traditionally republican state that voted for president obama in the last election. mitt romney was at a breakfast in northern virginia and fairfax county this morning with virginia governor bob mcdonnell. . it whooesed by the morning virginia technology council and consumer electronics association. this was an opportunity for him to talk to business leaders and the heart of the innovation community. he really zeroed in on what he believes it will take to encourage business growth and development ultimately, he says, to make america a more formidable competitor in the global economy. romney wants to see a culture shift in regulation and opening of energy resources and opening of markets for american goods as well as lower corporate tax rate. >> you have to have a tax structure to take risk starting a business or taking innovation is risky. there has to be an incentive to take that risk. >> this afternoon romney joins newt gingrich and rick santorum to speak to the conservative political action conference

gathering that's happening here in the district. all of this is really an evident to win more favor as the primary season continues. tomorrow maine's weeklong primary comes to a close. both mitt romney and santorum are looking to add some of maine's 24 delegates to their count. that's what's available now. this is an estimation from realclearpolitics.com and shows mitt romney sleeding with 90 delegates. rick santorum in second place with 44. these delegates will not be confirmed until later this spring. >> all right. thank you, aaron. conservative leaders will have some unwelcomed company at the cpac today. occupy d.c. says it will protest outside the marriott wardman hotel where the conference is being held both today and tomorrow. turning to the weather now. what kind of weekend are we going to have? cold, tom? tell us about it. >> yeah. it is going to really be feeling like winter. that is for sure. as we get into sunday, especially in between now and then we may get a little bit of

wintry precipitation. right now we have a milky white sky and high clouds beginning to come in from the west-southwest. and as we take a look at temperatures we are above freezing throughout the entire region. from the mountains all the way to the bay and eastern shore. right now the upper 30s and low 40s. 42 at reagan national. near 40 in montgomery, fairfax, prince george's counties. mid 40s near the bay and through central virginia. and farther to the west mid 30s now had an dough a reel and out into the mountains, you can see the cloud cover beginning to get closer to us and there are a pew snow showers now way out in kentucky and there's rain now coming into southwestern virginia. and we will have increasing clouds for the rest of the afternoon. going to be rather chilly but will climb into the mid to upper 40s. maybe near 50 through north central virginia. we will have a light wind as well. we could have some of that precipitation beginning here tonight. we will talk about that. our chances for snow and how cold it is going to get on sunday, all that coming up in a couple of minutes, barbara.

>> danella wants to go home before the snow starts. thank you, tom. is that right, danella? you got time. barbara, you know it. you know i'm not feeling the whole "s" word. now no snow and beltway looks so much better earlier today we had a couple of accidents along the beltway that slowed things down. right now looking really good. taking the inner loop, no problems there, outer loop as well. nice and clear. really good travel speed. 57 miles per hour. and getting from i-59 to i-270, the trip taking ten minutes at this time. taking the beltway in virginia, looking really good as well. gw parkway smooth sailing. i will give you outer loop speed from the dulles toll road to the interchange. that trip only taking 14 minutes as you travel 54 miles per hour. barbara, back to you. >> all right, danella. thanks a lot. this morning, parents, students, police are on alert in a fairfax county. 15-year-old girl says a man sexually assaulted her as she walked to her bus stop. it happened near the intersection of fair lakes parkway and monument drive in the fair oaks area.

news4's tracee wilkins reports. >> reporter: this sexual asought happened near this intersection, fairfax county police were back out here this morning. patrolling and making sure that the kids made it to school without any issue. they are warning parents to tell their children that there is a possible sexual predator in the area. >> young woman was very frightened. and she did report it to police. >> reporter: on wednesday, around 6:28, while it was still dark, 15-year-old girl who was on her way to the school bus stop says she was sexually assaulted. >> the person said something of a sexual nature. and they were uncomfortable with that. and they continued to walk. then they were touched by the man. in this particular case, it escalated. the person said something. and then they did something else. certainly that's a concern and we do take it very seriously. >> reporter: it happened near the intersection of fair lakes parkway and monument drive near the fair oaks mall. the girl told police that she had seen the man before in the bushes near the bus stop. >> this person had been seen or

someone fitting this description and had been seen in that area in the past. and that may be something that since the person don't anything nobody called police about. >> reporter: police say they don't have much to go on. but have stepped up patrols in the area. and they need the public's help. if they see anything suspicious or hear of anything, don't hesitate to contact the police and we will be there. >> reporter: fairfax county police only have a vague description here. this really is more of a warning for parents at this point to make sure that they are telling their kids about what happened and that they are on alert until they are able to get this man into custody. in the meantime if anyone saw something on wednesday morning that can help in this investigation, call fairfax county police at 1-866- -1-tips. fairfax county, i'm tracee wilkins, news4. friends and family are remembering a local paramedic that died after falling from the

interstate 395 overpass. weissman died yesterday afternoon. he was responding to a three-car crash and car fire along 395 near the shirlington road exit. weissman somehow fell from the overpass 20 feet below and into four mule creek. he was taken to the hospital with a severe head injury. the alexandria fire chief says that this is the first death in that department in more than 100 years. >> our department has no only lost an outstanding employee and paramedic but a member of our community. action dedicated co-worker and our friend. >> weissman is survived by his wife and both of his parents. funeral arrangements are pending. today prosecutors plan to play george huguely's statement to police in court. the statement was taken just hours after the death of yeardley love. this is video of huguely walking into court this morning. yesterday a friend of the former university of virginia men's lacrosse player mike burns says that he -- witnessed huguely

holding love in a chokehold back in february of 2010. huguely is accused of killing love two months later. prosecutors say huguely killed love in a jealous rage slamming her head into a wall. they showed the jury photos of love with bruises and swollen eyes. the defense said their client was too drunk to plot love's death. they say she was drunk and died of asphyxiation. right now prosecutors in the penn state sex abuse scandal are asking for stricter bail conditions for jerry sandusky. prosecutors say the 68-year-old shouldn't be allowed outside of his home except for medical attention. neighbors claim they saw sandusky watching school children from his back deck. sandusky is under house arrest. he is accused of sexually abusing young boys over a 15-year period. he denies those allegations. our time right now is 11:08. coming up new from the white house, president obama is now expected to announce an

at least 28 are dead. more than 175 injured in syria. two explosions rocked security compounds this morning. according to syrian state television, the blast happened and it is a considered a key city to assad's grip on power. state tv has blamed terrorists but rebel oppositions says the government was behind the violence. more than 5400 people have died since the uprising began last march. the white house is expected to announce a compromise on its mandate that religious organizations provide health insurance that would include birth control coverage. an obama administration spokesperson says the administration will announce an accommodation today. that comes after a catholic cable tv network filed lawsuit saying the policy is unconstitutional. the catholic church. said it undermines religious

people and supporters say it is a matter of health. >> why should i be told? why should catholic institutions be told you must pay for those for somebody else? >> women that have repeated pregnancies, unintended pregnancies, can, in fact, be putting their health at risk. >> a catholic college and protestant university also filed lawsuits to block the contraceptive mandate. today president obama will sign a smuggling bill into law and he will have a very special guest in attendance. former arizona congresswoman gabby giffords will attend the signing ceremony. it was her final piece of legislation before stepping down. the bill is aimed at fighting illegal drug trafficking across the u.s. borders. giffords bill passed unanimously on her final day in office late last month. one of giffords' former aides wants to take her place in congress. ron barber was also injured in last year's shooting in tucson and says giffords herself urged him to run for her seat. a special election is scheduled

for june. basher is not the only one running to replace giffords. arizona state representative is also looking to enter the race. in less than two hours state lawmakers in maryland will open a hearing to consider a same-sex marriage bill. church. leaders in prince george's county helped stop a similar bill last year in the state house. last night delegate justin ross from prince george's county told neighbors in high watts i will have why he supports the the-hyattsville why he protects the bill. "the baltimore sun" reports supporters are just six votes shy of the 71 they need to pass gay marriage in the house. the state house will also consider a bill defining marriage as being between a man and a woman. maryland teens might soon be banned from using tanning beds. a maryland senate committee is considering a bill to prohibit

anyone under 18 from using an electronic tanning bed. right now minors can use tanning beds with permission from their parents. but some lawmakers say that teens don't have enough experience to consider the risks associated with artificial tanning. do we have enough sun to get a little tan? >> even though it is cold. we have high clouds beginning to cover that. sun moving ahead of a storm system. will be affecting our weather here tonight and into tomorrow. there's that milky white sky over the capitol. capitol hill in the distance. over the potomac river, it is getting quite cloudy. we still have some sun shining through the clouds. light breeze coming in out of the northeast. and as we take a look at these watches and warnings, that area in pink, that is a zone where there could be five to ten inches of snow. this is way out in west virginia. these other areas are under winter weather advisories, lavender, through west virginia. but here we are closer to

washington. don't have any watches or warnings out. but the sent tralg part of the appalachians in west virginia could get hammered with heavy snow beginning late tonight and into the weekend. right now ahead of the system it is in the 30s. shenandoah valley, points west and east, near 40 degrees. 42 at reagan national. near 40 in prince george's, fairfax, arlington, montgomery counties. much of southern maryland near the bay, low and mid 40s now. and through central virginia, it is in the low 40s as well. now as we go forward over the next 24 to 48 hours, we will see these clouds continue fog move on in from the west and leading edge of precipitation, few flurries now out here in northern and west virginia. snow showers in ohio and kentucky and that's beginning to come closer to our region. here is the close-up view of our sky, the satellite image. showing there may be a few sprinkles now in northern shenandoah valley. much of that is now reaching the ground. elsewhere sun, southern maryland. eastern shore over the clouds beginning to move in and that's going to be moving over the that region as well. increasing clouds and chilly for

the afternoon. temperatures will be in the mid and upper 40s to near 50 degrees. light wind and then overnight tonight, we could have some rain developing as that system gets closer and temperatures will be too warm for snow for the evening hours. early evening, mid 40s. near 40 by midnight. so let's go forward over the next 48 hours and try to break this all down. rather complex storm system. does look like through the evening hours, cloudy, just a light chance of maybe some light rain and i should say a small chance. but then by 4:00 on saturday morning, this zone in lavender is potential snow zone. area in pink is a narrow band where we could get some sleet, maybe some mix of snow and rain. all this in green, rain, southern maryland and northern neck, eastern shore around the bay. but montgomery county and into western fairfax, into loudoun county, prince william and fauquier, into howard and across the potomac, up into frederick and washington counties, there could be a light dusting on the grassy areas around dawn. then the rest of saturday is when we will see a big change,

northwesterly winds, surging in much colder air. we could get snow bands, all this area in -- white and lavender, those are potential areas where we could get some snow bands coming through and as a result, here are my predictions for accumulations of snow. not much at all. just some flurries around the metro area. points south and east during saturday afternoon. there may be a very light dusting on grassy areas. farther west and north, could get up to an inch of some snow on grassy areas. northern montgomery county and into the shenandoah valley. even higher amounts farther north and west in the mountains. and then as we get into saturday night, we will get much colder and it will be windy and frigid on sunday morning. i'm calling it stupid cold. sunday morning, down into the teens. afternoon highs, the low 30s. then we warm up mid week next week. here comes winter. it is it is going to be around for at least a couple of day. >> you better stick around because we have vegan treats coming up in a few minutes. you will want to taste them. let's go to danella to check our traffic. how is it looking out there? >> it looks good but i'm

i suggest that if a guy wants to make it for his sweetheart this is the perfect thing. we are going the start off with the three-quarters cup of the non-dairy soy milk or rice milk or almond milk or cashew milk. it has been simmering. bring it to a simmer, not to a boil. leave it there for right now. make sure it is to a boil but not boiling over. which i do all the time. i'm not going to do that. we are going to start off with this 12 ounces of soft tofu. drain it first. exactly. then we are going to start off with some brown sugar. just -- two teaspoons of organic brown sugar. dump that in there. and then our fabulous non-dairy chocolate chips. want to get a dark chocolate chip. really easy to find non-dairy chocolate. >> you can find those in most grocery stores. >> you can. dark chocolate by nature does not have dairy in it. pour that on top of there.

mitt romney is preparing to speak. earlier this morning he and governor mcdonnell met with local business and technology leaders at a breakfast held by the consumer electronics association. romney said he wants to reduce regulation in order to encourage innovation. d.c. has a jump in robberies and thefts and personal electronics. starting today the district wants to pay you big bucks to help return those things to their rightful owners. news4's megan mcgrath is live from the metro police department headquarters with more on this. megan? >> reporter: well, barbara, there are snatch and run crimes. thieves grab a cell phone, smartphone or some other small electronic device out of your hand or perhaps out of your car. and then they quickly sell it for cash. and this kind of crime has gone up dramatically in the district. a little while ago we just heard from the chief of police the

mayor in terms of what they are going to do about this specific spike in crime. they announced a new program. it is called it is payday every dap. they are going to be paying big bucks for people who give information about people who are stealing or selling stolen electronics. the payoff is very large for this information. $10,000 if you provide the information that leads to a conviction. $1,000 if your information leads to an indictment. so a lot of monday why you here on the line. they are hopeful that will inspire people to turn in folks who are doing this sort of snatch and run crime. now we are also hearing that the mayor and the chief are working with the fcc on something else. they are trying to get the fcc and others to help them figure out ways that a stolen phone can be immediately turned off so that basically -- it would lose resale value it might have had. >> federal communications commission and working with the

providers these communications devices to immediately render them useless, immediately deactivate them so that -- stealing them would lead to no economic gain. >> reporter: now, this kind of crime has become such a problem that the metro police are also launching a program of their own. and you can see from this video they have bait officers and an officer is actually lying or pretending to be unconscious on a metro platform while he is lying there, a woman comes and steals his smartphone and not a very smart idea and jumps of, of course, and makes the arrest. you can see how much emphasis is being put on these crimes because there has been such a spike here lately in the district of columbia. now in terms of the metropolitan police departments program, here's what you can do. if you have information about someone that's either stealing these devices or is selling the stolen devices, you can call 202-727-9099 or you can text if you like at 50411 and provide

your information. you could get up to information if your position leads to a conviction. a lot of monday i don't the line and hope this will help people come forward with good information. live from police headquarters, megan mcgrath, news4. >> thank you, megan. a culpeper, virginia, police officer on routine administrative leave a day after killing a woman. the officer was responding to reports of a suspicious person in a jeep when he got into a fight with a woman. at some point investigators say that the officer opened fire and shot 54-year-old patricia cook. she died at the scene. the officer was also hurt in the incident but is expected to be okay. a reality television producer charged with killing his wife while on vacation hopes to avoid a trial in mexico. defense attorneys for "survivor" producer beresford-redman are expected to ask the judge to

drop the charges. he is accused of killing his wife in april 2010. the judge will decide if will is enough evidence to support the charges and whether the trial will move forward. a manhunt is under way for this man. police are searching for -- actually -- not this particular -- there he is. police are searching for robert hoskins. he was convicted of threatening to kill madonna. hoskins escaped from a mental health hospital in southern california friday and has not been seen since. police say hoskins is, quote, highly psychotic and extremely violent when he is not medicated. and n 1996 he went to jail for climbing a wall surrounding madonna's home. he threatened to cut the superstar's throat and he served ten years in prison and he had another run-in with police and was then committed to a state mental hospital. we are going to check in with tom kierein with the latest the forecast. >> barbara, we have high clouds coming over the region and in advance of a winter storm that's -- prompted some winter weather advisories and winter storm warnings out for central

west virginia. that area in pink. that's where they could get five to ten inches of snow developing later today. and not ending perhaps until sunday morning. farther east, though, we will have much more minor impact from that system. as it comes on through. right now temperatures are in the upper 30s to around 40 degrees in washington. and the nearby suburbs. it is in the low and mid 40s just to our south. farther west and north we are in the upper 30s, mid 30s in the mountains. storm system is gathering strength and coming our way. but it is -- still does not have a lot of moisture with it. as it comes through by later tonight we will probably have a little bit of rain. during the day saturday, some snow showers, could put down a dusting to avalanche. those areas in light blue, far north and west of i-95. dark blue area out in the mountains of western maryland. and extreme northern west virginia could get two inches or more. again, farther to the south and west of there is where looks like some of the heavier snow will fall. and all of this ending by tomorrow afternoon. getting much colder saturday night. teens sunday morning. sunday partly cloudy and windy and cold. highs only in the low to mid

30s. then warm up next week as we get into mid week to back to near 50 during the afternoons. that's the way it looks now, barbara. >> thank you, tom. got a problem with the way people parallel park in the district? you may be able to blame the dmv. according to the washington examiner the department of motor vehicles admits it has been letting prospective drivers off the hook for three years when it comes to testing their parallel parking skills. dmv has been making sure they make changes in that coming up in the next few years. road tests are given on site in northeast washington. a site that does not have a large enough to test people's parallel parking. plan ahead if you are going to use metro this weekend. no trains will be running between east and west falls church stations on the orange line. free shuttle bus less run between the stations. they will be single tracking between van ness and friendship heights. and new york avenue and rhode

already anxious to hear what you have to say about that. this is something you can do to make you look younger until the end? >> good morning, barbara. yes. this is the -- one of the granddaddies of cosmetic surgery, the rhinoplasty. first rhinoplasty was done in 1887 by a brave doctor, john roe. since that time, last year, we had 252,000 nose jobs done in the united states. >> why do most people choose-to-hachoose-to to have a nose job? >> number one, they are unhappy with the shape or the size of their nose. many times the young girl inherits her father's nose. it doesn't work for her. here are examples of that. yeah. it is -- in our society, we put a high premium on looking young and youthful. some people it is trauma. some people want to breathe better. sinus problems. now we see some people are looking younger. >> and -- so tell us about the study that finds that anti-aging

benefits of rhinoplasty. what does it say? >> this is an interesting study. something we always suspected but was not documented. this is a study out of california, 53 patients, 50 observers and looked at the before and after of rhinoplasty patients. and they came to the conclusion that the majority did look younger. especially the older the patient, the more youthful results they seem to get. >> well, do noses change as people age? >> it is true. noses are, earlobes, jowls, gravity pulls them down. as faces shrink with age, noses appear larger. so, yes, that does happen. >> so -- one of the reasons would be that you can make the nose look smaller. does the nose tend to tip at tend? >> droops down. simply putting the will -- lifting the nose. we can do this without surgery. we can do the filler, the -- non-surgical rhinoplasty. put a filler in. >> rhinoplasty -- you said it has been done for so many years now. it is considered a safe surgery to have done. >> yes.
