county. you're a bad man. jason scott, sentenced today to 100 years in jail. jason thomas scott described as one of the meanest men in the history of prince georges county crime. >> hands down, one of the most dangerous people i've come across, he's not committing these crimes for money. he's not committing these crimes as part of a gang initiation or any type of criminal enterprise. he was just a sociopath who basically got off -- was excited about committing these acts. >> david chetlack is one of the atf agents who has been on this since the beginning. jason thomas scott convicted of nine home invasions and a vile sexual exploitation of a 17-year-old girl. in addition to that, he's

charged in a mother/daughter murder and being investigated in connection with another mother/daughter killing. jason thomas scott. he worked at the ups distribution center. he was a computer witneshiz and used the database to research his victims before he made his move. the big break in the case came at this parking lot when someone told agents that scott was selling weapons out of the trunk of his car. >> it was simply a case of what we called a concerned citizen at the time. he walked in and said, i bought stolen goods from this guy before, it's wrong, all of a sudden he has silencers, machine guns, semiautomatic weapons, and there's something wrong about it, and i wanted to tell the police. >> reporter: scott had stolen 30 weapons when jc arms in woodbine maryland. in a raid on scott's home in upper marlboro, they found a treasure trove of evidence linking him to all sorts of

burglaries and home invasions. >> 48 different weapons were recovered in the jason scott investigation. >> these are flex cuffs he utilized to secure his victims along with some burglary tools he utilized to gain entry into the houses. >> had we not stopped him that day, had he not broken into that gun store, decided to be greedy and sell those guns, i have no doubt he wouldn't have been caught and continuing his reign of terror throughout prince georges county. >> she says because of what happened, she feels like a prisoner in her own home. metro's calling for a hike in bus and traen fares. it means a lot of folks are going to be paying a lot more.

this proposal calls for a 5% increase in bus and rail fairs, and eliminates the peak of the peak surcharge. the biggest change is for those of who use paper fare cards, no matter how long you ride, you're going to pay a one flat fare, that means riders will pay $6 during rush hour and $4 in offpeak times. for smart trip cardholders, the max it's going to cost you is $5.75 and 3.50 for offpeak hours. bus fares are going to increase, go up a dime to $1.60. under the same plan, the cost to park is going to go up by a quarter. better is not free. that's what richard charles said today about why these fares have to go up. where is this money going to go? >> well, as we just heard, metro

faces a 1$116 million deficit while trying to pay for renovations and upgrades recommended by the ntsb after that crash in 2009 that killed 9 people. escalators and elevators are in chronic need of repair, and recently metro has had equipment malfunctions on moving trains that have caused disruptions of service. the proposed metro fare increase would raise revenue for repairs and maintenance. last week a friction ring fell off a train, causing hundreds of cars to undergo safety inspections. in december a brake assembly malfunction created a commuter nightmare. not a general manager explained the need for a fare hike in an appearance on news 4 today. >> after years of not investing in the system, we have to make those investments. this is what this budget allows

us to do. not only invest in existing systems but provide more service to our customers. >> reporter: you will have to pay $6 during peak hours whether they travel one stop or the entire route. the base fare would increase from 160 to 170. metro would increase from $1.50 to $1.60 using smart trip. the editor in chief of greatergreaterwashington.org says the burden of maintaining metro should be shared. >> it's very important for congress and local governments to step up their contributions to metro as well. riders will have to shoulder some of the costs. and among the options, this is some of the better or at least less unpleasant options. >> commuters are not confident that increased fares will mean better service. >> in this economy when people are just trying to work hard and

you healthy. if you don't like what they do, can you fire them. i like being able to fire people who provide services to me. if someone doesn't give me the good service i need, i want to say i'm going to get somebody else to provide that service to me. >> david, how many times are we going to hear that quote? i like being able to fire people? >> i think quite a lot. it was out of context. you heard the entire piece of tape. this is politics. and the romney campaign has done this to president obama in terms of taking certain things he said, and taking one particular isolated sound to use it against him. that's the nature of politics. the reality is, it feeds into a narrative of his role at bain capital, his real world experience and how he handled that. whether he participated in a system that rigged the game this is now an issue in the

republican primary. you know it's going to be an issue when president obama takes on the republican nominee if it's mitt romney. >> thank you, david. dwa david and the entire political news team will have more right avenues 4 at 6:oonchs in virginia. absentee ballots cannot be mailed right now, because several candidates are fighting to have their named added to the ballot. a court hearing is set for friday, for four candidates who did not make the deadline. rules require candidates to submit 6,000 signatures, at least 400 from each of the congressional districts. only mitt romney and ron paul made that deadline. perry says the rules are unconstitutional. yesterday a federal judge blocked the absentee ballots from being distributed until after friday's court hearing. the ballots have to be printed by next tuesday so they can be mailed 45 days before the

election. turning now to the weather, it's been a nice recovery after all that snow. >> it's like a whole new place we're in a whole new hemisphere, doug? >> we were that way over the weekend too, temperatures close to 70 degrees, we saw our snow yesterday. and today right back to the warm temperatures with temperatures about 10 degrees above average across the area. and any snow you saw develop yesterday is out of here. it quickly melted during the day today. current temperature, 51 degrees, around the rest of the region we're at 48 in manassas, 45 down toward culpepper, over toward the east, along the chesapeake bay, we're talking about 52 degrees toward annapolis. live storm 4 doppler radar, not showing any rain across the area right now. that's not going to be the case this time tomorrow. yesterday it was the snow, tomorrow it will be the rain, not early tomorrow.

condition for a long time. she tells us why prevention is so important to fighting this devastating disease. >> for me, dialysis is three and a half hours on the machine. by the time you get here, set up, come back off and everything else, you're spending four and a half to five hours here. >> three days a week, 63-year-old edye comes to this dialysis center in bethesda. each time she's connected to this machine which cleans her blood. it's because she has kidney disease and those organs no longer function. >> i'm tethered. the ability to roam around and do what i want when i want, it doesn't exist any more. >> reporter: she's not alone with this struggle. not by any means, 25 million americans are suffering in chronic kidney disease. the only cure is a kidney transplant but there just aren't enough kidneys to go around. there are just 17,000 transplants done every year.

>> there's a lot of patients who require replacement of their kidneys who have no means other than getting dialysis. >> reporter: the medical director of this renal care i a facility says those sobering statistics are the reason why screening is so important. >> you need to screen for the disease if it's caught at a very early stage. and undergo measures to slow down the progression of the disease if not reverse it or prevent it from progressing at all. >> reporter: that means keeping track of risk factors like hypertension, high blood pressure, smoking and obesity. >> these are need to be discussed now and ways that you can at least minimize your risk of going into renal failure. it's no fun sitting in this chair. >> reporter: for edye, after 10

nine miles per hour. we have a storm out there. not picking it up right now, we're all clear right now. watch what happens when we move to the south and west. out there right now a pretty big storm. here's the main storm itself, a lot of moisture coming out of the gulf of mexico here, this is all going to make its way to us in the next 24 hours or so. 51 right now in washington. 58 in lees burg, here's the cold area down toward culpepper, 43 degrees. we're going to see a cool night tonight. then we'll see those areas of rain by tomorrow afternoon. so we have the nice weather right now moving our way. here comes that area of low pressure making its way right across the area. tomorrow afternoon we're going to see the rain move in around 11:00 or 12:00. very heavy rain potentially tomorrow afternoon, right around rush hour, some of us could see a pretty good amount of rain. that storm system moves out, we

get mild on thursday, we're on the dry side on thursday. and then friday. here comes the cold air. friday is going to be chilly. temperatures in the upper 30s. that's going to put windchills in the 20s to lower 30s all day long. you may as well repeat that as you make your way into the weekend. it's going to be a chilly one. partly cloudy, a cool start tomorrow. tomorrow afternoon, we'll see rain moving in, heavier late. and again, maybe possible inch or more across the area. some areas i don't expect any flooding. watch out for some of those heavier downpours, maybe even a rumble of thunder down to the east. 47 degrees, here's the next four days, showing 57 on thursday. i think we get a little break on thursday. pretty nice weather, and then friday, 37 degrees and 35 on saturday. i wouldn't be surprised either, that cold front comes through late thursday into early friday morning. we could see some rain changing over to snow early on friday

a cable company is promising to tell customers about a fee many didn't know they were being charged. plus,ed end of an era. light bulbs as we know them are phasing out. one virginia lawmaker is fighting to keep those bulbs. >> turn the lights on. we want to see, wendy and pat. we begin with a fee many consumers did not know they were being charged by a popular cable company. today an announcement was made

with an agreement with comcast. a service technician comes out to the home to make a repair, comcast is accused of not disclosing the fee to consumers. comcast has agreed to tell consumers about the fee in two separate phone calls. comcast has not admitted to any wrongdoing, it has agreed to paying $25,000 toward consumer education. comcast was the parent company of nbc universal. tax season is right around the corner. and the nation's largest retailer is offering tax help and filing in its stores. this week, walmart opened kiosk s for tax services in walmart stores nationwide. the new year is a start to

many new things, including a change in how we buy our light bulbs. new energy standards took effect january 1st. that means the phaseout has begun. traditional 100 watt incandescent light bulbs can no longer be manufactured, not everybody's happy about that. bob marshall announced a bill that would allow the manufacture of incandescent bulbs in virginia to distribute the bulbs only in the commonwealth. marshall told us today he's worried about the environmental impact of compact fluorescent bulbs since they do contain mercury. marshall wants to bring back jobs to virginia. more than 200 people lost their jobs after the light bulb factory closed in winchester. if he turns the factory brac on, he can maybe sell them within the state. >> interesting. >> a little light bulb fight

in upper marlboro, a man was sentenced to 100 years in jail today for being a serial criminal. his crimes include more than 550 burglaries, home invasions and carjackings. scott is a suspect in two double murders. >> voters are still at the polls in the nation's first primary. mitt romney had a strong lead going into the polls. it could cost you more to

the first break-in reported january 3rd. the second the very next day at a baptist church. the third at ebenezer united methodist many someone broke a window and kicked down an office door and made off with a safe that contained $9,000 in gift cards. nothing like this has happened in his 17 years with this church. >> we try to be as careful and diligent as we can be in terms of security and safety. we recognize that as much as you would like to think a church wouldn't be broken into. it happens sometimes. >> thousands of dollars in televisions and computers were stolen from the raymond baptist and north stafford church of christ. investigators have no suspects. there's a big change coming in the way the district handles parking spaces to reduce what it says can be widespread cheating. the city is going to begin

reserving specific meters for the disabled. those motorists will have to feed the meters and no longer park for free. tom sherwood is in our news wood now with more. downtown city streets can be a battleground for parking. the new plan changes some of the rules. those rearview mirror hanging handicap placards can be a real help to those who need help. parking at city meters for free. there are dozens and dozens and dozens of spots like this all over town with these free park spaces. the city has no idea which ones are real and which ones are not. >> really, there is fraud. there is abuse of the system. and the real incentive for that is that you can park for free. >> beginning this month. d.c.'s installing special red top meters downtown. and in parts of southwest. for the first time, to reserve

meter spaces on the streets for handicapped motorists. >> this is currently something we don't have in the district. >> reporter: the big change is handicapped motorists will have to pay the meters rather than parking for free. it's a move to cut down on the incentive to cheat. the red handicap meter will allow longer time to park. >> if it's two hour parking on a block, you'll be able to pay to park for four hours. >> reporter: the red meters are part of many efforts to modernize street parking and most like the ideas. >> i guess it's a good try to keep the hangdy capped places for the handicapped. >> reporter: it's similar to arlington, which requires everyone to pay at metered spaces, cutting way down on the use of fake placards. >> they said it was night and day. before it was difficult for anybody to find a space that was reserved for persons with disabilities. and afterward there's were spaces freed up. that's what we're hoping for.

there are some sobering new statistics regarding drinking in america. 1 in 6 americans is a binge drinker. for women, the that is four or more consecutive drinks for men, five or more. binge drinking accounts for more than half of the estimated 80,000 deaths a year from excessive drinking. an episode of nypd blue sparked the arguments heard today at the supreme court. abc was fined for showing a shot of a woman nude from behind in

2003. the fcc has also tightened rules on swearing. lawyers for the major broad cast networks argued that the correct rules are vague. they impose stricter standards. some justices indicated they were troubled by allowing certain words or images in some contexts but not others. fantasy football is an $800 million industry. if you play for money in maryland, you are technically breaking the law. maryland is one of four states that prohibits residents from playing in paid leagues. a baltimore county lawmaker is trying to change that. a delegate plans to reintroduce the bill. the bill would exempt fantasy

back in your arms? >> it's wonderful. >> reporter: she hadn't seen the girls since she was deployed back in june. >> it's like we're three bandits together. when i'm not home it's hard. >> reporter: the reunion took place at a gaithersburg kfc. jackson is a single mom taking care of two girls while serving her country. the girls thought they were coming here to wrap care packages for their mother's platoon in afghanistan. it was all a ploy just to get them here for the reunion. >> you guys are mean, you tricked us. >> reporter: it wasn't just a surprise for the girls, was a surprise for the mom too. her parents and other relatives were flown in today for this reunion. and there was one more surprise for the twins who are seniors in rockville. >> we're here to award both of

you're one of three guys on this team, roger who's over 30 years old. and you were brought in and you provide leadership to this young group. how can you explain what's happened so far and the slow start you guys have gotten off to? >> you never want to make excuses. this year we had a shortened training camp. any time you have as many young guys as we have, and new faces, it takes some time. there's been some games that have been out and had the lead and come back. time will tell but i think it's time for us to get a win. >> one of the youngest teams in the nba. is it harder when you are that young to get out of a rut? >> i think so. because you don't have many experiences to draw on. a lot of these guys, it's their first, second, third years in the league. they don't know what it takes to win. we've been on championship caliber teams. you keep working and good things will happen. >> john wall, the runner up for
