months after a child sex abuse scandal led to his firing. and congresswoman gabrielle giffords announces that she is stepping down but that her time in public service is not over. good evening, everyone. i'm aaron gilchrist. we begin, though, with the weather and some dangerous roads out there. vdot is telling people to delay their trip to work tomorrow, advising telework until 10:00 a.m. the federal government has also decided on an 11:00 a.m. dlied arrival with unscheduled leave and telework for federal employees. alexandria schools, jefferson county schools, and morgan county schools will all open two hours late tomorrow. prince william county schools also two hours late. the d.c. government and d.c. public schools will open on time. let's head to meteorologist chuck bell. >> we have a very cold air mass in place and warm air riding up over the top, which is trying to rain down into the cold air. as a result, we have a chance for some freezing rain and, more importantly, some freezing

drizzle as we go through the overnight hours into the predawn hours. just about everywhere is impacted. the only county not affected is st. mary's county. everywhere else is under the freezing rain advisory through 9:00 tomorrow morning. temperatures are very, very cold indeed. 32 now in washington. 30 in manassas. 28 frederick, maryland. 28 in gaithersburg. every number 32 or lower has the potential for some freezing rain and drizzle through the overnight hours. not looking for an ice storm. but we are looking for some slick spots, especially on elevated surfaces. bridges and overpasses, things like that. handrails could be very, very slippery first thing in the morning. milder. all rain by 10:00 a.m. tomorrow. more on the rest of the school week ahead. coming up. but now let's go live to darcy spencer in the alexandria section of fairfax county. darcy? >> reporter: hey there, chuck. we're getting a little bit of something out here. it's hard to say. it's very, very light. but i can see it in the light here shining on me. just a little bit of mist. we're live at the virginia

department of transportation here off andorra street. there's been a steady stream of trucks coming here to the facility all evening long to get loaded up. we're told that there are 770 trucks that are going to be out here in northern virginia in the overnight hours. that's in prince william, fairfax, and loudoun counties doing some pretreating of the roads trying to handle some of those slick spots. now, officials are expecting icy road conditions, possibly for tomorrow morning's commute. they're asking folks to delay their travels, as was said, until about 10:00 tomorrow morning if you're able to to give them time to clear the roads. >> we're more concerned with the ice. we're not going to be getting any snow. but the freezing precipitation, it's much harder to combat than it is snow. but we're out, we've been out really since friday around the clock working. i think the roads are in pretty good shape. we expect to keep them that way. take your time. don't be in a rush. you'll get where you're going to. the main thing is you want to

>> reporter: it's been a somber day on the penn state campus as the community continues to react to the death of former head coach joe paterno. here at his statue a steady stream of mourners dropped by to light candles and leave flowers. earlier tonight a kamdlight vigil was held on campus. thousands gathered at the steps of old may to pay tribute to joe paterno, who died sunday morning at the age of 85. >> to be honest, i'm in a little bit of shock. it's been a lot of days that went by when joe paterno was always at penn state. and you know, it's just rough. it's hard to imagine he's gone. >> reporter: the winningest major college football coach of all time was diagnosed with lung cancer shortly after penn state's board of trustees fired him in november. critics say paterno didn't react quickly enough in the child sex abuse scandal involving former assistant jerry sandusky. >> the toughest part has been people who don't go here and they don't understand. like they don't -- they don't get the way that we feel about joe paterno. >> reporter: several of paterno's football players spoke at the vigil.

including cornerback mike wallace of silver spring. >> i can't explain how much he means to me as a coach. he shaped me into the man that i am today, and he's brought everybody here together on this very night. >> reporter: students then walked to the bronze statue of paterno outside beaver stadium, where hundreds of flowers and candles have turned it into a shrine. >> i think his legacy will be being a loving guy. >> he represented dignity and grace and -- but that there's a lot of good in people. and not a lot of people may have thought that way, but we did. >> reporter: there's no word yet on funeral services. and despite the fact the board of trustees ousted paterno, in a statement they say they will hold a gathering to honor the legendary coach in the near future. in state college, pennsylvania jane watrel, news 4. >> and we are also hearing from

former penn state assistant coach mike mcqueary. he said a few words outside his home today about the late head coach. >> i'm deeply saddened. there's no words. okay? >> i know you were very close to him. is there any other thought you have about him today and what we should remember? >> i have tons of thoughts, but i want to respect his family and him. just remember him for right now. >> mcqueary told joe paterno that he saw former defensive coordinator jerry sandusky molesting a boy in a penn state shower back in 2002. sandusky and his wife also issued a statement about paterno saying, "dottie and i would like to convey our deepest sympathy to sue and her family. nobody did more for the academic reputation of penn state than joe paterno." "joe preached toughness, hard work, and clean competition. most importantly, he had the courage to practice what he preached." we will have more on the life of joe paterno tonight in sports. we'll take a look at his coaching legacy.

more than 100,000 protesters expected in downtown d.c. tomorrow for the annual march for life. it marks the anniversary of roe v. wade, the case that legalized abortion. tomorrow's march begins at noon near the smithsonian castle before heading to the supreme court. a hearing for the man who tried to kill president ronald reagan continues tomorrow. john hinckley wants to leave st. elizabeth's mental hospital in washington, where he's been since shooting president reagan in 1981. hinckley already visits his mother's house in williamsburg, virginia, but he wants to stay home permanently. however, the government argues that he is still dangerous. today a major announcement from gabrielle giffords. she's resigning from congress one year after a gunman shot her at an event in tucson, arizona. nbc's jay gray has details. >> there's more than one person down. >> reporter: it was just over a year ago that the gunshots rang out in tucson. six people killed. a dozen injured. including arizona congresswoman gabrielle giffords. shot in the head at point blank

range. >> i don't remember much from that horrible day. but i will never forget the trust you placed in me to be your voice. >> reporter: a voice rarely heard since the attack. a voice that this weekend announced after five years in congress her public career would be put on hold. >> i will step down this week. >> reporter: in the youtube video giffords says she needs to focus on her continuing recovery and do what's right for arizona. news of her decision spread quickly. president obama released a statement late sunday saying giffords and her husband, astronaut mark kelly, "have taught us the true meaning of hope in the face of despair, determination in the face of incredible odds." it's a lesson that began in a hospital room just days after the shooting. and continued in august, when she shocked the nation and her

president obama getting ready to give his third state of the union address this week. the president expected to outline his plan for a lasting economic recovery that is being built around manufacturing, energy, and education. house speaker john boehner already calling that plan pathetic. all roads near the capitol will be closed during tuesday's state of the union. parts of constitution avenue, independence, pennsylvania avenue, and east capitol street will close down at 7:00 on tuesday night. police expect the roads to be opened shortly after the address. and you can watch the state of the union address on tuesday night at 9:00 p.m. right here on nbc 4.

with the republican race for the white house suddenly up for grabs, gop candidates positioning themselves as they get ready for the florida primary. fresh off his south carolina victory, newt gingrich continued his attack on president obama today, saying he's the only gop candidate who can debate the president. meanwhile, mitt romney announced he would fix a problem that's been plaguing him for weeks now. >> a second term for barack obama would be a disaster for this country. >> i will release my tax returns for 2010, which is the last returns that were completed. >> romney says it was a mistake not to release his taxes earlier. florida's primary is on january 31st. we're going to take a look now at the race and where the candidates stand. to win the nomination, 1,143 delegates are needed. it is still early in this race. right now newt gingrich and mitt romney are leading the race so far. gingrich has 23 delegates that he's already got counted. picked up in south carolina, which is actually a winner take

all state. mitt romney is behind him. he's got 18 delegates thanks to what he picked up in iowa and in new hampshire. the other two candidates left right now, we're talking about rick santorum, who has 11 delegates, that is thanks to his win in iowa, and ron paul, who has six delegates. three of them he picked up in iowa. three of them are from new hampshire. now, there are still a lot of chances to improve those numbers. there are primaries still coming up in the next two weeks. first on the 31st there's the primary in florida. that's followed by caucuses in nevada, colorado, and minnesota all during the first week of february. and the candidates debate again tomorrow night in tampa bay. the nbc news republican debate will air during a special edition of "rock center." brian williams will moderate. that's tomorrow at 9:00 p.m. here on nbc 4. and a live look outside right now. if you could see bitter cold, this is what it would look like. chuck, tell us something -- you know what? there's no good news now. just do the forecast. >> well, the good news is it's

not going to last long and koets it's not going to be a real high-impact event. it's going to be a real pesky event. first thing on a monday morning. that's relate problem. mondays are tough enough already. we don't need a little freezing rain to start off as well. but outside right now cloudy skies and just the finest little mist and drizzle coming down with temperatures just at or slightly below the freezing mark in many neighborhoods. 32 now at national airport. the winds have gone calm. that wind is going to come back around to the south tomorrow and push temperatures not only above freezing. well into the 40s to near 50 degrees tomorrow. so all the slushiness that we have left over from the weekend snows and from what little glazing we're going to get tonight will be gone by about lunchtime tomorrow. but subfreezing now from hagerstown to martinsburg to winchester and then all down across much of northern virginia, suburban maryland up into northern maryland as well. all below freezing. that's the spot that we're watching most carefully. the freezing rain advisory now goes until 9:00 tomorrow morning for essentially everywhere in

the nbc 4 viewing area with the lone exception of st. mary's county. on doppler nothing showing up on local doppler. the droplets are so small that the radar literally cannot even see them. it's just mist and drizzle for now. real rain, though, is just back out to our west. and it's all in the form of rain. temperatures are in the 40s and 50s even as we approach the midnight hour out here across parts of the ohio valley. so that warm air is going to run over the top of the subfreezing air that we have at the surface. that's going to make for some slippery spots during the overnight into the early morning hours tomorrow. granted that wedge of cold air will be eroded on out as the warmer air surges north, and then we'll get a rainy day in tomorrow, rain through late morning into early afternoon for sure. the actual cold front, which will bring an end to our precipitation, probably doesn't roll through here until late monday night into early tuesday morning. once it goes by, though, by tuesday afternoon, ah, yes, of all things sunshine coming back into the area. so that is welcome news. here's our microcast model here

through the overnight hours, stepping into 7:00 a.m. tomorrow morning. this area shaded in the salmon-colored pink here, that's the spot where we're watching out for the freezing mist and drizzle first thing in the morning. it's not going to be a problem on the big roads like i-95, but the side streets and also sidewalks and elevated surfaces, bridges and overpasses, a lot of the handrails that you use to go up and down the staircases might have that little glaze of ice on them first thing in the morning. and that could make for some very slippery going. be extra careful. by 9:00, 10:00 in the morning everyone is above freezing and it's all downhill from there. light freezing rain and drizzle overnight. watch out for some slippery spots in the morning. wake-up temperatures in the low 30s. pretty much where we are right now. then tomorrow cloudy, milder, showers likely for most of the day, but temperatures up near 50 will put an end to our little stretch of winter weather that's been going on since friday. and here's your extended forecast. after we go above freezing tomorrow, we may not get back below freezing at national airport for another week. so that is welcome news. next rain system will be rain.

the sports world really thinking about joe paterno's family tonight. >> and i received an e-mail from one of our viewers and just about how heartfelt they were about their emotions on the passing of joe paterno. what he meant to the penn state community. tonight we remember a coaching legend. this morning joe paterno died of lung cancer at the age of 85. joe pa's the winningest coach in major college football history, with 409 victories. paterno helped more than 350 of his players go on to play in the nfl, including redskins running back evan royster and former redskins linebacker lavar arrington. paterno coached at penn state for 61 years. he started as an assistant in 1950, then became the head coach in 1966. paterno helped penn state win two national championships. during his career the nittany lions had seven undefeated regular seasons. and in 46 years as penn state

today divers found the body of a 13th victim on that cruise ship off the italian coast. it's not clear tonight how many people are still missing. there are reports that there may have been some unregistered passengers on board who were not included in the initial count. a du pont circle icon expected to close its doors for good next month. the melody record shop on connecticut avenue shutting down after 34 years in business. it was brisk today at the store, which is holding a going out of business sale. the owner says the advent of online music and mp3s have led to slow sales.
