millions. good afternoon. i'm pat lawson muse. >> i'm jim hanley. five of the nation's biggest banks agree to a $25 billion bailout to the victims of home mortgage and foreclosure abuses. it is one of the largest out-of-court settlements ever. the deal was brokered by the white house. steve handelsman has details. >> reporter: it won't fix the mortgage mess, but today's huge settlement will compensate families who lost their homes and help others avoid foreclosure. president obama is cracking down on what many see as villains of the housing crisis and recession. >> america's biggest banks, banks that were rescued by taxpayer dollars, will be required to write these wrongs. >> reporter: five banks made the $25 billion deal after revelations they phonied paperwork to speed evictions. over three years, they'll reduce the principal and modify the mortgages of delinquent borrowers. they'll refinance at today's low rates.

homeowners who are under water, owing more than their homes are worth. and they'll pay $2,000 in cash to 3/4 million americans who lost their homes. >> does it hold the banks accountable for all the damage they've done to the economy and american homeowners and communities? not even close. but it's a good start. >> reporter: it's a restart for bipartisanship. the obama administration worked with 49 state attorneys general, half are republicans. >> we are using this opportunity to fix a broken system and to lay the groundwork for a better future. >> reporter: new rules protect families facing foreclosures. >> no more lost paperwork. no more excuses. no more run-around. >> reporter: but the settlement can't fix what valley jones faced, seven families lost their homes on the chicago street where she'd lived for 36 years. today's crackdown cannot bring back a neighborhood. and it does not apply to and will not help roughly half of u.s. homeowners whose mortgages

are held by fannie mae or freddie mac. i'm steve handelsman, news 4. jurors got an eyeful today at the trial of the virginia lacrosse player charged with murder. 24-year-old george huguely arrived at the court huss for the second day of testimony. for the first time prosecutors showed jurors crime scene photos including photos of yeardley love dead in her apartment. jurors also heard graphic testimony from police and other first responders at the scene. love was hughley's ex-girlfriend and classmate. it's believed he beat her to death during a jealous rage in 2010. we'll have more on that story coming up in a live report from is that right lotsville. a paramedic remain ms. the hospital in critical condition after falling from i-395 in a freak accident last night.

joshua wise man, a seven-year veteran was responding to an emergency call when he fell 20 feet into a creek. news 4's tracee wilkins explains how this happened. >> reporter: we're standing underneath 395 where paramedic weissman fell. he fell in between that crack, a 25-feet drop into the creekbed. this morning supervisors say he was transported in critical condition and he remains in critical condition. they're saying the fact his condition has not gotten any worse is a good thing. what happens when in the midst of a rescue situation firefighters and paramedics find themselves having to save one of their own. >> we try to take our minds off of that it is one of our own so we can do our jobs. afterwards, that's another matter. that's where we have to deal with those feelings. >> reporter: 395 was wet and slick when alexandria fire and ems responded to a car fire in

the northbound lanes of 395. 35-year-old joshua weissman was on the call when something went wrong and he fell 20 feet into the creek. >> it became a technical rescue where we had firefighters down in the creek as well as paramedics. he was extricated from the creek, brought up in a stokes basket operation. >> reporter: he's considered one of the best paramedics in the department. in addition to being a' sonned veteran, he trains and assesses new recruits in the field. >> just a very, very good person in the department. always willing to help anybody. >> the virginia state police department is heading up this investigation to find out what went wrong on that bridge yesterday. in the meantime, the alexandria fire and ems department is offering counseling for firefighters and support for paramedic wise man's family. in alexandria, i'm tracee

visitation for a court ordered visit, and something really weird has happened. >> reporter: from the first moments the social worker's 911 call was answered, the clock started ticking to the explosive horror about to rock the powell house. the social worker pleaded for help, hinting of the immediate danger to charlie and his brother braden. somehow the communications officer did not rate the call a top priority. >> we'll have the first available deputy contact you. >> reporter: tonight after a thorough review of the recordings, the sheriff's department revealed the first call came in at 12:08 on sunday. five minutes later, 12:13, information on the call was transferred to the radio dispatch. at 12:16 two deputies were sent to the scene. the first unit arrived at 12:30. by then the house was a raging inferno. as for how the specifics for how the call was sand ld. >> it was under review. >> reporter: the dispatch agency is reviewing all aspects of the

call. jody myers, a communications supervisor says 911 is often misunderstood. she and her agency are asking for time and understanding, and for folks to realize that those on the job sunday are struggling, too. >> it is an extremely difficult job. you hear more horror in eight hours than most people in the field will see in their lifetime. >> that was jim foreman reporting. the sheriff's department says the call should have gotten top priority. but even with minutes shaved off the response time, authorities claim there still wouldn't have been enough time to save the children. an outbreak of noro virus is forcing a cruise ship to cut short its tour of the caribbean. the crown princess docked at port everglades this morning cutting the cruise two days short. more than 100 passengers and 60 crew members came down with the

virus. nearly 400 passengers became ill on the last crown princess cruise. the ship will now undergo an extensive two-day cleaning before it sails again this saturday. a canadian family rescued off the coast of hawaii opened up today about their frightening experience. it was supposed to be just a routine day on their sailboat. but when the engine overheated and the coast guard sent a cargo ship to pick them up, things took a turn for the worse. high waves caused the two vessels to collide and all three passengers, a father, a son and uncle, plunged into the pacific. >> took an hour and a half, they got to us, got us a line, dragged us down the side of the boat to the ladder. i came to realize what this was, how difficult it was and how incredible it was that it turned out the way it did. >> the family returned to honolulu this morning on board the cargo ship that rescued them. eastman kodak is getting out of the camera business.

the kodak name brand became synonymous with photography for than a century ago. today company officials announced lit stop making digital cameras, pocket video cameras and digital picture frames. it will focus on photo printing and desk top ink jet printers. the company was founded in 1880 and led the industry for a hundred years but ultimately failed to keep pace with shift from film to digital technology. they filed for bankruptcy protection last month. stocks held on so small gains to end this thursday higher. that was in part due to a report showing weekly jobless claims falling to a nearly four-year low. at last check the dow was up 11 points, nasdaq up 12 and the s&p 50 was up two. visa's stock rallied after the company authorized a 50 million share repurchase program. apple hit an all-time high after

i think the outlying suburbs will be a tad lower in those temperatures than early this morning. we've got the clear sky here. clouds off to the west streaming through west virginia. that's why i'm giving us a mostly clear overnight. clouds down to the south, too. your future weather, we keep it clear tomorrow. an increase in cloud cover. by the time we get to the evening rush around 4:00, 5:00, 6:00, we'll see the precip fall. it will fall at first as a mixture of rain and very light snow. that will be intermittent until we get to midnight. it's after midnight when the colder air moves in that i think we'll be switching over to all snow. we'll see a developing area of low pressure right around the coast. you've got to cold arctic air coming in, the area of low pressure. that means snow for us after midnight for early saturday morning and right through saturday, a good part of the afternoon, too, until the cold front gets through here. by tomorrow we'll be giving you

a good idea on how much we're expecting around here. it's looking certainly like more than an inch. clear skies for your evening. a chilly evening and feeling a lot like winter, between 35 and 40 degrees. early tomorrow morning we're seasonally cold, 24-31 with a light wind. as far as tomorrow goes, the clouds will move in by the time a lot of you drive home or head back from work, 47 to 52. there will be a little precip falling out there. here is a look at your four-day forecast, 42 degrees on saturday. cold air will be here. 60% chance will probably up that for tomorrow, a little higher threat probability of a wintery mix on saturday, from rain to snow. we've got 42 degrees for the high temperature. also very windy on saturday. lots of low clouds around the area. this weekend will look and feel a lot like winter. saturday we've got the clouds and the precip.

welcome back to news 4 at 4:00, i'm pat lawson muse. >> i'm jim hanley. five of the nation's largest mortgage lenders have agreed to a $25 million settlement. under this agreement mortgage loans will be reduced for nearly one million mayor cans and there will be a payout of about $2,000 each for thousands of americans who lost their homes when banks improperly foreclosed. >> jurors today in the george huguely murder trial saw graphic crime scene photos taken the day yeardley love was found dead in her apartment in 2010. prosecutors are trying to prove hughley beat his ex-girlfriend and classmate to death during a

jealous rage. we'll have more on this second day of testimony coming up in a live report at the top of the hour. in alexandria, a paramedic remains in critical condition after falling from an interstate overpass last night. 33-year-old joshua weissman was responding to an emergency call on i-395 when he fell 20 feet into four-mile creek. virginia state police are investigating the accident. stocks held small gains to end the day higher at the closing bell. the dow was up seven points. the nasdaq gained 11 points, the s&p 500 was up two points. stocks were helped by a positive jobs report as well as a rally by visa and speculation over apple's launch of a new ipad. the duchess of cambridge is spending a lot of time on her own these days. >> prince william is currently deployed overseas, his wife, kate middleton, is appearing at her events without her royal plus one. as michelle kosinski reports,

world. paul mccartney's former wife heather mills testified at a british hearing on phone hacking today. mills described 25 voice mails that mccartney left her after an argument back in 2001. she says the messages were already listed as saved when she first accessed them. she testified later she learned a journalist at the trinity mirror intercepted her messages. cnn personality piers morgan was the editor at the time and wrote a letter describing one of the voice mails. he previously testified at the inquiry but refused to say who played the message for him. he implied it may have been mills herself. she denight that today. >> i can't quite believe that he would even try and insinuate, a man that's written nothing but awful things about me would absolutely relish in the court if i had personally played a

what we picked up yesterday around one to two inches to the north and west where the blue is darker there. take a look at this off to the west. finally snow for ohio south of chicago. minneapolis getting snow just north of there. all the snow has been locked during the rockies. boys z toward denver. that's where the snow has been. finally colder air for us. maybe more snow than with the last system coming our way on saturday. 37 degrees minneapolis, 52 atlanta, 73 in miami, florida. again, we're talking about cold that's going to be dropping into our area and a lot of areas through the deep south this weekend, saturday, sunday, too, and again with wind around the area we're talking windchills for us that will be in the 20s during the afternoon. so for your good night wake-up forecast, sunup tomorrow at 7:06. when the sun comes up, i do think we'll have a lot of sunshine. the clouds will begin moving

and snow on tuesday. >> cold day, warm hearts. >> there you go. well, it's become the symbol in the fight against cancer for a young man in our area. >> zack letterer is the basketball manager at the university of maryland battling brain cancer. on a recent trip to the hospital he did his best strong man pose. as news 4's angie goff reports, zacking is everywhere. >> reporter: at the university of maryland zack letterer is a big man on campus, not for his size, but his heart. the 18-year-old student first beat cancer at age 11. seven years later it returned. >> when you hear cancer, obviously the first thing that runs through your mind is death, chemo, obviously hospitals, terrible things. but dr. carson put it in a good way. he said another opportunity. i thought what a great way to put it. >> reporter: two weeks ago surgeons at johns hopkins removed a cancerous tumor from zack's brain.

>> i'm drugged up. i don't remember it too well. i make the muscles and i say dad, take a picture. my main thought is i don't want anybody worrying about me. you have your problems, he has his problems, don't worry about me. >> reporter: his father posted the picture on facebook. his cause insaw it, struck the same pose and declared tebowing out and zacking in. it went viral. everyone from marines in california to police in howard county were zacking. there were sue she chefs, animals, zack's grandma, darrell from "the office" and even a naked cowboy in times square. governor martin o'malley made a call and got the word. >> maybe i'll get him to zack. we talked about how the hospital stay wechblt, how i'm feeling. i told him i'm feeling as good as ever. >> reporter: off-line the support just as strong.
