arizona to talk about manufacturing jobs took a sudden detour when he got into a testy exchange on the tarmac with republican governor jan brewer. now, everybody is talking about a moment frozen in time with the governor appearing to wave her finger in the president's face. will pitts has the rest of the story. >> reporter: governor brewer says she just wanted to talk. >> i told him i had a little handwritten note for him. he wanted to know what was in the envelope. i told him exactly what was in there and he changed the subject to my book. >> reporter: she had the letter in her hand when she met airforce one. in it a request for the president to meet with her and tour the border. the president came off the plane. she handed him the letter, and then this. governor brewer, her finger in the face of the president of the united states. the governor says she asked the president to meet with her about the border and he criticized her book. >> i started off talking about jobs and the economy. and the arizona comeback and what a great job we have done here in arizona. we are leading the nation.

and he changed the subject. >> reporter: brewer swears she wasn't being disrespectful. >> well, you know, they always say a picture is what it is but i must say that i was not hostile. i was trying to be very, very gracious. >> reporter: so we showed her that photo. governor, this is the actual photo that is going to run all over the country tomorrow. do you look disrespectful in this photo? >> i probably have better photographs of me than that but i hope people will take it in context that i was talking and i talk with my hands. and that i was trying to explain to him of course why i believed that i wrote the book the way that i did because it was factual and truthful and we were just going to have to disagree. >> pool reporters at the scene say it looked as if the president and governor were talking over each other until the president walked away mid sentence. 2011 was the worst home sales year on record after fewer people bought new homes in

december. the commerce department says new home sales fell to about 307,000. that's less than 323,000 homes sold in 2010. and it's less than half of the 700,000 that the economists say must be sold in a healthy economy. despite the decline, construction picked up and builders are slightly more confident. both signs that the depressed housing market is starting to recover. the troubled housing market is a big deal in florida and newt gingrich is using it against mitt romney in a battle to win the state's republican presidential primary. today even the president piled on. steve handelsman reports. >> reporter: newt gingrich is outraged. >> we're not stupid. >> reporter: talking to tea party activists near orlando. >> the message we should give mitt romney is, you know, we aren't that stupid and you aren't that clever. >> reporter: it's a counterattack to the kind of negative ads that took gingrich down in iowa and now are up in florida. aired by romney and his backers.

goldman sachs while it foreclosess on florida. >> reporter: that is newt gingrich's new attack that mitt romney profited while the mortgage crisis helped drag this state and the nation into recession. but republican insiders in washington are stepping up their attacks on gingrich, former presidential date bob dole said today gingrich had an idea a minute as speaker and most were off the wall. gingrich the nominee, said dole, would lead to an obama landslide win. steve handelsman, news 4, capitol hill. we now know more about the impact of budget cuts on the u.s. military. defense secretary leon panetta rolled out the pentagon's cost-cutting measures today. the army will be reduced by about 80,000 soldiers over the next decade. the marine corps will be cut by 20,000 and seven aircraft carriers will be retired early. it's all in an effort to save $487 billion, but panetta insists the security of the country and safety of the troops

it has been pretty mild today. 54 degrees the current temperature. here we are in the middle of winter. we've got a calm wind out there. lots of humidity in the air. so again, some showers for some especially to the north and west. and an overnight that will see warming temperatures. here's a look at where some of that rain is. you can see up there to the north hagerstown around martinsburg, frederick, maryland, westminster, gaithersburg, leesburg, just a few light showers to the north. the rain has been staying just kind of on a northern most fringe today but we are going to see more rain moving in during the overnight period. our best chance really is around 10:00 and 11:00 p.m. and afterwards and especially afterwards with a lot more rain hitting us for the early part of the day tomorrow. i'll give you the timing on that coming up in a couple minutes but first temperatures throughout the area right there 50 degrees right now up in ellicott city, maryland, 54 in d.c., 57 degrees in waldorf, maryland, and 63 in stafford. we have a big range through the area as you can see from 41 in

continue in february. meanwhile, talks of a fare increase come as problems mount on the rails. earlier today there were big delays on the red line after part of a rail cracked near the tinley town station. trains had to single track between friendship heights and van ness. others turned back to silver spring and farragut north. trains were so crowded the doors had trouble closing. the problem was resolved and things got back to normal around 12:30 this afternoon. a local elementary school is honored today for its dedication to fitness and healthy eating. william ramsey elementary in alexandria received the healthy schools award from the marine corps marathon and maryland charity. the award also came with a $1,000 check. students and teachers were honored for participating in the kids' fun run last october just before the marine corps marathon. the race director says students didn't let the cold, rainy weather keep them away that day.

a.m. the next day. >> okay. >> wow. >> so you still want some snow? >> i know you want us to stop wishing for snow. >> thanks for the trip down memory lane. >> yes. well this winter it's been an anemic winter and kind of weird because here we are again today with more mild temperatures through the area. it's going to feel a lot like spring. kind of like april by tomorrow morning. we're at 54 degrees. we have a calm wind right now and we're talking about warming up during the overnight. all right. big range, too, through the area right now from the 30s north and west to 63 at fredericksburg. 37 in hagerstown. 26-degree temperature change in just that short distance. then it's the areas north that have already gotten the rain. they've been a little cooler. hagerstown, westminster, those spots around 70 and 270 where there have been a few showers today. look at hagerstown and martinsburg. there will be more rain coming in tonight but some warming, too, coming our way tonight. it's the areas north and west though that will see the least

of the warming. here we go with some moderate rain coming through areas of eastern tennessee and eastern kentucky but look at the shades of red down to the south. atlanta, georgia right around eastern alabama. they're under a tornado watch until 5:00 p.m. central standard time. we're not going to get that kind of rain but it is going to turn wet in a hurry after midnight and 4:00 in the morning rush. so here is a piece of the one front. showers for us. more coming to us late. especially as the actual low pressure comes up. unfortunately, that is going to hit right around the time of the morning rush. it's going to be stormy. we're talking about some moderate, maybe even heavy rain. could get a little lightning for southern maryland, for areas of the northern neck. and then wind will come rushing in. our winds i think early in the day could be up around 40 miles per hour. we'll get some sunshine by the afternoon. and i do think that saturday is still looking nice with an ample amount of sunshine so the weekend not too shabby but again hold on to your hats for tomorrow. 42 to 56 degrees.

and welcome back to news 4 at 4:00. i'm barbara harrison in for jim handly. >> i'm pat lawson muse. here's what's happening in the news at this hour. the republican presidential candidates are getting set for their final debate before the florida primary on tuesday. they face off tonight at the university of north florida in jacksonville. the latest polls suggest newt gingrich may be losing some of the momentum he gained with his win in south carolina. the race between gingrich and mitt romney is too close to call at this point. >> and president obama will be

landing soon in colorado. mr. obama is half way through a three-day swing through five battleground states. in las vegas today he announced new plans to open nearly 38 million acres of the gulf of mexico for oil and gas exploration and development. thousands of people at penn state joined in an emotional public farewell to legendary football coach joe paterno. paterno, the winningest coach in major college football, died on sunday of lung cancer at the age of 85. he was buried yesterday after a funeral procession that took him through the streets of state college and university park past the stadium where he spent 61 years coaching, 46 of those as head coach. among the speakers at the public memorial today the chair of the nike corporation and some of the men whose lives paterno shaped over the decades. >> stocks on wall street ended down slightly after investors received a disappointing report on new home sales.

the dow-jones closed down and the nasdaq was off and the s&p fell seven points. new details today about the cruise ship disaster. according to court transcripts the captain of the ship claims it was actually his superiors who pressured him to buzz the island. >> he says they told him that the company needs to be more visible so let people wave at the island. costa cruises insists his course was so close to the rocks it was unauthorized and prosecutors think he may have been going too fast at the time. the captain says there is no speed limit in that area. nbc has more on the identities of the victims. >> reporter: officials in italy admit there is little hope of finding anyone alive almost two weeks after the costa concordia ran aground. the search of the ship continues. italian authorities have released video of firefighters working in dangerous conditions

on the dry side of the ship as they search for bodies also looking for evidence that could help reconstruct the events surrounding the accident. the captain is still under house arrest, accused of manslaughter and abandoning ship before the evacuation was complete. his wife defends her spouse telling an italian magazine my husband is not a monster. the regional environmental agency has been monitoring the water around the vessel and says the chemicals leaking out are at reasonable levels. >> we are in a transitional phase. i mean, we started with the crisis where as far as i understand we kind of improvised in a good way. even manuals about naval safety could not have foreseen a case like this. >> reporter: salvage teams are supposed to start pumping nearly 500,000 gallons of fuel from the cruise ship on saturday. they hope to start pumping earlier than planned due to concerns that conditions will begin to deteriorate.

nbc news. since moving to a maximum security prison convicted killer joran van der sloot's health appears to be deteriorating. according to radar online, he feels weak and depressed. van der sloot was sentenced to 28 years after pleading guilty to killing a peruvian woman. radar online reports that unlike the previous jail where he made friends with inmates he is now in solitary confinement. van der sloot remains the chief suspect in the 2005 disappearance of american teen natalee holloway in aruba. australia's prime minister had to make a quick exit at an event last night after a group of aggressive protesters surrounded her at a restaurant. more than 200 indigenous rights supporters yelled and banged on windows while the prime minister was inside officiating an awards ceremony. the situation was so tense her personal security wrapped his arms around her while rushing her to a waiting car.

if you plan to book a flight later this week the prices you see online will probably be a lot higher. new rules are forcing airlines to show us how much the tickets will cost after taxes. in an effort to make things a little less confusing. news 4's melissa melee explains. >> reporter: we've all received the e-mails for even $20 flights. those days though are over. now all airlines have to include all of their taxes and fees in one up front price and that price might actually leave you a little bit surprised. take a look at two examples. yesterday a round-trip flight from reagan national to l.a. with one connection looked like it would cost $240. in reality that flight cost $294 because of taxes and fees. you now see the total price from the start. take a look at another example here for you. we're talking about international flights. this is a fare you would have seen yesterday for a round trip flight from dulles to london, $151. too good to be true? well, it was.

this morning the same fare advertised as $768 because of those taxes and fees. now the rules offer some protection for travelers. that's good for us. airlines have to notify passengers of cancellations or delays of more than 30 minutes and customers will now have 24 hours to change or cancel a reservation, totally for free. some budget airlines not too happy with these new rules, though. spirit and southwest actually sued to stop these new rules from being enforced. back to you. get ready for a special flash mob at the super bowl in indianapolis. in zionsville, indiana this group is looking for hundreds of volunteers who can dance to the beat. the producer says when the music starts she wants everyone to be ready to dance. the event is part of the action going on in indy leading up to the big game of the week from sunday. it's coming up in just a week from this sunday.

"smash" is a musical drama that celebrates the beauty and heart break of the broadway theater as it follows dreamers and schemers who have the common desire to be a smash. the nbc show is sponsoring 20 under served schools to build self-sustaining and cost effective musical theater programs. today a master teacher led a development workshop at wheaton high school with teachers and students. degrees. so not bad. still no signs of any snow. >> all right. well, february is still ahead of us. >> that's true. >> thanks a lot. >> there are still some of us not complaining. thank you. well, here is an interesting story. this guy lost his boat off the massachusetts coast three years ago. >> recently it washed ashore in spain. nbc's katy tur talked to the boat's owner. >> reporter: if this boat could talk, what stories would it tell? the last time scott douglas saw this boat his queen bee, which once looks something like this, was on a fishing trip in nantucket in august, '08, a day he thought he and his brother-in-law, rich, wouldn't live to tell. >> literally a wall of green water breaking over it and the wave was cresting, breaking over the top of the boat. soou knew, you knew you were at the very least going to be wet. your last thought is, you know, this is my last thought before we're going in the water. there is no possible way to survive this. >> reporter: thrown from the boat scott swam about an hour to

shore. rich, who was recovering from recent heart surgery, was lagging so far behind that when scott finally found a phone to call his wife wendy he didn't think rich would make it. >> i burst into tears, just burst into tears. i'm okay but rich isn't. you know, i don't know if he's going to live. >> reporter: but they both did. a happy ending, though it didn't include the survival of the queen bee or so they thought. fast forward three and a half years later to this week. queen bee is ostensibly back from the dead washed ashore in spain looking worse for wear but remarkably still intact. >> she wanted to learn spanish. >> a spanish lover. >> that's right. she didn't want some old guy from jersey. >> reporter: the u.s. coast guard believes the queen took her time during her journey overseas, charting a course that looks something like this going north toward canada then getting swept up in the gulf stream, crossing the atlantic, and

a philadelphia teenager is being credited with preventing a major crash on the ride home from school. it all happened when she took the wheel of the bus filled with students. deanna durant has her story. >> i just realized there is no one driving this bus. i need to do something. >> reporter: 17-year-old gracie ann is being called a hero after steering her school bus out of oncoming traffic yesterday afternoon and bringing it to a rest along the side of a busy roadway. >> i heard a loud noise and looked up and there was no bus driver. >> reporter: the driver 51-year-old charles duncan

suffered a heart attack and fell to the floor as the bus was moving through the intersection of fillmont avenue in philadelphia's northeast. the bus with more than three dozen kids aboard was drifting she says into oncoming traffic. >> i usually panic at everything. >> reporter: but not this time. >> i reached over and just grabbed the wheel and pulled it over to the side and got off the road. >> reporter: once stopped kids began calling for help. and also placing calls to their school calvary christian in philadelphia. >> she turned the bus and we got into the ditch and then it was just like that moment that we paused and were like someone call 911. >> reporter: shielding small children from the sight of duncan on the floor students began to pray for the 51-year-old who died later at the hospital. >> a great guy. always had a smichlt kids loved him. >> reporter: the sudden news of the death shocked parents and co-workers who are grateful to the 17-year-old who made sure the kids aboard the bus were safe. >> we had three children on the bus along with dozens of other kids and the outcome could have
