good morning, everyone. welcome to news4 midday. i am barbara harrison. we're following breaking news out of the district right now. in just a few minutes, council member thomas jr. is expected in court. he is expected to plead guilty to two counts, including filing false tax returns. >> reporter: good morning, barbara. this plea hearing gets under way at 11:15, so just a few minutes

now. so far harry thomas jr. has not arrived at the courthouse, and one of his attorneys arrived 2 s minutes ago, and thomas jr. has not appeared. he is expected to plead guilty of using money for himself that was earmarked for youth programs. that was harry thomas jr. when the federal investigation first began, but today he's in the u.s. district courthouse about to plead guilty. for weeks some of his keel aegz on the council have been calling for thomas to step down, but his resignation did not come until yesterday after federal prosecutors charged him. he made this statement. the probe really heated up back in december when federal agents

raided thomas' northeast home. he will admit to stealing more than $353,000 in d.c. government funds and also forfeit a motorcycle and a tahoe seized from his home, and he could face three years behind bars. >> reporter: again, this plea hearing about to get under way here. we are waiting for thomas to arrive. we will continue to follow the story and bring you update as soon as they happen. back to you. >> thank you. harry thomas jr. was born and raised here in the district. he holds a degree in public relations and marketing from buoy state university. thomas has served as an advisory neighborhood commissioner and was elected in the council chair in 2006 with 85% of the vote. his father, harry thomas sr

occupied that same seat until 2009. and we have more. >> the u.s. attorney's office is busy investigating two other scandals surrounding d.c. politicians. first let's talk about major vincent gray. the u.s. attorneys office expanded their investigation since brown's initial allegations. how gray received the campaign contributions now being looked at. >> the other politician is brown. brown is under investigation for how he spent campaign money back in 2008. he also came under scrutiny for asking city officials to order him a fully loaded lincoln navigator where the lease payments cost merely $2,000 a month. he asked for a different suv

when it arrived because of the wrong interior color. they expressed the fed probes will not interfere with their work. we will have the latest on what happens inside the courtroom as thomas jr. is expected to enter a guilty plea. a man and a woman were hit by a car which then drove off this morning. the woman is in critical condition as the man is in serious condition. police are asking anybody with information on the incident to please call them. and more breaking news now from an arun dull county. the build something located in the 900 block of 979 corporate boulevard. the injuries are reported as minor.

turning to the weather now, the winter warmup today, and parts of the area could hit 60 degrees we hear. let's go to tom kierein for the first forecast of the day. >> we started off the morning and it felt like january, down near or below freezing, but later this afternoon it will feel like early april. around our region now, temperatures are rapidly climbing. right now in the 50s throughout much of virginia. and charlottesville, 99. and at reagan national, it's at 48. there's a wind off the potomac, so it's keeping the temperature there cooler and it may not reach 60 right there at reagan national because of the proximity to the potomac. elsewhere, it should climb to the upper 50s and across much of maryland, but further south it should make it into the mid-60s throughout much of virginia. and over the last 12 hours, we had a bit of cloudiness, but right now the cloud cover is

beginning to break up and we have a con trail activities through the sky. it will be mild. right at the national airport, in the 50s. elsewhere in downtown washington up around 60 degrees and much of virginia will climb into the mid-60s this afternoon. and it's got some of the flora confused, too. we will show you a blooming plant here in january. >> there may be daffodils popping up. >> maybe. a couple problems for you. first on metro red line, expect delays. trains are single tracking between dupont circle and fair gut. and on the beltway, outer loop

at route 50 here, multiple crash taking up three lanes. also, 66 westbound at glebe, gravel spilt on the roadway, and it was blocking the roadway, but it looks like the problem might be out of the roadway. i will be back in a few minutes to let you know if you have all your lanes back on 66 west. metro riders are hoping for a smooth commute to and from work today. everything is back to normal on the blue and orange lines. crews were repairing a crack along the tracks near the stadium-armory station. some writers tweeted their commute took an hour longer than usual. and riders should expect delays on all lines this weekend,

because crews will be fixing all lines. on the blue and orange lines, trains will single track between the smithsonian and eastern market stations. on the green line, trains will single track between georgia avenue, and fort totten. today, a virginia woman will learn her fate for killing her 2-year-old granddaughter. she was found guilty last october of throwing her granddaughter from a sixth floor walkway at the center. they recommended that she be sentenced to 35 years in prison, and de la rosa's attorneys

and now to decision 2012, huntsman picked up a major endorsement this morning. huntsman is putting all of his campaign chips on new hampshire. during his 157th event in that state, he slammed romney for leaving new hampshire for south carolina. >> people of new hampshire don't want a core anation, they want people to earn a vote as opposed to sitting down in south carolina so certain of a victory. >> it's a busy and important weekend for the candidates, with

two debates in new hampshire. you can watch the coverage right here on nbc 4. and rick santorum ran into a combative round of college students. a college student asked him why he opposed gay marriage. >> how does it affect you personally. >> the law for 230 years in the country was marriage was between a man and woman. >> the audience and santorum went back and forth several times. santorum left the stage as some studented booed. he raised $2 million since his strong iowa showing. santorum is shrugging off reports that the vote count from iowa's caucuses might be wrong. he says the errors appear not to change, that he and mitt romney were nearly tied. santorum tells fox news that a iowa republican party official says the two cases in

questionnairely cancel each other out. virginia primaries are open, which means people from both parties can vote. republicans wanted people who voted for a gop candidate to sign a pledge to vote for the republican party candidate in november. many governor leaders think the pledge will backfire and lead to a low voter turnout. the state gop chairman says the issue will be reviewed at an upcoming meeting. occupy d.c. is moving inside. the protesters are move into a pair of houses where they say they will continue their protest. organizers of the move say this has nothing to do with avoiding election or the winter temperatures. they described it as phase two of the protest and say they are working to raise money to start a public access television show. protesters say they have no plans to head inside. we're seeing some signs of

at reagan national, 48. that's a cool spot because there's a wind to the south off the potomac, and the waters there are chilly so their temperature is cooler because of just a few hundred feet away from the river. right now central virginia pushing 60 degrees, and further to the north, north virginia in the low 50s in many locations, and then in maryland generally in the 40s to 50 degrees, and southern maryland in the mid-50s, and northern neck as well in the mid-50s. this morning we had high clouds. right around dawn, it gave us the gorgeous sunrise. we have sunshine shining through and throughout the region we will have a warm up. these were the highs from the northern plains to the gulf coast, and it was well into the 60s. we had the very cold air in new england. this air mass has moved off to the east, and a southwesterly flow, and warming into the 60s

in virginia, and the carolinas, and right around washington and upper 50s or so into maryland, and mid-50s for highs later this afternoon. it will be around here tomorrow, too. so it's not record heat, though. the record for today was set five years ago on this date. it got to 73 degrees, and that's the record for the day. not that unusual to get a little toasty in january. partly cloudy and mild for the afternoon. highs reaching upper 50s and low 60s, and again a little warmer down in virginia, and may hit the mid-60s. and then this evening, quickly cooling down and the sunset at 5:01 will be in the 30s by dawn tomorrow. and on saturday, another mild day in the upper 50s or so and maybe near 60 and low 60s across the areas to our south. we will have clouds increasing on sunday. cooler weather moving in with a northeast wind. morning lows in the 30s, and afternoon highs, mid-40s on sunday, and looks to be cloudy sunday afternoon and evening and

d.c. superior court where he is expected to plead guilty to two federal crimes. megan has more for us right now. >> reporter: barbara, things are getting a late start this morning. the plea hearing was supposed to get under way at 11:15 but has not started. now, harry thomas jr. is expected to plead guilty to stealing money earmarked by the d.c. government for youth programs. now, thomas is in the courtroom as are his attorneys. we are just waiting for the proceeding to get under way. under the plea deal thomas is expected to plead guilty to filing bogus tax returns. investigators say he did it to finance his lifestyle. these are felony charges and he faces possible jail time, as much as up to three years behind bars, although the sentencing will actually happen on another day. thomas resigned yesterday after

the charges were fileded against him. his resignation affected immediately. he has not spoke to the press since he resigned. he issued a statement admitting he had done some things that were wrong and apologized to the people he had let down, but we have not heard from him in terms of interviews and a public statement from him. it's unclear when all of this is over he will speak to reporters or not. we will continue to monitor the situation and as soon as we have an out come, we will bring it to you. >> we will be waiting for that. thank you so much. we will bring you any developments from the court proceedings as they happen, so stay with nbc 4 all afternoon for reaction to this case as it happens. new information on the trial of joran van der sloot in peru. a judge has postponed the trial until january 11th. it was expected to start today. van der sloot is expected of killing a woman in 2010.

his lawyer says he is prepared to admit to the murder, but is fighting charges that could land him in prison for longer. casey anthony's lawyers say they are worried about her safety after a new video of her surfaced online. >> just a little surreal how much things have changed since july and how many things haven't changed. >> this video blog shows anthony, who now has short blond hair talking about various topics, but not mentioning her daughter, caylee. her attorneys say she did not post the video diary herself and instead somebody hacked into her computer and dit, and if somebody did that then they have our ip address, and that's all they need to find anthony.

internet experts say anthony accidentally posted the video online herself. she has been hiding since trial and is currently at an unknown location in florida serving a year of probation for writing bad checks. and penn states' football team is looking for a fresh start after the sex scandal rocked their school. the lions have hired bill o'brien as their new coach. he is offensive coach for the new england patriots. he is best known forgetting into an argument with tom brady about a month ago. he coached in the college ranks for 14 years including a stint as maryland's running back coach. and pope benedict named two new cardinals. one is a former archbishop of

month. the 11th street bridge project is the largest project ddot has ever opened. it's expected to be completed sometime next year. the hot lanes are not going to be called hot lanes after all. they will be called express lanes to comply with federal highway administration standards and the company that will operate the lanes just released these pictures of the new signs that will align the express lanes. as you can see, you will need easy pass to use them, and you don't have to pay a toll if you have three or more people in your vehicle. they are set to open later this year. this morning, administrators at one loudoun county middle school are deciding to you to punish six students drinking on campus. the middle school say five girls and one girl started drinking on a school bus, and they kept drinking once they got to school

as they walked through the main hallway and into the cafeteria. the students were not legally drunk, but one school official said two students had consumed enough alcohol to register on a breath test. and then a little girl fell asleep on her way to the elementary school on tuesday. she was found about 45 minutes later, but her parents were not notified of the incident until wednesday. the school's principal apologized and met with the entire staff to discuss this communication breakdown. prince georges county police are investigating the county's first murder of 2012. it happened yesterday afternoon in suitland. right now police do not have any information on the victim's identity, and possible suspects

or motive for the deadly shooting either. police in virginia are looking for a 16-year-old accused of robbing people at a movie theater. it happened last week at the movie theater the potomac mills mall. three unknown men approached them and forced them inside an empty theater, and then one of the suspects said he had a gun and demanded the teens hand over their money. the suspect is wanted for two counts of armed robbery and two counts of abduction. police in prince georges county are hoping you can help identify this man. he is suspected in at least three burglaries in laurel. this thief has been pretty busy, too, this week, they say. he could be linked to more than a dozen burglaries since the start of the year. he stole a 2005 jeep charity early tuesday morning at a gas station on laurel buoy road.

tickets to europe. a surcharge will be tacked on to flights to europe days after they started airlines to pay a fee for carbon admissions. the airlines report the fee will cost them $8 billion in the next three years. and president obama is expected to talk about his appointment of richard cordray to lead the watchdog agency and the jobs report that was out this morning. and also from the white house today, they are proposing a half cent raise for some employees. the unemployment rate falls to the lowest level in three years, as we have been reporting all day. let's check in with cnbc's bertha koomz. >> it was a pretty good report. the labor department says we saw a net increase of 200,000 jobs

in december. that's an up side of 212,000 private sector jobs and 12,000 government jobs lost. unemployment eased down for the fourth straight month to 8.5%. that's the lowest level since the obama administration's full first month in august. and stocks were kind of flat as they fret again about europe. a new series of meetings on that continuing debt crisis are starting today and will fall into next week. and also news from alcoa, it will shut down some of the operations in order to cut costs. and one company signing a deal for programming from the bbc, that will include the dr. who series. and then netflix screened about 2 billion hours of programming last year. and apple shares are getting a boost today on some reports that

survival story. a dog is back with his family after being trapped in a avalanche that killed his owner. meet ollie. they were cross-country skiing with the avalanche occurred. david, unfortunately, died in the avalanche. his wife survived. the family thought ollie died, too, but the dog showed up at the alpine motel on wednesday, and that's where the couple had been staying. the family says having ollie back has cheered them up. >> i was like, what? what happened? and she was like, she survived. >> we all had a moment of happiness, and it was nice to share that. >> rescue workers say ollie was tired and hungry when he arrived at the hotel, but they say he will be fine. a dog in new mexico has

and it's time for a final check of the forecast. here is tom kierein. >> it's warming up as we approach the noon hour. here's a live view of the sky from the skywatcher camera. the sky is crisscrossed with com trails, and if you can say that three times real fast you're doing great. and the live view from the skywatcher camera, and we will have those crisscrossing the sky through the afternoon. and it's in the upper 50s to near 60 across much of virginia. look at charlottesville. 63 degrees there now. and it's going to be feeling like april in january later this afternoon. but then this evening, after we clear out, we will get chilly again, and by dawn tomorrow down into the 30s, and during the day on saturday, another mild day, but probably not as mild as today, but still up in the 50s or so during the afternoon. and then monday, chillier back in the 40s after the morning lows in the mid-30s, clouds
