winter? good afternoon. i'm pat lawson muse. >> i'm jim handly. we're crossing our fingers today. this is the question everybody has been asking for weeks now. here's how the trees look. >> today we found out just when the cherry blossoms are expected to reach their peak bloom. news 4's megan mcgrath has the story. >> reporter: bruce and his dog pilot took a walk around the tidal basin this morning looking at the small buds already on the trees. he thinks the blossoms may come early this year. >> it's going to be real early, real early, yeah. got a good chance of it. >> but is he right? that remains to be seen. what happens over the next few weeks is critical. in his preliminary bloom prediction the chief housing authori authority -- horticulturist said -- >> sometime between march 24th and march 31st. >> reporter: if the prediction

search, cherry blossoms. so is this year's peak bloom earlier than usual? >> >> meteorologist veronica johnson is in storm center 4 with more on that and the possibility of storms in our forecast. >> those storms in the near future should not affect the blossoms at all. we took a look back. of course you heard robert defeo say this year they expect peak bloom between march 24th and 31st. the earliest ever, march 17th, back in 2000. the latest ever, april 11th. so here we are with our peak bloom expected to be just seven days after the earliest ever. and earlier than average for sure. out there today certainly we weather was the main topic of conversation. i think for most people especially those working inside today because we were all going, you know? i'd love to be outside. up to 70 degrees in some neighborhoods down south. 67 currently at reagan national

of survival in harrisburg. chain saws, front loaders, r tractors. ot others gathering what they can by hand, still many here cannot clear away the houaunting image of yesterday's deadly storm. >> i heard a crackling sound, a big light, and then a big explosion. >> reporter: charles turner's o% reporter: charles turner's home was leveled. he a he and his wife were swept up in the debris and thrown 50 feet. >> once i woke up i got to hollering for her. she was crawling out from un underneath the dryer. >> reporter: a day after, looking at this twisted and mangled mess, it is hard for many to believe it all happened p in the blink of an eye. >> people have said it lasted 32 seconds but it seemed like it was 32 minutes. >> reporter: survivors who un understand even with all that's happened here they are the lucky ones. at least a dozen people died as tornadoes ripped across five states. si six of those victims in the tight knit community of harrisburg. >> we haven't had any fatal tornadoes since 2004. that's why today is a sad day.

maryland governor martin o'malley will sign a bill making his state the eighth in the country to legalize gay marriage. the the law is set to go into effect january of 2013. opponents are working overtime now to get the issue on the november ballot. yesterday the state board of elections approved petition drafts filed by the maryland marriage alliance. they need 56,000 signatures to force a referendum. another battle in election year culture wars played out today in the capitol. on the left the white house and senate democrats. on the right, congressional regimes. at at issue today was president obama's controversial policy regarding health care coverage for contraceptives. nbc's steve handelsman has the l latest. >> reporter: senate democrats saved the obama birth control plan. >> the ayes are 51, the nays 48. >> reporter: after republicans failed to kill it. >> a sad example of election year politics.

er erika gonzalez will tell us how a fellow student might have prevented a very dangerous situation. students in chardon, ohio were back at school today for the first time since three students were shot to death. the teenager accused in the shooting, t.j. lane, has been charged with three juvenile counts of aggravated murder. nbc's michelle franzen has more. >> reporter: in a walk of solemn solidarity students returned to chardon high school three days after a lone gunman killed three students and seriously injured two others. the school superintendent greeted students with hugs. >> you all right? >> reporter: and parents in the community showed support as teens walked into the school. >> it's kind of a bunch of mixed emotions. it' it's sad but then great that we could have like everybody here. p> >> reporter: a tough day for students coping with the loss of their friends. 16-year-old daniel parmetur, 17-year-old russell king, and 16-year-old dmitryus huland. >> it's going to be different.

handling everything. p> >> police say they arrested paj i winslow as she prepared to host a pumping party. she is being held on $10 million bond. police seized vials of super glue, needles, gloves, and other items. she allegedly told police she was injecting her clients with silicon to enhance their rear ends. police say she would inject her l clients then cover the wound with glue. they're also investigating her possible connection to the death of a foreign tourist last year. a police spokesman says she'll likely be charged with murder if the medical examiner determines e her injections caused that death. a setback for proponents of graphic warning labels on cigarette boxes. a judge blocked a federal requirement that would have forced tobacco companies to pr print the warnings starting later this year. cigarette companies fought the labels saying they would overpower the branding of their product. the fda argued that conveying the dangers of smoking outweighs the company's free speech rights but the judge agreed with

and combine it with all the other things they know about you. co considering the breadth of google's services that's a lot of things. they've got g mail. they know who you're e-mailing. they've got phone services so th they might know who you're calling based on maps. they know what sort of locations you like. if if you have an android phone they might know who you are. all of that could be combined as they give you services. >> so why did google make these changes, john? is this policy legal? >> well, on why they did it, jim, first of all, they like simplicity. so this is one policy. from a business standpoint it lets them combine more data and crunch that data to know more about you which helps from a bu business standpoint. and also to provide services a little bit more smoothly which is the pitch they make to consumers for why it's good. on whether it's legal, it is being challenged in other countries and even lawmakers he here in the u.s. have raised questions about whether this makes it easy to do identity theft if someone should hack google. nothing has been determined

ab about whether this is exactly legal or not. >> so a lot of people obviously will be very concerned about their privacy. can you just opt out of this? >> well, you can't exactly opt out. th there are some ways around it. there are some services out there like one called abine that o you can use to block tracking on various services. you can also log out of google services when you're doing various things. if you're surfing the internet and you don't want google to know what you are looking at log out of g mail, do things like that. lo log out of youtube. bu but you can also have a couple di different google accounts. you can try that so that one you use for some activities another for others. google has ways of combining that information and knowing you're using the same computer. even then they get a sense of what you're doing. >> all right. big brother just got bigger. cnbc's john forte thanks so much for taking time with us. we appreciate it. >> thanks, john. >> good to be with you. coming up on news 4 how you can get tickets to the white

kennedy fell on the stairwell with his newborn in his arms. >> petrified the baby is going p to go flying down a whole flight of stairs head first. >> kennedy was arrested last week on a misdemeanor endangering the welfare of a child charge and violence related violations. ke kennedy and his wife blame the two nurses, saying, it's sickening to think our simple desire to take our son outside for fresh air has been warped into a charge of child endangerment. kennedy's lawyer says it was the nurses who were out of line and voiced anger over the release of this tape. the nurses continue to violate the hipaa privacy rules. this is very serious. and the kennedys will not tolerate the violation of their privacy rights. th the lawyer for the nurses says the women had not talked about medical records, only kennedy's alleged crime. so far the hospital is standing by their nurses' actions and bo both nurses say they remain committed but the incident has taken its toll. >> the violent acts of one man
