inside. there was also a really scary moment when part of the second floor collapsed. firefighters made it out safely. a baby, infant, died at an unlicensed daycare center in prince william county. police say there are no signs of any foul play, but two women are facing criminal charges. julie carey is in bristow with more. >> reporter: on top of the criminal investigation, county workers place that violation order on the front door today citing the homeowner for failing to get the proper permit for running a home business. she is out of the country and now two of her employees are at the center of the ongoing investigation. prince william county detectives interviewing neighbors today outside the unlicensed daycare home where a three month old girl died yesterday. her two caregivers were arrested and charged with five counts of

child endangerment after police discovered 23 children in the home with just two adults. six under the anyone of one. will this next door neighbor said he always feared something bad would happen as he watched children playing unsupervised. >> you see so many kids coming, you don't see enough people. it's a time bomb kicking. >> reporter: the child endangerment charges stem only from the fact that the women were caring for section children under the age of one. the baby who died, there were no obvious signs of trauma. the medical examiner is awaiting toxicology results. >> will this could be unrelated to any abuse. it could be a simple case of an undiagnosed medical condition, sids, a volume of reasons why the child passed. >> reporter: this woman says she found the home in a craigslist add. >> i was very shocked that there

between a man and montgomery county police on eastern avenue near the d.c. maryland border. it happened this morning. the man who lived on the block was reportedly walking down the street firing his weapon. when officers got there, he turned his gun on them and opened fire. a neighbor who did not want to be identified describes how it all unfolded. >> he came across the street, walked up the sidewalk on the maryland side and fired two or three more shots. by the time he got to the bus stop there, i heard a volley of shots. apparently with the police. >> there were so many shots fire that had police used a rake to make sure no evidence was left behind. the gunman is in the hospital in critical condition. a police officer was treated for an injury to his hand and later released. the parents of a teenager who was killed in a murder for hire plot are speaking tonight. they're doing so after a judge sentenced the man who admitted to ordering the hit. that man, the man who ordered the hit, struck a deal.

but the alleged trigger man in the murder of stacey seton walked free last week. erica gonzalez has our report. >> reporter: in a small courtroom in upper marlboro, the judge sentenced 27-year-old mcdonald abraham to 30 years, suspend all but 15 in prison. a plea deal that had already been arched. >> we knew what we were going to get when we walked in the door. >> reporter: according to seton's mom, this was not an example of justice served. >> this was a cold calculated med eighted murder which went on for a week in the making. >> reporter: abraham, who chose not to speak today pled guilty to second-degree murder and use of a handgun and crime of violence after he told police he hired tyler to kill the pregnant teen in 2005 5 because he believed she stole drug, money and a gun from his apartment. abraham says he paid tyler $600

guilty to a corruption scheme. she was sentenced to a year and a day. she admitted to flushing a $100,000 bribe check down the toilet and to stuffing $80,000 in cash in her bra. she will serve her term in west virginia. jack johnson began serving his seven year sentence last month. >> the man killed after going on a shooting spree at the university of pittsburgh psychiatric institute has been identified as john schick. police say he killed one person and hurt seven others yesterday. one of those injured was a police officer who helped take down the gunman and moved others to safety. the hospital reopened today with extra police presence. police are still trying to figure out if the gunman had a connection to the clinic. coming up, almost a year after devastate being earthquake and tsunami, people in japan still struggling to recover, but there are signs of hope. >> the man behind the kony 2012 movement on the defensive as

people in japan are prepare to go mark the first anniversary of the massive earthquake and tsunami that devastated the northeast coast of that country fp nearly a year later, police are still looking for the bodies of people who are still missing. while those who survived are trying to rebuild. ian williams has our report. >> reporter: all along this battered coast, communities devastated by last year's tsunami are remembering that terrible day with sad nths. but also with a determine nigs

rebuild their lives. entire towns were obliterated when the raging wars swept in following a 9.0 earthquake. 15,000 people are dead and 4,000 still missing. >> my mother and wife were snatched away. they're still missing. right now i'm doing work with the group so i'm employed, but there's no a voigd voiding it. i get depressed. >> reporter: one year later, much of the mangled wreckage has been cleared. and former towns have become barren waste lands. most piled into vast mountains of debris, some of it toxic. that's equivalent to 19 years worth of trash in the worst affected area. and while there's been plenty of talk, still no real blueprint for rebuilding. thousands live in temporary homes. there are signs of hope, though. we filmed with a group of

>> if gingrich doesn't show up in mississippi oral or alabama, i think there will be a lot more pressure for him to get out. whether he'll actually take that step, i don't know. santorum wants a one-on-one shot with romney. i think there's a lot of people in the party who feel like he ought to have that shot. >> you have the governors on your show on "meet the press" on sunday. governors of maryland and virginia. and this year of presidential politics, why? >> a couple reasons. i try to keep it local. two mcdonnell is a guy who will be looked at as a vp list for romney if he's the nominee. and o'malley is a national voice. mcdonnell is making a lot of waves with the stories we've been covering here about what's going on on social issues and i think he would like to be president one day.

police charge two care givers with child in-dangerment. full play is not suspected in yesterday's death of a three month old girl. at the time of incident, there were just two adults caring for 23 children. >> the man who admitted to

ordering a hit on a pregnant teenaged girl back in 2005 was sentenced today. he'll spend 15 years in prison plus five years of supervised probation for ordering a hit on 17-year-old stacey seton. last week, the man abraham says he hired to kill seton was freed by a jury that found him not guilty. president obama was in prince george, virginia mere richmond. he visited a rolls-royce facility. the president noted the latest jobs report shows the economic recovery is gaining momentum and said there is cause for optimism. really awful story out of calvert county maryland after a couple found a baby in the trunk of a car. >> it could be weeks before we find out the circumstances of what really happened. pat collins has more from prince frederick. >> reporte >> reporter:s orange paint marks the spoke where the car was

parked and in the trunk of that car, that's where they foind une body of a newborn. joel was there when the cops got to the scene. >> we ask the what was going on and they said they had found the body of an infant. and i pretty much just tried to go inside after that. that's enough to make you sick. >> reporter: police tell the story this way. they say a 32-year-old woman who lives in this gray mobile home. they say for some reason yesterday her parents came and cleaned out her car. that's when the body was discovered. they say it had been there for some time. >> you believe the baby's mother is the 32-year-old woman? >> yes. >> you don't know whether or not a crime has been laeeen committ? >> that's correct. >> reporter: this happened in the calvert mobile home park and people who live here are most upset by this disturbing

discovery. >> it's horrible. i've never experienced this. >> it's who aeither who are i i filing. >> reporter: the mother is a mother of three other children. police say those children are safe and in the custody of others. and they say the woman, she's being cared for, as we. >> we'll do everything to resolve this matter. >> reporter: this could be weeks before we know the cause of death. could be weeks before we know exactly what happened here. in calvert county, i'm pat collin, news 4. the sheriff says the evidence in the case will be reviewed by the prosecutor and that's who will decide what to do. a not guilty plea from a police officer charged at firing shots at a group of people. the officer is accused of

jumping on the hood of a car and opening fire on the people inside. one of the passengers was injured. this all happened last august near 1st and pierce streets northwest. he was off duty at the time. authorities say he had an argument with some of the people earlier that day and that sparked the shooting. he's due back it in court in april. there was extra security at flowers high school in springdale, maryland today after two students armed with a bee bee gun robbed a teenager. police caught one of the suspects, but they're still looking for the other. a 15-year-old boy was not injured, robbers made away with his cell phone and some cash. after 39 days of increases, the average price of gasoline fell this this week by one penny. prices expected to begin rising again spring and summer approach. one saying in the district, though, is already above $5 a

gallon. tom sherwood has our story. in northwest washington along rock creek parkway, two gasoline stations at virginia avenue northwest tell two different stories about gasoline prices. regular gasoline at this station is almost always among the highest in the region. topping $5 a gallon for regular compared to a national average of $3.76. but people do need gas and pay the going rate. >> it's high. but i needed to get home. >> reporter: across virginia avenue, this sunoco station is selling regular gasoline for more than a dollar per gallon cheaper. >> i made the right choice then. >> reporter: no matter where you buy gas, you're probably paying a lot more than you did a year ago. gasoline prices have bumped up for the last 39 days in a row nationwide. they're at the highest level ever for this time of year. average prices in some states are well over $4 per gallon including d.c. but some drivers say what are
