el khalifi. he was given a suicide vest and cell phone and rifle, both inoperable and provided by the fbi. they had been watching him since december and he had carried out a test explosion with the fbi in virginia. he is now charged with trying to carry out a weapon of mass destruction. >> the president was told of the arrest but for everyone else on the hill it came as a surprise. it disrupted the afternoon for everyone around constitution avenue. many were surprised to hear of the plot but most relieved by the outcome. >> it's pretty intense what's going on in this country and a lot of security and a lot of people are nervous. >> it's shocking to hear about it but pleasing to know they were on top of it. >> people inside the capitol

>> advocates for legalizing same sex marriage in the state of maryland, the scene last night in annapolis when the marriage house passed the marriage equality bill. the bill needed 71 votes to pass and got exactly that. governor martin o'malley who already said he would sign a gay marriage bill into law made an appearance and got there and hugged the speaker of the house, michael bush, right there. >> the dignity of every individual, these guys did this, this man did this. >> maryland will be the eighth state to legalize same sex marriage. it is expected to pass with no trouble in the maryland senate and take effect next week. they may put the issue on a referendum ballot for voters to decide. >> meanwhile, governor christie made good his promise to veto a same sex bill that passed

lawyers could present closing arguments as early as today in the trial of former university of virginia lacrosse player, george huguely. the 24-year-old from chevy chase, maryland is accused of killing his ex girlfriend, yeardley love in 2010. in court, jurors heard from her godmother and that they got into an argument days before she died. the judge told prosecution and defense to prepare for a full day in court today. >> public records show a father who killed himself and his two boys had disturbing sexual images on his computer. washington state investigators found images of cartoon sex and incest on josh powell's computer. he was a suspect in his wife's 2009 disappearance. powell told investigators he took his sons camping and returned to find his wife gone and police at his house. earlier this month, he set fire

to his home killing himself and his sons after a social worker brought the boys up for a supervised visit. he lost full custody of the children after his wife's disappearance. just days earlier, a psychologist called the graphic images concerning and suggested powell undergo an intense evaluation. a maryland senate has voted to censure a state senator. senator you lis sulysses for no disclosing the shoppers paid him a total of $125,000. at the time he was president of the budget and taxation committee. a resolution for him and his committee leadership positions. curry was arrested in 2010 on corruption charges but acquitted at his trial last year. a jury agreed his actions were a conflict of interest but found him not guilty of bribery. maryland voters will now decide if some illegal immigrants can get instate

tuition under the dream act. a judge ruled it can go on the ballot in november along with the general election act. supporters say it should not be a referendum because it involves funding government state programs. the judge found the measure had a primary goal to chang'el giblt requirements. the state elections board are approved a petition drive to get the issue on november's ballot. m now, to decision 2012, where newt gingrich slammed his republican rivals. the former house speaker is upset, his competitors refuse to participate in a nationally televised debate in his home state of georgia. gingrich said if his vrivals aren't willing to debate him, they won't do well against president obama. he hopes to do well in his home state of georgia that does well. the recent polls has him in a distant third behind rick

santorum and mitt romney. >> the president raised $29 million last month, raising his total to around $250 million. the obama campaign said that 98% of last month's donations were of $250 or less. during the 2008 presidential election, then senator obama raised around $500 million. the president is back in the white house this morning after a west coast trip and will soon sign the payroll tax cut extension into law. the house and the senate passed the extension yesterday. it continues to 2% cut that was set to expire at the end of the month. president obama praised the move saying it was a great example of a bipartisan effort. >> it got done. this is a big deal. i want to thank members of congress for listening to the voices of the american people. it is amazing what happens when

50s, some spots might touch 60 degrees today. right now, 37 degrees in washington. nary a breeze blowing for you. 28, manassas at 25, no real industrial strength cold air anywhere to be found. temperatures generally upper 20s and low 30s. compared to last weekend, we were in the teens, this is nowhere near cold. no advisories for the immediate washington metro area. storms are posted for central and southern parts of the shenandoah valley and culpepper. that will not impact us a heck of a lot. nearest raindrops in far southwestern west virginia. that's not the storm we're following. the big storm is way down in texas. instead of coming up towards the mid-atlantic, it's going out more towards the carolina coastline before it starts to make the turn.

after an intense fire tore through their home in prince george's county. it sparked their their home on the 7600 block of normandy road in maryland. firefighters say there were two families living in the home at the time. everyone able to get out of the house and no injuries reported. the house is a total loss. >> two firefighters are out of the hospital this morning after falling through the roof of anacostia high school. it happened at a fire yesterday. students and teachers evacuated from the building. fire investigators say the fire and incident caused extensive damage to the roof. it is not clear if the school will reopen tuesday or if classes will have to be relocated. prosecutors plan to seek life in prison for a man convicted of killing an off-duty state trooper. a jury found cyril williams guilty of first-degree murder

and related weapons charges. prosecutors say he killed trooper westerly brown outside an applebee's restaurant in 2010. the state says william killed brown after getting kick out of the restaurant for being unruly. the trooper's family talked about their loss shortly after the ruling. >> wesley will not be with us but the community will miss him and our lives will be forever changed because he's not here. >> williams is scheduled to be sentenced may 10th. traveling into the district on metro this holiday weekend could take you a little extra time. three stations on two lines will be closed for track work. on the orange line, bout the claire rendon and courthouse stations are closed. metro will provide shuttle buses between rosslyn stations to get you around those closures. >> you can catch a free bus between medical center and white

flint. all three stations will open in time for the morning rush on tuesday. drivers definitely won't agree but 2011 was a banner year for speed cameras in maryland work zones. nearly half a million citations were handed out, raking in almost $19 million last year. is there some controversy surrounding those cameras. the american automobile association says drivers are upset, questioning whether tickets should be issued during a time when construction workers are not on site. more than half of the citations came during non-working hours. studies that showed how scientists mutated the bird flu virus during a form that could cause a deadly pandemic will stay a secret. flu experts and world health organization met yesterday to discuss releasing the study but opted to keep the confidential work confidential.

bird flu is difficult for humans to contract but scientists in the u.s. and netherlands found a mutation that would make it's easier to pass among humans and concerned those mutations could end up in the wrong hands and cause a pandemic or be used as a biological weapon. medical experts say it's peek season for the stomach bug known as a norovirus. george washington university was recently hit hard by the bug with 85% of students reporting cases. the virus is highly infectious and can be transmitted by hand-to-hand contact. students are warned to wash their hands multiple times a day. despite the out-break, the centers for the disease control says this appears to be a typical bug. >> so far we don't have any evidence it's exceptionally bad. we have seen a lot of outbreaks being reported. our best assessment of the magnitude of the season will come after it's been completed.

ordered flowers from tell la flora two weeks before valentine's day. when the date came -- >> i knew she would be home and awaiting her e-mail or text thanking me for the flowers. unfortunately that never happened. >> we had exchanged a gifts a few days prior to valentine's day so i didn't think he would be getting me anything. >> reporter: segal said he spent about $75 on an assorted bouquet that never showed up. >> i gave him a ring and i could not get through. i called probably two dozen times. >> reporter: segal is not alone. this is teleflora's facebook page. hundreds of consumer complaints about failed valentine's day deliveries. some speculate teleflora's super bowl ad could be the culprit. they told us their valentine orders spiked more than 80% after the commercial aired. this florist in fairfax, virginia accepts orders and said

we're following breaking news out of fairfax county where police are trying to find a car that hit a pedestrian and took off. it happened overnight in morton. no word on the victim's condition or identity. police have not said if they know what vehicle they're looking for at this point. we will bring you more details about the story as it becomes available. another big story we're following is the morning's weather. not looking too bad to start off. >> not so bad. in all fairness, saturday, today, is going to be fantastic. you cannot file a complaint, golfers be wear. i wonder if it's a motherologic motherological -- meteorological term you throw out often?

welcome back. internet privacy is once again front and center after it was discovered google had been tracking millions of americans who thought they opted for privacy. google found way to trick an apple software code and followed millions of people who used apple safari browser and allowed google to track buying habits and what sites were visited. they only disabled the work when they were approached by the "wall street journal." experts say we may see more of snooping as internet companies try to get that upper hand on advertising. scary stuff. >> that's right. finally this afternoon this morning, the ultimate parking ticket headache, tens of thousands in dollars in fines. >> wait. none are for your cars. that's the reality for one local man who called the iteam desperate for help.
