good morning, everyone. welcome to "news4 midday." i'm barbara harrison. wednesday, february 29, 2012. we begin this morning with severe weather that has killed three people in illinois and one person in missouri. a strong line of storms swept through the midwest. branson, missouri. what may have been a tornado may have damaged several theaters in the district. emergency crews are trying to get to people trapped in their

holmes. the storms ripped through harveyville's kansas, injuring at least 11 people there. this is a birth's eye view of the damage. the town looks like it took a direct hit from an apparent tornado. you can see dozens of holmes destroyed, strong winds knocked down trees and power lines. and again this is just part of a big storm system moving across the country. and taking a look outside right now here in our area, we are getting rain. we are not expecting severe weather. storm center 4 meteorologist tom kierein can tell us what we can expect. good morning, tom. >> good morning, barbara. we might get a little thunder and lightning but i don't think that we are going to have any severe weather. although it is associated with the same system. we will probably just get thunder and lightning. already had that through central shenandoah valley. you can see this moving color on radar. that's rain. and where you see the yellows and reds, that's where it is raining hardest. we are getting some moderate downpours now in prince george's county and that area in red you see near bowie and along the beltway. in prince george's county. raining hard there. then farther to the south,

there's some heavy rain now in st. mary's county and southern charles county and across the potomac into stafford county and areas just to the east of fredericksburg and king george county. that is heading off to the east. we will have rain tapering off getting moderate rain and in the areas in yellow and montgomery and fairfax counties. light rain that's tapering off temporarily out in the had an dough a valley. just a few sprinkles. look at the contrast in temperatures. 43 now at reagan national. dark blue areas, see to the north, 30s. and where you see tonight the green it is near 50 degrees down towards richmond and near roanoke and farther to the west, it is in the 60s and in kentucky. and there's -- some indication some of that warm air may try to make its way in here by later this afternoon. and as a result, we will have a bit of a warmup but overall a cool day and rain tapering off temporarily through the afternoon. it may be near 60 to our south by late afternoon. most of the metro area around 50 degrees through the afternoon.

look at big changes on the way for tomorrow and into the weekend. barbara, coming up. >> thank you. it was a startling start of the day for some students in montgomery county. their bus ran in a house on new hampshire avenue and schindler drive in silver spring. a witness told news4 an suv swerved in front of the bus and hit it. the bus driver ran off the road and into a vacant house. the 20 students onboard were not hurt. they were each evaluated and taken to france's scott key middle school. right now utility crews are trying to repair a sinkhole in bladensburg. because of the work drivers have to detour around route 450 at the intersection of route 1. a 12-inch water main break earlier this week caused the sinkhole. wssc says that a temporary patch over the water main gave way overnight. workers are now trying to fix the pipe and then they will fix the road. drivers are urged to avoid the area altogether. we are going to check on the midday traffic out there to see how things are moving through the rain. here is danella sealock.

makes it all the more memorable. the whitney family can't be happier. take a look at this beautiful little girl. mattea whitney. she was due march 4 but came early. she born at 5:47 a.m. today. now as a leap day baby her birthday only come around once every four years. while that may sound like a bummer to some people, mattea's parents actually are thrilled. her dad was really pulling for an early birth, a leap day birth. >> yes. from day one, i said right when we found out when she was pregnant and we found out the due date, march 4, i was like right around leap year. it would be saw awesome if we had a baby on february 29. >> and you got it. >> we got it. it is amazing. i can't believe it. >> we are excited. a lot of people didn't want to have a leap year baby -- didn't want us to have a leap year baby but we really wanted to. we are very excited. >> i think it makes for four times as special because she only has a birthday every four

years. >> we are thinking we are going to do -- do a big party every four years. and then a friend of ours was telling us that they do a celebration every 28th -- minute before midnight between 28th and march 1 and do a big like one minute go crazy celebration. we play play around with that idea. >> now, this is the first baby for amanda and daniel whitney. as you can see, mom and baby are doing very, very well. she just had the little girl about 5 1/2 hours ago. she looks absolutely amazing. as you can see they are very happy and thrilled that they not only have a healthy baby girl but they have a leap baby as well. again, few more hours left in the day. we are expecting more births at the hospital. that club, birthday club is going to grow a little bit more before the day over. reporting live from fairfax inove women's center, megan mcgrath, news4. >> unique club. beautiful baby. wasn't she gorgeous? >> reporter: gorgeous. i know.

mom looks so good. >> i know. >> reporter: i didn't look that good after my babies. >> congratulate them for us. terrific. new from overnight, firefighters battled blaze on the 5200 block of 2nd street in northwest washington. the fire broke out on the first level of the two-story home around 2:30 this morning. firefighters say when they got to the scene they saw fire coming from the end of the row house. the fire is now out. no injuries reported. the cause remains under investigation at this time. today we are going to find out what sparked a huge fire in prince george's county. it except seven firefighters to the hospital. a fire official tells news4 the cause is troubling. one of the firefighters, 21-year-old ethan sorrel, left the burn unit last night. he suffered burns to his airway while battling the flames at the abandoned house in riverdale friday. he is expected to speak at this afternoon's news conference when the fire department talks about the cause of the fire.

only one fire fighter, 22-year-old kevin o'toole, remains in the hospital. we are told he is making progress after undergoing skin graft surgery on monday. prosecutors say the gunman from the ohio school shooting chose his victims at random. about 3 had you thousand people gathered last might to remember the tree victims at monday's shooting. one of the victims, demetrius hughland, use tloifd here in the district as a child. his family released a statement saying, quote, he was a happy young man who loved life. the parents of another victim, daniel, were on the "today" show this morning. >> danny was a great boy. he listened, everything he did, he was a happy kid. never caused no trouble. and he was always fun to be around. he always wanted to be by us and making fun of me all the time that he was taller than me. he just -- loved him. >> two victims are still in the hospital.

meanwhile, a judge ordered t.j. lane to remain in detention if for 15 days to protect both him and the community. prosecutors have until tomorrow afternoon to formally charge him. later in the newscast, psychiatrist will talk about the warning signs to look for in troubled teenagers. 11:09. coming up, why mitt romney's win in michigan was a win for rick santorum. plus, a revelation leads to questions at the pentagon this morning. how remains of some 9/11 victims ended

breaking news out of north korea. north korea agreed to suspend its nuclear activities. it also agreed to a moratorium on nuclear and long-range missile testing. u.s. secretary of state hillary clinton called eight modest first step. the state department says that north korea agreed to let u.n. inspectors monitor as it disabled its nuclear reactor. they will finalize details of a package of food aid. mitt romney is celebrating two big wins in his effort to become the republican presidential nominee. the former massachusetts governor won the michigan and arizona primaries yesterday. romney held off a strong charge from former senator rick santorum to win in michigan by

three percentage points. many romney supporters are breathing a sigh of relief with a victory in michigan. his serve three terms as governor. pundits warned a loss could have been devastating to his campaign. romney acknowledged the race was close but says that won't dampen his celebration. santorum treated his close losses something of a moral victory. >> in this room are the people who knocked on the doors and made the calls and went to the polls and made an enormous difference. we didn't win by a lot but won by enough and that's all that counts. >> we came into the backyard of one of my opponents. and in a race everyone said well, just ignore, really month chance here. and the people of michigan looked into the hearts of the candidates and all i have to say is i love you back. thank you. >> romney might have won in michigan but he and santorum split the delegates because of

the new party rules there. romney won all 29 delegates up for grabs in arizona. ron paul and newt gingrich are already looking ahead to next tuesday which is being called super tuesday. paul campaigned yesterday in springfield, virginia. gingrich spent the day in his home state of georgia. virginia and georgia are two of ten states holding their contests next tuesday. more than 400 delegates will be up for grabs on that day. later today president obama will welcome members of the armed forces to the white house for a special dinner to honor service during the war in iraq. the event for 200 people will include service members from all 50 states and u.s. territories as well. one of the lucky guests is a sailor from d.c. petty officer second class terry lee thompson. she spent six months at camp victory between 2006 and 2007. she is currently stationed at the naval air facility and is originally from texas. virginians will be able to buy more than one handgun a month starting this summer.

virginia governor bob mcdonnell signed the bill into law repealing the ban that limited the number of handgun buyers to purchase. he si-- the general assembly passed the repeal two weeks ago and the ban was enacted back in 1993 when 40% of guns found ad crime scene where -- crime scenes in new york traced to virginia. the appeal goes into -- repeal goes into effect july 1. requiring a woman to get an ultrasound before an abortion is making its way through the assembly. it was passed along party lines. senators passed the revised bill opting for an ultrasound instead of a more invasive exam. the mandate would include -- or exclude rape and incest victims. it is now up to the state house to approve the bill. virginia governor mcdonnell says he will sign it. four virginia congressmen want to restore president's day

to february 22. to mark george washington's birthday. they say the change would prompt americans to focus more sharply on washington's legacy. since 19689 washington's birthday has been observed on the third monday in february rather than on his actual birthday. today congress will hold a hearing on that legislation. storm 4 meteorologist tom kierein is with us to talk about this rainy day and what we can expect later and the rest of the week. >> came in hard here in the last hour and a half or so. raining pretty hard right around the metro area. moved in quickly this morning. started raining about 8:00 and since then it has picked up in intensity. had not had any thunder and lightening locally. an hour ago around the shenandoah valley. that's a live view from our city camera. barely making out the 395 corridor there the. it is showing us heavy rain. if you don't have to go out, just stay inside. if you have errands to run i would put it off another couple of hours. rain is going to be tapering

off. right now 43. raining hard at reagan national and southerly wind there at about 15 miles an hour. and as we look at the radar that's been moving in over the last six hours and these areas in orange and red and these are the zones where it is raining hardest. right now east of washington, heaviest rains now in this orange area in prince george's county, anne arundel, calvert, charles, st. mary's, along the tidal potomac into the northern neck. behind this, the rain is tapering off. still moderate rain at fairfax county and montgomery county. and down 95 through prince william, stafford, spotsylvania, points west, still a few pockets of moderate to heavy rain. southern fauquier county into culpeper county. then west of there, the rain has tapered off and ended in the had an dough a valley. temporarily. there will be another shot of rain likely coming in later. it has been cool. we have been holding steady in the upper 30s to around 40 across north central maryland. right around the beltway and metro area. low to mid 40s now, upper 40s in southern maryland, cambridge at

50 degrees. and off to our south it is still generally in the 40s. but we do have some very warm air poised to move up our way here. 52 at roanoke. charleston, west virginia, 64 there. some of that mild air may make its way in here by later this afternoon. looks like much of the metro area is only going to warm to about 50 degrees or so. just to our south it may make it up to 60 in southern maryland. fredericksburg over to culpeper. that would be later this afternoon after this rain bates. here is the wider view. you can see this break in the rain where you see the color here. this is the rain. then there sbrak over the shenandoah valley, west virginia. there is another shot of rain and stretches farther south and west. right along the ohio river valley. that will likely move in later this afternoon. going forward, over the next 48 hours, this is our break coming through here during the afternoon hours. then another shot of rain likely coming in. maybe with some thunder and lightning. between about 7:00 p.m. and midnight. after that we will clear out. rain ending and we will have

beautiful weather moving in on thursday. big change tomorrow. with on warmup on the way. then getting chilly by the end of the weekend. each day we are going to have dramatically different weather. friday might get more rain, too, friday night. for the rest of this wednesday, have the umbrella handy for another couple of hours. rain will taper off a while. light breezes and right around the metro area near 50 degrees. just to our south may make it to 60 by later this afternoon. winds out of the southwest and around 5 to 15. overnight tonight sunset at 6:00. we could have thunder and lightning. that would be happening between about 7:00 and 8:00, 10. that rain should be ending by midnight. we will be down to near 50 degrees and holding steady there threw much of the evening and into the pre-dawn areas. thursday. then sun back tomorrow. afternoon highs climbing to the 60s. may make it to near 70 degrees tomorrow afternoon. and we will have a blustery north west wind, too. then friday increasing clouds. cooler with highs in the 50s. then we could get rain friday night mainly on the day saturday and that looks like the wettest

investigating practices at dover air force base mortuary found remains of some 9/11 victims that ended up in a virginia land pill. news4's melissa mollet joins us with more. >> reporter: the report was done by a panel stud wrestling problems at the mortuary. the report was expected but one part talking about the unidentified remains of some 9/11 victims. that was not expected. it is this small section here, two paragraphs saying a contractor was disposing of it meaning the victims' remains in land fill. in newest information, surprise disclosure after last year's investigation a probe found some remains of unidentified war dead had been improperly disposed of at the same landfill in king george county, virginia. army sergeant first class scott smith was killed in iraq and partial remains ended up in that landfill. his widow is outraged that victims from 9/11 shared the same fate.

>> it is heartbreaking. it is pathetic and sad and there are a lot of people at dover who if they had any integrity at all would step down from their positions effective immediately. >> reporter: the partial remains were talking -- we are talking about are from unidentified victims of the 9/11 terrorist attacks killed at the pentagon and in shanks i will haville, pennsylvania. the chain of command at dover was practically nonexistent. >> whenever you put things in staff channels as opposed to command channels you are asking for trouble. >> reporter: the report says this practice started just after the 9/11 attacks and didn't end until wait. >> they have to take some steps, some solemn steps to restore honor. >> i don't know how extensive it was and it was only those victims that went through this

mortuary. >> how many of those -- >> i don't know. >> is there a way to find out? >> i don't know that will is a way to find out. >> reporter: the practice ceased in 2008 under a new policy such remains are cream eighted and then retired at sea. another report expected next month, this one on alleged retaliation taken against workers who first reported mortuary problems at dover. >> thank you so much, melissa. to a developing story, coast guard helicopter crash left one crew member dead and three others missing. it went down in mobile bay near point clear, alabama. search crews have been looking for the missing crew members overnight. the mh-65 chop earn went down during a train mission. no word on what as youed the crash. occupy d.c. protesters in freedom plaza will not be going anywhere a while. the national park service says it is finalizing an extension to their protesters' permit that will allow them to stay through april 29.

their previous permit was set to expire tuesday. demonstrators have been at freedom plaza since october and the tenth year anniversary of a start of the war in afghanistan. park police cleared out occupy d.c. protesters in mcpherson square earlier this month. today maryland law maucklers examine governor o'malley's proposal to shift part of the cost of teacher pensions to the counties. the montgomery county public school system says that if the deal goes through, it could have to cut 600 teachers and increase class sizes by an average of two students. o'malley says the plan won save the state $239 million. he calls the proposal a fair way for the state to fill a looming $1.2 billion gap. chewing gum is causing a sticky situation at a newly renovated high school in northwest washington. the principal atwood row wilson high school sent a letter to parents asking them to talk to their kids about respecting the school by properly throwing away gum. he wrote, quote, i spent two

hours scraping gum off the atrium floor last week. that's probably not the best use of his time. dwayne cummings owns a gum cleaning company and says a dry steam cleaning system is fast, effective and environmentally friendly. >> other process use 2,000 to 5,000 gallons of watt area day and i use 5. when the gum dissolves it goes nowhere else but where it is, emulsifies and stays where it is. it dries up. >> the district spent $115 million on the renovation at that school. included a new four-story glass enclosed atrium. we are going on check on the weather out there. rain still coming down. they will be glad they have that glass-enclosed atrium over the high school. tom? z . >> we immediate the rain. we are running a deficit so far. 2.5 inch deficit. we have had about up to an inch around the metro area. an inch and a half has fullen in

parts of the shenandoah valley in parts of leesburg. as you look at the radar you can see it is moving off west to east. all those areas in yellow and orange. that's where it is raining hardest. still raining hard in washington. and areas just to our east and southeast. those red zones in charles and st. mary's counties. coming down hard there. off to our west you can see that rain is tapering off and temporarily ending around the shenandoah valley and into the mountains of west virginia. temperatures are hovering around 40 degrees and now 45 at reagan national. and stanton, virginia, now 50 degrees. southern maryland and lower eastern shore. and some milder air may make its way our way later this afternoon, up to around 50 or so. by early afternoon. making it to 60 areas south of washington. and then we will have another surge of rain likely coming in this evening. 7:00 to midnight. another line coming lou between 7:00 and 9:00 or so. could have thunder and lightning associated with that next round. then we will dry out after that, sun back tomorrowing with mild weather moving in into the 60s to near 70 tomorrow afternoon.

a gusty northwest wind, increasing clouds friday. and could have rain on -- late friday night into saturday. sun back sunday into the first part of next week. turning chilly. >> tom, thank you. many are questioning how a prince george's county council member only got a warning for driving more than 100 in a 55-mile-an-hour speed zone. sources tell news4 karen tools w tolls was clocked going 100 mails an hour in a county issued suv. an officer followed tolls on to an xikt and couldn't catch up with her for two lights. police confirmed she got a ticket for an unsafe lane change and a warning for excessive speeding. people we spoke to say that punishment did not future the crime. >> i think she should have gotten more than just a ticket. because -- rules is rules. i'm out there doing the same speed limit i may get jail time.

signs. this is very troubling what happened there. >> it is sad all the way around. it is sad for the families and victims, obviously. really i think it is sad for t.j. lane, too. this is a kid who is really -- life changed forever. >> yeah. apparently from what we have been hearing he had been bullied and had some issues. >> i heard mixed reports whether or not he had been bullied. i think that -- either way, whether he was bullied or not, it seals like there was clearly issues socially and maybe the very least he was ostracized or ignored. that's another form of bullying. bullying does not just have to mean being picked on physically. >> i guess we heard this morning that he -- chose his victims at random. they were not people that he was picking out because they had done something to him. is there a psychological profile of the typical school shooter? >> there is. t.j. lane fits the profile. teenage boy, boys, not girls, they are kids who have trouble in their holmes. he had that as well. kids generally described as loners or kids that are on the

fringe. they also are kids who are showing signs of typically depression. showing signs of not being interested in things they used to be interested in and anger, irritability issues and so forth. >> one of t.j. lane's facebook postings in december said -- apparently poetic writing he did and ends with die, all of you. i mean, there must be thousands postings like this on facebook. what should people be looking for? what should friends who read the postings do if they see them? >> the first thing is that, you know, that's the ultimate question. what do you do? i'm sure there are thousands of these as you said on facebook right now as we speak. and the million dollar question is how can you decide which one of those you need to take seriously because it might lead to a school shooting and which other ones are kids venting? unfortunately there is no clearance to this. i think that -- at this time you just need to take all of these seriously and the very least, when somebody is putting these kinds of rants on facebook and

they are talking about violence, it is an indication that something is not right with the child. it might not be an indication they are go going to be a school shooter. it is an indication something is not right and that child is unhappy for some reason. and they should be spoken to by somebody who has mental health training. and if somebody sees this in facebook they should notify the officials and should tell their parents and should tell school officials so the necessary steps can be taken. because -- fortunately actually facebook has helped thwart some attacks in marines end years. there were reports of three different incidents in which kids had definitive plans for execute something school violence that were thwarted because of no -- the -- authorities being notified because of people stepping up and telling them from facebook message. >> it has been reported that t.j. lane appears to be very remorseful important what happened. is it -- is it possible he could be truly remorseful for this? >> i think it is possible for

him to be truly remorseful. you know, i have never met or spoken with a teen who was a school shooter. the closest things i can come to that is talking with somebody who ssh has exhibited extreme violence towards themselves. people that made a very suicide attempt. i talked to dozens of people who have really made attempts to end their lives and you talk to them the next day, if they are able to speak, and what is strike sing that the vast majority of them say i can't believe i did what i did. you can't believe i did that. i don't know what i was thinking. i think it is possible evening if he thought about this for a while, obviously, had the plan, had the gun, went to school, i still think it is possible for him to realize in the aftermath of all of this wow, you can't believe i did such a stupid, crazy thing. >> i guess for people who think why didn't the grandparents notice something, i guess a lot of parents write things as typical ad less even be hafor. >> i think that's a great point you make. i think people need to recognize this stu isn't just typical
