u.s. forces and diplomats are stepping up efforts to cut a peace deal with moderate taliban. >> our role in this is to build confidence building measures. >> reporter: not to shoot videos that insult afghans. >> deplorable, reprehensible. and unacceptable. >> reporter: but the story today is on afghan newscasts. the taliban says it proves americans are wild and inhumane. afghan president hamid karzai called the video insane. a lot of folks think he is right. >> steve, do we know how the video came to light? >> reporter: if the marine corps knows, if internet investigators know they haven't made it public. you can use your imagination. you have to think these marines, as stupid as they were to do this, as different as they were from almost every other u.s. marine, just by doing what they did, secondly having somebody video them doing what they did, you got to believe they're not the ones who posted it.

if they came back from their deployment jim in the fall, this could have been done a year ago. maybe they showed it around and it got around and more people saw it. if you had to guess you'd guess somebody who saw it was appalled by it. that would be the person who might have posted it. >> all right. more to come on this. steve handelsman, thank you. an army officer is recommending a general court-martial for the soldier charged in the biggest leak of classified information in u.s. history. private first class bradley manning is accused of giving more than 700,000 secret u.s. documents to the website wikileaks. he faces 22 criminal counts including aiding the enemy. today's recommendation now goes up the chain of command for a final determination on whether manning will stand trial. my goodness what a winter this has been. all over the place. temperatures today up near 60 degrees in some local areas. now they're talking about a drastic drop tonight. you got snow a couple days ago.

you got almost spring time today. and now you're talking ice. what's up? >> not just ice but we're talking 40-mile-per-hour winds during the day tomorrow so we are going to go from nice and balmy today with plenty of sunshine to windy with 40-mile-per-hour winds tomorrow and a wind chill in the 20s all day long. if you think we've been on a little bit of a rollercoaster ride the last couple days the ride is not over just yet. 53 degrees the current temperature right now. winds out of the south at 7 miles per hour. current temperatures, look at these numbers. 59 right now in fredericksburg. 52 in gaithersburg. 57 to the west in leesburg. it is gorgeous out there this evening. and it's going to stay that way. this evening no problems. a few showers right now in towards western maryland around hagerstown. also in toward portions of the blue ridge around portions of fauquier county. these are very light showers. the heavier rain back to the west and so is the heavier snow. look at all of that snow from kentucky up toward chicago. they are seeing that snow come down moderate to heavy at times. and that colder air will move

into our region overnight tonight. i'll show you just how cold temperatures will be. not only when you wake up but all the way through the weekend. my forecast in just a couple minutes. >> thanks, doug. an elementary school on lockdown this morning after a series of shootings in southeast d.c. three teenagers were wounded. police converged on several crime scenes on alabama avenue, wheeler hill drive, and fourth street in the vicinity of martin luther king jr. elementary school. we're on the scene for more on what happened. >> reporter: doreen, if you take a look behind me you see the lights of a playground and just beyond that a field and near that an elementary school. that school was just getting into session about 9:30 when gunfire broke out. three men were injured but hundreds of parents had tense moments. three victims all teenage males all shot within proximity to each other and for authorities way too close to some elementary schools. two people were picked up by police though they weren't called suspects immediately. martin luther king elementary

school was among those locked down during the incident. >> two different groups were pursued by officers. >> reporter: of the victims one was reportedly hit in the abdomen the most seriously wounded and with the school day just beginning there were concerns about unattended lessons for young students. >> especially shooting in front of an elementary school, you know, some of these kids could have been harmed. obviously psychologically this has an impact. >> reporter: a spokesperson for the d.c. public schools says parents of children at the affected schools were called by an automatic system but many adults learned on their own. this woman heard it from a relative. >> he came in and said he heard some shots. i didn't pay no mind. one of my girlfriends called me back with what was going on at the school. >> she was soon on her way to pick up her nephew met by the sight of crime scene tape, police, and the media. >> it really shocked me. a lot of stuff going on around here. >> reporter: some parents and adults do try and thwart potential trouble and say it is often older kids, teens like the victims of today's shootings who ranged in age from 16 to 19

years old. >> i have a teenage son so i try to be as kosher with them as possible. you know, just standing right here or something like that. that's how you have to be with the kids. i mean, you know, it's sad. >> we got to mobilize this community. this can't be done by police alone. >> you got little kids like this that want to learn and how are they going to learn when there's always something going on? >> now police have not released the names of the victims as we said one is in critical condition and they're looking at possible motives for the shootings. they think it might have been a rivalry among gangs or groups here in this neighborhood. we are live in southeast. now back to you. >> thank you. there is more fallout tonight following the conviction of former d.c. council member harry thomas junior. the second person has now been charged in connection with that crime. prosecutors today filed formal charges against marshall banks. according to court documents

banks was associated with a nonprofit group that passed government funds back to thomas. banks is scheduled to be in federal court tomorrow. there are indications that he will plead guilty. he's facing up to three years in prison. prosecutors say they'll continue to look for people who may have helped thomas steal money. last week thomas himself pleaded guilty to stealing more than $350,000 in city funds and then resigned from the city council. now to politics fresh off a convincing win in new hampshire. republican front-runner mitt romney is looking to the next primary election state, south carolina. but as jay gray reports now romney's opponents are stepping up their attacks against him. >> reporter: the focus and fight for the republican presidential nomination has taken a turn to the south. >> one of the reasons that we're here in south carolina is because we don't quit. we have got the heart of a warrior. >> reporter: if the gop race is

a war this conservative state could potentially be the final battleground for contendors like rick perry and newt gingrich. >> i think when you have crony capitalism and politicians taking care of their friends that's not free enterprise. that's just back door socialism. >> reporter: gingrich and others attacking front-runner mitt romney for his time as head of bain capital labeling him as a shark who preyed on businesses only concerned about short-term profits. >> i'm just asking questions. i'm shocked at how defensive they are. >> romney has countered saying he created more than a hundred thousand jobs during his tenure in the private sector. >> newt gingrich's attacks are called foolish, out of bounds, and disgusting. his campaign fighting the allegations on the airwaves. while in person romney is talking more and more like a presumptive nominee and targeting president obama. >> he was going to bring people together. he was going to get the economy going. and almost every front he's failed.

>> reporter: less than two weeks before the primary now gingrich, perry, jon huntsman, and rick santorum all hope results in south carolina will force romney to shift his focus back to those running against him in his own party. jay gray, nbc news. former virginia governor jim gilmore has endorsed mitt romney. gilmore ran unsuccessfully for the republican nomination in the 2008 presidential contest. he's also a former chairman of the republican national committee. in a written statement gilmore said he was endorsing romney because in his words conservatives not only need a candidate who can beat president obama but one who can also put our values into action. republicans battle over their nominee and president obama's supporters are handing over a lot of money. the president's re-election campaign and the democratic party generated $68 million during the final three months of 2011. that brings the grand total to 220 million raised for the entire year. tlae the metro board of directors met today to talk

about the general manager's new budget proposal. along with fare hikes it would also mean more jobs. according to "the washington post" the plan would add 1,000 more workers. that would bring metro's total staff to more than 12,000. the big issue board members and riders continue to focus on is a 5% hike on bus and rail fares. >> i think it's ridiculous. we, you know, use this transportation every day. things aren't operated properly. >> i think it's not good. i think it's -- people can't afford it. it's hard times. >> i'm upset but i'm going to pay because it is cheaper than driving. >> before any fare hikes happen there will be public hearings and a vote with the board. the earliest those increases could go into effect would be july. next at 6:00 a baby left alone at the occupy d.c. camp. tonight her father is in court telling his side of the story. a spike in crime in upper northwest washington. people walking home targeted by armed robbers there. two years later people are still struggling to rebuild after a devastating earthquake

a man accused of leaving his baby alone in the cold at the occupy d.c. camp pleaded not guilty in court today. samuel mack says he was getting food for the little girl and left her with another person. but as we report authorities say his story just doesn't add up. samuel mack stood quietly in court number 119 of d.c. superior court today. his head was down as magistrate judge wingo read the misdemeanor charge. the judge called his actions neglectful. this woman says she called police yesterday morning after she found 13-month-old d.j. crying alone in a tent. >> her hands were like popsicles. >> reporter: these images are exclusive to news 4. u.s. park police say d.j. was left in dangerous conditions at the occupy d.c. encampment. >> in the mid 40s we have a

light rain in the district of columbia and we have an unattended 13-month-old who is dressed in a onesie. >> reporter: child protective services arrived and took the baby into care. according to court documents the child had been left alone 30 minutes before being discovered. police then say it was 40 more minutes before mack returned to the tent. the paperwork states he told police he left the child in the care of a man named sean garnett in order to go get food for the baby. however, police say mack returned empty handed and they found no sign of a so-called sean garnett. today the judge ordered mack to stay away from d.j., mcpherson square, and surrounding streets. erika gonzalez, news 4. and we're told the child is now out of protective custody and in the care of a family member. two years ago on this day a powerful earthquake devastated the nation of haiti. the quake had a magnitude of seven and killed more than

220,000 people. today in port-au-prince, haiti's capital, only half of the rubble has been cleared and thousands of people are still living in tent cities or other temporary housing. more than a billion dollars in aid was raised or pledged for the relief efforts. people in the poorest areas say that money has not reached them. haiti elected a new president back in may but he spent the next five months embroiled in arguments with the political opposition. >> back home strong storms slammed parts of north carolina overnight spawning a tornado. this is aerial video out of burke county, north carolina. 15 people were hurt. more than 60 buildings were either damaged or destroyed by this twister. some are still dealing with power outages. and in that county it was the first reported tornado ever in the month of january. >> well, and what caused it? how did this happen? >> it was a very strong -- we had thunderstorms here last night. rumbles of thunder and in january you don't see storms

normally that strong to produce a tornado like that and they definitely saw it down there but we have another very strong storm making its way our way right now. it isn't going to cause thunderstorms but is going to cause, you guys want to see this? take a look. some snow. this was peoria, illinois during the day today. if you are hoping for a scene like this tomorrow morning, to get the kids out of school, i'm sorry. that's not going to be happening. but it was definitely happening there. a lot of snow toward the chicagoland area, too. 4 to 8 inches of snow expected in that region. they do have a winter storm warning in effect. did i mention the thunderstorms? there is now some thunder snow going on. we'll show you that in just a second. what a mess that is. those pictures, better them than us though i for one would love to see a little bit in the way of some snow. i just don't think we'll get it with this storm. high temperature today 57 degrees. beautiful with plenty of sunshine out there. it was really just a gorgeous day. but temperatures are going to take a huge tumble tonight and

not just a huge tumble. we're talking about a 30-degree temperature drop by the time you wake up tomorrow morning. at least that's the way it's going to feel. 53 degrees the current temperature with the winds out of the south at 7 miles per hour. everybody nice and warm here. 59 in fredericksburg. 55 la plata, manassas. herndon and reston. prince george's county coming in with a temperature around camp springs and andrews airforce base of 54 degrees. once again a very mild night tonight but look at the numbers as you move off to the west. you know it's warm where we are. look to the back edge of the storm. 18 degrees right now in st. louis. 28 in cincinnati. these aren't the wind chills. these are the actual temperatures and that's the cold air that is going to race in our region overnight tonight. here's the storm. you can see that cyclonic circulation moving across the region. you see all the snow back toward chicago around cincinnati down through st. louis. a few showers right now located just to the west. i expect to see a few showers with the frontal boundary and you can pick out the front.

right here look ahead of this. we're talking about some thunderstorm activity here and then right behind this some moderate to heavy snow around lexington. lexington, kentucky right now sitting at 28 degrees with some moderate snow and that's what's coming this way. that frontal boundary is coming this way. and we are going to see that front move through overnight tonight. so very warm air out ahead of it. very cold air in behind it. that front is going to sweep through very fast. some of that rbreezy. nice and warm. 53 to 58. tomorrow morning look at these numbers. down to 31 to 34 with wind chills in the 20s and, guys, we're not going to get out of the 20s as far as wind chills are concerned all day tomorrow. we'll see a high of 42 but it isn't going to feel like that. saturday and sunday a high of only 36 and 35 on sunday. that's the way it's supposed to feel this time of the year saturday and sunday is going to feel much more like january than it has felt. tuesday we'll watch a system. that could move in and if it is cold enough we could be talking about icy situations out on the

outfit. they say they're going to close 113 stores that are under performing. the company is converting dozens of bloom and bottom dollar stores in virginia and maryland into food line stores. the company ceo says the move will help better serve customers in higher density markets. bloom stores in annandale, ashburn, fairfax, herndon, and leesburg will close within 30 days. the bottom dollar store in alexandria also will shut down. 4900 employees are expected to lose their jobs. maryland governor martin o'malley announced an initiative to add hundreds of new affordable rental units in the state. o'malley introduced the $15 million program called rental housing works in annapolis today. he says it will add 1700 new, affordable rental units and support 1100 new construction jobs. >> a lot of people make stable and committed homes in rental properties and care about their

neighborhoods and would not be able to raise their children with dignity and with love and with the roof over their head were it not for quality, affordable, rental properties. o'malley says money for the program will come from the state's capital budget but he says it will leverage another 285 million from the private sector. this is shameful. tickets to a wizards game are now cheaper than gallon of gas. the team is ranked last in the league with a record of 1-9. the next game at verizon center is against the 76ers on saturday. tickets are going for five bucks on the website stub hub. and tickets start at $3 for the following home game against the houston rockets on monday. that's a shame. >> $3 for the tickets and $25 for the service charge. >> what a bargain. >> still ahead a new warning after a rash of robberies in upper northwest d.c. tonight two victims share their

panetta has condemned the video that appears to show four u.s. marines urinating on the corpses of taliban fighters. panetta told afghan secretary hamid karzai there will be an immediate investigation and anyone involved will be held accountable. at least two of the four men have been identified as marines based in north carolina whose battalion returned from afghanistan last fall. two people are being questioned by police after a series of shootings outside an elementary school in southeast washington. three teenagers were injured this morning in gun fire near martin luther king jr. elementary. the school was locked down during the incidents. men accused of leaving his 13-month-old daughter alone in the cold at the occupy d.c. camp downtown pleaded not guilty in court today. his name is samuel mack. he has been charged with second-degree attempted cruelty to children. he told police he left his daughter with another man to go get food for her. the police say mack returned without any food and they never found the man that he claimed

was supposed to be looking after his kid. d.c. police are investigating a series of armed robberies. all of them in neighborhoods in upper northwest. >> police say the gunmen stale the victim's cell phone so they can't call the cops right away. pat collins has reaction from two victims. >> i was terrified. my first thought was that i was going to be raped or killed. >> reporter: this is the story of a woman we call ann. she is 23 years old. it was sunday night about 6:30. she was coming home from the grocery store and had a bag in each hand. she was walking down this alley. this is where she was jumped. this is where she was attacked. this is where she was robbed. >> reporter: he had me in a choke hold and when i kind of screamed out in surprise he had a partner who put a gun in my

face and told me to be quiet. the fellow with the gun grabbed my purse off my arm, told me to let go of it. >> we now hear from a woman that we call charlotte. another victim. she was robbed tuesday night on livingston street right across from the playground. it was around 9:00 at night. she was on her way home. the gunman jumped from behind a bush. she is startled and ends up on the ground. >> he kind of came up close and yelled, you know, don't move and give me everything you have. give me everything you got. so i gave him my brief case. >> scared? >> yes. >> reporter: terrified? >> yes. scared and terrified. but, you know, lucky at the same time. >> reporter: since the first of the year there have been seven similar armed street robberies in the second police district. they usually involve two suspects armed with a gun.

they strike between 6:00 and 10:00 p.m. and they steal cell phones to keep victims from calling the cops. commander michael reese is in charge of this district. >> we have increased our uniform patrol and our tactic on deployment. we are in constant communication with other bordering patrol districts as well as montgomery county. >> and you're doing things you can't tell us about? >> yes, sir. >> reporter: now this armed robbery problem is not just limited to the second police district. in the fourth district look at these numbers. since the first of the year, 14 armed robberies and two carjackings. cops in the fourth district, they have their work cut out for them as well. i'm pat collins. news 4 washington. a man wanted for two home invasions in montgomery county remains on the run tonight. investigators say the man in this surveillance photo is a suspect in a home invasion robbery in bethesda yesterday. they say he tied up a woman and

her son and then sexually assaulted the family's housekeeper. police believe he is also behind a similar robbery in wheaton the day before. he is thought to be driving a stolen gray ford expedition with a mcdaniel college sticker on the back. a woman in stafford, virginia has been arrested and accused of leaving her baby in the car while she shopped at a walmart. emma okyere was arrested yesterday. police say she left her infant alone in the car for a half hour while she shopped at a store in frederickburg, virginia. she has been charged with felony child neglect. the baby was placed in protective custody and later released to a family member. students at one of the most diverse high schools in our air why are pulling together to raise money for the family of a classmate killed in a car crash. 18-year-old carlos hernandez died earlier this month. as julie carey reports now jeb stuart high school students are trying to help his family put their loved one to rest.

>> reporter: fairfax county detectives back today gathering more evidence at the scene of the fatal crash that took the life of 18-year-old carlos hernandez. he was a passenger in a car that plowed into this tree. the driver and other passenger fled leaving hernandez behind. investigators suspect speed and alcohol could have been factors in the crash. news of hernandez' death on january 6th jolted the jeb stuart class of 2012 even though hernandez left the school last year after earning his ged. >> when you lose a close friend you don't expect them to be gone. i saw him four days before the accident. >> we've all known him since middle school. he was never, never sad. he was always happy. he always kept a good, positive energy. >> reporter: hernandez' friend made this t-shirt to wear to a conditioned l light vigil. it quickly filled with signatures from dozens of jeb stuart high schoolers. the students also learned carlos hernandez' family couldn't afford to hold services or bury their loved one. >> that's where i got my idea to make shirts and help the family pay for a funeral and hospital expenses, whatever they need

help with because of carlos' death. >> reporter: the plan snowballed. now students have thrown their energy into a fund raising drive. at school they sit up every day in the lunch room collecting cash, selling t-shirts, holding bake sales. >> today at the varsity game we'll have donuts, cookies, and brownies. >> reporter: an online website is also being used to collect contributions. >> we're hoping this helps out at least for the funeral, donation for his family, whatever his mom needs. >> reporter: the students have also learned a lesson from their friend's death. >> i feel like now everybody should wear seat belts and know who they get into the car with and what is going on before you get inside a car. >> reporter: school staffers are impressed with the student-led campaign. >> we under estimate what kind of things that, you know, young adults like this can do. they managed to pull everybody together to support the family. >> reporter: the students plan to wrap up their fund raising drive tomorrow. after that they will be able to present a check for more than $2500 to the family of carlos hernandez. in fairfax county, julie carey,

news 4. the driver of the car in which carlos hernandez was riding has not yet been charged. maryland public schools have been ranked number one in the nation again. education week gave the state an overall grade of b plus in its annual report. maryland got especially high praise for its early education programs and for its college preparation for high school students. it's the fourth year in a row that maryland has topped the list when it comes to public education. close behind with a b average was virginia, new york, and massachusetts. the district got a c minus. coming up tonight some help for military spouses searching for work. we'll hear tonight a woman's personal story. and details behind a local event for those who are unemployed. >> right after decades of debate find out who is really a better driver, men or women.

hello everybody. welcome back. i'm meteorologist doug kammerer right here in storm center 4. a nice day today. a beautiful evening today. and then tomorrow, well, then there is tomorrow. out there right now 53 degrees. that's the current temperature out there. winds out of the south at 7 miles per hour. a nice evening. no matter what you're doing it should be a-okay. there are a few showers through loudoun county, montgomery county, frederick county. very light showers and don't expect too much from these but i would expect them to increase

tonight. watch what happens when we widen out here. you notice the rain coming up through parts of the mountains around roanoke, virginia but you also notice the snow. that's the cold air that's going to come racing in over the next couple hours and the wind chill is going to be a major factor a day after we reach the temperatures today. close to 60 in some areas. this is what you'll go to bed to tonight with the wind chill of 43 in washington but watch what happens as we make our way through 10:00 tomorrow morning. the wind chill as you step out the door 27 degrees in washington. 18 in winchester, virginia. hagerstown, maryland 18 degrees. annapolis at 29. throughout the afternoon and into the night, we're still dealing with wind chills in the upper teens to lower 20s. we are in for a very, very cold day on friday and that cold air looks to continue right on through the weekend. jim, i know we're about to get to that story about who's got the better drivers men or women. it's going to say women but we have to have a debate, right? >> no. no debate is necessary. >> thank you. that's what i'm saying.

what's up? >> good news/bad news for the capitals. mike green has been placed on the long-term injured reserve meaning he won't be back until at least february. meanwhile alex ovechkin and dennis wideman headed to the all-star game. wideman has essentially replaced mike green as the caps' best scoring defenseman. he has eight goals and 21 assists this season. ovechkin leads the capitals with 17 goals. the all-star game coming up on january 29th on the nbc sports network. by that time we'll be well into the second half of the season. the official halfway point of

the season was last night and the caps celebrated that with a win over the penguins. another tight game between the two rivals and there is no shred of a doubt who the star of the game was. it was goaltender thomas vokoun. he stopped all 30 of pittsburgh's shots, gets his 46th career shutout. and the caps get a glorious 1-0 win when vokoun is on his game it certainly makes a difference. >> i don't judge games by, you know, if you give up -- sometimes you play a good game and give up four goals. it's all relative. i mean, sometimes you benefit from circumstances and sometimes you are a victim of them. it was a good game and i'm glad we won. it's nice to, you know, chip in with winning a game when we scored one goal and, you know, hopefully we can get -- >> tomas has been solid since he got here and every goal they

you'll hear a lot about back-to-backs when a team has to play consecutive games on consecutive nights. it also takes a toll on the body. this is tough. if you're struggling like the wizards it makes it nearly impossible to win. last night the wizards in chicago in their offensive output was their worst in franchise history. the wiz struggled even with nba mvp derek rose sitting out for the bulls for a while it looked like john wahl might take advantage of the situation with his counterpart sitting on the bench. a couple noteworthy dunks but otherwise an unspectacular performance from wahl who only had 11 points in the game. the wizards blistered by rose's replacement john lucas iii who went for a career high 25 points in the bulls win. the wizards could only muster 64 as a team. the lowest point total ever. coach, what do you think of that? >> ooh! >> the game, one team is on a back-to-back and the other team three in a row.

both teams have been struggling as far as shooting the basketball. i thought we played hard and thought defensively we were active and still pretty good but we just couldn't put anything in the basket. >> i think flip felt just like that baby did after that game. in the nfl it's a buffet of playoff football this weekend. two games on saturday. two games on sunday. the ravens at home hosting the red hot texans and you better believe the ravens are ready. baltimore has already beaten houston once this season and they're 6-0 against playoff teams this year. the ravens also perfect at home this season where the game is going to be. they've won their last ten games at the stadium. the ravens well rested after a bye week and now must take down the texans to advance to the afc championship game for the third time in team history. the ravens will be favored by more than a touchdown when they host houston on sunday but they aren't going to overlook that dangerous offense. we understand that they have a rookie quarterback u we also
