the washington, d.c. area. you can see exactly what i'm talking about there. there is the wider view showing that line of storms, that line of very strong storms coming on through. one more line to go before we get out of this and then we get into i think the bigger story here and that's going to be the winds that everybody is going to see. our winds have already shifted out of the north right now at 14 miles per hour. we will eventually see our winds through the night gusts up to even 60 miles per hour. we'll continue to see temperatures go down a couple degrees here. 45 in frederick. 61 in fredericksburg after a high down there of 70 degrees. we're going to be seeing those winds gust upwards of the 30 to 40 miles per hour by 9:00. upwards of 50 miles per hour as we make our way through the night tonight and by tomorrow morning starting off with wind chills in the 20s so we go from near 70 today in some locations, well to the south, d.c. coming in with 59 degrees so far, but tomorrow morning, waking up to wind chills in the 20s. we'll talk more about that plus

what the wind may just do overnight coming up. >> yikes. all right. thank you, doug. the rain, a rush hour, and friday at that adding up to a mess. we have breaking news out of arlington. take a good look at this. avoid if you can an accident on i-395. it has snarled traffic near washington boulevard. this is a live look. the accident has shut down all but one of the hov lanes. no word yet on exactly what happened. if you know someone who goes that way, they're going to be late. it is a mess out there. back to our top story tonight. that bizarre murder in northeast washington where the victim just 19 years of age and he was marched down the street with his hands behind his head as if he was a prisoner of war before they shot him to death. pat collins has the story. >> he was a free spirit. he was happy. caused no harm to nobody. >> reporter: for him to die this

way -- >> nobody deserves to die this way. >> reporter: the murder victim, 19-year-old francisco rivas, shot last night at 10th and gallatin streets northeast. shot as he was handing out advertising flyers for papa john's pizza. they say this happened in a bizarre way. the victim and two suspects marching down the street single file. the victim francisco rivas, his hands behind his head like this. that's the way r.o. white saw it. >> the guy in the front reminded me of a soldier who had been captured, had his hands folded behind his head with his elbows extended, and that would let you know he had been captured. >> reporter: and these two other guys were walking right behind single file. >> single file. >> reporter: and a short time after that you heard a gun shot? >> yes. >> reporter: francisco rivas found lying in a grassy strip

nearby the sidewalk. they say he had been shot in the head. >> it is just tragic what happened. >> reporter: when you heard this news -- >> i fell to my feet. couldn't believe it. >> reporter: at the rivas home today, friends and family gathered to mourn his loss. he was the youngest of three, the father of a 2-year-old. they say he just got started working in the pizza business so he could support his baby boy. >> unfortunately he wasn't only a son or a brother. he was also a father. his son just turned 2. he was getting himself together for him. >> reporter: what is the motive for this murder? robbery or something else? police say they haven't ruled noigt. in northeast washington, i'm pat

collins, news 4. some trouble at the school where the president's children attend. today a homeless man picked the wrong vehicle to try to steal this afternoon. the secret service says john gibson tried to carjack one of their vehicles where the president's children go to class. the vehicle was marked as belonging to the secret service. authorities say this was an isolated incident and has nothing to do with the school. gibson is charged with carjacking. a woman dubbed the blonde bandit pleaded not guilty today to charges stemming from her alleged crime spree back in november. police tell us stephanie schwab of manassas spent nearly two weeks robbing banks, stealing cars, and threatening people at knife point. her crimes are believed to have spanned northern virginia and maryland. the 26-year-old, who was arrested in montgomery county, is maintaining her innocence. her trial is set to begin in may. a senior pentagon official apologized multiple times to washington area muslims today for the burning of korans at a

military base in afghanistan. an incident that has sparked as you know days of deadly protests overseas. he offered the apology at one of the largest mosques in the country, in sterling, virginia. jane watrel was there and joins us with reaction. >> reporter: there were nearly 1,000 worshipers at the midday service. it comes on the heels of president obama's apology for what officials say was a mistake. hundreds of washington area muslims gathered for a friday prayer service at the all dulles area muslim society. >> the koran for every muslim is the word of god from the beginning to the end. >> reporter: and it is the koran that brought pentagon officials to the largest mosque in northern virginia. an acting secretary of defense apologized to worshipers for the burning of korans at a military base in afghanistan. 20 people have died in the protests including two u.s.

soldiers. >> i know that apologies are never enough and do not erase this incident. we cannot undo the past. we can only forth rightly acknowledge this incident, seek to rebuild trust, and prove our mutual understandings at all levels and from them do better in the future. >> reporter: the apology comes after a thursday meeting at the pentagon between area muslim leaders and pentagon officials. the military is investigating the incident and all troops are being retrained on the handling of religious materials. the mosque's imam called the visit a milestone and says the government needs to understand that the muslim american community is a bridge to the muslim world. >> we as muslim americans have to convey this apology made today in the wider perspective and share it with many people along the wall. >> reporter: many in attendance say they were impressed by the administration's gesture which included a muslim american chapla chaplain. >> i think it was very good. i felt better when i saw this

and i saw they made an effort and showed us how much -- >> we accept the apologies. we believe that it was an honest mistake, that no harm was intended, so we accept the apologies and now it's time to move on. >> a pentagon spokesman says the appearance at the adams center is part of a broad effort by the administration to defuse the controversy. pentagon officials reached out to the homosque and asked to co and speak directly to worshipers. >> thank you, jane. news 4 your health now. there is a birth control pill being recalled. the pills are from a company based in india and it's called glenmark general e. recalled by the pills are in the wrong order in the blister pack and they may not work. glenmark says the pills were distributed between september 21st and december 30th. the recall also applies to any blister pack in which the lot number and the expiration date

are not visible. in decision 2012 there are four days to go before the michigan primary. a loss in that state where mitt romney grew up could be devastating for his campaign. today he talked to the detroit economic club at the ford field where the detroit lions play and romney said the republican nominee will have to present a clear contrast to president obama. >> 20% down across the board. i have not spent my life in washington. the other couple guys i was debating the other night, ron paul spent time in health care and so is also different than the president but newt gingrich and rick santorum, fine fellows, but they spent their careers in washington. >> auto union members protested outside ford field. rick santorum is hitting romney hard in campaign ads in michigan reminding viewers that romney opposed the auto bailout. turns out candy caused a hazmat scare up on capitol hill today. capitol police identified a powdery substance found inside the rotunda as a candy necklace. hazmat crews shut down the rotunda around 11:00 a.m. for

about an hour before giving the all clear. congressional offices here and around the country have been on high alert after some leaders received threatening letters that had harmless powder earlier this week. some people have been wondering does marion barry really tweet all his own tweets? barry revealed all in a feisty radio interview today. tom sherwood is in our newsroom with that. i could only imagine him being feisty. no other way. >> barry is 76 next month. he did talk about tweets but first we had to take care of some distractions. former mayor and current council member marion barry is running for re-election in the april 3rd primary. he showed up at wamu's politics hour friday determined to talk about issues. >> i have lifted the spirits and lifted the aspirations of the people inward 8. >> reporter: barry repeatedly dismissed questions about city ethics and criminal probes of

a foot locker store in orlando, florida canceled the midnight release of the new nike phone posit galaxy sneakers. those fluorescent green ones after this chaotic scene hundreds lined up outside a mall to be one of the few to get a limited pair of basketball shoes. riot police were called in when the crowd became unruly. one person was arrested in our area as crowds waited for the nike sneaker. >> yeah. is there a hidden cost to this marketing madness? news 4's derrick ward talked to one person who was attacked during the last shoe release. people have gone crazy. >> indeed they have. at a mall in prince george's county people lined up, even

stayed after learning that shoes wouldn't go on sale. there were extra police officers in stores where the shoes were just rumored to be on sale. if you're a shoe manufacturer it's nirvana. if you're a customer it's distracting and dangerous. the scene at prince george's plaza came before the sun for a long line for a short issue of ni nikes. not just any. these nikes the foam posit galaxy. stars and planets and glow in the dark treatment. for most of us shoes are about getting around, whether running or walking. they help us get from point a to point b. what is so special about these? the $220 price tag is a portion of what they are already fetching on internet auction sites. >> they cost 200. we sell them for 2,000. >> reporter: at other stores where they weren't even for sale like this downtown locker room in northeast d.c., extra police presence and a planned raffle when a few do come in. lawrence hopkins' 15-year-old son was enthusiastic about the

and actually killed. >> larry: m-- >> reporter: mr. hopkins says his son is over nike love and has gotten a letter of apology from the company but is considering a class action lawsuit against the manufacturer. you need them water proof. >> you wouldn't want to wear nice shoes out today. >> we saw a lot of rain, some locations half an inch, others 3/4 of an inch and it came down hard especially south and east of the i-95 cord ooh where we're still seeing a chance for some showers right now around i-95 and down to the south. let's show you first off what's happening out there right now. we are looking at rain coming through parts of the area including around the district. we're going to be seeing those temperatures that are going to be falling too. 55 degrees out there right now with winds out of the north-northwest at 12 miles an hour. the winds are going to be the factor. it's not going to be the temperatures. it is not going to be the rain anymore. it is going to be the winds that are going to be causing the most problems. 48 right now in gaithersburg. 46 in frederick. 55 in manassas and down toward fredericksburg the temperature 61 degrees. we did not get to 70 at the

airport today. i thought for sure we would see that. those numbers just down to the south. 70 in patuxent river. 70 in fredericksburg. cambridge all coming in at 70 degrees. but much cooler to the north. look at frederick only 48 degrees out there right now. here's the rain. right around i-95 between washington and baltimore. heavy rain earlier along the chesapeake bay bridge has closed one section of that bridge so now big time backup along route 50 out here. if you're traveling out route oo be on the lookout there. you'll run into some problems. down to the south we're looking at this storm right here coming through northern portions of st. mary's county. this is just to the north and west of leonard town just to the south of mechanicsville around route 5. we'll be watching this one. very heavy rain. maybe a little thunder and lightning. nothing severe. that is all moving out. look behind it. colder air moves in and so are the winds. the winds gusting upwards of 50 miles an hour potentially in the area you see here in the brown. to the west we're talking about

wind gusts of 60 miles an hour. this purplish pink area is a high wind warning in effect for areas right along i-81 mostly to the west but it also includes frederick county, portions of loudoun county, northern faucier county and we're already seeing winds pick up. right now wind gusts at the airport nonexistent but down toward pax river with the rain 36 miles an hour. this is where the wind is coming from. 43 in cumberland. 37 at petersburg. 30 in winchester. they're only going to get stronger as we make our way through the night tonight. winds to 50 and 60 miles an hour. i think we'll see downed trees, maybe downed power lines wan that we could see some possible outages as you make your way through the night tonight. so be prepared for that just in case. overnight tonight or rather this evening a few more showers or thunderstorms, increasing winds. temperatures 48 in the north to 60 down toward the southern region. thaens we make our way through the night tonight very windy conditions. tomorrow morning windy and cold. wind chills in the 20s.

sounding menu but "the washington post" food critic tom sietsema says you should check it out. >> you might walk into district kitchen thinking you've already eaten everything it serves but you're likely to leave pleased to be proved wrong. i have a soft spot for eggs for dinner and thus welcome the hash whipped up from fleshy mushrooms, roasted potatoes and a baked egg. rosemary winds through the piping hot dish giving it just the right thrust. there are a mere eight entree's but plenty to admire. the day's catch like the rock fish comes as i prefer, head and tail attached. and bright with lemon and thyme in its seasoning. a lusty pork shank propped upright and arranged with tangy sauerkraut and bread dumplings spotted with duck bacon. carroway and white wine aren't the only reasons the sauerkraut made with the under appreciated ko ko kohlarabi is so refreshing. i like the engaging at tufd the bartenders. they make great cocktails.

kick in once again. a high wind warning in effect for areas just to the west. i-95 corridor. talking about a wind advisory. winds could easily be upwards of 50 to 60 miles an hour overnight. i do expect to see downed trees. i do expect to see downed power lines. give yourself a lot of extra time if you're going to be out and about this evening. if you are going out also know it is going to turn a lot cooler by later on tonight, too. going to be a wild one. >> it is. one day after the maryland state senate passed the same sex marriage bill some were celebrating and others already taking steps to let the voters make the final decision come november. news 4's darcy spencer has more from our newsroom. wendy, today republican delegate from western maryland took initial steps to begin that referendum process. opponents are hoping if asked maryland voters will say no to gay marriage. but those who support the legislation say they hope the referendum effort will fail. >> the first thing i did last night after we won was give my

spouse debra a call and ask her she would be my lawfully wedded wife. >> what did she say? >> she said, of course. absolutely. >> reporter: maryland delegate heather mizeer says she already married her spouse in california but the passage of same sex marriage bills in maryland's house and senate means their marriage will be recognized without question here in the free state. >> i think we'll do a big celebration here once it's recognize recognized as potentially a renewal of our vows again with everyone in the state cheering and celebrating and knowing that without question our relationship is recognized. >> reporter: last night there were celebrations as the bill passed in the senate 25-22 guaranteeing it will become the law of the land here in maryland. governor martin o'malley fought for the legislation. >> we concluded it was not right and not just that children of gay parents should have homes that are protected in a lesser way under the law than other children. >> reporter: but the celebrations didn't last very long. already opponents are mounting a

petition drive to put this question on the ballot. a washington county republican delegate this morning filed draft legislation with the board of elections to mount a petition drive to bring the question to voters. >> we now move to the next phase. i believe this is going to be petitioned to referendum. maryland will join a number of other states none of which approved a -- this bill in a public referendum. >> reporter: the family research council is supporting the referendum. peter spriggs says other similar ballot challenges have been successful. >> i look to the experience of other states and in 31 out of 31 states where the question of the definition of marriage has appeared on the ballot voters have voted to uphold the traditional definition of marriage as a union of one man and one woman. >> governor o'malley indicated today he'll sign the same sex marriage bill into law on thursday but it woen take effect until january of next year. that's going to give time for the referendum process to play out. reporting live from the

newsroom, darcy spencer, news 4. all right. thank you. we have an update to a bizarre case of road rage that ended in a stabbing earlier this week in anne arundel county. police have now charged a second man involved in the incident. police tell us jeffrey neil furlough got into a fight with the driver of another car along route 3 in crofton tuesday. he was stabbed by the other driver but managed to chase him down and hold him until police arrived. after talking to more witnesses police charged furlough with assault for his role in the incident. a grassy area along a busy road in prince george's county is now the site of an archeological dig. you may have seen crews working along annapolis road of 450 in bladensburg. maryland highway officials say several prehistoric and 19th century artifacts were recently found there. they can't move ahead with a plan to widen that street until the items can be safely removed and evaluated.

some of the artifacts found so far include arrow heads, buttons, pencils, believed to be from the first school house built in bladensburg. that digging is going to continue for the next two weeks. expect to feel a squeeze on your wallet if you need to fill up your car this weekend. a spike in oil prices pushed the cost of gas to $3.65 a gallon for regular. that is the highest ever nationally for this time of year. if you fill up in the district you'll probably be paying even more than that. the average here has jumped to $3.82 a gallon. compare that to $3.74 just last week and $3.30 a year ago. our super screen shows us the prices in maryland are on par with the national average today at $3.64 a gallon. that is a 14 cent increase from last week. this time last year only $3.17. in virginia, the average is now $3.58 a gallon. a six-cent increase from last week. and up 48 cents from last year. the near future also looks bleak

what are the rules for taxes on a to go bag in a restaurant in montgomery county? where does the whole leap year thing come from and what is the best way to wash your jeans? it is friday. we're going to ask liz to give us some answers for those things. >> jeans is a good question on friday since everybody is wearing jeans. >> yes. casual friday. our first question comes from scott in silver spring trying to understand the new montgomery county bag tax and wants to know if he has to pay the five cent tax when he has food to go from his restaurant. >> this is so complicated.

basically we contacted montgomery county for this answer and it turns out the rules are fairly confusing when it comes to restaurants. montgomery county defines a restaurant as any lunch room, cafe, or establishment equipped with a kitchen, designed to prepare meals along with a public dining area. whether or not a restaurant charges you for a bag when you take your meal to go, depends on the type of bag it uses. there is no charge for a paper bag but there is the five cent tax on plastic bags. so for instance if you get a burger at mcdonald's it will not charge you five cents because it serves in a paper bag. however, if you get a sandwich to go at subway you'll be charged the five cent bag because its servers put your sub in a plastic to-go bag. >> i get it. >> it's cool. just don't try to understand the difference between a restaurant and not a restaurant. no way. our next question comes from lawrence in reston. he wants to know where the whole leap year thing comes from and why we participate in it. in fact, we have a leap year this year. >> yes.

any minute now. the national institute of technology helped us with the answer to this question. it says that leap years occur because the actual length of a year is 365.24 days not 365 days as commonly stated. therefore, on years that are evenly dwisible by 4 an extra day is added to the calendar. this day is february 29th which falls next week on wednesday and we call that day leap day. >> i thought it was something like an old tradition from our ancestors. >> aren't you so glad you have ask liz? >> i thought it had to do with marriage. our last question comes from insa. she wants to know the correct way and how often to wash her jeans. don't do it too often. >> we turn to the clothing doctor to help us with this question. he says that white jeans of course generally need to be washed four times more often than blue jeans. if you are washing your jeans at home wash them on a slow, delicate cycle to prevent any fading and to prevent shrinking

i am outraged from being banned from the oscars by the academy of motion pictures. >> who is that? look closely. sasha cohen aka admiral general shabazz is speaking out today after the academy told him he could not come as anything but himself. okay. cohen wanted to come as a ruthless dictator but the academy seemed to have a problem with the publicity stunt. cohen spoke on the "today" show this morning and called the decision an act of cowardice by a faceless regime. he threatened unimaginable consequences like higher gas prices if the academy didn't change his mind. he means business. expect the unexpected. >> i wouldn't want to be sitting next to him in the theater. >> no you would not. it's not only a battle to see who takes home an oscar trophy but there is also that competition on the red carpet. >> that's a tough one.

then those will continue to move on out. there is the heaviest shower. right now just to the north of the leonard town area. you can see the entire frontal boundary making its way offshore. severe weather right now along the eastern shore and down toward southeastern maryland down around norfolk, virginia beach area. tornado watch still in effect. now the wind gusts starting to pick up. 21 miles an hour in washington. you say hey that is not too bad. look back at cumberland, maryland. 51-mile-per-hour wind gusts right now. that's the latest wind. petersburg, west virginia 47 miles an hour. that's the wind that we have to come through our area tonight. watch out for that. that is why we have the wind advisories in effect and the high wind warning that does include now areas back toward garret county into maryland. they have taken it down now it looks like from places like loudoun county and frederick, maryland where it was up a little earlier. now everybody under just a wind advisory but once again winds to 50 and maybe 60 miles an hour. 48 degrees your high temperature

tomorrow. so it will be on the colder side tomorrow. 48 in manassas. but that is our average temperature for this time of year. at least close to it. but with 30 to 40-mile-per-hour winds, it's not going to feel like that temperature. temperatures tomorrow will feel like the upper 30s to around 40 degrees. so our winds make a big difference. winds down in florida make much less of a difference. a wind advisory also where dan hellie is right now. >> what is it, 86 degrees? >> 86 there right now. >> what's it like playing baseball down there? dan? >> it's a little windy. the big question i have is how drew story is over here with these lovely locks of hair. his hair is not even moving. i'm over here getting blasted and blown around. it is really not that bad down here at spring training, guys. it was the physical day here for the guys. they were trickling in and out, the position players were. the pitchers and catchers were out on the field tomorrow. the first full squad workout. and after coming back from his physical bryce harper found out

he was still growing an inch and a half in the last year so baseball's best prospect, just 19 years old, 6'2", 225 pounds. some might say harper needs to grow up a little bit off the field. harper says he just likes to have fun everywhere. he also says he would like to be on the major league roster when the season started. all subjects we chatted about this morning. >> if i get to nationals park i can make an impact on team. that's the biggest thing right now. i want to make an impact, be there, be a game changer and help us to win ball games. you know, everybody wants to be playing in september and october and that is our plan. our idea to do. i hope i can be part of that. hopefully it happens like it should. it would be a dream come true to open up in wrigley field and be able to wear the nationals uniform and represent them. >> would you be supremely disappointed if you weren't there? just part of the game? >> i think everybody would be disappointed, you know, i was

disappointed last year. i came in here trying to make the team and every year i'll come in and try to make the team and be the best i can be for this team and i think that's huge. if i have an attitude that i come in here and oh, well if i don't make the team, happy, but i don't know. i want to come out here and make the team and play good and play hard and try to represent d.c. and get the title like everyone wants. if i can get up there this year it would be awesome and i really hope that happens. >> harper clearly wants to make an impact on and off the field. he recently got blasted for saying during an interview that he wanted the lifestyle of joe na namuth. >> you know it wasn't maybe the smartest comment but if you understand where i come from or what i do then you'll understand. i like all the fashion and media stuff and everything like that and movies. i've always liked that kind of stuff. so, you know, to be able to do all that kind of stuff would be fun. i understand i got to perform on

a woman can thank good samaritans after a freight train smashed right into her car. >> this happened in newark, delaware. nbc's rebecca conners shows us. >> sat there a little longer and said i have time to get my pocketbook it would have been too late. >> reporter: a few more seconds and the driver could have been crushed along with her car. police say it was early thursday morning when monique accidently turned on to the csx railroad tracks at west main street in newark and got stuck. waste management workers clifford foes and sean brown tried to push the car. they explained when the driver wouldn't get out even after the warning the train was coming. that's when they stepped in. >> i told her four times and walked away and said i can't leave her. i said come on. get out of the car. she stepped one foot out. by the time she got the second foot out the train came and wiped the whole car out. >> there are more that get rescued off the tracks than get hit by the train. people do get stuck quite frequently. >> wonder land records owner

dmitry insists he has more than a dozen recordings of trains smashing into cars either already stuck or making the wrong turn. check out this video from may, 2011. it shows this white sedan right smack in the train's path. he calls the intersection outside his store confusing to say the least. >> they just have to put a guard on there. you know, that's going to tell people, flashing light, you know, something. >> take a look at this from similar story. a driver takes the wrong turn and the car is lodged in the tracks with the help of some university of delaware students she makes it out before the car is thrown a hundred feet. >> all they have to do is put like a block here. >> he says until something is done he has some advice for next driver. don't wait. >> get out of the car. the car is not worth it. >> wow. like you need to be told that. >> yeah. >> apparently you do. the driver says she was not familiar with the area. >> police say she was not intoxicated and won't face any charges. that's it for us. we hope your weekend is a good one. >> news 4 at 6:00 starts right now.

and now from washington's leading news station this is news 4 at 6:00. good evening. we begin tonight with the extreme weather across the country. a blast of winter weather is leaving a big mark on the midwest where chicago's suburbs are blanketed in half a foot of snow. slick roads are creating some real traffic headaches and thousands of travelers at o'hare and midway airports are waiting out delayed flights. people who live down south are battling devastating winds. the school in jackson, alabama had the roof blown off. 62 kids and their teachers were still inside. one person was killed by a tornado in northwest georgia. that carved out a two-mile path of destruction there. >> here at home parts of the region were hit with severe weather today. more than half an inch of rain fell in some places and now the wind is really starting to kick up out there. doug kammerer is tracking the conditions from storm center 4. what's the latest, doug? the wind is going to be t
