56% of voters polled say every single member of congress should be replaced including their own representatives. 31% of the voters say republicans brought the wrong kind of change to washington while 12% say republicans brought the right change. and congressional approval continues to be near record low levels with the rating of just 13%. tune in to "nightly news" right after this newscast for reaction to today's poll. developing story now in prince george's county. police have been combing a wooded area in fort washington and have just confirmed a body has been found there. jackie benson has the latest. >> reporter: well, jim, that is a significant development in this investigation and there is a large police presence here in friendly maryland on old fort road. i am joined by julie parker. she is spokesperson for the prince george's county police department. julie, can you tell us what time were officers called here today? what did they find? >> shortly after noon an

anonymous caller reported a body in a well in the 11900 block of old fort road in fort washington. homicide investigators responded and we have confirmed there is a body in the well. that well is about 20 feet deep. this is a challenging recovery operation at this point for several reasons. first of all it's dark. we've got to excavate around that well. there is the potential for a well collapse. there may be underground utilities. the well's proximitity to the home is another factor. it's important to note while there are homicide investigators on the scene this is currently a death investigation. >> all right. julie parker, prince george's county police, thank you very much for taking the time out to join us. now what i can tell you is that earlier this afternoon there were also detectives here from alexandria, virginia. it is very calm and in a case like this in which remains are located that missing persons cases are looked into. alexandria police are of course investigating the disappearance

in september of community activist lenwood "lennie" harris. you'll remember we reported shortly after he disappeared that someone tried to use his credit card in prince george's county and that his wallet was found on the wilson bridge. i can tell you this location here in prince george's county is not far from the wilson bridge. but as you heard julie parker say, right now this is the very, very early stages of the investigation. it is being called a death investigation. at this point it could be sometime before we have more information about the remains found in that well here. back to you. >> jackie benson, thank you. the man charged with firing at the pentagon and other military locations was in court today where he pled guilty. that plea came as prosecutors released some rather chilling video the man committing the crime. pat collins in the newsroom now has more on this. >> reporter: jim, a home movie of a terrorist at work. produced and videotaped by the

terrorist himself. this is the terrorist, masked and then unmasked. night time video he recorded in his car as he fired shots at the marine corps museum in triangle, virginia. you can hear him speak. >> last time i hit them they turned off the lights for like four or five days. punks. now here we go again. >> reporter: you can see the muzzle flashes as he fires his gun. and listen as he shouts in arabic, god is great. >> during this video, he explains his motives to create fear and terror and close the marine museum. >> reporter: in court today, he pleads guilty to several acts of

terrorism around the washington area. on five separate occasions the feds say he fired shots at various military sites including that marine corps museum and the pentagon. he was arrested back in june, 2011, at arlington national cemetery. there they say he planned to desecrate grave sites by using black spray paint to write arabic statements on headstones. in his backpack, when he was arrested, agents say they found five pounds of ammonium nitrate, a common bomb component. no telling what he was planning to do with that. >> today's plea also demonstrates that violent, home grown extremism is present in our community whether by one person or by many. >> reporter: after his arrest, agents spent an entire day searching his home in fairfax. at the time of the shootings, he

was in the marine reserve. at the time of his arrest, they say they found a number of references to the taliban and the jihad. now under the plea agreement outlined in court he will serve 25 years in jail. the official sentencing date in this case, april 27th. jim, back to you. >> pat collins, thank you. a former prince george's county corrections officer is charged now in connection with the death of an inmate. ronni white died in custody at the county detention center in 2008. he was a suspect in the killing of a police officer. today fbi agents arrested anthony mcintosh in connection with white's death. prosecutors say mcintosh found white unconscious in his cell and didn't alert anyone. they say he also tried to cover up his involvement. if he is convicted mcintosh could face life in prison. the virginia woman rescued during the navy seal team raid in somalia this week is in

sicily tonight where she is planning to be reunited with her family. jessica buchanan of bedford, virginia is under military care to overcome a hostage ordeal that started last october. she and a danish citizen were in africa as international aid workers when they were kidnapped. buchanan has asked that no one other than her family be allowed to visit her. her relatives are expected to begin arriving today to join her. it's not yet known when she'll be able to return to the u.s. things are back to normal on metro's red line tonight but, boy. it was a mess this morning. a crack in a rail slowed down trains in northwest d.c. and that created a chaotic commute for thousands of riders. the cracked rail was at the tenley town station and forced train to single track between friendship heights and van ness for hours. >> reporter: another nightmarish morning for metro commuters on the red line. this one caused by a cracked rail just outside the tenley station.

>> it is among the oldest. it's in a difficult area and it's where we've been concentrating our focus for the past year. not only dealing with the tracks but the fasteners and signal system. >> reporter: it didn't take long for the commuter pileup on the platform and the trains. >> didn't give too many details. it was hard to hear the train operator when he was making the announcements over the intercom. >> reporter: as the red line problems were wrapping up, metro was finalizing its proposals to increase fares. they've got to fill the $124 million budget shortfall expected for the upcoming fiscal year. it would seem that the stars just aren't lining up for the system as thousands of commuters have more to complain about, the very system they are complaining about will soon be charging them more money to ride. metro's general manager says what happened to tenley today is a big part of the need for a fare hike. it's to catch up on maintenance that's been put off. >> where you have old rail, probably dating back to when this place was built.

it needs to be replaced. >> any increase or change to the fare structure won't happen before the public meeting and final vote. the process will likely wrap up by summer but even then will take a while for the system to live up to its past glory and future promise. >> we've got miles to replace and this will go on for a number of years to bring the system back up to shape. >> reporter: among the fare proposals is a flat $4 fee for those who use paper fare cards during nonrush hour and flat cents dollar for those who ride during rush hour on the old paper fare cards. smart trip fare cards would increase but not as much. this is all in the works and it'll be a while before it's finished before there is light at the end of that taliban. at the tenley station, grderric ward, news 4. strong storms hit birmingham, alabama flooding streets there. it's the same system that spawned several tornadoes in texas yesterday. it's headed our way now. chief meteorologist doug kammerer is in the storm center

people are still talking about the tense exchange on the tarmac yesterday in phoenix. arizona governor jan brewer handed president obama a note asking for a meeting but he fired back saying the last time they met she wrote an unflattering account in her memoir. she was asked whether she thinks a photo snapped of her on the tarmac shows her being disrespectful to the president. >> you know, i probably have better photographs of me than that but i hope people will take it into context that i was talking and i talk with my hands and i was trying to explain to him of course why i believe that i wrote the book the way that i did because it was factual and it was truthful and we were just

going to have to disagree. >> governor brewer wrote in her memoir that in her first meeting with the president he was patronizing and lectured her on immigration. the earth's military will have a leaner, more technology driven look over the next years. today defense secretary leon panetta rolled out the pentagon's cost cutting measures. military communities across the country are nervous about the possibility of bases being closed. if all goes according to what president obama's defense department is proposing there will be 100,000 fewer troops in uniform, five years from now. the army would shrink by 80,000 soldiers. the marine corps 20,000. >> the military will be smaller and leaner. but it will be agile, flexible, rapidly deployable, and technologically advanced. it will be a cutting edge force.

>> reporter: under orders to cut costs at the pentagon to help reduce the deficit, defense secretary leon panetta says this will slash $260 million in projected defense spending over the next five years and reduce not only the numbers in uniform but also the number of bases. >> as we build this leaner and more agile force, we frankly need to also look at a department that is leaner and more agile as well. >> reporter: that means another round of base realignment committee hearings before congress. panetta is also proposing to get rid of six fighter jet squadrons, retire seven navy cruisers early as well as several other war ships. but up the spending on cyber warfare capabilities while leaving military pay and benefits alone. >> i want to make clear cuts in spending will not fall on shoulders of our troops. there are no proposed freezes or reductions in pay. >> reporter: panetta says troop

withdrawal from iraq and the start of a drawdown in afghanistan offer new opportunities to scale back defense spending. nbc news. members of our d.c. are letting pepco know they don't want to pay any more for their electric bill. hundreds of demonstrators gathered outside pepco headquarters in northwest d.c. this afternoon to protest the company's request for a rate hike. pepco says it needs more than $42 million more to make ends meet. the protesters say pepco executives should take a pay cut to help the company's bottom line. in a statement pepco called the rate hikes necessary to fund an ongoing reliability improvement project. >> you know, it's almost like spring time. >> it really is. >> kind of spooky. >> end of january. yeah. >> it wouldn't be, you say 's not right. it wouldn't be right if this was, you know, happening once or twice during the winter then

you'd say i don't expect that. >> we've had a bunch of it. >> i think by tomorrow morning the temperatures could rise another 5 to 10 degrees. so you could walk out to 60 degrees at 7:00 or 8:00 tomorrow morning. how about that? a lot of people, though, enjoying it. why? well, because they don't want to have to deal with this. >> yeah. >> this was carmageddon. one year ago today. thousands of people stuck on the roadways all across our area. this was a storm that really was not a huge snowstorm. only about 5 inches of snow out at the airport. some areas did get up to 10 inches of snow. but the timing of this storm and the cold temperatures really brought that snow down very, very quickly. 1 to 2 inches per hour falling in some locations and that turned the streets into just sheets of ice and snow, not a very good afternoon in d.c. history. now as far as today goes, for our d.c. history for the record, how about a high temperature of 55 degrees? that was a little bit earlier this afternoon and i think this may not quite be the high that

we see thus far today because i do expect to see temperatures on the rise overnight tonight. temperatures will be well above average not just today but into tomorrow, too. 51 degrees outside right now. winds out of the east-northeast about 5 miles per hour. temperatures around the region much cooler to the north and west. 37 or 38 right now in hagerstown. 39 in frederick. winchester coming in at 39 degrees and down to the south frederick coming in at 55 or fredericksburg rather. earlier, 63 degrees. that's the warm air. we are going to see that warm air continue to come up. look where the 60s are. raleigh at 63. 63 atlanta. 77 in jacksonville. they were at 81 a little bit earlier but there is some cold air back here, too. so you know what we're going to get first. the warm air and then the cold air will move on in here behind our storm system. where is the storm now? you can see it spinning back here toward the memphis area. out ahead of it a lot of moisture moving out of the gulf of mexico and ahead of that storm with the frontal boundary a warm front helping to produce

the showers to our north and west. that's where most of them are going to stay throughout the rest of the evening. you can see right along i-the 5 in through maryland you see some rain but in virginia it's all to the west of i-81. for the most part. we still have showers, shower activity in through loudoun county, too. but most of us are on the dry side from the area of washington down to the south. to the north you're talking about around the leesburg area, winchester, blue bell. also in through montgomery county right along 270 and i-70 all seeing some shower activity. most of it on the light side. but by tomorrow morning, could be a completely different story. i think we could see some heavy rain out there. we see that rain moving on in here. by midnight tonight just about everybody seeing at least a chance for some rain. the best chance will still be to the west and to the north of the i-95 corridor including the washington, d.c. area. tomorrow morning around 8:00 is when i expect to see some of the heaviest rain. 6:00, 7:00, 8:00 tomorrow morning it will coincide with rush hour so give yourselves a lot of extra time tomorrow when you step out the door.

we could see some thunder associated with this, too. that means we could also see some strong winds. down to the south and into southern portions of maryland is where we could see the potential for some strong thunderstorms with wind gusts upwards of 40, maybe 50 miles an hour. so we've got a pretty potent storm coming through here but it'll be out of here by around noon, 1:00. look at 3:00. maybe a few showers toward the eastern shore. but we are high and dry. we are, however, seeing our temperatures begin to fall during the afternoon. this evening, possible showers. mainly to the north and west. mild for most of us. 42 to the north and east. 56 down to the south. so a wide temperature range here. tomorrow morning rain likely heavy at times. 57 to 64 degrees. windy and warm. winds gusting 30 to 40 miles per hour during the day. and then look at tomorrow during the afternoon. this is what we'll see. temperatures falling 57 by noon, 51 degrees by 4:00. so we are going to fall but it's not a dramatic fall. highs on saturday, 53. 51 on sunday. with plenty of sunshine.

three people were sent to a hospital today because of a carbon monoxide leak. d.c. fire ems and hazmat crews were all called out to a row house on p street just before 6:00 this morning. everyone in the house was evacuated. three people were taken to a hospital. one of the victims now listed in serious condition from carbon monoxide poisoning. no word yet on what caused the leak. >> it's been almost two weeks since a cruise ship ran aground off the coast of italy. the death toll stands at 16 and 16 more are still unaccounted for. among the missing a retired couple from minnesota. michelle kosinski has our report. >> reporter: searchers now say they may not be able to recover everyone trapped inside the concordia. they may be underneath and the debris has been slowing them

presidential candidates will meet for their final debate before the florida primary on tuesday. the race there is really getting nasty now. today newt gingrich blasted mitt romney in a new wave of attack ads. >> an ex-marine pleaded guilty today in federal court to charges he fired shots at military facilities in northern virginia this year. he agreed to a 25-year prison sentence. prosecutors released a chilling home video of a masked suspect during one of the overnight shootings. no one was injured in any of the attacks. police are trying to identify a body found in a well in a rural part of prince george's county. there is some speculation it could be the missing activist from alexandria, virginia. 53-year-old lenny harris disappeared in september and his car was found near the scene today back in october. now we turn to the weather. right now we're starting to see rain showers move in to parts of the area. we'll show you this on storm 4

doppler radar. up there toward portions of loudoun county and also in and around montgomery county seeing that area. just to the north of leesburg, into frederick county all seeing light showers continuing to move through. i'll have the weekend forecast for you once this storm moves through coming up in a few minutes. >> thanks, doug. now to a news 4 exclusive. in an arlington county courtroom today a woman came face to face with the virginia state trooper who was caught on dash cam video using racial slurs. >> that incident happened last year after the woman who is hispanic and also a doctor crashed her car on i-395. julie carey reports. >> it was a very bad experience. >> you're glad that it's over? >> i am glad that this part is over, yes. >> reporter: that is dr. farrar outside the arlington county courthouse talking about the ordeal that started back in july after she crashed her car into the hov gates on i-395. the civil rights group says this

virginia state police dash cam video of the incident shows she was subjected to racial slurs and ethnic jokes before she was arrested. when the hispanic physician tells troopers she is a doctor they appear to disbelieve her and mock her. >> she works at taco bell. >> burrito doctor? >> burrito doctor? yeah. >> reporter: later when farrar seems to question the ticket troopers want her to sign the conversation gets heated. troopers report she is resisting arrest. >> look, i'm going to give you one more try right here. i am talking to you right now. you shut your mouth and you listen to me. you sign this or i'm taking you to jail. >> farrar faced multiple charges including instruction but at her hearing prosecutors reduced or dropped all charges. she has pleaded guilty to a single count, failure to pay full-time and attention and paid a $50 fine. the criminal case behind her, farrar is now weighing a possible civil suit against the

state police. >> i'm glad with the results. i'm glad they are good attorneys but as far as ending it, it's not finished for me. >> at today's hearing trooper daniel garosimowitz did not testify and had no comment afterward. >> i am not at liberty to talk about it. >> reporter: farrar says the incident left a permanent mark on her. >> it is very difficult to trust people now especially the police, you know. i have nightmares almost every night and physically took a long time, almost four months for me to recover. it was very hard. >> reporter: a spokeswoman for the virginia state police tells me their administrative review the dash cam video and the incident is still not complete. as for that trooper, he remains on regular patrol duty. julie carey, news 4. today marks two years since the body of murdered virginia tech student morgan harrington was found. dan and gil harrington spoke at the charlottesville bridge where their daughter was last seen alive after leaving a metallica

concert. her body was found 101 days later at a farm in albemarle county. they say the anniversaries are difficult but are thankful her body was found. the murder has not been solved though virginia state police continue to get new leads. dna from the harrington murder has been linked to an unsolved rape case from 2005 in fairfax. there is a $150,000 reward in the case. family and friends are coming to the defense of a woman convicted of killing a co-worker inside a lulu lemon store in bethesda last year. a judge has already sentenced britney norwood to life in prison for killing jana murray. tomorrow she'll find out if she is -- if she'll ever be eligible for parole. erika gonzalez has our report. >> reporter: a lifetime prison sentence is certain for britney norwood. what hangs in the balance is her chance at parole, which under current law would not come

before at least 25 years. news 4 has obtained more than a dozen letters from norwood's family and friends. in them, pleas to montgomery county judge robert greenburg who will decide tomorrow afternoon whether or not norwood will ever return to society. in this letter to judge greenburg, britney's mother says the tragedy is incomprehensible but, quote, i implore you to apply ephesians 4:32 in your sentencing and be kind one to another, tender hearted, forgiving one another, even as god, for christ's sake, has forgiven you. murray's family has written its own letters. here jana's father says the peace i request is that my sons and daughters-in-law and their children and my wife and i never have to face parole hearings. britney nowood killed jana murray last month during an argument in bethesda. murray's body was found on the floor at the back of the store.

hello everybody. welcome back. i'm meteorologist doug kammerer. right here in storm center 4 watching the rain moving in across parts of the area. right now the biggest area of rain in through loudoun county and frederick county, maryland. also parts of montgomery county seeing some of that rain and then back toward the west in through west virginia, up there toward jefferson county all starting to see some of that rainfall. they've seen that rain throughout much of the day to the north and west. most of that rain though still

show where she cooks with a lot of butter and sugar. deen is now a spokesperson for a diabetes drug company. a popular starbucks store is closing here in the district. the coffee shop opened back in 1993 and was the first starbucks on the east coast. this sunday will be the last day for that shop and some of the customers are disappointed. >> any time a starbucks closes it's a sad day. however, there's a whole lot of them around. >> reporter: this is a constant stop for me to meet people that i do work with and are friends with. so there aren't too many other places around this area that can fill that need. >> this is my stop at 6:00 a.m., 7:00 a.m. and now the next stop is at 10:00 am which is past my work. so i'm very disappointed. >> well, the news is not all bad. a brand new starbucks along with a giant supermarket will reopen

stoegland just a fantastic couple moves here to get to the rack. we showed it to you twice last night. can't see this too many times. that was a work of art getting through that defense. that puts maryland up by eight but they trailed by three at the break. second half terps down by one. stogeland again this time splitting the defenders hits that little floater in the lane with a team high 16. maryland up by one and the atmosphere was great but the terps had no answer from mason plumly. gets the reverse dunk to go. he had a career game 23 points and 12 rebounds as duke goes on to win, 74-61. the game actually a lot closer than that final score indicated. >> we didn't win the game but we hung around until the three-minute mark against a pretty good team. i tell you guys all the time i don't get caught up in winning and losing and, you know, i know you don't believe it. because obviously you don't like

the d.c. inspector general and local residents lashed out today at an obscure law that would allow all forms of online gambling in the city. some council members complained that the expansion of gambling was hidden within the city's budget without public hearings. that criticism is leaving the fate of online games in d.c. in doubt. tom sherwood reports. >> reporter: d.c. already does closed circuit gambling but the internet promises new sources of revenue. the online games law passed without public hearings. citizens complained the d.c. lottery has rushed to put the

process? >> jack evans wore thad the online law surprised too many people. >> and i have to say there is no way when this council voted on december, 2009 on the lottery contract we would have known we were voting on internet gambling. >> with the contentious hearing left in doubt when and even if online gambling willing be added to city lottery games. tom sherwood, news 4 washington. >> there was sharp criticism as to how online gambling has been handled and he called on the officials responsible to resign and is threatening to file a lawsuit against the city if online gambling isn't done properly. a new study is putting pressure on schools in the district's poorest neighborhoods to improve or face closure. that study was commissioned by mayor vincent gray and urges the city to close more than three dozen under performing schools and to expand the number of charter schools. right now more than 40% of the city's public school students go to independently run charter

schools. about 46,000 students attend traditional public schools. more than 40 of those schools have 300 or fewer students. many of those students are struggling academically. a setback for northern virginia educators trying to get rid of the so-called kings dominion law that requires the virginia calendar to begin after labor day. today a state senate health, education, and welfare committee killed the bill in a 9-6 vote. tourism officials argue that starting school before the labor day weekend would cost the state a lot of money and jobs. educators say the late start puts virginia students at a big educational disadvantage. >> in our broadcast tonight we'll have more on the discovery of a body deep in a well in prince george's county. also tonight incredible new video of the moments right after three buildings collapsed in brazil. people running for their lives there. and a bank robber who shot himself in the foot literally.
