code name, the code name he chose, the moroccan. he was brought in here, we have video of just before 5:00 this afternoon. 29-year-old amine el khalifi, an imgrant who was illegally present in the united states, was charged with attempting to use a weapon of mass destruction against property owned by the united states. he wanted to blow up the capitol. he thought the people he was working with were al qaeda. they were actually undercover law enforcement officers. the chilling part occurred in west virginia january 15. they went do a quarry there, exploded some explosives and amine el khalifi dialled a cell phone number he believed would detonate a bomb to see what the explosion would look like to a device similar to that. the court documents say the test bomb detonated and amine el

khalifi expressed a desire for a larger explosion in his attack. as we know, he was not armed with explosives in that vest. they were inert. it was all handled by the law enforcement agents and the fbi when he approached the u.s. capitol today. there he was arrested by fbi agents. of course, brought here to alexandria, where he was charged with attempting to use a weapon of mass destruction against the property of the united states. reporting live in alexandria, jackie bensen, news4. >> thank you, jackie. undercover agents have been watching amine el khalifi for months now. right now agents are collecting evidence at the apartment where he lived on windham circle in alexandria. jane watrel is the only reporter to get access to that complex and joins us now. >> reporter: people who live in the same apartment complex have been arriving here all night, coming back from work. they've been seeing all the media here and the news that

they have been living near an alleged terror suspect. those who live near amine el khalifi tell me he had very little interaction with others. >> it's quite scary actually. >> reporter: neighbors of accused terrorist amine el khalifi react to the moroccan man's arrest. agents spent the afternoon searching his alexandria condominium. neighbors say the 29-year-old had little reaction with him, but others reacted to the news of the foiled terror plot. >> it's the world we live in, especially post 9/11. you have to be very alert and just thankful to god that no one was hurt. >> reporter: the pointe condominium complex is gated, perhaps giving some who live here a false sense of security, says one long time resident. >> i've lived here 12 years and i've never seen or heard of anything like this. >> just the idea that one of the people that lives around here would be involved in something like that is really spooky.

>> reporter: government officials believe amine el khalifi was a lone wolf and not a member of al qaeda. he had been monitored for several months while he expressed the desire to bomb a military base or synagogue. he later settled for the u.s. capitol visitor's center. it was undercover agents who gained his trust and broke up the plot. >> it's a brand new day here in america post 9/11. it's unfortunate this is what we have to deal with, but this is how many countries live and it's how it is. >> reporter: according to counterterrorism officials, amine el khalifi had been under surveillance for 24 hours in the several weeks leading up to today's arrest. reporting live in alexandria, jane watrel, news4. people we talked to today around capitol hill were disturbed, as you might expect, to hear about the arrest. but they were glad that the fbi acted before anyone was hurt. tom sherwood has more.

>> reporter: we're just a few steps from the capitol building itself and we're here now at the alley right where the fbi took the terror suspect into custody. a beautiful friday afternoon on capitol hill. but it was shaken by news of the fbi arrest in the alleged terror plot. tourists at first were concerned and then relieved. >> it's pretty intense with what's going on in this country, a lot of security, a lot of people are nervous. it's okay. >> reporter: and congrats maybe to the fbi they got him? >> definitely. they're doing their job. >> reporter: what about that, the fbi apparently tracked this guy for a while. he thought he was going to have a body full of bombs. >> amazing that he was so naive to think he was going to strap himself to bombs and go undefected. but it's great they were following him for so long. >> reporter: officials say the 29-year-old suspect was taken into custody in this garage,

where the attendant was stunned by the swarm of fbi agents. where were they? >> inside and outside. >> reporter: were they down there on this floor? >> i don't know. >> reporter: where did you see them? >> here and there. >> reporter: employees at the charlie palmer's restaurant said no one entered the upscale establishment. fbi agents declined to explain what was happening in the alley. but the busy tourist area was abuzz with news that the fbi foiled a suicide bomber right here. ellenor holmes norton praised the fbi action. >> everybody ought to feel more comfortable after seeing the extraordinarily expert job that the security forces, the fbi, the capitol police and there must be many others, have done to lure this man, string him along, infiltrate him and take him down and show that they are first class with intelligence the way we always wanted.

fredericksburg and 49 near pax river. we are watching a storm system and it's down to the south. there's two storms trying to come together and it's how they're going to come together that's really going to allow us to see some snow or allow most of the snow to stay to our south and i think that's what the scenario is going to be. we have a live chat going on between 5:00 and 6:00. we're talking about going through 7:00 tonight about sunday's snow and we're trying to get to all of those questions. my forecast is coming up in a minute. >> thanks, doug. bless her heart, a little 2-year-old girl is fighting for her life after a fire ripped through her home in maryland. it was 2:00 this morning inside a townhouse along high mar drive in district heights. there was three adults and a 9-year-old boy also in the house. they were able to get out. a smoke alarm did go off, but the little girl was trapped in an upstairs bedroom.

firefighters got in and rescued her, but when they found her she was not breathing. they did revive her and got her to the hospital. the neighbor says the fire just lit up the sky. >> you could see the blaze, and i was sitting in my neighbor's house across the street and i looked out the window and you could see the flames shooting out of the second floor. >> the 2-year-old girl is in critical condition. the 9-year-old boy is expected to be okay. the fire started in the kitchen but they don't know how or why it did. the payroll tax cut extension is now on its way to president obama's desk. well ahead of the march 1 deadline for the current cuts to expire. it's a bipartisan agreement that was reached with less drama than we've seen from a bitterly divided congress in the past

year. some analysts are warning, though. >> reporter: the tax cut extension passed the senate and house. republican leaders praising the process. >> this agreement shows the american people that congress can govern and washington can work. >> reporter: but republicans reluctantly went along, fearing voters would blame them if taxes went back up. president obama had campaigned for the extension, worth $40 a week to most workers, as part of his re-election effort. he celebrated at boeing near seattle. >> it got done. this is a big deal and i want to thank members of congress for listening to the voices of the american people. it is amazing what happens when congress focuses on doing the right thing instetd of just playing politics. >> reporter: the bill keeps rates at 4.2% for all of 2012 and extends unemployment benefits, with no spending cuts or tax hikes on the rich, and it adds $100 billion to the

out to dinner tonight, it's going to be a very nice evening. you may need the jacket but not the heavy coat. nothing to show you in our area right now. you have to go way down to the south and west to pick up the storm. here it is bringing a line of rain through portions of texas. much needed rain. you can see some bigger storms around houston. watch this area right in here. see a little bit of snow coming through wyoming? that is a very little storm, but it has -- or a very small storm but it has a lot of implications on what this storm is going to do. the two of these have to come together at the right time to help bring this moisture up into the washington, d.c. area, and right now i don't think that's going to happen. we have mild weather in store for tomorrow. a beautiful afternoon with temperatures into the 50s. these two areas of low pressure finally get together but i think this area of low pressure will be further to the south. and look at this, washington, yes, i think we'll see snow, but look at frederick, maryland, right here, nothing. that's what this computer model says.

baltimore, the same deal. this moisture moves out by early monday morning. by monday afternoon, plenty of sunshine. this is also a fast duration event. so don't expect it to last a long time, although it will last most of the day on friday. once again, the first call, a few makes from washington, frederick. maybe a coating in this area. we could see some accumulation. but i do think down to the south, a much better of coating to maybe two inches, maybe more. front royal, manassas, southern maryland, the big deal here is going to be the warm temperatures. we're going to be near 60 tomorrow. so if anything does fall, it will just melt. i think the warm temperatures will bring down the snow totals. the bull's-eye area right now, two to four inches, maybe as much as six towards culpeper. a potential of at least five inches, maybe more, in those

the search is on for two gunmen who robbed the all-pro check cashing store in fredericksburg, virginia. it happened yesterday morning at about 9:00. the store employee told policeman he unlocked the door and a guy grabbed him. he was then forced to open the safe and cash drawers. before leaving, they tied up his hands and feet. police are asking anyone with any information to call crime solvers. a d.c. man has been locked up in fairfax county, accused of using a stolen credit card to pay for his girlfriend's plastic surgery. the man's name is kevin washington, 46 years old. they arrested him on valentine's day in slvienna. investigators say he went there to pay for cosmetic

enhancements. the car was reported stolen. police say he was already on probation for an unrelated case. i got to think about that one for a while. drivers might not agree, but it has been a banner year for maryland's work zone speed cameras. nearly 500,000 citations have been handed out. that put $19 million in the maryland state treasury. there is some controversy surrounding these cameras. aaa says drivers don't like it, because questioning whether the tickets should be issued when construction workers are not on site, because this is a work zone speed camera. more than half of those citations came during non-working hours. >> i have a couple of them. still to come, we're staying on top of the breaking news. a man arrested, accused of plotting to blow up the visitor's center at the capitol building. and students scramble to safety after a fire broke out inside a local high school.

hill. >> news4 i-team has been digging through the court records. tisha? >> reporter: jim, we have the charging documents released late today about the 29-year-old moroccan man arrested near the u.s. capitol as he was trying to detonate what he thought was a suicide vest. amine el khalifi appeared in a virginia courtroom today, charged by a criminal complaint be attempting to use a weapon of mass destruction against property owned by the united states. he faces life in prison if convicted. here's what we know about him. after the arrest went down, the fbi raided his alexandria apartment on windham circle. he's in the u.s. illegally because his visa has expired. the documents say amine el khalifi thought he was working with al qaeda and that his proposed targets included a building that contained u.s. military offices, as well as a

synagogue, u.s. army generals, and a restaurant frequented by military officials. but in january, he decided rather than conduct an attack on a restaurant, he wanted to conduct a suicide attack on the u.s. capitol building. he each traveled to a west virginia quarry to practise where he detonated a bomb and expressed a desire for a larger explosion in his attack. now, the documents show he traveled to the u.s. capitol building on multiple occasions to conduct surveillance, choosing the spot where he would be dropped off to enter the building for what he called his martyrdom operation. the specific time for the attack, and the method he would use to avoid attracting the attention of law enforcement. of course, that did not happen. this is the area where agents arrested him today. an undercover agent gave him an inoperable mack 10 automatic

weapon and inert explosives. after he took possession, agents arrested him just blocks from the capitol. we want to give you some perspective. right up here, louisiana avenue, constitution avenue, that's the alley right there. what he could have done is walked up the hillside of the capitol building. here's the visitor's center. this was his intended target. of course, this was a suicide bombing attempt. that's what he wanted, and that ratchets up the kind of attack that folks are planning. jim, wendy? >> thank you, tisha thompson, appreciate it. a man has been convicted in the state trooper. that shooting happened in maryland back in 2010. derek ward now with more on the guilty investigate today. >> reporter: outside the courthouse, members of trooper brown's family gathered with his colleagues in uniform, all pleased with the outcome of the

trial. >> this afternoon we're pleased to announce that a jury of prince george's county citizens has brought a vicious kill tore justice. >> reporter: the prosecution's close was virtually no holds barred from the beginning, with a profanity laced string of quotes allegedly made by the defendant to and about trooper wesley brown. brown was gunned down on june 10 of 2010. he had been moonlighting as security for the restaurant when he escorted the defendant out of the establishment. the state maintains that williams exacted revenge for the afront to what the prosecution called williams' fragile ego. she says williams called a friend, got his gun and came back to the scene to lay in wait for trooper brown before shooting him as brown stepped outside to use a cell phone. >> wesley will not be with us. the communality will miss him and our lives will be forever changed because he's not here. >> reporter: williams' attorney

maintains that no witness offered testimony about seeing him at the restaurant. he also cited the absence of dna or fingerprint evidence. even surveillance video evidence was called into question because of inaccurate time and date stamps on the video. the defense requested that the judge rule on a weapons crime without the jury present. the judge found him guilty and when the jury did return, they found him guilty of first degree murder and additional offenses. >> they just put the best effort and hard work and diligence that they had in bringing justice. >> reporter: williams is due to be sentenced may 10. and the prosecutor intends to ask for life without the possibility of parole. derek ward, news4. there was a fire in a high school in southeast today,

causing expensive damage. it was anacostia senior high school. all after-school activities have been canceled. but this was not an easy blaze to put out and two firefighters were hurt after falling through the roof of the school. they are expected to be okay. more delays in the george huguely murder trial in charlottesville, virginia. he's the former lacrosse player accused of killing his ex-girlfriend, yardley love. today's session ended early because a member of the defense team is still sick. but it didn't end before three witnesses took the stand, including his godmother. julie carey reports. >> reporter: she affectionally calls him georgy. she provided important testimony in his defense today.

she narrated a surveillance video that took place at a restaurant that showed cordial activity before her death. the videotape scene recorded a day before yardley love was found dead shows them holding hands. she says love approached her and warmly hugged her daughters. prior testimony revealed just days before that event, george huguely sent love an e-mail reading, i should have killed you, after he learned of a romantic rival. the video seems to undercut part of the pollution's case. >> the commonwealth would paint the picture of a jealous, angry, vengeful defendant whose anger grew as the week went on. but the defense showed the video which showed 24 hours prior to the alleged killing, there was good interaction between the two.

>> reporter: two people testified that during a visit, they witnessed an angry yardley love come into george huguely's apartment, yell at him and hit him with her purse. for a second day one of the defense attorneys was too il to come to court. george huguely said he didn't feel comfortable proceeding, but the judge told francis lawrence to move ahead. the judge has told the defense to be ready to go tomorrow morning. they have two key medical experts to call. julie carey, news4, charlottesville. >> both george huguely and love lived in maryland. we're told that case could go to the jury as early as tomorrow. in annapolis, maryland delegates are back in session, scheduled to take a vote on legalizing gay marriage. lawmakers think they have enough

that could melt at the start. >> thanks, doug. so i'm riding along listening to the radio and on comes a report about a recall. this time it's a play ground slide manufactured insufficiently to keep a kid from falling off. 16 reports of kids who did just that. got me to thinking how many times i fell off a play ground slide and how many times i did it on purpose, just to see what would happen when i hit the ground. got me to thinking also by today's standards, my parents and those of every kid i knew surely would be in jail. arepsed and charged, if not with child abuse, then at least neglect and vilified in the media. before you go ballistic on me, as a parent, i sincerely and deeply appreciate the pain suffered by any parent whose child was injured or killed by accident or any other reason. having said that, i don't know

about all these regulations and this seemingly drift towards overprotection. i'm not sure it doesn't interfere with the natural order of things. a friend of mine has a 3-year-old girl who burned her hand on a hot stove recently. anybody goes near that stove now, she warns them, hot, hot, she says. i will guarantee whatever that child does between 3 and 103, there's one thing she won't do, it is so very difficult to be a parent these days. our natural instinct is to protect our children, and doing so has always been a terror filled process of trial and error, in spite of dr. spoke. but now you've got the food police and the toy police and the behavior place and all those experts whose sole purpose seems to be to make you feel like you're a bad parent if you don't wrap your kid up in a bubble. nontoxic, and biodegradable, of course.
