchanges for marc

riders. the brunswick line, the train leaving at 2:40 will stop at several stations, and the 4:55 p.m. departure is cancelled, and on the camden line, there will be a 2:00 p.m. departure making all stops to camden yard. on the penn line, extra trains will leave union station at 2:50, and the 5:25 train will be leaving at 5:50. and then paying a little more at the grocery store and on the roads. a 5 cent bag tax will take affect on new year's day. that tax will apply to both paper and plastic bags. can you bring your own bags to avoid that charge. and you will need to carry a little extra change to use the dulles toll road in 2012.

tolls are going up 25 cents on new year's day, and that means itd will cost $1.50 for most vehicles. it will fund the dulles rail project. later today d.c. officials will announce it's on pace to have the lowest homicide rate in 50 years. there were 108 homicides this year, and that's the lowest since the 1960, and in 1991, there were 449 homicides. the dramatic drop in murders what they call community policing as well as strong leadership and a traditionally more violent neighborhood. a federal judge ordered d.c. to pay more than $1 million as a result of a court case. the supreme court agreed with helder ruling the ban vit lated

a second amendment. d.c. now allows people to own guns, but there are strict registration requirements. one man called about a broken toilet, and a woman called angry about not being able to see her grandkids. these are not emergencies, but they are the types of calls 911 operators in prince georges county have to deal with every day. we take a look at what officials are doing about it. >> reporter: the prince georges county 911 center gets more than 1 million a year, and about fall into this category -- >> i hate you. i hate you, that's my imagine. >> they have to go through the protocol systems that we have.

>> but no training can get back the minutes that are lost called by prank callers. the county has fallen behind and are two seconds out of the natalie accepted standard when responding to emergency calls. >> you are under immediate threat, there's a crime in progress, you need to get through to have emergency services right away. that's what 911 is for. >> since the nonemergency number has been in place, the responses r response to calls have been increased. >> you want to call who? >> i wanted to call the water department about -- there's no water at this location. >> by getting those calls to services that help better, and two to reduce the call volume in here, then the precious seconds are available for 911 calls.

off to the west around i-81. can you see the area of green extending down. and that is moving to the east. so you can't rule out a sprinkle for today. mostly cloudy, but a milder afternoon. yesterday's high temperatures was just 44 degrees. we'll get up to 52 to 56 degrees. it all depends on where you are, and right now based on where the cloud cover is, i am seeing temperatures all over the place. we're warmer and so 54 for today, and 56 don saturday, and 58 on sunday, and the chillier stuff moves in next week and it's down right cold for tuesday. and this weekend will be nice. i think as we take a look at it, go straight to the forecast for a new year's eve, and again, new year's day. there's your stroke the midnight forecast, 45 degrees. i think our sky will be mostly clear. in terms of what to wear, maybe

implant, what happened there? >> in 1992, there was a concern there that perhaps there was an increased risk in cancer, and increased risk in rarthritis, ad they felt the studies that the implant companies had done were not sufficient, so they put a moratorium on them, and it was a brave thing to do and they demanded better studies and implants, and in 2006, they put them back on the market, and since 2006, there has been a real surge -- upward surge of breast augmentation procedures. >> and the new silicon implants are safer for women? >> i think the fda raised the bar in terms of the technology, and the quality control of breast implants. and they are not forever. now they have to do mris after a certain number of years, and they recommend these implants be rotated every decade. >> doesn't mean it's trouble

free. and women in france are having it recommended to remove their implants. what is that all about? >> yes, it's disturbing, this news out of europe. this company in france, they tried to get implants into the united states, and the fda felt the quality was inferior and they did not let them into the country, and that's the value of having the fda as a watchdog for the country. 300,000 women who had the implants, and they have a significantly higher leakage rate. no problem on the increased cancer, but the leakage and rupture rate is high. france is recommending that all are removed and they are willing to pay for it. >> what are the side effects and health problems for women snoor the breast become very hard and they can be painful. there can be other symptoms. a leaky breast could cause a

lymphoma. it's a significant problem. >> also, moving on to another major development, this is an advancement in dermal fillers. >> injections, and -- quickly, last year, for instance, breast implants, there were 30,000 breast implants done in the united states alone, and there were 3 million treatments with botox and fillers. >> is the price different? >> the fact that there's no down time, it's minimally invasive. this is what consumers want. they want to look better, but they don't want risk or down

by the end of the day, the nation's debt will come within $100 billion of its limit. that's according to the u.s. treasury department. $100 billion is the magic number is the one that indicates when obama administration must alert congres congress. the rumor of a new ipad are heating up. there's reports that apple released two new ipads in january. other tech sites say the ipad 3 will be released in april.

there are reports of a mini ipad, something that is a little less expensive so that it can compete with the new amazon kindle fire. let's see how wall street is doing on the last day of trading. >> for a lot of us that work in the field, it's great to have that camera, because we can post better pictures to the people we serve. >> i like the lower price. that's always good. >> yeah. >> the stock market is basically flat today, and it's the last trading day of the year. i thought it would give the audience a chance of where we stood for 2011. the s&p 500 turned slightly into positive territory. the dow jones industrial average was slightly different, and

globally the u.s. did not do as bad as you might think. germany, which is like a rock steady european economy, their stock was down 14%. and the u.s. did not do too poorly. a couple years ago, some stock was at 10 bucks. the worst is actually bank of america, down about 60%. and one of the worst stocks in the market and that's netflix. it's amazing how technology changes so quickly and sentiment changes so quickly. it was the must-have thing. i didn't go to the theater, i will netflix it. they made a few pricing mistakes, and stock dropped.

there. we're up to 52 degrees. and the temperatures are from 36 to up to 52, so it depends on where you are. with some of the cloud cover around the area, that will have an affect on the temperatures. nonetheless, i think we will get past the 52-degree mark in a lot of neighborhoods today. and today we're in the 50s, and feeling better. as we wake up tomorrow morning, we should start out between 35 and 40 degrees. could see a few sprinkles around 11:00 p.m. your four-day forecast will be left with breezy conditions. midnight temperature, again, 45 degrees. and you know, i forgot to set that back there for the extended forecast. cold weather, we have been advertising that anyway all week long. >> happy new year. it has been fun. >> it's been great being here. >> we'll see you soon.
