>> a tentative deal on capitol hill tonight will keep money in your pockets next month. the president and first lady roll through old town alexandria tonight on their way to a valentine's dinner. we begin tonight with fireworks where a shouting match between council members ended with expletives. wendy reagan reports. >> that took place between marion berry and at large council member david katania at a council retreat at the washington convention center. at one point he said f-you marion. they were squabbling over the united medical center in the southeast. tonight he says he stands by his comments and feels berry has not done enough for his constituents. >> barry stayed seated during this convention.

katanu did get on his feet. there was never a hand laid on anybody. there was never any physical threat our attempt to strike the other. >> marion berry later asked council chair kwame brown to it look into hi behavior. fireworks like these are becoming more common with this council. nbc 4's tom scherrwood who covering d.c. council says it's clear that many of members truly dislike and distrust each other. jim, doreen. a developing story from capitol hill. there is a tentative deal in the payroll tax cut battle. it extends the current tax cut through the end of this year. it translates into about an extra $20 a week for the average worker. it would also renew long-term unemployment benefits. now to a high school rivalry game that led to a near melee at a local mcdonald's. it happened in downtown mcclain, and tonight fairfax county school officials are trying to keep a lid on it.

jane reports. >> reporter: this picture of a mob scene at a mcdonald's was snapped by a langley high school student following a basketball game friday night. after the packed game at mclean high, police arrested five students from both high schools for public drunkenness. >> there was at least 100 teenagers in mcdonalds. >> reporter: channel 4 was denied permission to go on school property to get reactions, and according to a volunteer coach school officials told him and others not to talk the to the media about the arrests. the mclean mcdonald's incident coupled with the arrest pointing to a bigger problem, teen drinking. experts say as the spring prom season approaches, it's expected to get even worse. >> the most recent survey taken of fairfax county seniors in high school shows that 36% of them drank within the last 30

days, and 20% of sophomores drank within the last 30 days. >> police and anti-alcohol groups are working with the schools to get a handle on the teen drinking. in fairfax county, jane wattrell, news 4. tonight a freshman at buoy high school is facing the possibility of life in prison. 16-year-old garrett bailey has been accused of using his twitter account to solicit somebody to kill a prince georges county judge. police say he offered to pay $1,000 to kill judge herman dawson. he was scheduled to be on the bench for a breaking and enters case in which that teenager was involved. the prosecution is expected to rest tomorrow in the murder trial of former uva lacrosse player george hughley from chevy chase. a forensics specialist in the case was the last to take the stand today.

he said love's dna was found under his fingernails and they testified loves drunk but died from a blunt force trauma to the head. the d.c. police are involved in covert operations tonight. it's an effort to stop an increase in street robberies. the people of friendship heights areas are growing more concerned about guns in their neighborhoods. jackie been ston in that area with more on this. jackie. >> reporter: there were three robberies in three hours, and police think it was the same suspects. the most recent robberied happened monday night about 7:15 in the 3800 block of warren street. suspects punched a man, robbed him and fled. three hours later a woman was robbed in the 4300 block of garrison street. 15 minutes later they struck again in the 5200 block of western avenue. mary chai represents the area. >> it's a hit and run operation. they come upon people. they have guns.

then they run off, and in many cases it up appears they parked care in an alley or a couple blocks away and take off. >> reporter: they're struggling with a spike in robberies in the columbia heights and shaw neighborhoods. they say iphones and cash are the targets, and it has some changing her routine. >> for the first time if 30 years it gives me pause, but i won't let it aaffect my life. >> i don't know. i feel safe here. >> reporter: there were 39 street robberies reported in the district yesterday. reporting live in northwest washington, jackie benson, news 4. >> jackie, thank you. now to decision 2012 where four new polls have mitt romney and rick santorum tied for first place now in the gop race for the white house. romney's expected to launch attack ads on his new rival buying air time in michigan and other key states. santorum is also on the attack.

complaints about parking tickets, but recently we got calls from people all over the area, d.c., virginia, maryland, they're all frustrated and asked the i-team to get some answers. they write them. you pay them, or you fight them. jack parker loves to ride his bike around fairfax county in virginia. >> this motorcycle has never been in the district of columbia in its life. >> reporter: that hasn't stopped the d.c. government from sending him three parking tickets for a ford truck and two honda sedans. >> this is not a four-door honda sedan. >> reporter: his personalized tag linked to vehicles he doesn't own. >> can the d.c. government stop this mess? >> reporter: around the same time jake waily in wall dofl, maryland got tickets from d.c. he contested the first one through the city's online

adjudication process. >> a couple weeks later, i get another ticket. >> reporter: even though he said he rarely visits the district. this is a white van. >> yes. >> reporter: it's not brown. >> it's a white van. >> reporter: which makes him wonder why the tickets he got bl belong to a ups truck. >> never drove a ups truck. >> reporter: they called the news 4 i-team fed up with fighting the system. >> i'm most frustrated with the d.c. department of motor vehicles. >> there are errors made during the ticket-writing process. >> reporter: the director says she understands their frustration, but she points out the whole adjudication process exists because ticket writers make mistakes. >> it's your responsibility to provide evidence. >> reporter: even if it's not your fault, you can't ignore the ticket. you have to prove its not your vehicle by providing dmv your registration. >> how many of them are cases like mine? >> reporter: the dmv says it

doesn't know, because there's no way to red flag people in the system that have mistakenly received tickets in the past. >> we do not do cross-checks on tickets already written. >> reporter: as danny white found, that burden can cost time and money. >> five tickets a week kept coming, kept coming. >> reporter: white had to take time off from work to fight the dozens of tickets for cars that don't match his red chevy avalanche. the dmv says don't ignore tickets even if they are not yours. >> they sent through a collection agency saying that i 5$505 on a ticket i don't own. >> after 120 days they send them to collection. >> the collection agency called me back again sxsd we'll send this thing to the credit bureau. i said, you can't do that. i'm trying to get mious refinanced. >> leaving waily and the others

our way could have snow associated with it and could affect us this weekend. i'll talk more about that plus the chances of my storm and my full forecast later on. tonight a valentine's day warning from the fbi. beware of online love scams. criminals pose as lonely singles on dating websites and ask for money so they can travel and meet their new mate. those criminals then take your cash and disappear. president obama took the first lady out on the town for a valentine's dinner tonight. they went to vermilion in a restaurant on king street. they dined for over an hour. despite the press pool and gawkers at every turn, no word yet on what they ate. the president delivered a personal valentine's greeting to his wife on twitter. the message read, happy valentine's day, and then it was signed with his initials. that's romantic. >> i hope there was another

greeting valentine's card or something. still ahead tonight, a worker at the white house was rushed to the hospital after reportedly losing a finger. a local girl who stole the show on "the voice" last night, but that was performance was one of the the last from front of her father. foent she talks about her loss and mission going forward.

could lose two fingers. the unidentified man was rushed to the hospital just before 11:00 this morning. d.c. fire and ems officials say he lost a lot of blood and faced losing one or two fingers. the white house issued a statement saying his injury was minor and an ambulance was called out of appear an abundance of caution. some pups that are soon going to be ready for aadoption at the washington animal rescue league. they're among 108 dogs rescued late last year from a hoarding situation down in mississippi. those dogs range in age from puppies to eight years old. veterinarians are providing them with the necessary medical care to get them back on their feet. the best and worst of times. that's the situation for a maryland woman who won a spot on the popular nbc show "the voice" last night. as america learned the courageous story of her father, he was already gone. tonight she shares her story with angie goth.

>> reporter: erin will let took "the voice" by storm. behind that smile was a very sad story. >> i found out my father had cancer over the filming when i was living in new york. about an hour later, i got a call from the show saying that i might possibly have an opportunity to be on "the voice." >> her dad chuck who was once the voice of a d.c. oldies band was her inspiration. he made her audition, but he lost his battle with pancreatic cancer. >> i was probably the most nervous about sighing my father on tv knowing that he's already passed away. >> she recalls watching the show with a wave of emotion. >> it's really a great moment when no words can be spoken, and you can just see someone's face and how proud they are of you. >> reporter: it was an experience her mother feels

we're looking at the capitol, and it is a very nice night out there right now. we're looking at cloud cover, but temperatures well above where they should be this time of year. 56 was the high temperature today, the 11th day above average this month. we're at day 14, so just amazing how many days we've been above average not just this month but this entire winter. everybody is continuing to ask where's the snow? i don't think we'll see any over the next couple of days but maybe the next four to five. 45 out there right now. winds are calm. the average high temperature is 47, so we're two degrees below the average high at 11:00 at night. a very nice and mild night aacross the area. 41 in martinsburg and 41 in leesburg. 51 degrees towards fred driksburg. some of the colder spots at 37 degrees. temperatures around the region are warmer around the east of the the mountains.

pittsburgh is only 39 and columbus only 36. the coldest air cannot make its way over the mountains, and we do warm up quickly along the piedmont here and along the tidal water this afternoon. the storm system earlier provided us with light rain and mostly sprinkles from time to time. it's moving out of here, can't rule out a couple of sprinkles here and there as the system continues to move on out of here. right now as we look at storm 4 doppler radar, there's nothing to show you as far as the rain is concerned. that's the story in the next couple of days. here's the storm right here. it's making its way through the area, and by tomorrow we talk about high pressure with plenty of sunshine. a beautiful day on our wednesday. thursday, however, high pressure moves away. here's the next storm system. this one will bring us rain. it will be all rain and a mild rain as temperatures get near the 50-degree mark. you need the umbrellas on thursday and youould see rain in the afternoon. on friday we clear out and we get on the breezy side, but a pretty nice-looking friday.

dan has all the luck. he gets out there to ball games that end in the most dramatic fashion imaginable. tell me this was a hot one, right, dan? >> this was another day on the sports beat out here at the patriots center. you have a team that won 11 straight games, vcu, coming off a final four last year. george mason, 13-1 here at home at the patriots center. to the honest with you until the the last minute of the game, mason wasn't playing that great. vcu in control most of the way. it was a back-and-forth affair. in the final 29 seconds somebody lit a fuse, because mason hit three three-pointers including the game winner the in the final 29 seconds of this game. look at the highlights. it was a barn burner here at the

patriot center. vcu heading into hostile territory, and they knew it. we pick it up in the second half, just over three and a half minimutes to place. ryan gets the lay-up here. he had 24 points and 11 rebounds. under 1:30 to go. 51-51. practiced ford burgess, and vcu has a three-point lead. there was no quit in mason. vaughn hit the three, and it's a one-point game. you could feel the tension in the building. last chance down by two, three seconds to go. sherrod wright pulls up, hits the game-winning three, and this place goes bananas. it was pandemonium. players were going in the stands. fans were celebrating and george mason pulls off a huge win, 62-61 was the final.
