hampshire two and a half days before the vote, the republican candidates debated who would create more u.s. jobs, like the 200,000 in december celebrated by front-runner mitt romney. >> it's very good news. i hope we continue to see good news but it's not thanks to president obama. his policies have made the recession deeper. >> santorum attacked romney. >> he said i've got business experience. well, business experience doesn't necessarily match up with being the commander in chief of this country. >> romney's firm capital reorganized trouble businesses. >> and taking out the ones where we lost jobs and those we added, those businesses have now added over 100,000 jobs. i have a record of learning how to create jobs. >> ron paul, polling second, took on santorum. >> what really counts is his record. he's a big government, big spending individual. >> it's a ridiculous charge. and you should know better. >> rick perry unleashed a shocker. >> i would send troops back in to iraq.

kelly will attend a candlelight vigil tonight. kelly said on his facebook page, giffords visited for the first time since the attack in the parking lot there. giffords was in the middle of a meet and greet event at the grocery store when the alleged gunman opened fire. she has spent the past year in intensive rehabilitation in houston. a group is encouraging people to light candles across the country to honor the victims from tucson and other shootings. the brady campaign aims to prevent gun violence. the campaign is named for former press secretary james brady gravely wounded in the assassination attempt on president reagan. it is part of a national effort called too many victims remembrances. a local candlelight vigil at shiloh baptist church tonight. ninth street northwest at 5:30 tonight. and the man charged with a deadly rampage has not gone to trial, and it may be another year before he is determined to

be competent to do so. he is getting treatment for schizophrenia. the 23-year-old has been in a prison hospital since being declared mentally unfit to stand trial. the court ordered him medicated against his will. he pleaded not guilty to the charges. new from overnight, a man was shot and killed. it happened just before 3:00 this morning between foot street and 58th street northeast. no word if a suspect is in custody or if police are searching for a lookout. the name of the victim has not been released. drivers have another way in and out of d.c. the second phase of the 11th street bridge is open for business. drivers can get to 95 from the southeast-southwest freeway. news 4's derrick ward is live. how are things looking? >> well, they are looking good. i mean, you can actually see this whole project taking shape. it's kind of interesting to

watch what's going to happen. if you look behind me now you can see some of the changes. i will ask you to pan over a little bit. take a look at the span there. that's going away, the old one. on the lower end that will be phased in. part of it will be open by summer. and this represents a new way of getting across the river. we want to show you some video of what commuters will expect. if you go on the southeast-southwest freeway headed to anacostia, this is how they separate local to through traffic. follow eastbound down to 8th, make a right on down to m. take m to 11th. on to the 11th street bridge. this whole project represents the change in philosophy and how we get traffic into and out of the city on the southern end. joining me now is peter mcdonough. peter, you're with ddot. this project is going well and a little bit ahead of schedule, isn't it? >> yes, it is. this is our third

major traffic movement in the last three months. this is the first day separating freeway traffic from local traffic. rush hour commuters tomorrow afternoon traveling eastbound on the freeway, two lanes. before they experience two lanes coming on to the local 11th street bridge with a neck down to one lane to access 295 southbound, they will experience two lanes, seamless connection between the eastbound freeway and 295 southbound. they will no longer merge with local traffic. >> excellent. and you tell me, when this new span opens they're going to -- first of all, it will be phased in. there will be a partial opening. ideally by the fall of this year, you're saying this is going to be a treat for people who use this bridge. >> yes, it will be. this will be the local bridge. it's a multimodal design structure with a 16-foot-wide pedestrian bikist path, designed to accommodate a future street car. when it opens up early this summer it will have two lanes

house majority leader joins us. the last couple years you've been cutting, cutting, cutting the the budget. this year experts say, observers say you have to raise revenues. does that mean taxes in. >> first, let's set the context. we always balance our budget, we always do it on time. for 50 years in a row we have had a aaa bond rating. within that context of fiscal conservative teufpl we continue to cut spending. yes, there are proposals for a gas tax increase. they run the gamut. some people have proposed 15 cents, which i think is a little -- a bit steep. voters will find it that way. others have suggested and i've certainly supported the idea of changing it to it is index to inflation. like the sales and income taxes, goes up slightly. >> let me just underline that's 5 to 15 cents per gallon for the consumer. >> that's what the proposals are, yeah. >> any other fees you anticipate besides the gas tax? >> well, you know, there's been some talk of dealing with the

flush fee, which is the funding source through which we keep the chesapeake bay clean. i don't know if that's going to happen either. >> now, let me ask you about the gas tax. does that go toward building roads or for some other purpose. >> that's an important issue. one of the proposals is to change the constitution to guarantee that the money will only go for transportation. and i think that's a sound change. >> let me change the subject. and you were a sponsor and a strong advocate on the floor of the house for marriage for same-sex couples. >> that's right. >> it passed the senate. but spraoeugsly the quote more liberal house you failed to get the vote so it didn't come to a vote. >> that's right. i was prime sponsor. we believe we were three votes short in the house. the bill was sent back to committee. this year the governor of the state of maryland, martin o'malley, will be the prime sponsor. he's a very persuasive guy. i believe we will get the 71

votes we need and it will pass. >> let me ask you. do you have any insight on that? going into the session, are you going to have to convince three or do you have them in your pocket? >> well, let me -- yeah, right. my pockets aren't that large. let me say this. there are a lot of people -- this gay marriage issue has been a journey for many people. and there are a lot of people who are very close to being in favor of it. but it's something that people really needed to process in their minds. people have had a year to think bit now, and i think they'll be ready. >> you thought it was going to past last year. >> i did. >> this year you think? >> i feel it will pass this year. i feel confident, but i don't want to take anything for granted. >> finally, the dream act. which gives in-state tuition at maryland colleges and universities to the sons and daughters of illegal immigrants. opponents from brought this to referendum which will come up in 2012, election year, saying why spend maryland dollars when the

state is strapped for daughters and sons of illegal immigrants. >> first, it's important for your viewers to understand what the bill does. number one, these people or their guardians have to file tax forms for three years. number two, they go to community college for two years. number three, they then only compete with out-of-state students, not maryland students for the university of maryland. number four, if they're men they have to sign up for the draft. finally, after doing all of those things, they get in-state tuition rates that everybody else gets but they don't get any tuition money. they don't get any scholarship money. it's a myth that we are giving money away to people. we're not. this is a very strictly tailored measure. >> but it is out of the hands of the legislature now. it goes to the referendum in november. >> and the polling shows it's close. i believe if we can educate people as to what the bill really does i believe it can win. >> i'll be seeing you on wednesday at high noon in

where no one has gone before, strictly to film fans to make her movie. jessica, good morning to you. glad to have you join us. >> thanks for having me. >> you're from the d.c. area but you spent many years out in los angeles and you realized the challenges of making a film. this really inspired you to do your own thing. >> absolutely. i started out work in the media conglomerate system in studios. and i learned if you wanted to make original film not based on a comic book or toy you had to do something else. that's what we started to do. >> and you turned to film fans. tell me a little bit about this concept. you're truly going to the people that enjoy film to make this movie. >> absolutely. art is eternal funded entirely by fans by micro donation, so by people giving $1 or $100 and joining the community what we can do is prevent special interests and film from saying,

their second debate in as many days. last night the republican contenders met in new hampshire just days before the state's primary. the new hampshire primary is scheduled for this tuesday. prince george's county police say a man trying to break into an apartment complex has been shot. it happened just after 5:00 this morning at an apartment complex after 28th avenue in temple hills. the intruder had a handgun and tried to break into a unit's back door when he was shot. police have not said if he possibly shot himself or the person who lived there possibly shot him. rescuers took the the man to the hospital >> police are trying to figure out who is responsible for a hit and run crash that killed a married couple. michael thomas and mildred freeman died after being struck by a hit and run driver while crossing oxon hill friday morning. dozens of friends and relatives gathered where the couple were struck for a vigil. >> he was a nice, loving guy. kept you on our toes. when you was down he knew how to bring you up.

my stepmom took the role of my mom when my mom passed away. she was really there for me. >> relatives hope the driver will come forward. the only description police have so far is that it was a gray compact car. police say it should have extensive front end damage. a reunion for a specially-trained dog. fairfax police say a man found a search and rescue dog not far from where the german shepherd took off from his handler thursday. 3-year-old vito wandered off while chasing a fox during training at white marsh park in bowie. a man working nearby found the dog. he saw a news report about the missing dog and called police. he returned the dog to his handlers at a gas station in bowie last night. well, today metro riders will have a different experience on the rail cars. that's because there's a good chance their fellow riders won't be wearing any pants.

it's just part of the annual no pants metro ride. this afternoon hundreds of metro riders will take to the rail cars sans pants. this is not a nudist event or a protest against pants, just a funny event designed to make people laugh. and police officers are apparently sticklers for manners. "new york times" reports 1,600 subway riders were arrested last year for putting their feet up on an empty seat or spreading out onto multiple seats. 6,000 others were given $50 fines. now some of those arrests were blessings in disguise it seems. as a police spokesperson said many of them turned out to be wanted felons. the last chance to see julia child's kitchen at the smithsonian before it closes temporarily. the national museum of american history will reopen later this summer as part of a new exhibit

weather this weekend. this is central park yesterday. temperatures soared into the 60s. in philadelphia, some people ditched the idea of ice skating and headed out to the water instead. according to the weather channel, 1,100 record highs have been broken between january 1st and january 6th. so if you were to divide 1,100 by five or six days, that's pretty incredible. >> most of them came in a two or three-day stretch. that third, fourth, fifth stretch, there were a lot of record highs. and a few record lows. 30 or 40 down in florida. i was down in tampa for new year's. the last night tuesday night, into wednesday, down below freezing in tampa. everyone in florida is like oh, it's cold. >> yesterday you mentioned we didn't have any video of washington. but if we were we would have chuck in his convertible, top

down. >> i was keeping the convertible count yesterday. i counted 22 convertible tops down and seven convertible tops up. so people got the message. they're hard-core. you have to have a little bit of cold in your life to have cold. it's 68 degrees in january. >> you did. you did. >> it was a good preview of what's coming our way. 68 degrees yesterday. that's an average high temperature for the third week of april. so that's a long way out. so it was a real bonus day for us. bonus territory, just not far up into the bonus land. outside on your sunday morning. not the prettiest sky out there just yet. but i do think our skies will blue up just a bit in the next couple hours. kind of on the grayer side of blue. temperatures climbing into the mid and upper 40s the next hour or so. low 50s easily this afternoon.

into the day tomorrow. expect plenty of cloud cover on your monday. 41 in gaithersburg. rockville, about thes tkarbgs silver spring, college park, all in the low to mid-40s. brand wine, towards huntingtown. a couple of cool spots across the georgia piedmont. filtered sunshine will put most everybody up into the 40s, 50s by later on this afternoon. not much of a rain threat for today. even tomorrow, not much of a threat. you folks in southern maryland, out into parts of central virginia, a little chance of a few passing sprinkles monday afternoon. not looking like a whole lot of rain. i don't think the drops will find their way inside the capital beltway. the cloud cover we're dealing with, this ribbon has run along here. it's moving along very quickly. this back edge of clouds should be able to get here by 2:00 or

3:00 this afternoon. the clouds are rolling look at 110 miles per hour. they're zipping along pretty quickly. we will brighten our skies for a couple hours before the sun goes down. after that, the clouds will thicken up overnight tonight. feeling a little bit more like january than it did yesterday. expect seasonally cool night overnight tonight. this is by 8:00 on your sunday evening. overnight, clouds thicken a bit. a ripple in the atmosphere passing just down to our south. it's going to stop 3:00 monday afternoon. plenty of clouds around. southern maryland. maybe one or two lonesome rain drops, southern maryland, culpepper, charlottesville. then those zip on out of here. we are sitting pretty. tuesday looks like it will be the nicest day of the week so far. sun and clouds out there at times. not such a bad day to be outside. upper 40s in the high spots to mid-50s across central virginia. back to work and school, even. cloud where and chilly.
