historic day. right now the first steps are being taken for building the national museum of african-american history and culture. president obama is among the speakers today at this groundbreaking ceremony. good morning, everyone. welcome to "news4 midday." i'm barbara harrison. wednesday, february 22, 2012. president obama is making history at the national mall. helping break ground at the smithsonian's new national museum of african-american history and culture. tracee wilkins joins us live at the national mall with more on the big event. >> reporter: good morning,

barbara. it is a historic day. museum that's going to be dedicated to documenting african-american history and also sharing the african-american experience with the world. we will be located right here on the national mall. let's take a look at what's going on inside. we are right outside where the ground break sing being held. felicia rashad is serving as the mistress of ceremonies inside. they are having a musical performance and had musical performances lou outthe groundbreaking ceremony. president obama, first lady, u.s. representative lewis, former first lady barbara bush a number of dignitaries are taking part in this groundbreaking today. john lewis especially has been a champion to this museum, helping to secure bipartisan support, funding and also securing this amazing location. speaking of location, let's take a look at what this museum will look like. national museum of african-american history and culture will be the smithsonian's 19th museum.

it is claiming the last available five acres of the national mall. the first green museum among the smithsonian's buildings. it will be located on constitution avenue between 14th and 15th streets in northwest. that's between the washington monument and the national museum of american history. this will be a seven-level structure with most of the exhibits based located underground. the only national museum devoted exclusively to the documentation of african-american life, art history, and culture here on the mall. already today's groundbreaking ceremony we heard from the museum's founding director as well as the mayor of the district of columbia. >> today we begin to make manifest on this mall, on this sacred space, the dreams of many generations who fought for and believe that there should be a site in the nation's capital that will help all americans remember and honor african-american history and culture.

>> today's groundbreaking is a milestone that fulfill it is dreams and aspirations of many generations and honors all of those whose shoulders we stand at this point. >> reporter: president obama will be addressing the aude wrens in just a little while. we are expecting him to take the podium any minute now. the museum will open in 2015. we are looking at three years to go and we are standing right here on solid ground and the assistant director for the museum told me this morning that two years will actually be the construction and the final year will be fitting the museum. getting all of the exhibits together, preparing to open the doors. had have a lot of work ahead and they are wrid to gready to get started. >> we are all looking forward to that opening in three years. right now, it is going to be tough to get you a round by the national mall because of the groundbreaking ceremony. drivers can expect closures on 12th, 14th, 15th streets as well as madison drive and constitution avenue.

closures and restrictions should last until noon. let's check on the midday traffic now. sheer danella sealock. good morning. >> good morning. now if you are traveling the outer loop of the beltway in montgomery county, seeing big delays here. i want you to know i'm calling checking for accidents. so far not seeing any but got to let you know you are jammed around i-95 and very slow as you make your way to wisconsin avenue. a live look now. you can see outer loop of connecticut avenue very slow. your travel speed only 18 miles per hour. taking 30 minutes to get from i-95 to i-270. inner loop of the beltway still slow at little river turnpike in virginia. better travel speed about 40 miles per hour. barbara, back to you. >> thanks, danella. turning to the weather now and the sunny start we had to this morning. let's find out about the afternoon. here's storm 4 meteorologist tom kierein. >> they have a beautiful day under way important the groundbreaking ceremony and all around our region after morning clouds broke up we got the sunshine breaking out. and temperatures right now are warming into the 50s throughout

much of the region. in fact, right now reagan national is at 52 degrees. prince william county, it is near 50. around gainesville and in fairfax county, temperatures are near 50. and it is also in the low to mid 50s now in prince george's and montgomery counties. southern maryland, around the northern neck, eastern shore and it is in the mid 50s. farther west and north, too, climbing into the 50s. around the blue ridge, shenandoah valley, and into the mountains of western maryland and west virginia. now here's the view from space. over the last 12 hours you can see that there are cloud cover -- exiting our region and going off to the north and east and there are other clouds about to come our way. there is a weak does turn answer now in the ohio valley. that will be sweeping in tonight and may give us rain later tonight. between now and then, skies will be sunny to partly cloudy and then all cloudy by late afternoon. we will be climbing into the upper 50s to around 60 degrees with you the next couple of hours. then we will get a bit cooler tonight with a chance of some of that rain moving our way. i will have details on that in a couple of minutes. we will look at the rest of the

week and weekend. big changes on the way, barbara. >> thank you. right now, jurors are deciding the fate of a former university of virginia lacrosse player on trial for murder. the jury began deliberations around 9:30 this morning and will have to decide if george hooug lynn tended to kill his on-again, off-again girlfriend yeardley love. as soon as deliberations began jurors asked to ask huguely's interrogation tape again. two alternate jurors were dismissed from the group of 14 leaving seven men and five women to debate a verdict. prosecutors have argued huguely intended to harm love and have urged a verdict of first-degree murder. huguely's defense team calls love's death a tragic accident. a man arrested in a plot to bomb the u.s. capitol will be in court this afternoon for a bond hearing. he was arrested friday. investigators say that uncover

agents gave him an inoperable bomb and gun. prosecutors say that the 29-year-old was headed to the capitol thug he was going to blow himself up inside. he's charged with attempting to use a weapon of mass destruction against federal property and if indicted and convicted, he could face life in prison. this week, maryland can join the district and seven other states and legalize same-sex marriage. the senate is expected to vote on legislation this week. yesterday a senate committee approved a bill that would allow same-sex couples to more write in civil ceremonies. governor martin o'malley says he will sign legislation that makes it to his desk. and today lawmakers will consider expanding gambling in maryland. the senate budget and taxation committee meets this afternoon to discuss a bill that would bring a new casino to prince george's county. county executive baker will testify in support of the proposed high-end casino at national harbor. even if the general assembly approves the expansion voters will have a say on the new games and casino in a statewide

referendum. and that proposed casino in prince george's county is getting support as we said. a survey of by opinion work shows 57% of voters like the idea. 29% said they oppose the plan. and overwhelming majority, though, 92% said voters should make the final decision. county executive baker says that the $1 billion plan could generate 5,000 new jobs and millions in tax revenue. tomorrow marks six months since the magnitude 5.8 quake that rattled the east coast. we are getting an inside look at the repair process at the national cathedral. large stone pinnacles were shaken from their foundation during the august 23rd quake. now stone masons are actually trying to reproduce the pieces from scratch. it will take months to complete the more detailed pieces, though. it could take at least ten years and $15 million to complete all of the repairs that are

necessary. work to fix the washington monument is expected to be late summer. the monument will likely be closed the rest of the year. and dominion virginia power says it found radioactive water at its north anna nuclear power plant in lieuies a county. a company's spokesperson told the dispatch the two reactors are not the source of the leak, though. the company is trying to find out what is leaking. a sample of groundwater at the plant had more than twice the federal standard for drinking water. the company told the nuclear regulatory commission there is no evidence, though, that the leak is related to last year's 5.8 magnitude earthquake. the commission says that the radiation is not a hazard to the public. 11:09 is our time. coming up, why gas prices could be an indication of things to come in the november elections. ♪ come on ♪ come on ♪ baby don't you want to go >> sing it.

newspaper. she and french photographer remi ochlik were killed when a rocket hit a house they were in. nearly 9,000 have been killed since a violent government crackdown started in syria a year ago. new tension between the united states and iran over its nuclear program. the u.n.'s nuclear agency says that iran repewses to let u.n. inspectors into a facility where they suspect nuclear weapons tests are being conducted. that team of inspectors has left that country and is back in europe now. the agency says iran refuses to cooperate with the u.n. on how to restart an investigation into its nuclear program. that probe has been stalled now for nearly four years. the u.s. embassy in afghanistan is on lockdown because of violent anti-american protests there. the protests were sparked by the apparently inadvertent burning of muslim holy books at a nato military base in kabul. the u.s. officials say copies of the koran were removed from a prison library because detainees wrote radical messages in them.

the books were placed in the trash that was later burned. apologies from u.s. and nato officials have failed to stop the violent demonstrations in kabul and elsewhere. afghan security forces say seven people have been killed. republican presidential candidates will face off for one more time in decision 2012. tonight the four remaining contenders will debate in mace a arizona. it is the only debate ahead of primaries in michigan and arizona next week. a new nbc maris poll shows mitt romney barely ahead in michigan with 37% support from republican voters and 35% for rick santorum. arizona, romney has a clear lead with 43% compared to 27% for santorum. rising gas prices may play a factor in the race for president. experts say the last five times gas prices spiked before a presidential election, the incumbent lost their seat. drivers are paying 20 cents more a gallon of a gas than just a

around here. maybe just a little spike in the temperatures but no snow. >> yeah. doesn't look like it for the next few days either. so we still have march to get through. there -- we have to keep hope alive. we have had some pretty big storms in march. it can still happen but certainly does not look like it over the next seven days. let's take a look now at our sky. here is a live view from the city camera hoage the sunshine on the washington monument and the jefferson memorial. reagan national at 52. few high clouds coming over. wind coming in out of the south at 11 miles an hour. we had spectacular northern lights up around the arctic circle the last month or so. and tonight there is going to be a lecture at the national museum of american indian at smithsonian. all about the northern lights. it will be showing fantastic videos and doing a lot of explaining about how it happens and interaction between the sun and upper atmosphere at 6:45 to 8:30 tonight. get ticket information there

resident associates.org. the temperatures are now climbing. we are into the 50s in west virginia. shenandoah valley in from the blue ridge to the bay. low to mid 50s now. and all across our region we have quite a bit of shine. over the last couple of hours, we have had clouds that are now exiting off to the east, showing all clear to our west. lots of sun there. farther west, these little patches of green, areas of light rain that are falling in ohio. this area of green stretches into kentucky. this area of red, that's one shower, maybe a little bit of thunder with it. that will be passing well to our south. this is a weak disturbance. it is going to be coming in later this evening and as it does come on through, we will have a possibility perhaps of shower coming in. right now it is partly sunny and going forward over the next 48 hours or so. this area of green, zone of potential rain, maybe the yellow zone, little bit harder rain coming down. little bit to our south. this will be generally after midnight until dawn tomorrow. thursday we get the sunshine

about. friday, we will have a front coming in, cold front as that cold front comes through friday could get showers and these areas of green, that will be during the day on friday. then friday night much colder air moves in. this area in lavender and white, that's a zone of potential snow out in the mountains of western maryland and west virginia. but not closer to washington. so for the rest of the afternoon, partly sunny and cool. we will have temperatures up near 60 degrees. winds out of the southwest around 5 to 15. then overnight tonight, cloudy and maybe a few sprinkles of light rain by midnight. drop from the mid 50s after sunset to 50 near midnight. by dawn tomorrow, rain should be ending and down to 40. then tomorrow with the sunshine back, southwesterly breeze, climbing to near 70 degrees, tomorrow afternoon. and then on friday, we will have that front approaching. before the rise we should climb into the 60s and maybe even near 70 parts of virginia friday. gusty wind out of the southwest and changing to the northwest. and as that happens when the

this entire pig into this little block. >> my goodness. quite an accomplishment if you can do that. >> tell us about what you are doing. >> we take the entire pig and we are going to cook it slowly in duck fat for six hours. then we take all the bones out of it and you can see there's sort of -- basically take all the meat off of and it meat gets tender and slow cooked. you have the head in there. some of the ears. the nose. everything but the bones. >> that's just -- pressed together. >> right. >> what we do is take the thin layer of skin and we pack all the meat back on to the skin. >> i see. >> there's like white, good amount of fat in there. it stays nice and juicy. >> little piggy cookies. then what we do is put them in a pan. hot cast iron pan. what we want to do is basically with this dish kind of involved from a traditional chinese-style banquet and you get a whole rested pig, really crispy skin, then -- really tender meat.

so what we have done is do the same thing and compress it and made it more elegant. once we turn it over it gets a nice crispy brown crust on the top. you have succulent tender meat with crispy skin on top. >> from there where do you go? >> we take a few components, checking with this plate over here. we take a few other components. >> i will hold that for you. >> what we do -- we need a little bit of sweetness and do a little bit of plum puree. we utilize the ingredient. this is all just plum, little bit of sugar and cook it for four hours so it gets really sweet and puree the entire thing. >> it looks delicious. >> we take our house made spice. ten different spices to enhance the flavor of the pork.

the hands of the jury. george huguely is accused of murdering yeardley love. prosecutors say he intended to harm her but the defense arguing it was a tragic accident. deliberations began two hours ago. huguely could face life in prison if found guilty of fir first-degree murder. >> generations will remember sometimes difficult, often you inspirational but always central role african-americans played in the life of our country. this museum will celebrate that history. >> right now president obama is helping break ground on the smithsonian's new national museum of african-american history and culture. housing artifact prosecutors famous african-americans. it is scheduled to open november of 2015. several streets are closed around the national mall for today's event. and new today, italian authorities say that divers appear to have found four more bodies in the capsized costa concordia.

officials with the italian fire brigade say the bodies have been found in a submerged portion of the ship. they say that it will take some time to bring the remains to shore because of the location on the ship and the rough seas. the concordia struck a reef near a tuscan island and capsized five weeks ago. 17 bodies from the ship had been found and 15 others are listed as still missing. police are looking for a man who sexually assault ad 10-year-old girl walking home from school. the mother talked exclusively with news4. anne arundel county police released the composite sketch of the man that sexually assaulted the girl on her way home from lake shore elementary school in pasadena, maryland. the man grabbed the girl and pulled her into a wooded area and attacked her. the victim's mother who did not want to be identified said she's angry. >> to pull her into the woods in broad daylight and hold her down, threatened to kill her.

>> police added extra paroles in that area. investigators are also passing out fliers. if anyone recognize it is man in the sketch call the anne arundel county police department. be prepared important major changes if your drive is in the tysons corner area. vdot is about to close the right ramp on leesburg pike that takes you on the inner loop of the beltway. the change is part of the express lanes project. news4's megan mcgrath is live in tysons with more on the changes. what can you tell us about what is going on out there? >> reporter: bash remarks lots going on and all begins on thursday. just when motorists get used to one new traffic pattern through the tysons corner area, things change. it is going to happen again starting thursday night when it is all said and done, drivers can expect some new lanes and different ramps and even a new traffic signal. motorists traveling through tysons corner, brace yourself for more changes in the traffic pattern. it is all a part of the ongoing express lanes project. folks jumping on 495 and from

route 7 can expect some confusion in the coming days as drivers get used to a new configuration. >> lot of signs and work going on, interesting things to look at. biggest things to pay attention and can survive the ride, we will get through this together. >> this weekend vdot will remove the right loop ramp from eastbound 7 to the inner loop of the beltway. drivers on route 7 will get on to the inner loop by taking a left-hand turn at a new traffic signal. change is also coming to i-66. vdot will temporarily restore the second lane outer loop 66 west that will help congestion. motorists on 66 will testimony rarely gain a fifth lane of traffic. >> we are trying to get in there thursday night. temperatures holding and we get into the 40s and can the striping down and everything in place. everything will be in place come friday morning. >> as difficult as the construction has been, there is at least light at the end of the tunnel. vdot says the project is on schedule for completion by the

end of 2012. motorists certainly hope so. >> i know lot of trouble right now but i guess progress has to be made. >> got to get done sooner or later. at this point these people are waiting in traffic for hours at a time. they are shutting down lanes. >> got to get done at some point. >> the work begins thursday night, goes into the weekend and while it is happening motorists should expect detours as well as traffic tie-ups through the area. reporting live in tysons corner, megan mcgrath, news4. >> thanks, megan. >> we now know more about the woman killed in a high-speed crash that ended in a fast food restaurant in landover. investigators estimate the 29-year-old helena smith reached a speed of 100 miles per hour before she lost control and crashed her vehicle in front of the kfc restaurant. she died on the scene. we searched online court records and found smith was ticketed last month for driving 91 in a 55-mile-an-hour speed zone. she was ticketed for driving

with a suspended license and driving with an expired registration. fairfax county officials are investigating abuse allegations at the reston zoo. the allegations focus on the death of a wallabee which looks like a kangaroo. the zoo's director claims she euthanized the sick animal with an iv injection of a drug and investigators claim the zoo doesn't legally have permits or training to administer that drug. >> they have to have a vet on staff. if they don't, documented the euthanasia, it wasn't done. >> no charges have been filed at this point. news4 tried to contact the zoo director. those attempts have been unsuccessful. >> we are going to check again on our weather now with springlike temperatures coming. tom kierein with us. hey, tom. >> yeah, we are already warming now into the 50s and got the sunshine and right now reagan national is at 52 degrees. it is in the mid 50s in montgomery county.

and it is also in the mid 50s in much of fairfax and prince george's counties and arlington and farther to the south, culpeper now at 61, fredericksburg up to 60 degrees there. they may make it into the mid 60s here over the next couple of hours. much of the region a high of 60. clouds with a few showers beginning to move in from the west. those areas in green in ohio and kentucky and southwestern virginia are areas where they are getting a little bit of light rain and that may move towards the metro area later this evening and after midnight tonight to taper off and end. after a high of 60 near 40 tomorrow morning and near 70 tomorrow afternoon. quite a change on the way. then another mild day on friday but we will have a cold front coming in during the afternoon might trigger a shower. southwest winds in advance of that and northwest wind will be blustery on friday night into saturday bringing in colder air. rain monday. >> thank you. a local man is making an online

push to lower speed camera fines in the nation's capital. mark mueller started an online petition asking city leaders to lower the $125 fine. he has been ticketed four times for speeding by camera on porter street in northwest d.c. he wants to know why the fine is so high. >> i can't understand how they justify $125. show me statistics that show me that it does produce safety and why $125 is the mark. >> d.c. police defend the speed camera, d.c. police spokeswoman tells news4 a person hit by a car going 30 miles an hour has an 80% chance of living. if they are hit by a car going 40 miles per hour, there is an 80% chance they will die. >> let's take a look at the traffic out there now. let's go to danella sealock and see what it is looking like. >> the outer loop of the beltway in montgomery county, old georgetown road, construction, blocking the light lane.

help at all with her chores. what can i do to destress? i'm overwhelmed. you can understand that. >> i can absolutely understand were. one of the best destressors is exercise. i certainly think she should take care of herself. make sure she exercises. the issue when i read this e-mail is not what she should do to de-stress. it is what she can do to limit the stress in the first place. what i think she needs to do sit down and talk with her husband. let her husband know what she appreciates he brings to the table, what he does for the family. let her know she feels -- let him know she feels like she's burning the candle from both ends and she really needs his help. because she's driving herself crazy. and maybe depending on how old the kids are she can start enlisting their help as well. and if the husband puts up a fuss, maybe one thing that they can do is actually for a couple of weeks keep track of the things each of them does with the amount of time they are spending on each of the things for the family and then take a look at it and really see are there things that hay might be able to help out with and maybe he was than realizing she was

actually medications that can be used safely with one another. i don't think these medications prescribed are really negative. i think that what they need to look into was whether this doctor was overprescribing the medications. one thing you can do is you can go to each state's board of medicine and they can do a background check on that physician and find out if there have been any types of citations or charges leveled against this doctor in the past and then they should also contact an attorney who may have more familiarity with the state laws and they could get the autopsy reports and find out more things. objecti oxycontin is very dangerous. more people are dying from opiate overdose than car accidents. >> one final question. why are hypo thyroid problems routinely misdiagnosed as a patient being depressed and treated with antidepressants rather than proper thyroid medications? >> doctors need to be thinking
