i hit them. they turned off the lights for like four or five days. here we go again. >> reporter: you can see the muzzle flashes as he fires his gun. and listen as he shouts in arabic "god is great." during this video he explains his motives to create fear and terror and to close the marine museum. >> reporter: in court today he pleads guilty to several acts of terrorism around the washington area. on five separate occasions the feds say he fired shots at various military sites including the marine corps museum and the pentagon. he was arrested back in june, 2011, at arlington national cemetery. there they say he planned to

desecrate grave sites by using black spray paint to write arabic statements on headstones. in his backpack, when he was arrested, agents say they found five pounds of ammonium nitrate, a common bomb component. no telling what he was planning to do with that. >> today's plea also demonstrates that violent, home grown extremism is present in our community whether by one person or by many. >> reporter: after his arrest, agents spent an entire day searching his home in fairfax. at the time of the shootings he was in the marine reserves. at the time of his arrest, they say they found a number of references to the taliban and the jihad. now under the plea agreement outlined in court, he will serve 25 years in jail. his father wants the prison to do a psychological evaluation on his son.

he believes that he may have some anger management issues. wendy, back to you. >> pat collins, thanks. we are following breaking news out of prince george's county where officials are searching for what could be a body in a wooded area in fort washington. jackie vincent joins us live from the scene. >> reporter: well, i can tell you right now there is a very large police presence here. we're in the 11900 block of old fort road in friendly, maryland. there are numerous prince george's county police detectives as well as detectives from alexandria, virginia. i'll tell you more about that in just a moment. what we're told is that earlier this afternoon police received a report that there might be a body in a well in a house here behind a house here that the home appears to be abandoned. police actually had to bring in a piece of heavy equipment to remove concrete barriers that

had been placed in the driveway to keep people from accessing the property. now, they removed those barriers. they created a police command post here on numerous evidence vehicles, forensic evidence department. they brought in firefighters. at one point we're told they attempted to put a camera down in the well to see if anything was there. now i can tell you that at this time we've not been given any information as to whether a natural body has been found in the well. what i can tell you is that detectives from alexandria, virginia are here. whenever a body is found police look at various missing persons cases. the one that certainly would come to mind, the one they would certainly bring up, is an alexandria case involving the disappearance of community activist lenwood "lenny" harris. he disappeared in september. his phone, cell phone was found on the wilson bridge. the area in prince george's county where we are right now is

not far from the wilson bridge. it is rural, an o'hare that is dark and remote at night. police right now are bringing in lights so that they will have light to be able to go through this process. we don't know how deep this well is. we don't know how far down in the well, whatever it is, that they saw is there right now. we're waiting for more information as to whether there indeed is a body there. from there the investigation will begin. back to you. >> all right. jackie vincent, thank you. we are also following some breaking news. this one in prince george's county where a grand jury has indicted a former corrections officer in the death of ronny white. white was a suspect and he was suspected of killing a police officer. he died while he was in custody at the county detention center in 2008. today fbi agents arrested 48-year-old anthony mcintosh a former corrections officer and arrested him in connection with white's death. prosecutors say that mcintosh

found white unresponsive in his cell and left him there without alerting anyone. they also claim he tried to cover up his involvement. mcintosh could face life in prison if convicted. we now know more about the impact of budget cuts on the u.s. military. defense secretary leon panetta rolled up pentagon's cost cutting measures today. the army will be reduced by about 80,000 soldiers over the next decade. the marine corps will be cut by 20,000 and seven aircraft carriers will be retired early. it's all in an effort to save $487 billion but panetta insists the security of the country and safety of the troops will not be compromised. it was a nightmare morning commute on metro for people traveling the red line. a rail crack at the tinley town station forced trains to single track. platforms and trains were packed while crews hurried to repair the problem. news 4's derrick ward is live at

the tinley town station where passengers continue to be frustrated by these types of issues. >> reporter: you know, things have returned to normal here now. if it seems like there is a disproportionate number of these problems on the red line that's probably true because this is the oldest part of the system. you know, this comes at a time when metro is going to be looking for a fare increase. you might say this is a wrong time to be asking for more money but the metro general manager says this is exactly the time. another nightmarish morning for metro commuters on the red line this one caused by a cracked rail just outside the tinley station. it didn't take long for the commuter pileup on the platforms and on the trains. >> didn't get too many details and it was hard to hear the train operator when he was making the announcements over the intercom. >> reporter: as the red line problems were wrapping up metro was finalizing its proposals to increase fares. they've got to fill a $124 million budget shortfall expected for the upcoming fiscal

year. it would seem that the stars just are not lining up for the system as thousands of commuters have more to complain about, the very system they are complaining about will soon be charging them more money to ride. metro's general manager says what happened at tinley today is a big part of the need for a fare hike. it's to catch up on maintenance that's been put off. >> where you have old rail, probably dating back to when this place was built. it needs to be replaced. >> reporter: any increase or change to the fare structure won't happen before a public meeting and final vote. the process is likely to wrap up by summer but even then will take a while for the system to live up to its past glory and future promise. >> we replaced miles of rail last year and got more to replace this year. this is going to go on for a in many of years to bring the system back up to shape. >> reporter: now among the proposals metro is looking at would be a flat $4 fee for those who use paper fare cards during nonrush hour and a flat $6 fee for those who ride with paper

cards during rush hour. now if you have a smart trip card, increase is not as big. all of this will be on the table as metro starts its round of community meetings sometime late next month. we are live outside tinley station. now back to you. >> all right. derrick ward, thank you. turning now to the weather we've got big changes coming in the next 12 hours. and what you're feeling outside right now won't be what you're going to wake up to. >> so, chief meteorologist doug kammerer in storm center 4, what you got? >> reporter: i've got a little storm heading our way. right now that storm is bringing with it much warmer temperatures. 54 degrees out there right now. without the sunshine. we've seen plenty of clouds across the area but temperatures were still able to get to the 50s and even the 60s in some areas. but tomorrow morning we're going to be about ten degrees warmer than that believe it or not. we are going to see temperatures on the rise and look at these numbers now. 39 in frederick, maryland. 38 in hagerstown. still a very cool air to the north and west but down to the

the shrimp boat carry out. it is sort of iconic out there in northeast. it has been around since the 1940s and is up for sale. right now no details have been released but we have confirmed that talks are ongoing for prospective buyers of the shrimp boat. the dmv's mobile customer service center visited fairfax today to help virginia drivers who were always on the go. the 32-foot rv helps residents avoid the long lines often seen at traditional brick and mortar locations. news 4's megan mcgrath has more. >> reporter: at first glance it looks like a regular dmv counter. motorists renew tags and

driver's licenses, employees walk them through the process. but step back and you'll see something unusual, a steering wheel. that's because this dmv location is on wheels. it's literally inside an rv. >> i think this is awesome. >> reporter: amy needed her license renewed. instead of driving to the brick and mortar dmv all she had to do was leave her office in the fairfax county government center and walk out to the parking lot. >> i didn't have to go into dmv so it saved me a lot of time. >> reporter: dmv to go is full service. have to take a vision test? >> just read from left to right. >> reporter: no problem. need a temporary tag? you can do that too. perhaps the best part is the line or lack of one. you won't find a huge crowd here. >> sometimes we'll still get a little busy. we will have a couple people waiting in line but usually people just walk right in and we'll get them out very quickly. >> it was very quick. it was very quick.

of rain. the good news here is they've needed the rain in places like texas and louisiana, alabama have all needed the rain and they got some. big-time flooding into portions of alabama overnight last night. that storm system now beginning to move into georgia and eventually into our area over the next couple hours. let's take a look at the radar. you can bz the high water. storm 4 doppler radar showing the storm extending all the way from parts of the northeast all the way around maine where they're starting to see some snow all the way down through the gulf coast. this is the actual storm right here. you can see a little spin in the atmosphere. this is what's going to come through and bring us the heavy rain tonight but we have a little moisture out ahead of it along a warm front. that's what we're seeing right now. we are seeing some of the rain right now most of it in through portions of west virginia with a flood watch in effect but into our area you see where our rain is. in through montgomery county, right along 270. the northern branch of the beltway here and then also right up 95 up toward baltimore so if you live around the olney area

over toward howard county you're seeing some of that rain right now. most of it on the light side. that's the way it's going to stay throughout much of the evening hours. a little bit in the way of wet roads to the north of washington for the most part. 54 degrees the current temperature with winds on the calm side. but i expect the winds to start to creep up out of the south and they're going to get quite breezy by tomorrow morning. that's going to help us warm up. some of us need to warm up. it's 37 in hagerstown. 39 right now in frederick. but down to the south much warmer. we're looking at 57 at fredericksburg, 56 in la plata. last hour last couple hours these areas were down into the low 60s. how about that? there's more warm air to come overnight tonight. here's the rain as we're talking about in through portions of montgomery and howard county. then here it comes by 11:00 starting to move in toward northern virginia but still up toward hagerstown, frederick, and westminster where it's been raining at least part of the day during the day today. tomorrow morning that's when i expect to see the heaviest rain coming through as the front moves on through here so right around the i-95 corridor around

6, 7, 8:00 expect heavy rain for that rush hour. that rain will quickly move on out of here though. we'll see sunshine tomorrow afternoon. but we'll also see rather windy conditions. this evening possible showers mainly to the north and west. mild for most of us but cool to the north and east. as we make our way through the day tomorrow, tomorrow morning rain likely. some of it will be heavy at times. windy and warm. 57 to 64. we could see winds gusting to 30 to maybe 40 miles an hour. here is the breakdown tomorrow. starting warm, 64 about 8:00. windy pretty much all day. by 4:00 we're sitting at 51 degrees and again the rain will move out of here quickly. here is the next four days showing 53 on saturday, 51 on sunday and a chilly 39 degrees on monday. >> what is february looking like? >> february believe it or not i do think we still have at least some snow chances for the month of february but i still think it's going to be warmer than average. >> all right. thanks. >> thanks. keeps people happy.

in news for your health americans are falling short of federal goals when it comes to cancer screening. a new study by the centers for disease control finds just 72% of women had a mammogram in 2010. the goal was 80%. cervical cancer screening fell 10% and colonoscopy rates were 12% below the goal. the research found that asian and hispanic americans were less likely to be screened than other ethnic groups. applying for a loan or getting a mortgage on a house often depends on your credit. >> if you don't know where you stand when it comes to your credit report or credit score you may have a hard time getting your finances in order. liz crenshaw is here to tell us all about that. >> hey, liz. >> this is a good one. every consumer has the right to his or her credit report and it's free but it's only free if

i'll fast 4 ward through the headlines now. an ex-marine pleaded guilty in federal court today to charges he fired shots at military facilities in northern virginia back in 2010. he agreed to a 25-year prison sentence. prosecutors released a chilling home video of a masked suspect during the overnight shooting. no one was injured in any of the cases. defense secretary leon panetta rolled out the pentagon's cost cutting measures. 80,000 soldiers, 20,000 marines will be cut over the next two years in an effort to save $487 billion. panetta says while the military will be leaner it will also be more rapidly deployable and technologically advanced.

>> thanks are back to normal on metro tonight after big problems on the red line this morning. a crack on the rails near tinley town forced trains to single track for hours between friendship heights and van ness. people were crammed on to crowded platforms and trains. crews got the problem fixed just after noon. the woman convicted of brutally murdering a fellow employee at a bethesda lulu lemon store will learn her fate tomorrow. the judge has already handed down britney norwood a life sentence for murdering jana murray last year. now norwood's family and friends are fighting for her chance at parole. erika gonzalez joins us with the latest. >> reporter: good evening, wendy. tomorrow afternoon at 1:30 judge robert greenburg will decide whether or not britney norwood will ever get the chance to be free again. the convicted killer's family and friends now have one last shot at persuading the judge to give norwood an opportunity. news 4 has obtained more than a

dozen letters from family and friends of britney norwood that will be presented tomorrow in montgomery county circuit court before her sentencing. a lifetime sentence in prison is certain for norwood. what hangs in the balance is her chance at parole, which under current law would not come before at least 25 years. earl norwood, britney's father says his daughter has always had a caring nature. in this plea to judge greenburg, earl says i love my daughter more than words can say and i know she is worthy of a chance. but then there are these letters from jana murray's parents. here murray's mother says, i relive aspects of that horrific crime at least four nights a week. the brutality is inconceivable. this individual must be removed from society forever. life without parole is my request. britney norwood killed jana murray last march during an argument at the lulu lemon athletic store in bethesda.

murray's body was found on the store at the back of the store. police discovered norwood there as well with what they say were self-inflicted wounds. she initially told cops two masked intruders sexually assaulted and beat them before fessing up to the crime. nearby store employees say they could hear murray screaming for help. the prosecutors says jana murray suffered at least 332 wounds from different weapons. 107 of the wounds were defensive. the most the state's medical examiner has ever seen. wendy? >> erika gonzalez, thank you. there was a hazmat situation at stuart hobson middle school today. fire officials were sent. when they arrived students were complaining of burning eyes and having trouble breathing. eight students and a teacher were treated and released. not clear what caused their symptoms. a plan to bring online gambling to the district ran into bitter opposition today at a d.c. council hearing.

several witnesses complained that a law passed in 2010 never clearly told the public that it would allow online poker, bingo, and potentially even slots. some council members want to repeal the online gambling law. the opponents say there are no public hearings to determine how the law would affect city neighborhoods. other council members say the new online gambling will bring more revenue to the city. it's unclear when or even if the online gambling will begin. news 4's tom sherwood will have more on this story coming up on news 4 at 6:00. more than three dozen schools in the district could be closed or converted to charter. if they don't improve or draw more students a study commissioned by mayor vincent gray confirms the most under performing schools are in the city's poorest neighborhoods. d.c. school chancellor ky henderson is reviewing potential schools that may be closed because of under enrollment. the study says that new charter schools could be established to replace some the public schools about 40% of the city's 77,000

students are in charter schools right now. a huge setback for northern virginia school officials and advocates who want to get rid of the so-called kings dominion law. that law requires the virginia school calendar to begin after labor day. today senate health, education, and welfare committee, that committee voted to kill several bills that would allow the district to set its own calendar. tourism lobbyists argued starting school before the labor day weekend would cost the state much needed late summer tourism dollars. educators say the later start puts virginia students at a disadvantage. several bills to repeal the law are still alive in the house. if air fares seem higher than usual lately it is not necessarily because airlines have raised fares. >> there are new rules in effect starting today designed to give travelers a better idea of the actual price of that ticket. joining us now from nbc's washington bureau is

correspondent tom costello. hey, tom. what are these new rules going to do for us? >> reporter: starting today when you go online and want to buy an airline ticket the price you see up front is the price that should include taxes and fees. in other words no more of saying i want to go from washington, d.c. to orlando and you see a great price and you grab it and then you go about three more clicks into your web pages and guess what? they've now added on taxes and fees and you're paying what, 75 or a hundred bucks more. no more of that. right now the new rule taking effect today is that the first price you see should be the price that includes taxes and fees. so that's a big deal. a lot of airline passengers have complained that they're not getting truth in advertising, that the one price they see advertised really isn't the price they ever pay because you have to add on all the extras. by the way, the airlines also have to fully disclose up front what you are likely to pay at the airport in baggage fees. so those are two major components to this. >> tom, what about baggage fees

and also rules about canceling or changing flights and holding the reservations for 24 hours? >> in addition to the baggage fee issue there are three other things going on here. you can cancel a reservation within 24 hours without penalty. that is a big deal. if you get bumped because the airline is over sold, that's their problem. they have to get you on the next flight but also have to compensate you for your trouble. and lastly, if they're going to cancel, divert, or maybe postpone a flight for 48 hours or whatever, you have to be told that as soon as the airline knows. all of this in the words of the d.o.t. secretary ray lahood is about showing respect to the passengers. >> all right. tom costello, thanks for filling us in. this takes place today and tom is going to have a full report on this for you on what these new airline rules will mean to you. that's on "nightly news with brian williams" starting at 7:00 here on nbc 4. and still ahead, an ad that is too mean to paula deen? a local fitness center is running into a little controversy. >> it could be the most

a starbucks that's decades old and closing in the district. the coffee shop off wisconsin avenue and idaho avenue in northwest opened back in 1993. it was the first starbucks on the east coast. on sunday it's going to be the last day for this coffee shop though. it'll be replaced with a brand new starbucks and a giant supermarket at the same location inside a new mixed use complex that will be called cathedral commons center. celebrity cook paula deen has been the center of scrutiny after recently announcing she has type ii diabetes. well now a local sports club is targeting the queen of southern cuisine. in an ad posted in "the washington examiner" washington sports club calls her out writing, paula, you made a fortune off fat. call us if you want to be around to enjoy it. ouch. well washington sports club which has some 18 locations in

d.c., maryland, and virginia, some say the wsc ad too harsh. others argue it'll probably be quite effective. deen's announcement came three years after her diagnosis. critics argue as a public figure of sorts deen should have changed the way she cooked on her popular food network show. she is famous for adding a stick of butter to just about everything. the 64-year-old is now a paid spokesperson for a drug company that helps people with diabetes manage. a 5-year-old left alone so his mother could gamble. it's not her first time in trouble with the law. also in sports the long road back to a national championship for a local heavyweight.

probably works at taco bell. >> burrito doctor. >> burrito doctor? yes. now we have a news 4 exclusive for you. dash cam video captured two virginia state troopers using racial slurs to describe a hispanic doctor who they just pulled over. this happened after the woman crashed her car on i-395 last year. julie carey has our exclusive live from arlington where the woman came face to face with one of the troopers during a court hearing. >> reporter: with the dash cam video in hand the doctor's attorneys were able to negotiate a plea deal so favorable to her they didn't even need to play it in court or call any witnesses today. but dr. ferreira says the case is only partly over for her. a relieved dr. maria ferrara left the arlington county courthouse this afternoon. nearly all of the criminal charges filed against her after a july traffic accident had been

dropped or reduced. she pleaded guilty to failure to pay full-time and attention and paid a $50 fine. >> it was a very, bad experience and -- >> you're glad it's over? >> i am glad this part is over. >> reporter: this is virginia state police dash cam video that shows her bad experience. last july 3rd the florida doctor crashed into the hov gates on i-395 but when the hispanic ferreira tells troopers she is a physician they appear to disbelieve her and mock her. >> probably works at taco bell, so -- >> burrito doctor. >> burrito doctor? yeah. >> later when she seems to question the ticket troopers want her to sign the conversation gets heated. troopers report she is resisting arrest. >> i'll give you one more try right here. i am talking to you right now. so you shut your mouth and you listen to me. you sign this or i'm taking you to jail.

>> reporter: a florida civil rights group drew attention to the video and asked the department of justice and virginia state police to investigate the incident. at today's hearing trooper daniel garisimowitz did not testify and had no comment afterward. >> i am not at liberty to talk about it. >> her attorneys say they had the dash cam video in their brief case ready to show in court. the prosecutor's office offered such a good deal it was unnecessary. she says she is satisfied with the resolution of this case and is weighing her options about a civil suit. >> i am glad with the results, that they are good but as far as ending it, it is not finished for me. >> reporter: she says the incident has left a permanent mark on her. >> it is very difficult to trust people now especially the police, you know? i have nightmares almost every night and physically it took almost four months to recover. it was very hard. >> reporter: now a spokesman for the virginia state police says their administrative review of

the incident is still under way. as for the trooper, he remains on patrol duty. reporting live from arlington i'm julie carey. back to you. >> thank you, julie. it could be the most significant change to virginia's gun laws in years. a state senate committee approved a measure that would eliminate the state's one gun a month restriction on hand gun purchases. the bill now goes to the full senate for a vote next week. virginia governor bob mcdonald says he'll sign the bill if it passes the general assembly. a senate committee also delayed consideration of the bill that would stop dealers from running background checks on people who buy long guns and rifles. they'll also wait a year to consider a bill that would stop colleges from banning firearms on campus. >> let's get the latest check on our weather with some changes heading our way. some wet weather. >> wet weather right now in parts of the area. most of us on the dry side but starting to see some shower activity move on in here. back into western portions of virginia and of course west virginia seeing that rain around winchester, up toward martinsburg in through west

virginia and charles town region. also in through maryland, montgomery county and let's zoom into fairfax county and say hello to my friends out in herndon and reston along route 7 and up through great falls. you are seeing some light shower activity there. and those showers will continue as you move across the potomac river and through montgomery county also seeing those showers right along river road all the way out. now take a look as we move on back and you can see even more rain making its way our way. it will come through overnight and so will the warmer temperatures. we could wake up to temperatures around 8:00 a.m. tomorrow, around 64 degrees in some locations with wind and rain. some of the rain could be accompanied by some thunderstorms during the day, too. i do think that by noon we will all be clearing out. temperatures will be going down during the afternoon. we'll stay on the breezy side of things with winds that could gust 30 to 40 miles per hour. so a day of transition for sure over the next 24 hours. >> 64 degrees. wow. >> sounds good. dan is here with sports. >> yes. >> wrestling? haven't seen that in a while. >> no.

we haven't. and i think it's because these programs around here are very under the radar. maryland has a good wrestling program. we have another wrestling powerhouse right in our own back yard. american university, au, ranked 19th in the country thanks to four guys who are among the best in the nation. the biggest name also their biggest wrestler. ryan flores is the nation's number one ranked heavyweight. hakem dermish introduces us to a man who has some unfinished business and lofty goals. the raptors at au's bender arena hold just one championship for wrestling, josh glenn's 2007 banner almost got some company last year. in the ncaa final for the heavyweight division, americans ryan flores trails lehigh's zach ray in the last period. the referee decides ryan doesn't fully complete a reversal.

ryan misses a championship title losing 2-1. >> there is a very clear moment where it looks like i scored. but i can't leave it up to the referee to make that sort of decision and make the situations ambiguous. it is tough to have something like that happen and especially hard to look at in the tapes and things like that. but it's just more fuel to the fire. >> reporter: this april ryan lost his spark in that fire, mark cody, the coach who recruited and inspired ryan left for the university of oklahoma. >> i feel like he got me back to the place i was during my youth. i just really believe in myself and have the confidence and mental state to really push through everything all the time. i wasn't angry at all. because i think it had gotten from him what i really needed and that was i think we both benefited from each other greatly. i was ready for a change, you know, ready for a new coach and ready to get something, take something new from a new leader.
