in a political year. good afternoon, everybody, i'm jim handly. >> i'm wendy rieger sitting in for pat lawson muse. president obama putting the final touches on his third state of the union address tonight. as steve handlesman reports with this, an election year, the president will also likely argue he is the one who can fix it. >> running for re-election, president obama is polishing a speech aimed at middle class voters, outraged over the growing income gap between them and the wealthy. >> we want an economy that's based on everyone doing their fair share, everybody playing by the same set of rules. >> the president wants a new rule for millionaires, a higher tax rate over 35%. would be obama opponent mitt romney paid about 15%, the lowest rate. he fired a shot from tampa. >> the president will do what he does best, he'll give a nice speech, a lot of

is. >> reporter: i'm steve handlesman, news 4, capitol hill. the state of the union could mess up your travel plans if you're trying to navigate around downtown d.c. tonight, be prepared for some major street closures, and it's not just the cars that will be having a tough time getting around tonight. starting at 6:00 this evening, the u.s. capitol square will be closed to all pedestrians except those with special credentials. then starting at 7:00 tonight, capitol police will begin to block off all roads. it will include every street within a two or three block radius of the capital. on the north side, that includes constitution avenue, pennsylvania avenue, east capitol street and first street. on the south side, independence avenue, south capitol street along with delaware and new jersey avenues will all be closed. of course, all of these restrictions will last until shortly after the state of the union ends tonight.

the former house speaker has been accused of lobbying for the agency. he maintains he was only a historian for freddie mac's top lobbyist. they say they can no longer find those contracts. drivers were treated to another morning of thick fog. but unlike yesterday, didn't stick around for too long today. that's because we had plenty of sunshine. let's take a live look outside right now, most of that snow and ice. we got out for a nano second. we didn't want to come back in. >> we were saying, earlier, it was like we went from winter to spring? >> that's right to march. just like that, and who doesn't like, right? in the 50s today, we are running way above where we were yesterday at this time, some 16 to as much as 19 -- 22 degrees

above where we were yesterday. we have the south-southeast wind at 3 miles per hour. 14 of the last 24 days now have been above average. look at some of the numbers across the area, tinley town and cleveland park low 50s. and look at the 60s in culpepper and fredericksburg. that's absolutely insane for the mid part of january. for mostly sujny to partly sunny, those areas just to the north, up around gaithersburg, frederick, baltimore and hagerstown, i am expecting a clear night. that may be good for us with the possibility of seeing the auroras tonight. we'll talk about that a little later, 52 degrees at 7:00 p.m. 9:00 temperature 48 degrees, by 11:00, 44. a terrific evening here, right? after that cold weekend?

nice evening tomorrow, gets a b minus, we're headed into the weekend. of course in a couple days, we'll talk about how chilly it's going to be and what kind of weather we could get in a couple minutes. >> thank you. the washington wizards have the worst record in the nba. and today the team fired flip saunders. the wizards had only won two games this season, last night they were behind by 30 points and eventually lost to the 76ers, the wizardses are 2-15. he will be replaced by assistant coach randy whittman. dan helle will have more on the firing coming up tonight. today, former players and fans were among the thousands lining um to pay their respects to joe paterno. a public viewing held today on campus, and despite the controversy that clouded the end of his life and career, he remained a popular figure beyond state college. michelle franzen has the report.

controversial firing in the wake of the sandusky sex abuse scandal, his dad stayed upbeat until the end. >> it was never a situation where he sat around and felt bad for himself. he was very positive with us about the direction he wanted the rest of his life to go, and how he wanted to continue to build penn state and also to make sure that justice was done for the victims involved. >> reporter: former assistant coach mike mcqueary who went to paterno in 2002 with allegations also came to the viewing. he was greeted with handshakes and hugs by former players and colleagues, all who had one purpose today, to remember and honor paterno's life and legacy. the public viewing also continues tomorrow, and will be followed by a private family funeral. on thursday, thousands are expected to gather here on campus for a public memorial. in university park pennsylvania michelle franzen, news 4. final preparations are underway today for the

if you got lost today despite using your gps, can you blame it on the sun, solar flairs are sending charged particles to earth. they can interfere with satellite communications, radiation from the solar storm hit the earth's atmosphere about 6:00 this morning and is expected to last throughout the day. it's the biggest solar storm in six years, but scientists say it shouldn't cause any other problems. i want to blame a lot on that today. >> that is impressive. >> i want to blame my hair, dry skin -- it's the solar flairs. >> the boss's message you didn't
