6:16 am
funds. what does this mean for ward 5? what does this mean for other investigations involving city leaders? >> it looks like there's going to be jail time, which opens up a spot on district council. there will have to be a special election. someone will come in and fill his spot. it's ironic these charges first came to light by his republican opponent in the last election had questions about this charity that harry thomas was running and was wondering how he was using those funds and gradually the story developed from there. it's another piece of bad news for the council and the mayor to have one more scandal escalate. it's been bubbling around for a while. between the gifts that council got, the way in this case they used a charity, people hired by the mayor, all of that continues to roll around congressional eyebrows raised and federal investigations. and this is just the latest. >> this cracks the ice.
6:17 am
because a lot of people have been wondering when are we going to get these investigations to some hit. when are we getting them off the books. people feel that the city business has not been as progressive as it could be. but let's look at ward 5. the thomas family in war 5 is very strong. very much liked. if you ask anybody right now what is going to take its place for ward 5, it's a big question. because the whole -- from his father, mr. thomas senior, harry thomas senior, the late thomas, sr. as well as the son, harry thomas, they were -- they had good pathways into ward 5. so the question remains what's going to happen to ward 5 now. kwame brown said the people of

ward 5 won't suffer. >> well, it also opens up a new era, as you pointed out. you have legacy type elections. we see them all the time. marion barry, for example, is thinking about the same type of thing. it's a sad story. >> yeah. >> i mean, it really s. because i think a lot of us like harry thomas. we have never had any difficulty with him. and i suspect, and i will have this on tape, there probably won't be a big trial. i suspect that he probably will have a plea bargain. and the rumor is already out there. usually when there's rumors that he's cut a deal, he will do some time, pay a fine. someone has probably already leaked it. >> you raised the name, jerry, qwame brown. what does this mean involving other city leaders? does it show others that, you

know, the feds mean business? >> well, it depends on what the judge does here. already we don't have a ruling from this judge. but if the judge comes in a conservative mood and really throws the book, three years, for a federal offense you can get three years under the federal law. if that happens then this is a signal the same as in chicago, the governor of chicago when they threw the book at him and people started saying, hey, they are tied with this kind of stuff. >> here's the point. this prosecutor is a young man who is well trained. he's out of detroit. i think he used to clerk for a federal judge keith if i'm not mistaken. he is a no-nonsense -- >> that's my point. >> -- person. and i think jim's point is a good one, don't mess with this prosecutor that we now have in washington, d.c. >> to single it down to that, i agree. but overall, i'm still saying

that people are tired. the public is tired of this. >> does this mean we will see some type of closure pretty soon on other investigations? and how do these other scandals, if you will, compare to what we have seen with harry thomas jr. in terms of seriousness? >> well, he is accused -- and they're all innocent until proven guilty. we established that of all. >> sure. >> he is accused of using inappropriately a charitable fund, among other things. the mayor, what's swirling around the mayor is people were hired who may not have had the right amount of experience. and there were contributions made. there were a number of things that give the aura of special favors being given. then there was the car that kwame brown decided he wanted to drive around in. >> right. >> you know, our viewers can decide that the scale of values

here. but actual two counts that were brought in against harry thomas are very, very serious. they're the most serious things we have seen so far. >> and all of this comes into this whole thing that the council has been dealing with over the past two weeks, ethics. and so when we talk about ethics, i would -- i say dave is right. the difference here is that one is -- these are federal offenses. >> by virtue of -- >> regardless, they're serious. they are federal. >> all right. staying in the district, let's talk a little bit about the cold weather is upon us and upon the protesters and demonstrators down at occupy d.c. the d.c. department of health is going down to check up, make sure everybody is safe and healthy and the conditions down there are safe, too. how long is this going to go? does it have staying power through a cold, rough, winter. >> if it gets to a cold, rough winter and they get into spring, i mean, they then have made a

statement. and i suspect that there's pressure coming from business community saying use something. it becomes reality. there are a lot of restaurants you can close for violations. >> right. >> you know, but this is probably, if they apply the law honestly and there's problems they have a chance to correct the problems. if not they're going to be fined and people will have to pay a fine or dismantle. >> they tried to do something about the weather. they built two units, of course it was illegal. >> they weren't legal. >> this was part of our eloquent plan for the district of columbia. >> i would like to have that property. >> there you go. >> but the fact is, if they do last i think joe is hitting it -- if they do last, we're talking about spring in an

election year. >> that's right. >> both republicans and democrats and the president of the white house will have to address. >> how strict are these instructions going to be? is it going to be enough to close it down? do we close down free speech? you know, demonstrations. some would saline kwrepbt. others say a very effective and very democratic attitude towards demonstrations. they tolerate them as long as they can. but clearly patience is growing short and around capitol hill. we talked a lot about this question that's been raised on the hill is the owe bam a ma administration helping to keep these people going by using the park service and other agencies to give them permission to do what they're doing. the administration denies that. >> we've got to take a quick break. on the other side we'll pick it up from there. a lot more to talk about virginia, d.c. and maryland as well. stay with us.

>> and welcome back to reporter's notebook. a bill under consideration requiring all high school students i guess to apply for college and take the s.a.t. is this a good thing? >> what if they don't want to go to college? i'm 18 years old, graduated from high school and i would rather go in the service. i would rather go into the united states armed services. or i just don't want to go to college. >> and the bill doesn't have an exemption for you if that was the case. look, i understand what he's trying to do. we want to encourage young people to get a higher education if at all possible. but college is something you should be motivated to do. and that motivation starts at home. it might start in the classroom.
6:26 am
there are counselors. you know who really wins, in my opinion, are the folks who administer the s.a.t. my god, can you imagine if every student in a city has to take an s.a.t.? they have to be paid for. >> yeah. >> then what do you do when you have to have funds to go with the college application? this really bothers me. >> yeah. >> because, once again, i think it's a job of counselors, parents, a community. it's something you motivate young people to do. >> it is a worthy goal but critics say this fails because it focuses on one thing. it just doesn't broaden the abilities. >> yeah. because if i don't want to go to college and i'm required to take a s.a.t. or fill out an application, what am i going to put in here? i'm required to fill out this application. i really don't want to go to college.
6:27 am
>> i was very surprised when i first heard about this. why he is diping into this educational thing this way when there are other matters in the educational arena in d.c. they should be addressing. >> yeah. >> critics say somebody at 18 may not want to go to college. in four or five years, they change their minds. they're fresh with the test in their minds. >> but there are all kinds of programs today where kids can go to college. >> that's true. let's move on to virginia. joe, this is something we were talking about a little bit earlier. considering a loyalty pledge to vote in the primary. tell us what this is all about. this lit up your listeners on the radio. >> oh, my goodness. here's what it is. virginia has open primaries. so in order to get a ballot to vote in the republican primary you have to sign a loyalty oath that you will vote for whoever the president -- the republican presidential nominee is. it doesn't make any difference.
6:28 am
if you do not sign this loyalty oath you cannot get a ballot to vote in the primary. >> on the one hand you should have the ability, people would argue, to change your mind from the primary to the general. on the other, as pointed out to me before the show, is going to know who you're voting for. >> then there's that. >> because you sign a loyalty oath. >> that would violate an even larger constitutional issue. >> all i can say is -- and i'm not playing politics here, but they're awfully desperate. >> the key is to focus on voter registration. not loyalty. but it's so stupid because, again, okay, i'll sign it. and then i'll go in -- >> and they're already taking heat because only two of the big republican candidates for president qualified and have to have their names to get to the ballot. they're wondering if it's not a

little too stringent. he backed off and said, no, you can't change the law. >> it may be on the ballot there in the virginia senate race is bob marshall, a republican from prince william county. seriously considering taking on allen. >> because allen is not conservative enough for the tea party based on the republican party. you would think he is, but he's not. so he sees an opening, which could very well benefit the democrats. >> if marshall succeeds against allen, this is going to be quite fun. >> go ahead. >> i was going to say that the tea party held the convention just this past summer in virginia. so they're going to have some voice on this. >> marshall himself backed off. you know, he reluctantly didn't get in the race to smooth wait for allen. whether he senses that allen -- he can do a better job than allen, that allen is having trouble, which allen denies. but the democrats just have to say there's a god in heaven
6:30 am
that's giving us this kind of blessing. >> real quick. in maryland they head back to work. state capital. one of the big battlesis gay marriage. do you think they can get that done this year or have a big battle on their hands? >> i think this is because unions now are backing gay marriage. but i don't think unions will supersede the religious communities lobbying effort. >> very strong religious community in maryland. >> they balked at that. >> more people are there than in union halls. >> interesting point. did not think about that. >> let me write that down. joe said -- >> do we have to quote ow that if we use it repeatedly? >> i'll go get a trademark or copyright. >> thank you for coming in. we appreciate it. thank you for watching reporters notebook. now back to news 4 today. enjoy the rest of your sunday, everybody.

mid-30s in the morning into the upper 60s during the afternoon. today will be just a little bit less of a temperature spread. we're at 43. we're off to a milder start. because of the temperatures in the low 40s now we make it into the low 50s for high temperatures. it's a little colder back out to the west. 34, winchester. 33, martinsburg. mild in southern maryland, calvert county and st. mary's county. so your day planner in and out of the clouds and the sunshine. a fairly bright start to the day. clouds will thicken up by later this afternoon. no rain anywhere around our area. those are not coming our way. our next chance of rain is this little impulse bringing showers to alabama and mississippi today. that will be bringing a very slight chance of a few showers on monday. most of us, though, waiting

6:50 am
and while clown fish are horribly endangered right now, their numbers did dip after the movie because people wanted them for their aquariums. so even the affection for the clown fish actually hurt them a little bit in the wild. >> you were telling me there were no clown fish in the atlantic ocean. >> this is my fun fact. clown fish live only in the pacific and indian oceans. no clown fish in the atlantic ocean. >> that's too bad for our side of the coast. >> right. we have to go to the great barrier reef to see them. >> up next, a quiz to determine how normal you are. i don't feel very normal at all. >> this is based on a great very fun new book from national geographic called "are you normal"? it's a series of questions meant to encourage kids to figure out their unique place in the world. for example, are you right-handed or left-handed? >> i'm right-handed.
6:51 am
>> that puts you strongly in the majority. only 15% of people are left-handed. crunchy, crunchy or smooth? >> i like chunky. >> you're in the minority there too. well, what really surprised me is that about 20% of kids don't like any kind of peanut butter. >> 20%? >> 20%. do you have a sib lincoln? >> i have one. >> six out of seven kids have at least one sib lincoln. so throughout the course of this book kids can answer these questions and figure out at the end of each section they place you on the weirdo meter. it's just a whole lot of fun. we have more details in monday's kidspost. >> my 5-year-old son's favorite word is weird. >> see where he fits on the weirdo meter. >> the world's popular polar bear. we can't get enough of him. he's so cute. look at him!

military spouses find employment. the summit and job fair is coming up this friday at the washington convention center. in conjunction with our health and fitness expo that follows that weekend. here to tell us more about the fair and unemployment among military spouses are vivian green for blue star families. also with us, back in the studio for "viewpoint", laura dempsey, program director for military spouses at the u.s. chamber of commerce, hiring our hero. and jim senior director of recruiting at capital one. i want to start with your viewers, give them a big picture and staggering figure. unemployment among military spouses is around 26%. how did it get that high? >> 26%. a lot of that is due to the high mobility of military spouses. they move an average of eight times over a 20-year military career. that wreaks havoc with your
7:04 am
resume. over time what happens is your resume starts to look like a patchwork quilt. different jobs everywhere you go. and over the course of time, that can hurt the spouse's chances of getting the next job at the next assignment. >> capital one is among 100 companies taking part in this job fair. jim, tell us about capital one's role and how they got involved in this. >> sure. we're excited to be part of this event and the partnership of the u.s. chamber. jim, i want to start by saying capital one's people philosophy is simple and straightforward. we work to create an environment where they can be great. we actually look at the military community in total. retired service members. an exceptional talent pool that really fits in very well with our company's philosophy around talent, people and with the competencies we seek to bring into the organization.
7:05 am
>> and i want to talk more about what businesses like capital one will be doing for people. you're expecting about 100 companies. but i want to find out more about blue star families and the role that your organization, which you helped found a few years ago, what role you play. >> sure. and thanks for having us here too. this is amazing. blue star families is a national military family organization. most of our programs are aimed at supporting and empowering and connecting military families. active duty reserve, veterans, military family members, spouses, parents, cousins, anyone who wants to support their military family member. and we've been very good at connecting to make our military community stronger. and so some of the findings out of national surveys that we do of military families have indicated that military spouse employment is a huge issue within the military community. a big concern for military families. so what we're going to be doing
7:06 am
at the fair is looking at resumes and how we can help create military spouses or volunteers. a lot of times in place where they can't get jobs. and you have these skill sets they builds up that they don't necessarily how to apply in a resume situation or maybe they don't think it matters they were a treasurer or newsletter writer or frg leader. so what we want to do is take them and show them how they can take those volunteer skills and really put them into resumes that companies are looking for. >> and they'll be down there taking part in workshops and sessions there to learn about how to put their best foot forward. >> yes. there are two parts to this event we're having. there's the hiring fair, which is the largest ever of its kind. we're expecting 1,000 spouses to show up. and 100 plus companies. that alone makes it unique. while the spouses are there we like to add some extras for them
7:07 am
so they can either enhance the career they have or even explore other careers so they can plan for their future and not just react. and so we have great nonprofits like blue star families, devry university is coming. resume writing, minute mentoring with the center for women in business at the chamber where high-powered female ceos and trade association presidents, sheila casey. >> oh, my goodness. >> is coming to speak to women in small groups to give hem advice on their careers. >> jim, we talked a little bit before capital one such a prominent role on friday. you'll actually have jobs yourself to offer people. >> we will. and they will represent roles across different types of job functions and levels. both roles for hourly associates and salaried positions. it will range from everything
7:08 am
from a technologies for an i.t. role to a project manager. which will be any line of business and into the positions and customer contact. so a range of positions. and others. >> that's exciting. we'll take a quick break. if you would like to learn more or get involved or take part on friday, here's the web address. you can go to the hoh.greatjobs.net. big expo down at the washington convention center this friday, the 13th. we'll be right back on "viewpoint", so stay with us.
7:10 am
and welcome back to "viewpoint". again, we're talking about a big job fair summit coming up this friday at the washington convention center in helping military spouses find employment. vivian greentree, we want to talk a little bit. we keep talking about the special assets that military spouse can bring to an employer. also challenges too.
7:11 am
how do you turn those challenges -- >> into opportunities? >> exactly. >> as we move around the country we become flexible, adaptable, resourceful. often where during deployment, you're doing volunteer work. time managers. everyone says we're timely as well. always on time. and very loyal. so those type of things that companies are already looking for really they find a very big talent pool in military spouses. they're a national asset. it's nice that the chamber is providing the foundation in companies like cap a tal one, the assets we bring and the positives. we're ready to be hired. >> jim, you were mentioning during the break that technology has really made a difference in terms of hiring people and staying connected with people. >> absolutely. i think to build off what we
7:12 am
just heard, i think there's a whole segment of military spouses who are not even attempting to enter the workforce at times because of the movement that you mentioned, laura. i feel that the technology that exists today, individuals can stick with the company because they work remotely. we have associates at all levels. hourly and salaried associates able to work from home, telecommute. when a person moves across the country it doesn't mean their career ended at capital one. the collaboration all the work they do in the community and at home will transfer actually to great fits with jobs in our organization. they can stay with the company even as they are required to move. and in the past that was the end
7:13 am
of a career at an organization. they had to start over again. >> that's a great point in terms of flexibility. we're seeing that in government and all companies doing it. >> it's true. in order for it to work, you need great companies like capital one not only participating but building programs around spouses, helping to sponsor this hiring fair and you need events so you can put the spouses in a room together so they can find each other and talk about how spouses can stay with the company. everyone is working in a void. spouses don't know where the jobs are. so we have to get in a room together and talk about it. >> laura, talk about the kinds of jobs offered down there. are we talking full-time jobs, part-time jobs, a mix? >> we have everything. it doesn't matter what your skill set is.
7:14 am
everyone is required to have at least five jobs open. national down to local. in d.c. and other areas. some of these national employers have a job that you can apply for as well. so we really welcome all commerce to this fair. we don't want anyone to think it's not for them. >> vivian, talk a little bit about some of the military spouses we'll find down there. how hard has it been trying to find employment and how much looking have they done in the months or years? >> they've been military spouses? that's a really good question. i know this year's survey, 2012 military lifestyle survey, 44% of military spouses said they felt some sort of discrimination based on their military affiliation. normally that comes from the fear of the employer of their transferability and moving. we like to kind of change that and focus on the assets. but it is hard out there when
7:15 am
you're facing a group of other people. once you've moved they have also been in a certain area and have had the same job and have been able to climb up in a direction that has taken them to the top. you've been a teacher in three different states you had to recertify. if you're a lawyer you're dealing with the bar in each different state. >> true. >> and while offices might not hire you because you can't work in the same with nurses and teachers. for those who really want a career and they haven't found the outlet yet. we're beside ourselves with happiness that companies are involved and the chamber is involved and the community is involved. because military strength comes from a strong community. >> this friday at the washington convention center. if you would like to learn more, we'll put that web address on
7:16 am
7:17 am
t.j.maxx. let us make a maxxinista out of you. congresswoman gabrielle giffords and her husband mark kelly are in tucson marking one year since the tragic shooting that killed six people and left her and 12 others injured. giffords spent the last year in intensive rehabilitation in houston. this morning the republican presidential candidates are preparing for their second new hampshire debate in 12 hours. they will participate in a debate by "meet the press" david gregory. they met last night. the new hampshire primary is scheduled for tuesday. the second phase of the 11th street bridge is open for business. drivers can get to 95 from the
7:18 am
southeast-southwest freeway. it cost about $300 million. we're back in about 15 minutes with more news in your forecast. but for now we'll send it back to "viewpoint". and welcome back, everybody, to "viewpoint". again, we're talking about helping military spouses find jobs in this tough economy, particularly tough for military spouses. jim, you were talking about a capital one. you have a network within your association of people who are in some way affiliated or connected with the military. >> yes. thank you for bringing that up. we have an active military network. which means these are associates at the company. they have already joined capital one. they have gotten very involved in a group. they have been a veteran, retiree and they're active in working with the community to help issues with recruiting
7:19 am
associates, doing things to help develop and mentor. so they're going to be present at the job fair next week. they'll be on site and talking to individuals, getting information and advice on how to do a job search. and talking to individuals about specific positions. >> it sounds, laura, very one on one and hands on, too, down there. >> it is. and i would like to point out that more and more companies are taking capital one's lead. they realize they do have a core of military-friendly employees in the country, off within the senior ranks. they're reaching down and trying to help the new spouses and veterans get a toehold in their company and stay. so one of the things we're launching at the event is our e-mentor program, partnership with academy women, a nonprofit located out west. they have created this wonderful online platform where this consider of veteran and military spouse can network with new
7:20 am
military spouse hires and tell them about all the great opportunities where there might be a job opening. they can ask a question and get corporate culture advice. we're excited. we don't want it to stop on january 13th. we're going to keep going with the help of capital one and blue star families. >> and you said there can be one military member in a family or organization that can make the difference and show everyone that they should be following that lead. >> definitely. i mean, we hear that all time. what's the best way? how can we convince them military spouses are good employees. and just hire one military spouse. you'll end up creating the basis for them to go too. and so -- and a lot of times internships. we look to companies to create internships if they're not hiring and let the spouse continue to hone her skills. and maybe that might grow into a position. we're seeing more and more of that. so that's exciting. >> we started out with this
7:21 am
unemployment figure of about 26%. there's unemployment -- underemployment that is rampant as well and this tremendous wage gap of about, what, 42% between the civilian population and the military? >> that's a dod figure as well. 42% wage gap between military spouses and their counterparts. that increases as the spouse's education, work experience actually increases. so it's a big problem. and it can become very debilitating for families. i think a lot of people think of this as sort of the secondary issue. this might be a second income, military choice for spouses. but many families need a second income just to survive, including a lot of military families. and then you throw in there the fact that a lot of families have a vet who is transitioning out of the service and will be unemployed soon or comes back wounded or maybe doesn't come back at all. for many military families, a
7:22 am
growing number of families, this is a critical need. >> you need at minute pupl two paychecks tphao these families. >> yes. >> because they are not large paychecks. >> right. i think people have this assumption military families are well taken care of and they have a lot of money and a lot of benefits. but it's just not always the case. they do have good pay and benefits. we love our military lifestyle but we don't have a lot of people who want to trade with us. >> there are offers at all levels. if someone is out there wondering i don't have maybe my high school degree or a cling degree, i don't have that much experience, all levels are being looked at down there at the convention center. >> right. it's the same thing with vets too. they come back and they say, you know, i pack parachutes or i did this. i don't have any skills. they're probably leading people. they were probably responsible
7:23 am
for millions of dollars in equipment. same with military spouses. if you're the head of a family readiness group you could be in charge of millions of dollars, you could have planned christmas parties, silent auctions. there's project management skills right there they don't give themselves credit for. like laura said, it's important to say to any military spouse that's looking, you don't have to have a college degree. you just have to want to work. you know, by and large they do. and they have all these skills. so they will bring them and i'm sure they will meet employers who have a broad spectrum of availability and i think we will find some really good matches. >> that's a day-long fair. it's happening down at the convention center in washington, downtown d.c. there's the web address to find out how you can take part, volunteer or write a recommendation to a friend or family member. stay with us.
7:24 am

7:26 am
and welcome back. we talk about resume building, interview skills and things like that. we're also going to have free child care, people should know. >> free on-site child care. one of the great things about herring our heroes, kevin has hired a staff of 100% veterans and military spouses. so we know what military spouses are looking for in an event. one of the first things i look for is child care. free on-site child care all day long. we have fun things for people who are there maybe reentering the workforce. we have 100 spouses who preregister will be selected for a full makeover, including a designer suit and hair and makeup. >> great. >> so if your reentering the workforce and you want to spruce up your image, you can do that there if you preregister. a great speaking program.
7:27 am
patty is our key note speaker, joining forces initiative and we have several spouses who will be attending and shaking hands and making sure pwe don't screw up. so we're very excited for the day. >> it's a very large family but a close-knit family. >> yes, it is. >> when you talk about everyone recognizing the need for child care who better than when you're talking about members of your own family down there. >> that's right. >> you had raised at the very beginning about volunteering. so many of these spouses have spent countless hours doing important volunteer work. >> sure. 81% in our last survey said they volunteered in the last year, which is a huge amount. then when we asked the amount of time they did spend formally and informally, about 10% were volunteering more than 30 hours a month. and so, you know, the things they're organizing and they're doing and being industrious during the times and helping other people, those will translate to resumes and we want
7:28 am
to help them do it. because we know they have the work ethic and background to be successful employees. so we're looking forward to it. >> and that dove tails into capital one's corporate culture. >> it's a great example. thank you for bringing it up, vivian. it is geared toward activeness in the community from the associate base. a great example how that would be a great cultural fit is individuals who are so passionate and the military spouse ranks. in virginia alone, associates of capital one volunteered 40,000 hours into different types of community activities. again, just an example how it is right there a nice cultural fit and a match with the characteristics and the characters of the individuals we're looking for. >> laura, we've talked about the challenges. and some of the obstacles they can face when their husband or wife is injured, perhaps killed. instantly they are just out
7:29 am
there in desperate need of employment and income. >> that's right. >> we have some spouses, we invited spouses from bethesda, walter reed, wounded warriors from all over the area. we're helping to get them here as quickly as possible. we welcome the spouses too. some of the programs we have are very much geared toward people just entering the workforce and need a very nuts and bolts instruction on how to build a resume, conduct an interview, whatever they need to get started. we want them to come out and get something out of this too. >> this is an educational experience for a lot of them it will be the first time they're hearing all this valuable information. if somebody is on the fence, should i go down there, they're not going to have jobs for me, what do you tell them?
7:30 am
>> in any kind of situation like that, we're comprised of military family members. we will have military spouses, parents at our tables that are instantly relatable. i'm sure it will be that way for many of the other nonprofits and companies participating. if you come down to network to find a future potential job or something like that, there's going to be something there for everyone. >> that's great. and capital one is at the forefront of all of this. you're expecting about 100 companies down there. >> we are. we're on track for 100 companies. they all have jobs. we need spouses to fill them. >> that's fantastic. how many people? we're looking at 1,000 people? >> we're on track to get about 1,000 people. it's going to be a big one. >> a big one. come on down, as we like to say. if you would like to learn more, let's put up the web address one more time if we can. that way you can find out. you can preregister on this web address. come down friday the 13th at the washington convention center. thank you for joining us on "viewpoint".
7:31 am
