raided by fbi and irs agents as part of an investigation probe. he did not show up wednesday for the council session. his lawyers are in the final stages of a plea bargain with prosecutors. no deal has been met because the legal community of washington turned out for a two-hour memorial service for vincent cohen. the service drew attorney general eric holder. >> he stood up. he did the right thing. he left the city and this country in a better place. >> they have spoken out about corruption declined to comment. you are pursuing whatever you need to pursue on your own time?

>> we can't talk about anything. it's not the time anyway. >> reporter: they disputed rumors the councilmember agreed to plead guilty. >> none of the comments came from mr. thomas' group or team. the people that know most haven't said anything. take that into consideration. >> reporter: thomas is moving to resign from the council, plead guilty and serve some prison time. they expect to wind up negotiations by the end of the week. thomas allegedly steered $300,000 to accounts he controlled and used the money to fund his lavish lifestyle. he's agreed in a civil case with the district to repay the $300,000. he missed the $50,000 payment

tuesday. more serious is the federal investigation which now appears to be nearing a conclusion. again, our sources say a thomas plea bargain is near, but not done. everyone is expecting something to happen here. a month when the fbi and irs looked into the money thomas used for himself and looks like they are wrapping up their investigation. will they reach an agreement? we don't know yet. >> he missed a $50,000 payment. has he paid back any of it yet? >> he agreed to pay back $300,000 and immediately paid $50,000 right away. he has a ten-day window to make the payment or they will bring charges. i have to tell you, that $300,000 payment he needs to

make is not as serious as what's happening at the attorney's office. >> stay tuned. tom sherwood, thank you, tom. a winter blast. we woke up to bitterly cold temperatures this morning. enough to make folks dread stepping out the door. >> it was rough going. >> we have live team coverage on the problems the weather caused for commuters. we start with doug kammerer in storm center 4. it was bitter, doug. >> it was extremely cold out there. you mentioned how bitter the temperature was this morning. really, the first time we have seen arctic air come in here. the low temperature earlier this winter, only 29. we beat that by 12 degrees. down to 17 in washington. it was down to 14 in manassas. ten in gaithersburg. seven the morning low in winchester near virginia. they saw snow late last night. one degree above freezing.

more. are the tracks fixed? >> absolutely. the incident this morning caused a huge headache and major back up for thousands of commuters. storm 4 meteorologists say temperatures last night were in the 20s and dropped to the teens this morning. single digits in some areas. it's this sudden drop in temperatures as metro calls it that caused rails to crack. the first was on the yellow line, about three to four inches wide on the bridge between pentagon and la font plaza stations. the second crack, much smaller. on the red line outside tacoma park station. because of the repairs, blue and green lines were affected as well. >> it's not uncommon on days like today following mild temperatures then going to extreme cold. metal contracts. >> reporter: it took kevin 40 minutes to get from union

house and get america back on track. >> that's mitt romney speaking on behalf of the republican candidates after last night's iowa caucuses. here are the final numbers. count them on both hands if you will. romney beat former pennsylvania senator rick santorum by eight votes. one of the slimmest margins in iowa caucus history. romney had 30,015, santorum 30,007. romney's margin of victory was razor thin. he is savoring it tonight. >> i'm absolutely delighted. a few weeks ago, we were way behind in the polls. we were able to do well last night. i can't tell exactly how it's going to work out. i think right now, you have at least three people battling for the top spot. >> this afternoon, romney picked up a key endorsement from a

rival, arizona senator john mccain. mccain won new hampshire in 2008 when he went on to win the republican nomination. rick santorum had a last minute surge in iowa. it may have given him something else, momentum. >> if we have someone that can go out to western pennsylvania, ohio, michigan, indiana, wisconsin and iowa and missouri and appeal to the voters that have been left behind by a democratic party that wants to make them dependent, we will win this election. >> santorum is a social conservative and resinating with some voters. influential groups such as the tea party have yet to back a candidate. michele bachman came in sixth in iowa where she grew up. today, she ended her campaign. >> the people of iowa spoke with

back now with more on the iowa caucuses as you can imagine. this is the season political reporters live for. >> mark murray joins us now from nbc's washington bureau. what can we gleam from the iowa

caucus? >> we have learned several things. romney won by a narrow margin. he has a problem with conservative voters. when you look at the polls he was struggling among conservative voters and unable to break past that 25% threshold that he's been unable to crack in polls and now in last night's contest. we also learned that rick santorum might be for real. he came out of nowhere two weeks ago, starts moving up in the polls and tieing romney last night. we'll get a better indication of where he is in next week's new hampshire primary. the third thing we learned is the new hampshire primary is going to be a lot of fun. there are more twists and turns in this race. it's going to be awesome to cover. >> what does mitt romney need to do as the front-runner now? we have a couple debates coming up. an angry newt gingrich. how much trouble is he going to

cause? >> he has the potential to cause a lot of problems. romney needs to win new hampshire and win decisively. no non-republican non-incumbent president has won iowa and new hampshire. if he wins iowa and new hampshire he is the first to pull off that. that's worth noting. gingrich made very clear in his speech last night as well as with an interview with chuck todd that the knives are going to be out for romney. this is the first time romney will face negative attacks if they go up on tv. and certainly, if newt gingrich has tough questions for him, responses the two will see in new hampshire in a few days. >> since the summer, we have seen bachmann, cain rocket to popularity to see them plummet. is the santorum surge the latest

in the series? >> it could be. the timing was great for santorum. he caught the wave at the right time. the hallmarks of 2011, then we saw it in the results last night, it's just been volatility in the republican race where one conservative romney has gone up and down in the polls. it says more about romney than the volatility. there's a certain segment, a certain conservative vote against romney. they might be with him at the end of the day if he becomes the nominee and goes toe-to-toe with president obama. right now, they are not with him. romney probably isn't going to be the nominee until he's able to show he can win the tea party evangelical vote. >> thanks for sharing your insights with us. thank you. nbc will have all the latest news from the campaign trail coming up here starting after

news 4 at 6:00. let's talk about that rude wind that blew in last night. it is cold out there. well, it was last night and this morning. >> it was frigid out there this morning. it was. we are talking temperatures ten to 15 degrees and windchills in the single digits across the area. you are waking up to some of the coldest air we have seen. right now, we are on the cold side without all that wind that we saw yesterday. not nearly as bad today. we saw the temperatures yesterday. the high today got up to 33 degrees. that's so far at the airport. the dew point 11 now. winds out of the south at 6 miles per hour. it gives us a bit of a windchill. 28 degrees in martinsburg now. 32 in annapolis. warmer to the south. 36 in fredericksburg and culpeper. these are the kind of numbers we

expect to see during the month of january and during the winter, we haven't seen them. this is only the second day temperatures have been around the freezing mark for high temperatures. as far as the windchills are concerned. i think these numbers are going to be dropping. 24 in martinsburg. 17 in hagerstown. 28 in the district. cambridge 26 degrees. there's a bit of a windchill. the winds may pick upwards of 10 to 15 miles per hour this evening. this one, a very little storm system. you can see it, storm 4 doppler radar doesn't have anything to show you now. here it is. i talk about little. it's the size of west virginia. that's it. it has some snow associated with it. this snow here, this is all flow ing aloft. this is up in the upper atmosphere. it's evaporating. we are not seeing snow in our region. i wouldn't be surprised to see a

snow shower come out of this. the best is out of the mountains, the blue ridge and allegheny front here. they could make their way into our area. most of us will be inside. you will miss them if they do fall. 20 in pittsburgh. 25 in new york city. back to the west, 57 in wichita and 61 in dallas. you can see where the cooler air is. it is cold. not just cold, jacksonville this morning, we were at 20. jacksonville, 18. 18 degrees in jacksonville, florida. how about that. the trough is going to lift out tomorrow. we'll see mild air come out late including friday and saturday. temperatures will get back into the 50s. the 50s is not too bad at all especially this time of year. what are we expecting? cloudy skies, cold. winds 10 to 15. the windchills will be cooler. tomorrow morning, you wake up to cold numbers. not nearly as cold as last

penn camera may be going out of business. they have been a fixture in the area since 153. they filed for bankruptcy and announced they were shutting five of eight stores immediately. the stores on e street and tyson's corner will remain open for now. the bankruptcy was prompted by a decline in sales right before the holidays. if you are trying to bounce back after indulging this holiday weekend, check this out. >> folks are bouncing off the walls. they are not exercising at a gym, it's a trampoline arena. we asked them, what's your work

funds. sources say he's going to resign from the council, plead guilty and serve prison time. the republican pact is off and running in new hampshire. romney won the state's caucus by eight votes over santorum. ron paul came in third. romney nailed the endorsement of 2008 presidential nominee, john mccain. michele bachmann came in sixth in iowa. today, she announced she's dropping out of the race. people of iowa spoke with a clear voice. she says she has no regrets and will continue to fight for the causes she emphasized during her campaign. it's been more than a decade since an alexandria woman was murdered. he body has not been found. >> today, a search for her remains. police are combing woods where

they believe she was buried. pat collins has more. >> reporter: they have been searching here for some time. they wanted to find her by christmas. they wanted it to be a surprise present for her family, but that was not to be. with each turn of dirt, there's a sense of hope this will be the time that this will be the moment they find her and bring peace to the family. >> i don't want to come out here to memorialize her. i wanted to bring her to a final resting place to go to every year if we want to. a correct place. this is not it. >> reporter: on this bitter cold day, a search in these ft. washington woods for a body in one of the city's most infamous murder cases. >> we are determined to be here until we find her. i'm going to get equipment myself to come out here and dig. i still will do it. i pray we find her today.

>> reporter: 23 years old. she went missing back in june, 1996. she's never been seen since. january 2008, 12 years later, the case solved when michael dickerson, her estranged boyfriend confessed to the murder. she had information linking him to the murder. he didn't want her telling the cops about it. he kills her and buries her in these woods. there was a time they brought him out here and he pointed to a spot in there. nothing found. this is at least the fifth major search of these woods. they have done it by hand. they have done it with heavy equipment. they have used specially trained dogs. does it get frustrating? >> of course it gets

things have deteriorated. i must focus on treatment and recovery with the love and support of my family. some students across the area went back to school today. for kids in three month gulf of mexicory county schools, a new ar means new facilities. they have just been renovated and modernized. we spent the morning at garrett park and found a lot of excitement about the new building. >> reporter: take a look around. everything you see is new or upda updated. they added this entire second floor where i'm standing. every grade level now has its own hall. on a cold morning, garrett park elementary students shuffle into their new school and see almost nothing looks the same. >> it's awesome. >> reporter: they are excited about a new building and a new year. the modernization project here at garrett park, cannon road

cost $50 million and took 18 months to complete. >> it's awesome because, like, it's all new and all new supplies and everything's like new. >> reporter: the schools are considered state of the art and environmentally friendly. they use a geo thermal exchange system for heating and cooling. a roof to help with run off. garrett park has a separate gym and cafeteria. there's a new computer lab and library. she says what she sees was worth the wait. >> this is a beautiful school. we are lucky. >> reporter: teachers make last minute tweaks to the clams. between the three schools, 1300 students inspecting new digs and some of the kids have a disearning eye. >> the little ones are excited about lockers for the first time. we had an assembly and they

asked me about the lockers. >> reporter: while this dad appreciates the new building he misses the old garrett park. >> it's nice that it's new. it's a new experience for the kids. >> reporter: students were taught in temporary facilities, the same where kids from bradley hills and others will go as their schools undergo a similar type of republican novation. in garrett park, news 4. something you don't see every day, a car got stuck on the roof of an apartment building in fresno, california this morning. police responded around 1:30 a.m. the driver was going too fast, hit a raised area and went airborne. they turn to the tire tracks for clues. >> right behind me, we studied them. they are in a bit of a birm. it appeared they climbed the burm. the car goes airborne, strikes a

some u.s. capital police officers and civilian employees are taking part in a weight loss challenge. the competition kicks off with a weigh-in. teams of four are competing to lose the greatest percentage of weight between now and march 30th. last year, a similar challenge helped them shed 1200 pounds, the equivalent of six baby elephants. last year, we introduced to yo children looking for loving homes. each child has a different story with the same dream of find iina loving family. we wanted to reintroduce you in case you missed them. you may remember the faces, wednesdays children last year. each has a different story.

well, you may soon be able to shop for alcohol in bowie grocery stores. they are campaigning for beer and wine sales to attract big business.

we have more on the story. derrick? >>reporter: you may know the answer to this. what is it you can't do in bowie now that you can drive to mitchellville and do? that is buy beer and wine at a grocery store. the proposal was submitted by members of the prince keocounty delegation. it opens the door for grocery stores to sell beer and wine in bowie. chains like trader joes expressed interest in a bowie store. >> to do that, we need theoutization to sell beer and wine. >> reporter: high on the list of locations, bowie plaza where a food store has been empty for years. most welcome the idea of a anchor store. >> they don't have a food store. i would like to have a food store here in this shopping center to win the business. >> reporter: the owners worry

his way to $4 million was sentenced to prison. he pleaded guilty today to rigging more than 100 washington area pay phones he owned. he made around 8 million phantom phone calls to toll free numbers, each time collecting a 50 cent fee. his attorney says he repaid all the money he earned from the scheme. people who make annoying phone calls could find themselves behind bars. a bill is up for debate in virginia that would make it a misdemeanor to call or text others with the sole purpose of annoying them or harassing them. it was motivated by the case of a virginia beach man who used his phone to harass several woman calling their homes and cell phones repeatedly. how low will we go tonight?

four people are dead after a murder suicide near san diego on new year's day. police say a navy pilot from our area was the trigger man. >> john robert reeves is from prince frederic, maryland.
