she is such a sweet, sweet lady. it is hard to understand how anybody could take advantage of her this way, but last week, she was forced to drive here to this bank of america and withdraw thousands of dollars in cash under threat of being shot. >> i hope they get caught today. i just hope they get caught. >> reporter: this 84-year-old woman was robbed of her life savings after a local woman said she needed help cashing a bank. were you scared? >> i'm still scared. yes, ma'am. i keep looking around, thinking that they are watching me and that they will follow me home. >> reporter: there is a sur veil learns video of a woman they say was behind the robbery scheme t happened last thursday at noon. the victim was here at murray steaks in tacoma park when the robber scad victim to cash a check this roche wasn't alone. she had another woman with her

and three small children, two toddlers and an infant and she said the kid hadn't eaten in days. >> that is the only thing that stopped me to help children, see that they got something to eat. >> reporter: the victim agreed to drive the robber to the bank of america on new hampshire avenue a mile and a half away. the children stayed behind with the other woman. once in the car, the robber changed her story. >> she told the victim that she had a gun and threatened to shoot the victim if the victim did not withdraw several thousand dollars. >> reporter: once inside the bank, surveillance video shows the robber stood next to the victim at the term window, appearing to orchestrate the transaction. when the 84-year-old woman gets the cash, you see the robber shoving her out of the bank door. police say the robber forced the victim to drive her back to murry's steaks she got out, walked away with all the cash. >> well, i don't know where they are now. but i'm sure -- i'm sure somebody else is getting the same thing done to them right at

this moment somewhere. >> reporter: so, take a look again at this surveillance photo. police want to know if anybody recognize the woman in this surveillance photo to go ahead and give them a call, let them know who this woman is, she wasn't to get this person locked up before another elderly person is victimized. as you can hear from that interview, this victim is very shaken up. we are going to have more of her interview on news4 at 6:00, plus reaction from the community and murry steaks as well. live from langley parks darcy spencer, news4. back to you. >> thank you. two people have been arrested tonight for an armed robbery at a louden county hotel. police tell us they were working as part of a gang. officers say 21-year-old caesar piscante and a 15-year-old suspect walked into the lobby of the fairfield inn in dulles on new year's each one pulled out a gun and demanded money from a

hotel worker. he is also charged with assaulting a mcdonald answer ploy yeah week later. the teen's name was not leased. snowstorms continue to pound the pacific northwest today, eight states slammed by several inches of snow with the areas and the mountains seeing several feet. seattle is seeing its largest snowfall in decades. this storm is causing flight delays, shutdown roads and schools are canceled. back here at home, we don't have snow, a stiff wind out there today, veronica johnson is up there in storm center four. veronica? >> stiff wind. didn't help cold today it has turned progressively colder, we were at 58 degrees, upper 50s at midnight and all through the day, our temperatures have been thawing. look at the wind we were talking about see it swaying back and forth, our numbers, 28-mile-an-hour gusts still hanging on in packs river. the windchill, 28 degrees.

wind chills for the evening, late evening, will be in the 20s. very cold night for us work head to 31. told you about that snow in seattle, washington that snow will be headed eastbound. for us, could mean some worries for the weekend, maybe impacting some of the area roads but at least for tomorrow it is going to be feeling a little bit better, talk about the high temperatures coming up in a couple of minutes. jim? >> veronica, thank you. rescue operations are starting to turn into recovery operations in italy tonight after that cruise ship disaster. crews were forced to stop their efforts today after the ship moved slightly, making it unsafe to continue the search for survivors. 11 people were killed when the ship ran aground. at least 20 people are still missing. the ship's captain has been placed under house arrest now.

prosecuto prosecutors are accusing him of abandoningship. the captain's lawyer says he never fled the scene after accident. today, another guilty plea in connection with the corruption charges against former d.c. council member harry thomas jr. james gar vin, who manages a local golf course, he admitted that he helped thomas steal federal grant money, money supposed to go to d.c. youth program. chris gord certain here with details on that. chris? >> reporter: prosecutors call it a public corruption scheme. today's guilt taye plea, they say, shows that those who commit corruption as well as those who allow it, will be held accountable for their actions. less than two weeks ago, former d.c. council member harry thomas jr. pleaded guilty to theft of federal funds and filing a false tax return. thomas admitted to misappropriating for his own use grant money for youth activities. thomas used the money for personal expenses, buying an expensive motorcycle and suv. today, james garvin became the is second loaders of a nonprofit

organization to plead guilty in connection with the misuse of federal money that was diverted to team thomas and hlt development, organizations controlled by harry thomas jr. garvin was the general manager of langston golf course and was on the board of langston and the 21st century foundation, a nonprofit organization that operated youth programs here. the charge against james garvin is misprison of a felony, con sealing the theft of federal grant money n 2008, langston 21 received $392,000 for youth programs and most of that money, $306,000, went to thomas. on january 13th, marshall banks, the founder around director of langston 21 and a howard university professor, pled guilty to the same charge. garvin has pledged to cooperate with investigators. he had no comment as he left the federal courthouse in washington. his lawyer indicates garvin wants to speak when it's

appropriate. >> once we get past where we are right now, we will have a lot to say about that and i think it will be very illuminating. >> reporter: dorothy brazil is an activist who monitors d.c. government activities, she is worried about the impact? having on youngsters. >> what are we saying to young people when, you know, we tell them to stay in school, tell them not to like tell them not to steal and the people, their coaches, the people they are supposed to look up to do that very thing. >> reporter: james garvin will be sentence npdmakers faces up to three years in prison and a fine up to $250,000. garvin, bank and harry thomas jr. together have agreed to reimburse the $392,000 for youth programs in the district that was misappropriated in this case. jim? >> chris gordon, chris, thank you. large rocks thrown at cars, bricks smashing through windows, that's what several montgomery county residents say keeps happening in their neighborhood.

news4's melissa melee has more from several victims who tell us this apparent prank could have very dangerous consequences. >> reporter: sound seemed to come out of no where. >> all of a sudden, i hear this big thud, i wasn't really sure what it was. >> reporter: it was a brick slamming into the driver's side door of brett peterson's suv. in the past few florngts have been a dozen such incidents here in montgomery village, someone throwing bricks and rocks at cars and houses, smashing windows, costing residents thousands of dollars three. houses were recently hit here on dell crest. >> you kind of expect kids to do things like throw water balloons or snowballs or something benign like that but a rock or a brick is kind of a whole different ball game. >> reporter: peterson says he was heading up in the village last may in his brand-new pathfinder when his car was hit with a bring the suspect, he says, a teenager, actually hiding between two parked cars. >> i noticed about an apple-sized dent a pretty hefty scratch. >> reporter: just down the road,

jenny was inside her house saturday when someone threw this brick at her sliding glass door. >> we heard a pop, like a balloon popping and then you hear the crackle of the glass shattering the. >> reporter: for her family, this wasn't the first time. in november, these rocks came flewing through. >> the first time i thought my mom had broke an glass or something. >> reporter: after that, a car with a mother and son inside heading down warfield road was hit by a brick. another victim struck driving along east village avenue and a townhouse along louis bury as the owner was sitting in his living room. nearby, three parked cars were also damaged. all of the incidents that have been reported happened within a mile of one another. police say that likely means the suspect lives in the very neighborhood he has been vandalizin vandalizing. >> if somebody witnesses this or is a victim, they can get the best description they can and let us know a timely fashion so we can respond while the offender is still in the area. >> reporter: their best advice,

if you see something, say something. in montgomery village, maryland, melissa melee, news4. some people are still feeling the aftereffects of the big earthquake that rattled our area last summer. there was another aftershock at 8:00 this morning centered five miles southwest of mineral, virginia, a magnitude of 2.5 t is the 82nd aftershock since that 5.8 quake hit on august 23rd. higher taxes for higher earners that's part of maryland governor martin o'malley's proposed budget for 2013678 the governor is trying to close a $1 billion shortfall. he is proposing that individuals who make more than $100,000 and couples who make more than 150,000 have you personal exemptions eliminated, along with fewer deductions. >> lack of respect for those that we are asking more of, of the unpopular choices that all of us wish we did not have to make, this is the fairest way to

reports of child sex abuse have skyrocketed in fairfax county recently. police believe the publicity of the penn state scandal may have something to do with it. news4's erika gonzalez is in the newsroom with the numbers for us. erika? >> good evening, jim. the fairfax county police department child abuse squad says it has definitely felt the impact of the penn state scandal. child sex abuse reports to their office have doubled. there have been 39 cases of

child sexual abuse in fairfax county this december alone, more than twice as many the same month in 2010. since news of the former penn state assistant football coach jerry sandusky's alleged sexual abuse of minors surfaced past november there has been an increase in child sex sake because cases. >> that causes people to reflect on their own lives and own situations. >> reporter: today, detectives and social services employees fielded questions from the public on the topic. dozens logged on and asked anything from what if i was abused as a child but i am an adult now to can i report child abuse and stay anonymous? the office for women and domestic and sexual violence services says, quite, in 93% of cases of child sex abuse, the abuser is someone the child knows. police say after seeing the

sandusky scandal play out, more people have got the courage to pell police of their own stories of abuse. >> people will call and they will refer back to that sometimes and they will say, you know, this happened there and here's my situation. do i have a case? >> reporter: there is no statute of limitations for prosecution in virginia on child sex abuse. in other words, no matter how long it's been, you can always report abuse. we are live in the newsroom, back to you in the studio. >> all right, erika gonzalez. thank you. water and sewer fees could be going up in maryland. wssc proposing a 7.5% increase for prince georges and montgomery counties. using you 210 gallons of water a day about 5 a month. the increase necessary to cover higher operating costs, a portion of the rate increase would also go toward raises for wssc employees. well, as the day gets later, the mercury drops a little further. >> keeps going down and down and down. >> upper 30s now.

>> upper 30s, still a bit of windchill there, upper 50s. we have been going down in a hurry. some cold air the next couple of days but still no signs of any snow. my middle schooler watches the morning news and he is always hoping for snow and every time he sees stories about snow in seattle, places like that, why can't that be us? because we are having a bad winter if you have snow. 37 degrees, the current temperature. still windy out there, 15 miles per hour, factor in that wind with the temperature, makes it feel colder and right now, 28 degrees, current factor, look at these windchill reading, 20 in hagerstown, maryland, feels like 29 in culpepper, virginia, 22 in winchester, 31, the feel-like factor, current wind chill rating in annapolis, maryland. by 9, 11:00, head down to below

freezing, that means windchill values, wind left around, be headed on down into the low to middle 20s, those wind chill readings. now, by tomorrow morning, very light wind, i think it will be 5 to 8 miles per hour, so, not much wind. that's good because temperatures throughout the area, low to upper 20s. it is going to be a very cold night and cold start to the day tomorrow t will be cold enough, in fact, by the time we get to thursday night for a little bit of snow flurries. that's it that is going to come from this system here, international falls to minneapolis, minnesota, not a strong system at all, going to track very quickly off to the east and that is the thing. next two weeks, we are going to see a very active pattern, with systems coming through every two days or some the one out in the pacific northwest, seattle getting that snow, could get another two to four inch that will arrive here this weekend a cold, breezy evening for us, feel better by day tomorrow, your sky increasing clouds, with those flurries coming our way, right there you can see them. just before midnight and i think

after sunset. so, flurry possibilities for us late tomorrow. then on friday, took a little bit of sunshine, early in the day clouds back late in the day you can see some of that moisture just down to the south and west what is running this way for early saturday. cold enough to start with a little bit of light snow and maybe freezing rain mix for saturday. there is your evening, 32 to 38 with a northwest wind at 5 to 15 miles per hour. clear and cold to start the day tomorrow, 23 to 278 degrees. and then tomorrow, a few flurries late but at 42 to 46 degrees, yeah, that's going to be a bit chilly for us, but still seasonal for the area, the average high, 43 degrees, behind that system, 37 for friday, the weekend, mid-40s, best chance of rain comes on saturday but again, the rain starting early on saturday, freezing rain, areas could be looking at light snow mix. i don't think is going to be a big deal, but could be problematic for a few counties

were these two pieces of legislation do and why are they so unpopular? >> reporter: well what they would do is essentially help the industries involved try to stamp out counterfeiting and piracy. we have got to start talking about how big the scope of piracy, been around since the beginning of time. counterfeiting everywhere, just exploded with the advent of the internet. everyone seems to know how to download movies and tv shows and music and books, people are counterfeiting everything from jeans to sneakers to purses and then they are putting these ware out on the internet and you can download them or you can get ahold of them very easily and it's very easily to skirt the launch the bottom line, it is an illegal practice that costs us some $250 billion a year. so in congress, trying to get a handle to combat. this the problem they are running up against, a number of the websites, what have you, wikipedia, shut its site down today for 24 hours in protest of

this. google, if you go onto google today, you can see a big black sort of crepe soreship bar across the famous google nameplate and the point they are trying to make is, one, they don't want to have to be the policeman to keep these foreign websites out, if there's going to be some sort of ruling that google or these other websites have to block these other -- these foreign -- these foreign encounters from getting in here, not sure they want to be the ones to have to do it they also don't know if they have got the manpower to do it and perhaps the legislation is far too broad. then start bringing up the word of censorship what they are talking about the one hand, we have multibillion dollar entertainment and movie industries and manufacturing saying something has to be done about the privacy. the other hand saying the website, wait a minute, we provide these things, we certainly don't have to be the policemen here. this it is obvious through this protest many in congress have started to hear maybe we should just slow down a little bit

just restaurants. news4's pat come as soon as live for must landover with more on this story. hi, pat. >> reporter: jim, first it was copper then the steal wheels, now it's grease. old grease. french fries. fried fish. but eventually that cooking oil gets old and sort of grungy and, well, you know what they say, one man's trash is another man's treasure? well in some circles that old, grungy cooking oil, that stuff that ends up looking like this is considered by some to be, i don't dare say it liquid -- every night, someone is out stealing this used cooking oil? >> yes. >> in the county?

>> yes. inside the county. outside the county. pretty much all over the state. >> reporter: that's detective andrea sheehan, she does special investigations for the prince georges county police and right now, tracking down grease thieves. happening every night? >> yes. >> every night? >> yes. >> what do you make of something like this? >> well, it's a new commodity. >> reporter: now this is the way it should work. in the business they call it uco, used cooking oil. grease haulers pay restaurants for it. they recycle it and use it for biofuel or animal feed. and everybody's happy. but this is what's going on. in the middle of the night, thieves are coming around, sucking out the used grease, selling it on the down low to recyclers. the grease haulers, they are not getting any money. the restaurants, they are not getting any money. the thieves, they're getting the money. by phone, we talked to one grease hauler who says he has

lost more than $100,000 this year. they asked us not to identify them by name. >> opportunistic people with very low moral integrity and following do anything to survive, i guess. >> reporter: here at lenny's, angela says they have been stealing grease from her for months. >> every month, two and three times like this. keep stealing the oil? >> yes. >> you don't get paid? >> no. they never pay me. >> reporter: these cases are hard to solve, you see, this grease, it doesn't have any serial numbers so it's difficult to tell when it's hot. jim, back to you. >> pat collins with the story us for. pat, thank you. the smithsonian is planning a new exhibit designed to appeal to serious and casual gamers, it is called the art of video games it is going to be opening on march 16th at the american art museum. let's take a trip down memory lane and look at just where games have come.

finally, deadbeat parents, those refuse to pay child support they owe are in the cross hairs of the federal government. tom costello reports from arlington on a new effort to track them down. >> reporter: 7 a.m. in arlington, virginia. [ knocking ] sheriff's office. >> reporter: with a stack of warrants, sheriff deputies are hunting for deadbeat parents. it is a weekly even daily game of cat and mouse where dads and moms who are behind in child support by hundreds, thousands, even tense of thousands of dollars have become very good at slipping away, but because it is a civil warrant, if a parent moves across state lines, local police can't go after them but if they owe more that $5,000 across state lines, it becomes a felony that's where the feds get involved. gerald voy the hhs deputy
