>> reporter: good morning, erica. the sun is rising on what many hope will be a new day in terms of pedestrian access. the end of 2011 has been tough for them. we want to show you the construction that was going on here yesterday. this is a $6.5 million project. the city says that it's on time and on budget. but it's been getting on the nerves of those directly affected. this week the city heralded the opening of the west side of 18th street around belmont. they say it's happening just in time for new year's eve traffic. you'll have to wait a bit longer before the project is over. they're talking about late february. for the last eight month ors so access has been the challenge. barriers and work crews by day with both sides of 18th street closed. the city says now that was an error. they did not mean to have work going on on both sides of the street. the utility work on one side. d dot on the other. the announcement that at least

one side is opening is sort of a correction of that. it's been tough for businesses in the interim. one business has been put up for sale since this process began. whether or not that was a function of this or perhaps just some sort of economic darwinism, a lot to have merchants who are here now say it has been a tough time, the city is offering tax free loans for merchants who are affected. many say they don't want to incur more debt. the city is encouraging folks to celebrate new year's. you have sham point toasts and some other things. it's open for business. a good way to ring in the new year. we're live in adams morgan back to you. >> thanks so much and happy new year to you. we'll see you later. the new year celebration will be quieter this year in alexandria. for the first time in years the annual first night celebration will not have fire works. the change comes after a series of accidents at area fire work displays and a new state law

requires more space between fire works and spectators. but organizers say there will still be plenty of entertainment for the whole family. >> we're going to have lasers and lights. it's going to be great. timed to music. projected right on to the masonic memorial. >> first night will host 100 performances at more than a dozen venues beginning this afternoon at 1:00. it lasts until midnight. the cost is $20. to make sure that you get home safe tonight or early tomorrow morning ark local nonprofit wants to give you a free ride. the washington regional alcohol program has brought back the sober ride program this year. it goes each night until january 1st from 10:00 p.m. to 6:00 a.m. you can get a free ride up to $30 fare by calling 1-800-200-taxi to get your free cab ride. there will be celebrations around the country to ring in 2012 tonight, but when the clock strikes midnight here on the

east coast, all eyes will be on one super bash. you know what i'm i'm talking about. of course, times square. it's pretty quiet right now. people are already starting to line up to be among the million people who watch that famous ball drop. nbc's wendy gillette joins us live from the site of the iconic street party with more on what we can expect tonight. good morning, wendy. >> reporter: good morning, erica. it is a gorgeous morning here in new york city. extremely mild temperatures. and that is expected to continue through tonight. it's only going to be -- it is supposed to be as high as 50 degrees. i shouldn't say only. that is really ridiculously high for new year's eve. compare that to last year when we had that blizzard just a few days before new year's. what a big difference. we're at 7th avenue and 48th street. there's no crowd yet. take a look down the street. you can see a couple blocks down there, there is a crowd gathering at this hour. about 100 people at this point

northwest when a man opened the unlocked passenger side door of her car, pulled a gun and ordered her to drive to a location that was not familiar to her. the man then sexually assaulted her. police say women should take extra safety precautions. >> lock your car doors when you're driving. and the normal precautions of being aware and cognizant of your surroundings. >> there are knew security cameras in the area so people are examining them and hoping they will be able to provide some type of clues as to who the suspect is. a canine officer charged with keeping our airports safe is behind bars this morning charged with trying to solicit a minor. airport authority officer john voth was arrested at dulles airport around 1:30 yesterday afternoon. he's seen here with his dog at reagan national airport. fairfax county police charged him with soliciting a minor

online after an undercover sting operation. he is on administrative leave. there will be no champagne toast tonight at a popular lounge in northwest. the club has been shut down by d.c. police. the chief used emergency powers to close the mood lounge. it comes after two people were stabbed outside the nightclub early yesterday morning. the club was officially shut down at 6:00 last night and will stay closed the next 96 hours. as you ring in the new year, you'll want to prepare for some new laws that will mean that you'll be paying more at the store and on the roads tomorrow morning. first, you'll need some extra change if you use the dell us toll road to get home. tolls at the main toll plaza are going up 25 cents on new year's day. that means it's going to cost $1.50 for most vehicles. tolls at the on and off ramps will remain the same. the new revenue will be used to help fund the dulles rail project. in montgomery county a five cent

you're watching news 4 today. two doctors in maryland now face multiple counts of murder for performing late term abortions. the doctors both have practices out of state. they're accused of bringing women to a clinic in elkton, maryland, to perform late term abortion. after a 16-month investigation officers raided their clinic and discovered 35 late term fetuses in a freezer. the two doctors were charged under maryland's viable fetus law. so far the law has only been used for those accused of killing pregnant women. this morning police in california are looking for a serial arsonistho set 21 car fires in just a four-hour period early this morning. the fires were set in parked

cars in hollywood and west hollywood. the most notable damage was done to the former house to have late jim morrison which was sparked by a car that was set ablaze on a neighboring street. investigators are now looking at a security camera footage from several parking garages were cars were torched. no one was hurt in the fires, but police hope to find the arsonist to keep them from striking during tonight's new year's festivities. just a day after announcing a new convenience fee, verizon wireless is dropping the charge after some big public backlash. the cell carrier had planned to charge $2 for customers paying their bill online or over the phone. but outragedhers took to twitter and launched petition drives forcing verizon to back down from the plan. the ceo of verizon wireless issued a statement saying we take great care to listen to our customers and the decision was quote, based on their input. >> convenience charge. most places are pushing you to

good morning, everyone. so glad that you can join us. welcome to news 4 today on this saturday, december 31st, 2011. here's some of our top stories this morning. revelers are lining up for one of the biggest new year's eve celebrations in the country. here's a live look at times square. more than a million people are expected to pack the square and millions more around the country and world will watch on tv. police are warning women to be on guard when visiting the chinatown area after a woman was attacked. they say a man opened the woman's unlocked passenger side door while she was stopped on the 700 block of f street northwest, pulled a gun and ordered her to drive to an area where she was sexually assaulted. gop presidential hopefuls are spending the holiday trying to round up voters before the first many the nation iowa caucuses on tuesday. right now mitt romney leads the pack with ron paul close behind. and the surging rick santorum in

third. two decades ago the district was ravaged by a violent crime. by this year this year's murder rate will hit a 50-year low. >> reporter: district of columbia was once known to be among the most violent cities in the country. with hundreds of people losing their lives every year. so far this year there's been 108 killings. that's the smallest number in decades. >> when i started here in 1990, the two things that used to really bother me is we were known as the murder capital of the world and the city of unsolved homicides. our detectives and our police officers have done an amazing job in turning that around. we are no longer either one of those things. >> reporter: police say murders are down 18%. that's the lowest in 48 years. of the 108 killings, 62 have been solved. but the overall homicide closure rate is 94%. that's one of the best in the

country. >> that retaliatory violence we don't have weekends with 11 or 12 shootings and seven homicide because the detectives work around the clock with our partners and we take those people off the street before the retaliation begins. >> one of the cases recently solved is the murder of billy mitchell gunned down in january as we walked home from the theater in northwest washington. his broo brother brian mitchell said detectives did a good job. quote, there is some relief from our family that is dangerous killer isn't running around on the streets. damon ward was gunned down after leaving a u street restaurant in 2006. his case is still unsolved. his mother barbara ward talked to us by phone. >> in the case of my son, the investigation just wasn't an investigation. i've given up hope, yes. >> reporter: the chief has this message for families that are still waiting for justice. >> we never give up. we never give up. we'll keep working those cases until we come to closure.

d.c. isn't the only area seeing a big drop in homicides. one virginia community is on pace for a record year when it comes to crime. if arlington can go the next 17 and a half-hours without a homicide, it will have sooer owe for the entire year. it would be the first time since the 950s that there were no murders in the county. other jurisdictions in our area that have seen a drop in murders this year, fairfax county has 11. so far that's down from 16 last year. there were also drops in montgomery county and prince william county. prince george's county was the only county to see an increase. they had 94 murders this year up from 90 last year. a warning for you if you are heading out to celebrate the new year. police in fairfax county say they are stepping up efforts to catch drunk drivers. this was the scene last night as police set up their first drunk driving check point along richmond highway just in time for the holiday weekend. police tell us this check point is part of a broader effort all

weekend long to stop drunk driving and make sure that everyone out celebrating the new year does so safely. the search for a missing toddler in maine has shifted from a missing persons case to a criminal investigation. police in waterville believe foul play is involved in the disappearance of the 20-month-old girl. they say they've gathered evidence to now reclassify the case. the toddler was last seen two weeks ago while staying with her father. he says he put the girl to bed. when he went to check on her in the morning she was gone. the father is not a suspect at this time. the man accused of killing a 9-year-old girl in indiana was accused of sexually harassing a teenage girl in iowa. documents in centerville, iowa, show a mother filed a protective order against michael plumadore, the man you just saw on your screen in november last year to keep him from her 13-year-old daughter. however, a judge dismissed the complaint because the case didn't meet the criteria for a

protective order. plumadore is accused of beating the girl to death and then dismembering her body. the anoiting sus sesz sor and youngest son of kim jong il has a new responsibility. he's been announced as spleem commander of the country's military. the announcement comes two days after the official mourning for the late leader ended. the decision not only gives him official control of the armed forces, but indicates the consolidation of his power could be happening much faster than expected. kim jong un assumed control of the country after the death of his father on december 17th. it is 9:36. thanks for joining us. newt gingrich breaks down.

an attorney from reston has filed a lawsuit to get newt gingrich on the ballot in virginia. he contends some of the signatures were improperly exclude. mosley said he is acting independently and gingrich has not yet joined the suit. a spokesman for the former house speaker said they're still debating their next move in virginia. gingrich seems to be falling out to have picture in iowa leaving the top spot for mitt romney who up until this week viewed the state as unwinnable. now he's pushing if hard far victory as the tea party seems to become more and more divided. >> reporter: mitt romney outside des moines with his wife anne and rising gop star new jersey governor christisty. the poll confirms romney is the new front runner here. in part because more iowa

republicans believe romney can beat president obama in november. governor, the lek tablity a b factor? >> winning is a big fab torch. >> reporter: winning conservative iowa seemed out of reach. romney mostly stayed away. >> i like rick perry. it's between gingrich and romney and he hasn't been in central iowa enough for me. >> reporter: i don't mean knee's at 23 in the poll. paul at 21. santorum up to 15. perry up to 14. gingrich down to 13. the former speaker was iowa's front runner a few weeks ago. he's been hammered by negative ads from paul and romney backers. >> every notice how seem people make a lot of mistakes. >> reporter: the ads worked. newt's furious. >> i wouldn't vote for the person they're describing. >> reporter: soon after came tears. >> dealing with the real

outbreaks. we just haven't had them in the while. our jet stream the bulging northward. it's bringing southerly winds aloft. that's what's over us today and part of tomorrow. then by tomorrow evening, the jet dream is going to move and that's going to allow the mother load of cold air in canada to take up residence right here. this will be the coldest air this season. this does mean windchills in the 20z and even teens. maybe even single digits during the overnight as we think next week. you will have to bundle up next week. but for today and tomorrow not so much. we'll enjoy this nice weather. high pressure on top of us right now. 46 tonight when we ring in the new year, that's an average high by the way. that's our midnight temperature. and then this mild air early tomorrow here comes the front. bringing with it the cold blast. this gets in here, monday and tuesday and wednesday. you will see what i mean with the seven-day forecast. it goes like this. today we'll go into the upper 50s.

you're watching news 4 today. >> espn had a bit of a cable outage during the bowl last night. it didn't keep anyone from watching the game. instead a cable holding up one of the network's sky cams, take a look at that, snapped. sending the three feet tall, 25-pound camera crashing to the ground and take a look at that. it narrowly missed several players and had to be polled away. this narrowly missed iowa wide receiver marvin mcknuth. the game which was in its final minutes had to be delayed as the camera and the cables were all pulled off the field. oklahoma won the bowl 31-14. the redskins wrap up their seasons tomorrow in philadelphia. the eagles had dominated the skins in recent years. that hasn't always been the case. we go back to the early 9 0z when randall cunningham and the
