good morning, everyone. welcome to "news4 midday." i'm barbara harrison. wednesday, january 25, 2012. we begin with breaking news from the inner loop of the beltway. dan allege sealock joins with us the latest the truck that hit an overhead sign. tell us what's happening. >> good morning. this is a big problem traveling the inner loop of the beltway. making your way to the i-95/395 interchange. a truck hit the sign. this is a sign for tysons corner. part of the sign is actually on the roadway below. crews are working to not only fix the sign but also clear the road and right now, you are only able to pass single file on the

right-hand side. we are seeing delays as you make your way towards the interchange. be aware of this as you are making your commute. i will keep following this for you to let you know when the lanes will open. we are seeing a significant del thai time. back to you. >> thanks, danella. today president obama will begin selling the plans he laid out in last night's state of the union address. he's headed to iowa right now where he will speak at a factory about his vision for an economy based more on manufacturing. the president focused heavily on the economy during his speech last night. he offered a commitment to make higher education more affordable. and to help struggling homeowners pay their mortgages. president obama also declared he wants a stricter tax code and in which millionaires pay at least 30% in taxes. he vowed to shrink the gap between the rich and the poor. >> we can settle for a country where a shrinking number of people do really well while growing number of americans barely get by.

or we can restore an economy where everyone gets a fair hot and everyone does their fair share and everyone plays by the same set of rules. >> the president also took credit for helping create 3 million jobs during his presidency. today republican presidential candidate newt gingrich said the president's speech seemed to set the sage for an entire year of i did vd e divisivene divisiveness. >> what you saw the president do is lay down a campaign speech which is how he will run this year. he will run as a left wing populist class warfare and he's going to try to find a way to say the big government is a better solution than free markets. i think that will be a real dividing line over which the american people make a gigantic decision in november. >> gingrich also argued that the president's proposal to raise taxes on the wealthy would result in what he called an extraordinarily large tax increase on people who create

jobs. emotional show of support for congresswoman gabrielle giffords of last night's state of the union address. as you can see president obama gave giffords a great big hug. today is her last day in office as her last official act before resigning from the house giffords voted on her bill that cracks down on cross-border drug smuggling. the bill passed. giffords was cheered as she made her way through the house floor. nancy pelosi, eric cantor and steny hoyer are among those paying tribute. she hopes to return to public service some day. >>. turning to the weather now. nice day out there so far. any rain in the forecast? let's talk to tom kierein about that. good morning, tom. >> good morning. the is a chill in the air. probably not going to be as warm as yesterday. got into the mid 50s and right now we are beginning to climb into the low and mid 40s throughout much of the region. these are the current temperatures, reagan national

now is at 44. and the -- 48 you saw on your screen. that was right outside of our window here at pat lawson muse. that's one of the warm spots. elsewhere, low and mid 40s. and through central virginia now in the mid 40s and after a cold start many locations this morning were below freezing. right now montgomery, arlington, fairfax counties. we should make it another five or six degrees higher than we are now. there is rue from space. we have a clear sky over much of the region now after a few morning clouds came through. it is not going to last long if you see quite a bit of cloudiness coming into southwestern virginia are southern west virginia and farther west and south there is a big rain system stretches from the tennessee valley all the way to texas. that will be arriving here tomorrow. but for this afternoon, partly sunny and chilly with a light wind. temperatures climbing up to the upper 40s to near 50 degrees and then the clouds roll in tonight and that rain arrives tomorrow. i will tell you when and how much i think we may get.

a look at had a and how long it might last and a look at the weekend coming right up. barbara? >> we are going -- ready for the weekend. thanks a lot. other news, 14-year-old boy is in the hospital now after getting hit by a car. prince george's county police say that he was on pascataway road when the accident happened. a medical helicopter took him to the hospital. his injure reese not life threatening. the driver did remain on the scene after the accident. the national park service says it will begin enforcing the no camping rule for occupy d.c. protest. that a according to testimony at a hearing on capitol hill yesterday. occupy d.c. demonstrators have been camping out at mcpherson square since october. a spokesman for the park service says the u.s. park police will begin encouraging the protesters to sleep elsewhere. anyone who ignores the warning risks could risk being arrested

junior rachel bay says it is too bad that incident has tarnished the student reputation here. >> i think they get maybe too intoxicated in the moment and that happens. but for the most part, it is just -- it is only a couple of students. as a general body, like we just love the sports. >> reporter: since the 2010 riots, prince george's county police have made some changes in the way their civil disowe bei- disobedience. they can win or lose peacefully. >> same thing they always send out. keep the kids behaved and everybody's minds so we don't have another incident like two years ago. >> reporter: i just spoke with the owner of cornerstone bar. you may be familiar with it if you are familiar with college park. business owners along the strip met last week with school

officials, prince george's county police, trying to determine a plan of sorts to come up with to keep students safe. three things they will be doing, all bars will have extra security, they will not be selling any glass during the game tonight. only plastic. they will be letting all customers, all students outside doors instead of front doors. >> thanks, melissa. right now, first lady michelle obama and celebrity chef rachael ray are at a northern virginia school to introduce new standards for school lunches. they are at park lawn elementary in alexandria speaking with parents and students about the changes to help fight childhood obesity. the newsstand is expected to include less sodium for most meals and along with more whole grains and more fruits and vegetables as sides. these are the first major nutrition changes in 15 years. time right now, 11:09. new information on the rescue of a virginia woman who captured in somalia. it was part of a dangerous mission by a team of navy s.e.a.l.s. plus the stars of the broadway

president obama's praising u.s. special operations forces who rescued two hostages overnight in somalia. one of the hostages is an aide worker from virginia.

u.s. officials say navy s.e.a.l. team 6, same group that killed osama bin laden, took part in this. angie goff is here with more on the rescue mission. >> reporter: thanks, barbara. president obama took up the entire world -- tipped off the entire world to the rescue when he congratulated leon pannet a right before delivering the state of the union. >> good job tonight. good job tonight. >> reporter: the president got late word the two kidnapped victims, 32-year-old jessica buchanan of bedford, virginia, and poul thistead were rescued. two teams of u.s. navy s.e.a.l.s and helicopters landed near the compound where the hostages were held. now as the s.e.a.l.s approached the compound, the came under very, very heavy fire. nine kidnappers were killed. and no americans were bunded. and the s.e.a.l.s grabbed the two hossages, loaded them in a

the choppers and through them to an undisclosed location outside of somalia. buchanan and thisted were providing relief for some 450,000 somali refugees when they were kidnapped last october. now in a white house photo released this morning, president obama is seen here on the telephone immediately after the state of the union address telling buchanan's father his daughter had been rescued. vice president joe biden told the "today" show's matt lauer this morning that the raid had been in the works for some time. >> jessica's health was beginning to decline. she is a young woman in her 30s. we wanted to act. and they did. and -- the followed the recommendation. as i was leaving the white house last night, when the situation room, actually under way, and it was once again, a remarkable testament to the special operations forces. these guys are absolutely incredible. >> neither one of the hostages were hurt in the raid.

the president says plans are already under way to bring buchanan home. back to you. >> all right. thank you so much. there's a lot of activity today at the wreckage of the costa concordia. right now barges hitched to the ship. it is carrying a crane and other equipment as salvage crews prepare to pump fuel from the capsize ed cruise liner saturda. the captain steered the ship into shallow water and hit a reef january 13. killing 16 people. a dive team set off controlled explosions today to access blocked parts of a ship under water and to look for the 17 people still missing. biggest solar storm in the years is now hitting the earth. nasa released these images of the sun. radioactive particles hadn't caused any serious problems here on earth but just in case, delta airlines rerooted at least six flights from routes that take them near the north pole. airline made the change to avoid potential communication problems and exposing pilots and

passengers to excessive radiation. charged particles can also cause power surges and interfere with radio, tv, and telephone signals. tom is here to tell us if it has any effect on our weather at all. >> no. i was i was hoping we would see the northern lights here last night. we were just a little bit too far south of it. not that unusual for you to see some. a chance over the next couple of nights. unfortunately, it is going to be cloudy tonight and the next couple of nights. we are probably not going to have much of a chance to see them. riggan national, got a beautiful sunny morning under way. and there is capitol hill. basking if in the january sun. 44 at reagan nation april we have a light north-northeasterly breeze. temperatures are well above freezing after a cold start. we were below freezing most of the region this morning. now it is in the low and mid 40s across virginia, west virginia, maryland, near 40 in montgomery county and low to mid 40s, prince george's county and arlington and fairfax. low to mid 40s there. now the view from space showing us some increasing clouds, though, coming from the south and west. right now it is quite sunny

across much of virginia and maryland and the eastern shore. and eastern west virginia. but these clouds are going to begin to roll in and as they do, they are going to give us a possibility of some rain as we get into tomorrow. as we go forward over the next 4 hours, areas in color, zones of potential rain. around dawn tomorrow we might get a few sprinkles of rain. looks like it will be too warm for anything if it is frozen at all to -- really cause problems. i don't think that we will have any frozen precipitation tomorrow morning. just passing showers during the day thursday. and then as we get into thursday night and friday, we will have some of the showers continue into midday provide and clear out on friday afternoon. here's the potential rainfall for this through about 8:00 on thursday. not a lot of rain. generally oh, up to about a half an inch in this whole green zone, northern virginia. district, much of maryland. this blue zone, though, will be getting more rain and that will begin to approach us as we get closer towards thursday night and into late thursday night and friday morning. so for the rest of the afternoon, we will have a partly

sunny sky and it will be chilly with highs reaching up around 50 degrees. and with a variable wind and this evening, sunset at 5:21. cloudy, chilly, light wind, low 40s, early evening. upper 40s by mid mate. by dawn tomorrow mid 30s. maybe a few sprinkles in the morning. passing showers midday tomorrow. and during the evening on thursday. that may linger into part of friday morning and little sun back friday afternoon. highs upper 40s tomorrow. low fifth on friday. then saturday, sunshine and turning colder. near 30 in the morning. afternoon highs in the 40s to near 50. colder pattern for sunday, monday, tuesday. and last week, i traveled to frederick county. and visited frederick, maryland's lincoln elementary school. had a great time talking to the students. normally i talk to big auditoriums to students. i talk to two second grade classes there at the lincoln elementary school. we had a lot of fun. their big question is when is it going to snow? not in the foreseeable future. the second graders had a lot fun and had a great time. i want to thank the teacher in

it was great. >> have a full house? >> we are going to get there. for sure. the -- we are going to be very busy for the rest of the week. last night was a great night to kind of shake things out. >> you do things with fresh produce, fresh fish from the baltimore area. and you are finding all the things you need here in washington. >> absolutely. we brought a little bit of -- from the restaurant and from the -- our area with us. kind of show -- show what we do up there. included in that is an incredible pigs foot. lot of people don't like to eat pigs foot. it is tricky to eat sometimes. >> put interest under here so they can see it in our overhead camera. we made it simple. similarter pig's foot in stock. then it is going to be the basis for a pie. going to make it very -- >> pig's foot pie. >> we are going to start with a suet crust. fat from the pig. we like to use every last bit of the animal. it is simply put into a pie and plate or a ring as i'm doing

here. that's all there is to it. it is very easy to work with compared to pie dough. >> suet instead of butter. >> precisely. >> this is just the pig's foot stewed in water. >> stewed in stock. seasoned with salt and pepper. >> pork stock. >> pork stock works. chicken stock works. yes. absolutely. >> that's just the chopped-up pigs foot. >> what you do, a lot of bones in a pig's foot. it looks a little -- i get that reaction. >> my father loved them. kind stand seeing them in the refrigerator. >> i have to say it is the most delicious thing. >> yucky idea. it must be good. >> then to that we add carrot. stewed this in butter. >> okay. stewed chopped-up carrots. put that on top of the pig's foot. >> that's right. >> all right. that looks pretty. >> i just got fresh thyme here also. we are getting this from a greenhouse we used. >> fresh thyme. >> fresh thyme leaves. >> got some over here. >> right. love the smell of that. >> nothing like it. >> oh, yeah. delicious. >> then we would cover that with

right my president obama is on his way to iowa where he will promote his call to boost manufacturing in this country. that was one of the ideas he outlined in the state of the union address last night. the president will visit five states over the next three days to tout aspects of his address. from illegal guns to other major crimes, offering large sums of cash to people who turn in crooks has worked in the district. now the chief of police is hoping it will work again to end

the city's latest crime wave called snatch and grab. news4's tracee wilkins reports. >> reporter: heredia on wisconsin avenue northwest where we can't stand in one spot for five minutes without see something one walking down the street with an ipad or smartphone and using it and frankly not paying attention to the surroundings. the chief says that this is part of the issue. the new crime wave in washington, d.c., is what they are calling snatch and grab. they come and take something like your cell phone while you are using it and quickly snatch it and then remove the battery so then that way you can't track where the phone is. when they turn it in to whoever will buy the phone from them they get about $50 for and it then that person can sell it online or in person to someone for $300. it is yielding so much money in the city that in order to stop it, she has come up with a would-prong approach. >> the problem with that trend is, now it is becoming a trend. it is becoming popular amongst those who are looking for quick

and easy ways to make money. >> reporter: ward 2 and 4 are target-rich areas. the chief of police says that folks want these electronics so badly that they will break into your cars to get them and maybe even leave with your vehicles. but in 134 instances they zone have to work that hard. every other person is listening to or carrying what the robbers want, will he astronautic devices ranging from smartphones to mp3 players and tablets. >> i walk with my phone. i wasn't really aware necessarily that there was so much crime going on. it is good to know now. i think i will be more conscious. >> reporter: police chief lanier is telling residents around the city is being half the battle is being more vigilant. the first 23 days of january, 108 people were arrested for robberies. but it is so easy to make money from stealing the devices more crooks just keep popping up. the chief has a solution. offer the thieves more money than they can make on the streets. >> by getting them to turn each

the fire chief. this happened last tonight as the d.c. fire chief kenneler beep ended his speech prepared to take questions. one fire fighter called the others to attention, ordered an about-face and dismissed them. chief ellerbee wants to change firefighters' shifts from 24 hours to 12 hours and he says it will save the city tens of mlts of dollars a year. the fire fighter's union says the change will disrupt their lives. today family, friends and fans will say their final good-byes to legendary penn state football coach joe paterno. a public viewing being held right now. it will be followed by a private funeral this afternoon in state college, pennsylvania. more than 10,000 mourners lined up at a spiritual center on campus to pay their final respects yesterday. a public memorial service will be held tomorrow inside the school's basketball arena. paterno died sunday. less than three months after doctors diagnosed the

85-year-old with lung cancer. penn state fired paterno last november when his former defensive coordinator, jerry sandusky, was accused of sexually abusing several young boys. tonight the wizards will play their first game without flip saunders on the bench. the team fired him as head coach yesterday. assistant randy whitman will serve as interi am head coach for the rest of the season. wizards have the league's worst record. they are just 2-15 this year. they have a decent chance of nabbing that third victory tonight, though. they take on the 3-15 charlotte bobcats at the verizon center this evening. let's check in again with tom kierein. any update on the weather? >> we were going to have quite a bit of shine another couple of hours now. as promised here is the most high-definition, high-resolution image ever released of full planet earth. just released this morning by nasa. this is the full earth, this is a true color, high-definition

nasdaq is about half of -- .5%. the dow and s&p were weighed down by concerns of greek debt costs and the european central bank may take losses on its greek bond holdings. plus, earnings have been lackluster. so far only 58 percent of companies have been -- beat forecast compared to 78% average at this point in earnings season. boeing's shares fell to lower than expected 2012. to lower -- on lower than expected 2012 earnings forecast. and some lackluster earnings have also been coming from companies like corning. plummeted over 10% as manufacturers use less of its glass. the federal reserve is scheduled to issue its policy statement at 12:30 p.m. eastern. followed by a news conference by chairman ben bernanke at 2:15 p.m. eastern. the fed is expected to keep its monetary policy unchanged and interest rates near zero. back over to you, barbara.

>> julia, thank you. we all want our kids to have healthy self-esteem. boosting their child's on confidence. this approach can have some negative consequences if not handled properly. there joshua joins us to talk about this. you say there are negatives to child being -- children being praised. tell us about that. >> let me start by saying that in general, praise is a good thing but not all praise is created equal. there are certain things that parents should think about prior to praising their child. i have three recommendations when it comes to praising your child. the first one is you want your praise to be specific. you don't want it to be general. johnnie, did you a great job. that doesn't help johnnie as much as finding out specifically what he did well so that that way he is more likely to be able to repeat whatever it was you liked. ing the second thing is you want your praise to be sincere and legitimate. you don't want to just willy-nilly give praise for things really aren't worthy of

praise. >> what about -- he ate all his carrots. hey, i'm proud of you. you ate all your carrots. >> i think that's -- no, no. are you proud because he ate his carrots? hey, i really like it when you eat what we serve. you eat something you didn't enjoy. i know you don't love carrots. something like that. specific. third and final thing probably the most important thing is that you want to praise effort. effort is really the -- critical thing here because effort is something that your child can control. if you are praising effort then your child is more likely to feel like that's something that they can continue to do in the future. praising effort is going to help instill in them a good work ethic and ability to face difficult times and have the ability to stick with things even in the face of difficulty. >> okay. let's go back to the carrot idea. you say all right, they eat half of them. i'm very proud of you for trying to eat all of your carrots. >> right. >> that's a good thing? >> that's fine.

what i'm speaking more about today is just there are some parents out there who i think are just very loose with the praise. they are just -- they think everything that their child does is wonderful and they need to build their child up. oh, did you great in that play. did you great -- have you such a wonderful voice. you are such a great athlete. when all of those things can't possibly be true. you don't want to just say that your child is wonderful in everything. that's not a realistic expectation for that person. nobody is good at everything. and if you compliment them and praise them for everything, you are not really helping them understand that there are going to be things they are better at and things worse at and should possibly focus their attention on the things in which they have a natural talent for. >> what would you suggest as parents try to figure out okay, how do i go with this thing? basketball game. made a score. do i praise them for that? >> i think that you -- you praise them for scoring. i think your emphasis should be on other things more within their control. so you can say hey, great job scoring that goal or getting that hoop. you know. scoring that point.

but what i really loved was how you were hustling throughout the game and keeping your teammates in mind. you really had great defense and you were -- working really hard. because, again, here's something that's more in that child's control. >> i think i can understand you don't want on set the child up for disappointment when they don't score. >> you don't want them to be so focused on the end result getting an "a" on a paper, scoring a goal, winning the game. you want them to be able to feel good about how they performed even if they haven't achieved what they hoped they achieve. >> any other ideas for building self-esteem in kids? >> i think one of the most important things to build self-esteem is to show your child you really value them and what they are interested in and think about how they feel. nothing is more valuable than showing your kid that they matter to you and what they say and do is important because they are them. and if you say all these things, you are great, wonderful, i love you, you don't follow that up with spending the time and really knowing your child, you are sending a mixed message and kids are not stupid. they will realize that your words really don't have depth to

the number of teens suffering from a mystery illness in upstate new york appears to be growing. 12 girls all from one high school first experienced this tourette-like disease of symptoms of tourette's anyway. neurologists say they have conversion disorder formerly known as mass hysteria. now another teen who lives 250 miles away apparently is also going through same verbal outbursts and uncontrollable ticks. doctors diagnosed her with tourette's but her parents
