good morning, everyone. welcome to "news4 midday." i'm barbara harrison. right now, new hampshire voters are headed to the polls to make their voices heard in the nation's first presidential primary. the voting actually started early this morning just after midnight in a tiny village of dixville notch. romney and huntsman tied for first signaling it may be a tight race ahead. nbc's tracie potts joins us from manchester, new hampshire with more on today's primary. hi. good morning. >> hi there, good morning,

barbara. everyone is asking after seeing that and these numbers that came out new today could there be another iowa-type surprise. but this time for jon huntsman. overnight numbers showed mitt rom my and huntsman solidified their support here, somewhat duplicating what we saw in the tiny town overnight. >> the polls are now open. >> reporter: just after midnight mitt rom my and jon huntsman tied for first in dixville notch with two votes each. >> i hope you are going to be able to give me bigger margin of victory than eight votes i got in iowa. >> reporter: romney is the clear front-runner today but will it be a big win? his supports eroded 10% in just a week. as newt gingrich and others hammer away at his record. gingrich predicts he will do better than expected. >> mccain was behind in 2000. we will see. i sense a lot of momentum. >> reporter: ron paul is polling second here. >> running hearts and lines. >> reporter: jon huntsman told a standing room only crowd he's

right now. we are not getting the snow we had yesterday. tom kierein told us yesterday morning that we could have some and that you are right about that. >> i said we would see flurries and that those are some flurries. yesterday afternoon that it did pile up one to two inches parts of northern virginia and northern fauquier counties, parts of prince william and then farther to the east southern fairfax county. and it was pretty narrow band. right now, though, it is much of a melting and temperatures are well above freezing, 41 at reagan national, after a foggy and cold start, beginning to warm up. annapolis 45. it is into the 40s now. much of the shenandoah valley out of the mountains, too, most locations in the 40s. and as we had this january up and down weather continuing and the morning fog we had has now dissipated. there is the latest view from space and may be lingering fog in southwestern fauquier county and culpeper county. that should be dissipating, too, shortly and over the next hour. lots of sunshine elsewhere. rather chilly afternoon with highs in the upper 40s and maybe

briefly the low 50s by early to mid afternoon. we will have a wind out of the northwest shifting that way by later this afternoon. maybe for briefly gusting to 20 miles an hour from time to time. overnight tonight clear and big changes on the way for tomorrow. we could get quite a bit of rain. talking about that and how much rainy think we will get. then a big chill for the weekend. how cold will that get? we will talk about that, too. latest school advice tonight a couple of minutes we will see new a few minutes. we check on the midday traffic for first look. here is danella sealock good morning. couple of problems on the beltway. first let's start with the inner loop. in virginia at braddock, have an accident here but it is in your right shoulder lanes. still see something delays for you. and as we switch over, want to give you a lye look at arlington boulevard. inner loop, you are jammed from braddock all the way to i-66. and also taking a look at the inner loop at gw parkway here crews are working in the left shoulder lane. as well as the cones are up in the left lane but you are clear as you make your way across.

and if you are traveling on i-270, absolutely clear here. north and south. no accidents to report. no delays at this time. back to you. >> okay. thank you. >> it can cost you more to ride metro soon. trance it agency unveiled a fwhuj budget proposal that calls for an increase 5% for bus and rail fares. eun yang is here now with the budget breakdown. >> this morning, metro unveiled a new fare hike proposal. it is all part after new budget proposal designed to help eliminate the 116 million shortpalm. proposal calls for a 5% increase to bus and rail fares and to eliminate the peak of the peak surcharge. biggest change is for paper fare card users. no matter how long you ride whether it is a one-stop or ten you will have to pay one-day flat fares. riders will pay $6 during rush hour and $4 in off-peak times. for martrip card holders, max it

will cost is $5.75. and for off-peak hours, $3.50. under the plan with us fares will increase as well. ten cents to $1.60. and hits keep coming. . under the proposal the cost to park would go up bay quarter but if you bike you may actually save money. the bike locker rental fee is going from $200 a year to $120. >> all right. thank you. how are metro riders taking the news of the possible rate hike? news4's megan mcgrath joins us live in front of dupont circle metro station now. megan, what are the riders saying this morning? >> there is a growing frustration among metro riders. they are upset about delays along the rails and upset about equipment, broken escalators, rails that cracked in recent weeks. they say that with service at such a low level, they shouldn't have to pay more. raising fares on metro, it is never a popular move among riders. >> it is ridiculous.

i already spend $10 a day. >> i'm paying for parking at metro and the metro -- it is $15 a day. and parking at my build sing $18 a day. >> reporter: smeft face $116 million budget shortfall. general manager richard sorrel says a 5% hike in fares is needed to help cover cost. maintenance work has been deferred for too long. >> after years of not vesting in the system we have to make the investments. this is what this budget allows us to do. >> reporter: riders have become increasingly frustrated with metro's service. brake parts have fallen off of cars in big weeks causing big delays. there have been cracked rails and ongoing escalator problems. the money raised by a fare increase will not help with those problems. lit just keep the system running. annoyed riders say they shouldn't pay more until metro becomes more reliable.

>> it is tiring enough as it is and the service is really bad. >> every day there is a problem on the train. nothing works. the elevators are down. the escalators are down. the trains are slow. and people are mad. >> same escalator they spent six months fix sing broken again. that's what it takes 15 minutes to get out of the station. so i just -- i don't understand why it takes so long. >> reporter: and this is just a proposal at this point. it would need to be approved by metro's board before that could happen there would be a series of public hearings. now if the fare increase was indeed passed you could expect to pay more come july 1. barbara, back to you. >> thank you. today a suspected serial killer will learn his fate. jason scott will receive his sentence today. he admitted to committing more than -- before being arrested in 2009. police believe he used his job

isenstial to make sure air shows in the future stay safe for pilots and audience members alike. a major shake-up in the obama administration as the president prepare force november's election, chief of staff bill daley announced his resignation yesterday. president obama appointed jack lu as his replacement. lew serves as a white house budget director. he will be the third chief of staff in the obama administration. rahm emanuel was in charge close two years before becoming mayor of chicago and handing things over to daley. today the supreme court will hear arguments over what's considered indecent on television. broadcast networks filed a lawsuit against the federal communications commission saying the group's indecency regulation ring violating free speech rights. networks argue because of advances in technology, parents can choose for themselves what's considered inappropriate. also say the current rules are so broad and vague stations are unsure what's allowed and what

isn't. well, i'm going to congratulate tom because i did tell him i could smell the snow yesterday morning. pat lawson muse told me she felt the same thing yesterday and you said it is out there somewhere. >> yeah. i know what you mean. you do. you can smell the humidity and dampness, coldness in the air. then if you look up and actually a lot of the snow initially was falling and it was evaporatinev. dry but then eventually things got saturated and did reach the ground. we had scattered flurries from mid morning to early afternoon. it picked up it is a afternoon went on and quickly exited last evening. then after that we had a lot of fog around this morning but now the sunshine has returned. good morning. right now reagan national there is capitol hill basking in the sunshine. it is up to 41 degrees after a cold start. much of the region was below freezing this morning. but now warming up we have a southerly breeze coming in off of the potomac at reagan national. the temperatures elsewhere are now hitting the 40s. throughout much of maryland and virginia as well as the shenandoah valley and in the

highlands of west virginia and western maryland. now climbing into the 40s there. now near 40 in montgomery, prince george's, arlington drishgts of columbia. milder near the bay waters. over the last 12 hours, this area of gray, that was the fog we had this morning. now it is beginning to break up a lot. there is one patch of fog that may be lingering here as far southern and southwestern fauquier county into culpeper county. that should dissipated, too, as the -- afternoon progresses. and as we go forward over the next 48 hours, we will be -- seeing lots of sunshine, clear and clear this evening. then tomorrow morning we will have the clouds closing in. leading edge of some rain moving in. this is by noontime wednesday. rain approaching us, looks like during the day wednesday, pockets of yellow and orange, throws areas of moderate heavy showers coming through on wednesday night and very early thursday morning. nen by dawn on thursday, a lot of the rain should be ending and exiting off to the east and as it does pull away, we will get sunshine back. as we go forward here over the -- through the storm system,

over the next 36 hours, here rainfall totals expected a half inch to maybe up to an inch and half of rain. blue area looks like that's a zone of some -- maybe heavier rain up to an inch and a half. right around the district, including prince george 's and much of northern virginia, west virginia. those are some of the heavier rains. maybe enough briefly for ponding of water especially by late tomorrow afternoon. for this afternoon, enjoy sunshine. we will have our temperatures reaching the low 50s by early to mid afternoon. after that, though, we will begin to get chilly. northwest breeze out of the -- coming in out of the north and west, gusting to 20 miles an hour this afternoon, early this evening. bringing in chillier weather mid 40s, early evening. near 40 by midnight tonight. under a clear sky. then after midnight is when we will have the clouds on the increase. they will be rolling in tomorrow. mid 30s tomorrow morning. then only the upper 40s tomorrow afternoon as we get that rain sweeping in around noontime into the metro area. and during the afternoon and early evening could get brief moderate downpours from time to time and then it will pull away

and we will get sunshine back by thursday afternoon and highs low 50s. then on friday, into the low 40s and partly cloudy. much colder friday night, down near 20 degrees by dawn saturday and saturday looks to be bright and sunny. highs only the mid and upper 30s and another cold day sunday and morning lows near 20. afternoon highs climbing into just the mid 30s with more clouds around and then for march kin luther king day jr. monday sunshine. last week i traveled to fairfax county and visited this school, springhill school in mclean, virginia, and talked to the fourth graders there. we had a great time. way to thank a teacher there in the back standing next to me, trish, a fourth grade teacher. had all the fourth graders there at the spring hill school. about 150 kids there. we had a lot of fun talking about snow. that's what they wanted and got their wish yesterday. there at the spring hill school. they had some snow. not enough to cancel school to the great disappointment of

always looking to party down there. in new orleans, celebrations are already under way. they have officially kicked off the 2012 carnival season. the saints have made it through to the first round of the nfl playoffs so they are going to be play thing weekend. so to help with the celebration bayou bake i have mixing up a special who dat king cake. she's going to show us how to make it. >> i always love a party. we have to get you started. >> all right. okay. who dat is what they scream to the saints when they are making a touchdown. >> exactly right. we are in the playoffs and going to the second game in the playoffs. we wanted to be able to be in the spirit and having v a king cake. kicked off king cake season january 6 which is king's day. we party all the way to february 27. >> bayou bakery is in arlington, right? >> arlington. >> lot of fans over there? saints fans? >> saints fans. they are critical.

they come in and taste that king cake, they have been so excited. especially because he's now adding creole cream cheese in the middle of the king cake. >> let me run through the recipe for folks watching so they can try to make this for themselves. okay. looks like we have a bread dough and cake dough. package of dry active yeast. quarter cup of warm milk. one cup plussition tablespoons of bread flour and tablespoon of honey. got to be sweet for new orleans. here comes the cake dough. three-quarters cup of cake flour, two large eggs. one large egg yolk. two tablespoons of sugar. we go to a half teaspoon of ground cinnamon, half teaspoon of have an ail extract, quarter teaspoon of almond extract, teaspoon of salt, five tablespoons of unsalted butter, one plastic baby figurine. >> i will put it all together. we have all of the ingredients, you said. >> this is the bread

ingredients. and honey. >> honey is in there. add cinnamon. okay. and then the egg yolks. >> all right. >> the butter. >> all right. >> okay. let's put this all together. what we have in the magic of television, voila, a dough. this takes a lot of time. it is a time to sit. there is one point of the step where you have to cover it and let it sit for 207 minutes. >> okay. >> once you have it, then what you need to do -- >> keep rise. >> it will keep on rising. >> punch it down punch it down again. you massage it. just like that. what is going to happen is then you have to grease a large bowl like this for the remaining and you have to before you are going to be able to roll it out, you have to make sure that this dough is nicely greased. okay. >> nicely greased. i remember my mother did hers like that, too. >> what we want to do is then you have it and here is your product right here. >> okay. >> okay. >> have you taken it out and made it into -- >> nice dough. >> okay. >> so we are going to finish it

the polls are open in new hampshire for the nation's first primary. mitt romney leads the pack in the latest polls but lost significant support over the last week. miss double-digit lead may be hard to overcome, however, for the likes of ron paul and jon huntsman that are polling second and third respectively. as mitt romney looks to distance himself from the field in new hampshire and solidify his bid important the nomination, he is take something heat from his rival candidates about his

business background. romney was talking about health insurers when he said this. >> i want individuals to have their own insurance. that means the insurance company will have an incentive to keep you healthy. it means if you don't like what they do, you can fire them. i like being able to fire people that provide services to me. >> governor romney enjoys firing people. i enjoy creating jobs. >> i can stand the heat. now we will see if he has broad holders and he can stand the heat. >> i was talking about insurance companies, yeah. we like to be able to get rid of insurance companies that don't give us the service we need. >> romney added that he was trying to distinguish his plan from obama care. republicans say they were -- combative tone the campaign has taken on could hurt the party when it comes to facing off against the president in november. a candidate who has largely stayed out of the fray until this week is jon huntsman. the former utah governor has spent his entire campaign on a good showing in new hampshire

but is still 20 pints points behind in mitt romney the latest poll. he joined ann curry this morning and said with a strong outcome he believes he can be more electable than rom my. >> we started here in new hampshire at zero. and we are moving up with each passing hour. let's see what the results are tonight but i'm -- i can tell you this. if we can move out of new hampshire with a head of steam we will prove the issue of electability which is one thing that will be on the minds of voters in south carolina and beyond. if you can prove that point fund-raising will improve, your organization will strengthen and that's the one thing we must do tonight is beat the marketplace expectation. >> huntsman is suffering a setback in arizona this morning. the state says he failed to qualify for their primary ballot. spokesman for huntsman's campaign says that all of the mess paperwork was submitted and they will challenge that ruling in arizona. a super pack that supports newt gingrich received the largest donation of this election season. billionaire casino magnate

donated $5 million to the winning our future pack in and n what he calls a last act of loyalty to an old friend. he says he plans to spend at least $25 million no matter who the gop nominee is in order to defeat president obama. people living in northeast d.c. will have to wait until may to select a representative to replace disgraced d.c. council member harry thomas jr. last week he resigned before pleading guilty to stealing $350,000 in funds intended for youth organizations and for tax evasion. ing the district's board of elections and ethics has not received thomas' formal resignation letter. until that happens the board won't declare the seat vacant which means the special election would happen may 15. people living in ward 5 met last night for a community meeting that he talked about the special election process. today d.c. council chairman brown will hold an emergency meeting in ward 5. the meet sing at 7:00 and at

metropolitan baptist church on the 1400 block first street in northwest washington. virginia governor bob mcdonnell is pushing for students to start school earlier in his state. he is calling for an end of what's known as the king's dominion law. the law passed back in the '80s says schools can't start until after labor day. it was passed to help the state's tourism industry. mcdonnell says the move will help students keep pace in preparing for national exams. >> it is what's happening all over the world to make young people more competitive. >> mcdonnell also called for the creation of an annual review process for teachers which would remove substandard teachers effectively ending tenure for many of the state's educators. we are going to check in again with tom kierein for the latest on our forecast. tom? >> good morning. we had the sunshine since the fog broke up around 8:00, 9:00 this morning. maybe a little bit of lingering

colder. barbara, that's the way it looks right now. >> okay, tom. thanks a lot. there will soon be fewer free handicapped parking spaces in the district. vdot is adding parking meters at hundreds of handicapped spots. officials say too many people are parking in those spots just to get free parking. however, extra red top meters will be installed later this month which will allow people with disabilities to use metered spaces for twice the normal time. a traffic alert, bridge over -- the creek on blackburn road in woodbridge is shut down. so crews can make emergency repairs there. vdot discovered major damage to that bridge yesterday afternoon during a routine inspection. there is no timeline for when the bridge will be reopened, though. in the meantime there are detour signs telling drivers to use route 1 until the bridge is safe to drive on. speaking of driving, we are going to talk about how many folks are out there right now and what the roads are looking

random attack. deputies arrested 53-year-old thomas west. he's charged with aggravated malicious wounding. police in manassas are asking for your help in finding a woman who tried to rob a 7-eleven store. they say she tried to rob the 7-eleven on centreville road last month. investigators say the woman pointed a gun at the cashier and demanded money. she ran away without any money when a customer drove up to the store. this morning a montgomery county woman is offering a cash reward to anyone who can help her find a stolen camera. she says that the $50 camera has memories on it in a money just can't buy. news4's jane watrel reports. >> flip camera was in here. >> reporter: she shows the small desk drawer she kept some of our late husband's personal effects. >> drawer where i kept bill's wallet. >> reporter: bill foster died two years ago this week in a small plane crash in connecticut. the former nasa rocket scientist

"the wall street journal" reporting hostess brands could file for chapter 11 bankruptcy protection as soon as this we can. it would be the second restructuring for the company which also makes favorites like wonder bread in nearly two years. hostess reemerged from bankruptcy last september. >> thank you so much. have a great day. nails often reflect orup health. changes in the nails such as discoloration, thickening, king signal health problems. dr. cheryl burgess joins with us what we can look for and and do about it. good morning. >> good morning. >> first of all, i know this time of year lot of people notice that their fingers are cracking. heels of feet do the same thing.

>> is that a sign of poor health? >> during this time of year we expect to see that in dermatology we see that come in the office on a daily basis. particularly if that cut or that fissure gets keep it can be painful. so there are things that you can do to help alleviate those reactions around the fingers because we use our hands for everything that we do when it can be quite uncomfortable if you have cuts on the tips of your fingers. >> lotions, i guess, do that. >> did you know what really helps is a drop of liquid band-aid into the fissure and it almost heals it within a couple of days. that's what i would recommend. >> okay. i guess on the soles of your feet, too changes in nail color, discoloration of the entire nail or a dark streak under the nails. some people complain of that. what's that? >> that's a big concern. particularly for dermatologists. we try to warn people of those types of signs because they

could reflect something more dangerous like melanoma. that is what is reported that -- bob marlee died of is that he had a health know many a or dark spot on his toe and thought it was a bruise from playing soccer, under the nail. exactly. six months later he was gone. it is really a big concern particularly in skin of color that if you have any streaks on your nails, to definitely let a dermatologist check it out and make sure it is not anything serious. >> what about ridges on your fingerna fingernail? >> that's a sign of aging. everyone will tend to get them probably after the age of 30. it doesn't involve every fingernail or toenail but you will see it on a great number of them. buffing them down with just going to the salon or you can buffet yourself with an emery board, it will take the ridges out what about changes in the nail shape? i mean, you do see occasionally somebody that has a nail that

curls under this way. what's that? >> we call that nail clubbing. sometimes that can reflect internal disease. so if you -- didn't have a clubbed nail to begin with and some people are born with that, you want to go to your doctor and check it out because it could reflect something internal going on. >> what about thinning and thickening of the nails? >> thinning of the nails we see more commonly with the common practice of acrylic nails or gel nail applications that women do want -- on a daily basis. if they decide to go from the artificial or -- acrylic nails back to normal nails, the nails are very, very weak and soft. but they will eventually get back to normal. it is almost impossible to even sometimes pick things up because the nail is so thin. fingernails you will want to think of fungus. which, again, we see probably more commonly in people who have acrylic nails or gel nails

because the application lifts up, water gets under there. it starts this process of organisms growing under the application. >> the whole idea of acrylic nails, is that safe for people to have done? is it a good thing. >> well, it is keeping up the maintenance of it. so that there are no seepage areas under the acrylic. but eventually, yes. it can make the nail very soft like i mentioned earlier as probably one of the main reasons why we see that. >> okay. let's briefly go through a few other. separation of the nail from the surrounding skin, bleeding around the nails. redness, swelling. >> could be infection around the nail, overzealous manicures, pedicures, so no digging, no picking of hang nails or loose tissue around the fingers. that's usually how that starts. it can be a bacterial infection or could just be inflammation. again, seek medical advice, see a dermatologist for that.
