>> reporter: that one-month-old infant was found here on the steps of this house, and for anyone who was out last night or early this morning, you know it was freezing cold. now, d.c. police are trying to find the baby's mother, and they're starting right here in the neighborhood where the baby was found. >> it looked like a toy at first because the legs were just dangling out. >> he was walking home late last night when he discovered a newborn in a towel on his neighbor's stoop. he called his dad to help. >> i had to grab somebody else to make sure i wasn't seeing something else. >> reporter: his dad brought the baby in their home, held her to his chest and tried warming her with his body heat as they called 911 for help. >> i picked her arms up to see whether she was frozen stiff. no, she wasn't frozen stiff, but she wasn't far from it. >> reporter: he says he tried performing cpr, but there was no response. >> i didn't see any signs of

life. but when they got her into the ambulance, they were working on her, and i figured she must have been -- had something going for her. >> our neighbor had banged on our door after finding the child. i saw them bringing her out of the house, but they rushed it to the ambulance. >> reporter: ian mill, a father of two, said he was shocked by the grim discovery made outside of his yard, and even sad dder hear that the infant was pronounced dead a few hours after arriving at the hospital. >> how bizarre. we kept thinking if you want a child care for, there's places. even a knock on a door and somebody can take care of her, but it was freezing last night. >> reporter: this morning police were back on the scene looking for additional evidence and asking people who live here if they knew of any pregnant women in the area. meanwhile, people who held this small, frozen infant say it was life changing. >> it tore me apart.

literally. i couldn't get no sleep last night. it tore me apart. i have two kids of my own. >> reporter: d.c. police are asking anyone with information to give them a call. for instance, if you've noticed a mom who had a baby about a month ago and no longer has that child, you may have information that could be helpful in this investigation. in northeast, i'm tracy wilkins, news4. new today, prince in prince george's county are looking for three people who they say robbed an armored car in bowie. three suspects in masks robbed the car on crane highway this morning. the suspects took off with an undisclosed amount of money. there is no word at this point if officers have any description of the suspects. police are about to hold a news conference about the man charged in a series of home invasion robberies in montgomery and prince george's counties. police arrested 33-year-old kevin ray saturday after tracking him down in the outer

banks. ray, who was a registered sex offender, is facing charges in three home invasion robberies and two sex assaults last week in bethesda, temple hills and wheaton. ray is back in custody in montgomery county. he is due in court tomorrow. taking a live look outside right now, we've got a really cold start to our work week. meteorologist tom curran joins us with the forecast. good morning, tom. >> good morning. we're finally getting above freezing after a night of freezing. 34 at reagan national, and it's into the 30s in most of the region. still in the 20s out of the mountains. it's in the mid-30s in the bay, and it should climb to near 40 by later this afternoon. over the past 12 hours, we've had high clouds drifting in from the south and the west. those will be here as we get into the afternoon hours and we'll have temperatures climbing up to about 40 or so and we'll hold steady until about 5:00 or so. we'll have some light breezes

fiber one. there are now just five republicans running for president. you're looking live at myrtle beach, south carolina where john huntsman is expected to speak at any moment and drop out of the race. the former utah governor finished in a disappointing third place in last week's new hampshire primary. his polling numbers are even worse in south carolina, which holds its primary next saturday. ironically, huntsman just received a big endorsement from the state. south carolina's biggest newspaper. huntsman, meanwhile, says he's going to support mitt romney now that he's out of the race.

the nomination. as of today, romney gets one more vote from huntsman. huntsman is romney are supposed to talk sometime today, but we don't know how soon or how often they'll be together on the campaign trail. tracy potts, nbc news, washington. virginia's ballot battle may not be over just yet. rick perry is appealing a federal judge's decision to refuse to add him and three other candidates to virginia's republican primary ballot. attorneys for the texas governor asked a court of appeals to order his name be placed on the ballot or ballots not be printed or mailed before the court considers his appeal. perry, newt gingrich, rick santorum and john huntsman failed to submit enough signatures last month to get on the march 6 ballot. pieces of a russian spacecraft designed to study mars are now in the pacific ocean. officials say the probe came down in flames over the coast of chile over the weekend. the debris field stretches over south america. it's pretty big.

most of the toxic rocket fuel burned off before landing. the probe launched in november and was supposed to collect soil samples from the moon of mars. the coast guard says it could take five days for a russian tanker to deliver fuel tie remote city in alaska. without the shipment, nome, alaska will likely run out of fuel to heat homes by spring. the next dlielivery is not scheduled until late may or june. they have to build a half-mile ice path through the bering sea, and regulations will only let them work in the daylight which gives them only a five-hour window in that part of alaska. a storm kept nome from getting its usual winter delivery. that really just makes you not want to take it for granted. we complain about not having enough daylight. >> only five hours up there now. our days are getting a little longer now, about a minute and a half each day that goes by, we're gaining more daylight. our sun sets are getting later and later, our sunrises a little

earlier each day. but it certainly has been cold. there is the sky over washington now. there's the potomac river. capitol hill in the distance. there's a live shot from our city camera showing a few clouds coming over. right now 34 at reagan national. just last hour, it got above freezing for the first time since yesterday afternoon. right now in much of the region, it's at or about freezing in much of maryland and the east shore. many locations are still a little bit below freezing. highlands in west virginia, western maryland, many spots there are just right in the low 20s. right now we're getting some high clouds now coming in across northern virginia from culpepper to warrenton into manassas and leesburg, also la plata and down to st. marys, they're getting

some cloud cover there. those high clouds will drift over that area as well. beyond the cloud cover, south and west, there are sprinkles much farther south and west into kentucky and tennessee. some of that moisture will be arriving here overnight tonight. we may have a few sprinkles, a little drizzle. some of these pink zones are areas we could get some sleet areas north and west of washington overnight. this is by dawn on tuesday. may have some light rain during the morning hours tomorrow, maybe a little sleet fort rest of us, and then some passing rain showers. that's what all that green is coming through from time to time. and then during the evening hours on tuesday into very early wednesday, things should dry out. over the mountains, they'll get continuing snow showers with several inches of snow there beginning tomorrow and all the way toward the end of the week. for the rest of the day tomorrow afternoon, these clouds will be with us and temperatures will climb another five degrees for a high of up around 40. that will be over the next few hours and we'll have a southerly

breeze of 5 to 15. then this evening we'll still hold steady in the upper 30s over a cloudy sky and some light breezes over the south-southwest, and by midnight it will be down around the mid-30s, so above freezing in the evening hours, and then it may get a little below freezing tomorrow morning, and at that time we could have a little scattered sleet. those are those tiny ice balls that fall and bounce around. we might get that around dawn in the metro area, and perhaps earlier in the evening this evening and around midnight in the shenandoah valley. then quickly warming up tomorrow. we ought to make it to the mid-50s by tomorrow afternoon with those passing rain showers, and then beginning to turn colder on wednesday as we get the sunshine back. maybe near 40 on wednesday morning. but by sunset wednesday, down near 30 degrees, so temperatures will be gradually falling throughout the day with a blustery northwest wind. and then wednesday morning, down to about 20 degrees. another cold day on friday, near

cold with no clothes. she later died at the hospital. police say a man found the infant abandoned at 11:30 last night in the 3000 block of channing street in northeast washington. the temperature was well below freezing at the time. police are wrapping up a news conference on a series of home invasion robberies in montgomery and prince george's counties. police arrested 33-year-old kevin ray saturday after tracking him down in the outer banks. in the news conference, police said there is a second suspect in the bethesda home invasion where a house cleaner was assaulted last week. this race has degenerated into an onslaught of negative and personal attacks not worthy of the american people and not worthy of this critical time in our nation's history. >> in decision 2012, john huntsman just announced he was dropping out of the race for president. the former utah governor finished in a disappointing

third place in last week's new hampshire primary. and right now crowds are celebrating dr. martin luther king, jr. day in d.c. with a parade. the parade route is about a mile and a half. it started at friendship charter public school in southwest washington, then goes down martin luther king, jr. avenue and ends at lecky elementary school. this is the first king parade in eight years. officials are blaming a captain of a cruise ship for sending a cruise ship into shallow waters and allowing it to capsize. passengers evacuated the ship, fearing it was sinking even further under water. here's the very latest. >> reporter: well, the search for survivors continues today off the coast of italy after the cruise ship, the costa concordia, ran aground and began sinking over the weekend. 6 bodies have been recovered

from the wreck while 16 people on the ship remain unaccounted for. passengers feared for their lives. >> all i kept on telling him was i don't care about money, i just want to be with you. make sure you don't leave me, and i remember there was this young woman right next to me on the lifeboat who had two young kids and she had nowhere to hold. i asked her, hold my hand, hold my arm, so she was latching on. i was holding i am. >> the captain faces charges that he abandoned ship before passengers and crew were able to evacuate to safety. this amid allegations that he caused the ship to run aground by sailing too close to shore. carnival cruise lines issued a statement saying there appeared to be significant human error on the part of the captain which resulted in these grave consequences. an american family who was on the costa concordia described the frantic moments on the boat

and the lack of direction. they spoke with natalie morales on the "today" show this morning. >> we were sitting in the dining room just eating our family meal, and all of a sudden, everything just started shaking, and then people were running and there was just a blackout and we just didn't know where to go. >> george >> georgia, in your experience, how were the crews handling the emergency? >> i've got 17 years of experience. there was no leadership provided, no direction, no officers available. everybody was one man for themselves in this. and the only way that people got off that ship was not with the help of the personnel. you did not see one officer there. people did not know how to do anything. it was very disorganized and there was no help. you were on your own. >> reporter: the cruise company issued a statement saying it appears the captain did not

follow proper procedure. it went on to say the crew did act bravely and swiftly to evacuate passengers on the boat during a challenging situation. the accident in italy raises concerns about safety on board cruise lines, though. several accidents, including the sinking of the titanic in 1914, have led to increased standards. the coast guard monitors cruises that leave u.s. ports while international maritime agreements regulate the cruise industry. coast guards say they often give safety briefings to passengers before the ship leaves port. they're only required to do so, though, within 24 hours of setting sail. >> passengers should understand the ships are well regulated, they are safe. we evaluate the ships, we evaluate the profficiency of the crew and how they would respond to emergencies. >> the costa concordia was scheduled to give its safety drill saturday, one day after its accident. let's check in again with

meteorologist tom curride, and is it true we just got above freezing? >> yeah, just in the last hour we got above freezing since the sunset yesterday, and we've had this cold pattern continuing on into this martin luther king day. we look off now to the north in montgomery county. under a partly cloudy sky, a little bit of sunshine there through the high clouds. now the camera looking into l d loudon county, and now fairfax county. we do have a little bit of cloudiness now coming into virginia and looking now into fall's church and now there's a look at roslyn showing quite a bit of sunshine still coming through those high clouds. there's the potomac river. there's downtown washington. we have some breaks in the clouds farther to the north and east. now we're looking to northeast washington and there is a bit of blue sky over northeast washington and prince george's county in the distance. as we look at temperatures right now getting into the mid-30s and upper 30s farther to our south as the day progresses.

and between tacoma and forest glen. everything should be back to normal for tomorrow's commute. a boy admits to lying when he accused bernie fein of sexually abusing him as a boy. he said he wanted to get back at fein for not hiring him an attorney for a sexual conviction. fein is serving time in prison for several burglaries. fein helped raise him after his parents died. a stunner in green bay. the new york giants shocked the packers 37-20 in the divisional round of playoffs yesterday. green bay is the first time in nfl history to win at least 15 games during the regular season and then lose their first game of the playoffs. the giants did not qualify for the post-season until last week

right now the national average for a gallon of regular gas is $3.39. that's four cents higher than just last week. the average price in the district is $3.54. that's about two cents higher than it was yesterday. and in maryland you'll pay about $3.39 a gallon. that price has not changed since yesterday. and in virginia, the average price for a gallon of regular is $3.31, which has also held steady over the past day. the on-line retailers zappos, is trying to figure out how their accounts were hacked. the incident puts 24 million customers' private information at risk. zappos sent an e-mail out to customers. the company says full credit card numbers were want stolen because they are stored separately. here's what's affected. zappos said hackers may have accessed customer names, e mailing addresses, billing and shipping addresses, phone numbers and the last four digits of customers' credit card bills. as a precaution, zappos is forcing customers to reset their

pass words. customers can log on to this web site to do just that. prom season is months away, but for teens who cannot afford the dress and accessories for the big day, the event may seem even farther out of reach. but the group once upon a prom hopes donations now will make a difference for those teenagers next spring. joining us to explain is one of the founders, ashley taylor. thanks so much for joining us. >> thanks for having me. >> how did this idea come about? i know you and a couple girlfriends created it. >> yeah. in 2006, two of my friends and i were sitting around and we thought, how can we give back to our own community? we go to lots of events and we spend lots of money on nice dresses, and we thought, well, instead of giving them away, maybe we can give them back to girls who need them for prom. >> and this is something that has become somewhat of a tradition. you've done this every spring. how many dresses have you given away so far? >> last year we gave away about 500 dresses. so every year it keeps growing

bigger and bigger and bigger with the help of donations from the community. >> look how beautiful these girls look. they are just dazzling. it doesn't look like dresses alone are part of the giveaway. there's other things, accessories? >> yes. we have jewelry, purses, shoes. we try to focus just on the dress because it is the most important part, but we also get, you know, lots of other donations as well. >> never too early to collect. so here are some examples of what you're looking for. are there any particular sizes or styles? >> you know, we want them to be current, things that girls would wear now, so whether it's a bridesmaid dress, cocktail dress or a formal dress -- >> this isn't very long. when people think formal, they think prom and very long, but this is a great example. >> it seems that a lot of the young girls are kind of going back to '80s styles and they like the short dresses. we always need larger sizes -- >> when you say larger, what do you mean by that? >> 18 and up. it's really hard to find, you

know, bigger dresses. and we tend to get lots of dresses, you know, in this size. >> and you have some beautiful examples to your right as well, and this shows there truly is a variety here. >> yeah. actually, these are all designer dresses, too, which we get dresses with tags still on them, dresses that people just never ended up wearing. >> i think i saw one at the golden globes last night that was kind of like that one. >> i know, right? they're really great quality and a lot have really only been worn once. >> i know, they look brand new. i love the spring colors as well. now, if someone is interested in donating, what is the easiest way to do this? >> ela rue is a design store, 3130 pea street. they're the ones that collect all our dresses. we usually collect to about the beginning or mid april. we don't have a firm dress location and date yet, so we'll
