poured in after her shooting. congresswoman giffords will attend the state of the union tomorrow and will submit his resignation later this week. she's stepping down to focus on her recovery. senator rand paul had a showdown with tsa agents on his way back to washington from nashville today. the kentucky republican was stopped after a scanner found something unusual near his knee. from there the tsa says paul was escorted out of the screening area because he refused to undergo a pat-down. all this caused him to miss his flight. >> it's not because of who i am. americans are going through the airport every day subjected to these indignities. >> senator paul got rebooked on a later flight. senator rand paul is the son of president aal candidate ron paul. now we turn to the weather. a little wind and a lot of fog outside the studios in northwest d.c. and across the area.

veronica is it in storm center 4 with the latest. >> fog has been an issue all day long today. we see delays at reagan international airport. you see the capitol shrouded in fog. with the wind it's actually helping the fog to break up, but i think our winds will ease up a little bit. we see it die down to about 4, 5 miles per hour. that means more fog. the rain at least is out of here. there's a look at visibilities. 5-mile visibility in gaithersburg. by tomorrow morning we could see the fog drop down to a half mile visibility. we have improving conditions after that. we have more big surprises coming your way with our seven-day forecast. i'll have that in a couple of minutes. >> veronica, thank you. while we talk about the weather, a lot of questions tonight from parents in fairfax county. many wanted to know why public school officials made the decision to start on time, even though the federal government had a two-hour weather delay. jackie benson joins us live from

burke, virginia with more on this. jackie. >> reporter: aaron, parents know it's usually the other way around. the school system delays, and the federal government starts on time. but that is changing. even though the anticipated bad weather did not materialize as expected, the federal government was widely praised for its decision to err on the side of caution with a two-hour delay to the monday workday. so why ask parents in a local jurisdiction heavily populated with federal workers didn't fairfax public schools follow suit. >> it's ironic how the government had a three, four-hour delay and fairfax county didn't and prince william did. it was a little strange. >> i was a little surprised. i was watching the news early in the morning to see who was delayed and who wasn't, and i kind of -- i think the decision was right in fairfax county, but it did make me wonder with the government delay, why that was. >> reporter: smt disconnect came

from the fact under pressure to aavoid another karmageddon the federal government made the announcement a day in advance. fairfax county and other school systems make a delay or cancellation decision only a couple hours by the start of the cool day. by that time it was fairly clear that the weather wasn't as much of an issue as anticipated. and parents hope for even better coordination as the wrinkles in the new communication system get worked out. back to you. >> thank you, jackie. investigators are searching for a motive at a murder suicide. police were called to the home. they found 19-year-old aris beard and 21-year-old. he shot his girlfriend before turning the gun on himself. they were dating for three years. we learn about the woman hit and killed outside a prince georges county elementary

school. it it happened late this morning at samuel chase elementary school. gentlem jamari stone spoke with the family foent. >> heart-breaking. i lost my best friend. >> reporter: her best friend was her mother, my burnett tucker may. the 48-year-old died in the parking lot in temple hills. >> it breaks my heart that somebody -- that my mother had to die like that. >> they say this utility van backed over miss burnett while she was crossing the parking lot. >> she was a smart, loving person. she didn't curse. the most thing my mother was shut up. >> reporter: she's shocked that her mother died so close to home. she would walk through these gates every morning. today she was on her way to the bus stop to take care of her father. she never made it.

she leaves mind a heartbroken husband, five children including tameka who wonders if it had a backup alarm or the driver was distracted. police say he's cooperating with the investigation. >> how do you get over something like that? >> reporter: police say it doesn't appear the driver was speeding or drinking alcohol. he's not been charged. this case is still under investigation. in temple hills, maryland, news 4. d.c.'s top cop is meeting with residents of ward 4 to talk about crime concerns in the area. it was held at shepherd elementary school in northwest d.c. the police chief addressed recent robberies and carjackings. the chief says many cases have something in common. the robbers are after people's smartphones. >> this is nationwide, and not only nationwide, this is aa problem in other countries as well. smartphones, small, mobile devices, primarily smartphone

today. tonight a huge crowd gathered for a candlelight vigil and people on both sides spoke out. >> we are here to say that we are organized. women are galvanized and women will not go back, and women will never give up. >> abortion was a selfish choice, adoption would have been logical and merciful to my child examine myself. >> earlier today tens of thousands of people marched on capitol hill and at the supreme court to protest the roe vs. wade decision. another ruling from the supreme court today will impact how police track suspected criminals. the court unanimously aagrgreed bar police from installing gps technology to track suspects without a judge's approval. it comes after hearing an appeal in november from a d.c. man convicted of conspiracy to distribute cocaine after police installed a gps device on his jeep. some called the decision one of the most important of the computer age.

more bodies today. two women were found near an internet calf take. it brings the death toll to 15. 17 others are missing. survivors of that wreckage are preparing to file a class action lawsuit, but carnival cruises is trying to compensate passengers in another way. it's offering a full refund and 30% off a future carnival cruise. taxz family is safe after a vacation in the caribbean turned into a nightmare. andy atkins, his wife jenny and their 4-year-old son logan was sight seeing on a seaplane earlier in month when the plane lost an engine, crashed into the ocean and flipped over. the pilot and others nearby were able to help the family get to the surface, and then remarkably two doctors were on a nearby boat and were able to start treating andy's wife and son immediately. >> they screamed there's two doctors on board and got them both on the back of the boat, got them oxygen and treated them

with all their skill. it reaffirms your faith in people and humanity that to many people stepped in to help. >> the whole family spent several days in the hospital before returning home last week. a political statement today during a time of celebration for the national hockey leak last year. the boston bruins were invited to the white house to celebrate their 2011 stanley cup championship, but the most valuable player goalie tim thomas choose to stay home. he said his decision is not partisan but based on his belief that the federal government has too much influence on americans' lives. thomas also says both parties are responsible for the situation we are in as a country. starbucks isn't just for coffee anymore. some stores will soon begin selling beer and wine. the company says it plans to start selling adult beverages at select locations in atlanta and southern california. those locations will also get menu upgrades and offer more

dozen, nearly two dozen reports of tornadoes, alabama, arkansas and tennessee. most of them in alabama in je jefferson and shelton counties. it ripped roofs off and 100 people injured and two killed. looks like there's another severe weather outbreak this week hitting areas of southeastern texas and louisiana tomorrow, and then thursday georgia and kentucky. more of this crazy winter weather continues. around here we've been wet. we've been damp. a little bit of wind, so that helps the visibilities throughout the area. we lift the one pocket low-lying area martinsburg, west virginia now. we could see areas early tomorrow morning to a half mile to mile visibility around 4:00, 5:00, 6:00 a.m. today's high is 46 degrees, and that's the average. the temperatures have rose slightly over the last couple of hours due to a

south-to-southwest wind. as that wind settles, we see more fog throughout the area. here's a look at the early morning temperatures. not cold at all, so any wet areas on the roads are not icy tomorrow. 37 down in culpepper, and 40 to folks starting the day in fredericksburg, west virginia. about 42 degrees around waldorf. the next chance of any rain, thursday. look at those storms down to the south. this is what's left of that system that produced all the damage. small areas of some thunderstorms approaching central dos at that, georgia. the next area is down through the south, and we're tracking that closely. here's the weather front. it comes through early in the day tomorrow, so we'll start with a little bit of fog, and then that system is quickly through here. we'll get a westerly wind, snaft a breeze will be blowing throughout the early part of the day tomorrow. sunshine to a few clouds by the

afternoon. then for thursday as igsd, that next system you see the clouds increasing and moving through. some morning sunshine and afternoon clouds, albeit i don't think the rain from those clouds is hitting the area until late morning on thursday. we have a couple of dry days at least. wet roads for tomorrow morning. 36 to 42, 43 degrees for early tomorrow morning. then a very, very mild day by the time we get to 6:00, 7:00 a.m., a lot of that fog is burning off and pushing out of here. mild day, 51 to 56. it's probably the best day out of the work week tomorrow. again, with breezes comes through the area out of the west. wednesday's high is 48 degrees. we fry try to hang onto sunshinr wednesday. the high is 46 degrees, still above average, and thursday into friday p if that precip goes long enough, these temperatures drop and there might be a few pocket where is it gets icy around the area. i think we're talking rain
