a woman lying in the southbound lane of connecticut avenue just before the intersection with knoells. >> it appeared there was some commotion in the vehicle. one witness described the woman trying to get out of the van. the man pulling her back, shooting her and pushing her out into the roadway. at that time the van took off. the drive of this large truck heard the shot straight ahead of him. you swerved to avoid her? >> yeah. >> reporter: this cell phone videotape by a man on the scene seconds after the shooting, shows people administering cpr to the victim to no avail. the person who took the video helped police, translating from spanish to english the account of the shooting. >> a lady was trying to come out of her car, the driver grabbed her from the back and with the other hand got either a rifle or shotgun and shot her in the bag

of her head. he was trying to load again and he took off. >> reporter: it happened right across the street from the kensington shell station where a surveillance camera recorded the minivan traveling south on connecticut avenue, stopping at the red light at knoells where the woman was shot trying to get out of the van. >> i didn't go close to her, i was feeling really bad about the situation. this place is known to have -- we had a situation before with the sniper thing, and i didn't really want to go there and see what's going on. >> reporter: it was just about ten years ago, october 3rd, 2002 when the d.c. snipers struck on that day when they killed five. their fourth victim was here at kensington shell. lori lewis rivera was shot to death at the vacuum cleaning out her minivan. and today's fatal shooting here on connecticut avenue for many in this area, reopens those old wounds. chris gordon, news 4 in kensington, back to you in the

studio. >> thank you, chris. the search that began in kensington has now fans out across the county, as tips about the suspect's whereabouts are pouring in. a command post has been set up in rockville, that's where pat colins is tonight. >> reporter: we're at the federal plaza shopping center in rockville, behind me you can see the montgomery county police command post for this intense manhunt. this is the guy they're looking for. he's the murder suspect, joining me live now, captain paul starks this is an all out effort. >> we have detectives and street officers looking for mr. gilberti. >> do you think he's on foot? >> it remains a possibility. we're not sure, but that's why we put that in that release. >> anticipate he's armed? >> we believe he could be. he was involved in a violent enkounltder this morning. >> what should people do if they do run across him? >> thanks for asking that. we need to hear from folks. we don't want them to approach him. they should contact police by dialling 911 immediate lay.

>> thank you. now more on this murder suspect. the murder suspect ird phied as phillip joseph gilberti, 51 years old, 6'0" dual, 250 pounds. he's armed, he's dangerous. sources tell news 4 the victim was his ex-wife. she had a stayaway order against him. according to court documents, he told her, i catch you with another man, i will kill you both. and if you call police on me, i better be locked up for a long time. because i'll be coming back for you. the manhunt for the murdered suspect first led police to this aspen hill neighborhood. streets closed off, neighbors warned, the s.w.a.t. team

deployed. they say phillip gilberti has friends here. he might have reason to be here. ray broomall lives nearby, he saw the police make their move. >> lots of cops? >> yeah. >> big guns? >> of course. >> what do you make of this? >> it's crazy, man. >> reporter: for hours, police surrounded the place, but when they got inside, no sign of the suspect. neighbor broomall know s gilberti. he described him this way. >> he's crazy. i wouldn't mess with him, come across his path at all. >> reporter: about a half a block away, police locate a pickup truck linked to the suspect. they tow the truck, still no sign of the man they're looking for. this afternoon in rockville, they located the van. the van that was used in the kensington murder. that caused police to intensify their search here. they set up a command center, they have the s.w.a.t. team at the ready, a helicopter on high.

they're using every available resource. now over the weekend gilberti was arrested for violating the protective order. monday he was in court. the prosecutor wanted him held, the judge let him out on a $50,000 bond. that was monday. tuesday the murder in kensington. live in rockville, pat collins, news 4. breaking news right now out of fairfax county, two lanes of the dulles toll road are shut down by a truck accident. these are live pictures from chopper 4 coming in. this boom truck you see, fell over into the eastbound lanes between mcgarretty road and idle wood road bridges. there were no injuries, but as you can see, two lafrns of traffic are blocked off. this boom truck is really stretched out right across two lanes at least. over the next two hours, traffic

defense officials telling nbc news capital murder charges may be filed against him. taliban insurgents opened fire on a delegation of afghan officials. the delegation included two brothers of hamid karzai. they were not injured. now to a story that's first on four, a flurry of subpoenas issued in connection with the campaign corruption case that has rocked the d.c. political establishment. news 4 has learned the new subpoenas involve cash and contributions, controlled by jeff thompson. the fbi, you may recall, raided thompson's home and offices earlier this month. tom sherwood broke this story on nbcwashington.com this afternoon, the scandal keeps growing bigger and bigger? >> this is a major step. grand jury subpoenas, they want information going back nearly ten years. >> reporter: the subpoenas are

just going out this week for political campaigns in 2003 that may have dn any business with jeffrey thompson or accepted contributions from him or his vast network of associates. they declined further comment. others said they have not yet received the mailed subpoenas, but have heard about them. >> we want to welcome in our councilmember. >> vincent gray's 2010 campaign for mayor, already is the focus of a federal probe looking into a possible shadow campaign involving cash and unreported expenses. as well as donations from jeff thompson. council chairman kwame brown's 2008 at large campaign is also under federal probe. the new subpoenas include candidates for mayor and other offices dating back to 2003. a spokesman for the u.s. attorney's office declined comment. it's the focus of a wide ranging probe into his massive giving

campaigns. a copy of the subpoena obtained by news 4, shows a broad based search for documents referring or relating to thompson. his business partners and firms he controls. thompson holds the city's medicaid contract worth more than 3 million a year. and has a prominent accounting firm the subpoena asks for any documents or detailing contributions. now, one official told us the scope of the investigation is breathtaking and is far from over. jim? giant in name only. one of the supermarket chain's smallest stores is now closing down. giant announced plans to shut the store in the 3300 block of wisconsin' in cleveland park. it's been there since 1953. it will close its doors for the

a man who admitted to an arson spree that landed several d.c. firefighters in the hospital. he was sentenced today. maurice dues admitted to setting at least eight fires. darcie spencer was in the courtroom, and she's here to tell us what happened there. >> wendy, at the sentencing today, a prosecutor said he has an unhealthy fascination with fire. after setting the blazes, he would often call 911 and knock on doors. he wanted to be a hero. the fire on 48th place last april flashed over. the roof collapsed, trapping and injuring several d.c. firefighter zplz it's really -- i thought i was going to die. >> he sustained burns to his hands and arms. he gave a victim pact statement today as the man who admitted to setting the fire was sentenced.

>> this is something that's going to affect all us directly involved for the rest of our lives. we're never going to forget it. >> maurice admitted to setting at least eight fires in d.c. and prince georges county over the span of three and a half years, he was sentenced to 25 years behind bars. in court, he said, i take full responsibility for it. i'm trying to get myself together to get the help i need so i can come back. prosecutorers outlined a bizarre motive for the crimes. he said the fire so he could be part of a rescue mission. on some fire scenes he took action to help people escape harm after setting the blaze. prosecutors say as the flames were burning here at the house on 48th place, dues called 911. he ran over here next door, banged on the door and warned residents to get out because the flames were spreading. chuck ryan was the most critically injured in the northeast blaze, he returned to the job seven months after the fire. he expressed mixed emotions

a manhunt underway in montgomery county. 51-year-old phillip gilberti is the subject. police believe he killed a woman on connecticut avenue in kensington this morning. the victim is his ex-wife who had a stayaway order against him. officers recovered two vehicles that are linked to this guy. police believe he may be armed and considered dangerous. >> federal prosecutors are sending out a flurry of subpoenas in the city's ongoing

as i mentioned, some heavy downpours coming right around the river and annapolis as we speak. now, to the district tonight where a family's nightmare is over. this morning their 5-month-old son was being strapped into his car seat when a carjacker jumped too the family suv and took off. it all began just before 8:00 this morning. the baby was found a short distance away in prince georges county. a massive police search is on to find the carjacking suspect. >> surrounded by relieved family members. paramedics look over the 5-month-old baby, the child is fine. reunited with his parents after being taken in a carjacking in the drive way of his family's home in southeast. >> it's the most frightening thing i've ever experienced. probably not compared to what my sister and brother-in-law experienced. we bless god for the safe return of the baby. and again, but for the grace of god, we have our nephew, my

sister has her son back. if god had months shown his favor on us, this could have had a different result. >> reporter: before the hugs there were with frantic tears. just before 8:00 a.m., the baby had been strapped into his car seat, when a thief jumped into the white suv and took off. the child still in the back seat. police blanketed the area looking for the vehicle. with investigators closing, in the suspect bailed out. the suspect ran from the scene leaving the child hinned. >> we're thankful for the metropolitan police, the prince georges county police. we're going to go home and enjoy our nephew right now. >> police used dogs to try to pick up the suspect's trail. as of noon he was still on the loose. >> the whole ordeal lasted about a half hour. the boy is fine. his parents declined going to the hospital, deciding instead to take their baby home. in southeast, megan mcgrath, news 4. >> good news for job seekers in

virginia. opportunities for work appearing to be on the increase, as the commonwealth records its lowest unemployment rate in three years. julie carrie reports. >> reporter: christopher myers has been at his new job for two days. he wasn't hired off the unemployment roles. he does represent the kind of job growth that's given virginia its lowest unemployment rate in three years. >> in our field virginia's the place to go. because of the technology sector. micro tech is right down the street from herndon. >> ceo tony jimenez started his tech company in 2004, and in the last four years, the number of employees has nearly doubled. >> to be able to create even one job is important. we've been able to create over 450 jobs. and work consistently and have consistently grown for the last eight years. it's nice to know we're

>> the national outlook is also promising. unemployment rates fell in 45 states in the district. one state saw an increase. four saw no change. the unemployment rate in virginia 5.8%. in maryland, 6.5%. the district is just under 10%. the national rate stands at 8.3. doctors at the university of virginia have helped the world's tallest man stop growing. his name is saltan cozen. he was already 8'3" when he arrived in virginia for treatment back in 2010. a tumor in his pituitary grand caused his body to create too much growth hormone. the daily progress reports he's back in turkey doing well, and he has stopped growing. cozen's treatment will be mentioned in the guinness book of world records. how do you fly back. >> not only that. but also getting in a car, a

for men who drink soda and other sugary drinks. men who drank a 12 ounce sugary drink a day had a 10% increase for heart disease. artificially sweetened drinks were not found to raise the risk. vets in fairfax have accomplished a large task on a tiny animal. they performed eye surgery on a bat. he was rescued last year, he had a wing so badly damaged a portion of it had to be removed. since then he's been helping bat world northern virginia educate the public about bats. he recently developed a severe eye infection. and his eye surgery was quite challenging because he is so tiny. >> we tried a number of medical treatments with antibiotics and he did not get any better. we decided the next step was to do surgery to remove his eye.

billion settlement between the government and five of the country's largest mortgage lenders. the settlement comes after a year and a half of contentious negotiations after alleged foreclosure abuse. the banks will pay roughly $20 billion to help borrowers avoid foreclosures. most of that will go toward reducing loans for about 1 million of the 11 million households under water. the banks will pay $5 billion cash to the federal and state governments. about a third of that money is going to be used for sending $2,000 checks to about 750,000 americans who were improperly foreclosed upon. with gas prices breaking $4 a gallon drivers are changing their has been ipts every day. aaa did a nationwide survey, it found 60% of drivers are combines trips and errands, 52% are driving fewer miles. 45% say they dine out less and

if you drive in arlington, you better watch out for those red lights. tracy wilkins has our report. >> robbers are still boldly running red lights at some arlington intersections, almost two years after the deployment of red light cameras. >> people are still running red lights, even with the cameras there? >> yes, that's what we're seeing so far. >> now, police are working to add more cameras, while numerous intersections were considered, six were chosen. now, eight new red light cameras are being proposed for jefferson davis highway, and 23rd street south. columbia pike and south gleeb road.
