good morning. welcome to "news4 midday." i'm barbara harrison. it is thursday, march 15, 2012. right now, president obama is on his way to prince george's county. he's about to pet to prince george's community college in largo about how community colleges can help solve the nation's energy problems. we are monitoring the scene there and bring you some of his remarks as soon as he begins to speak. turning to the weather and what could be record-breaking heat today. storm 4 met meet tom kierein joins us with the first forecast. tom, i was down near the mall the pass beautiful down will already. >> just had a live picture there

of the tidal basin. and some of those chair write trees are hogshowing their blossoms. there is the live picture. one tree there on the center screen is -- looks like peak bloom now. that's one of the earliest ones to go. paces the south. and to our south, it is into the mid 70s already across much of central virginia. closer to washington, we are in the upper 60s to near 70 degrees now. it is just going to continue to climb about another 10 degrees or so as we get into the afternoon hours. now the one thing that's going to be holding some of the temperatures back, some clouds that are drifting in from west-northwest. probably keep from us really having really incredibly warm afternoon. but certainly will be way above normal. as we will have temperatures reaching the low and mid, even mid 80s to our south and up around 80 at reagan national where the record is 81 set in the '90s. near record warmth this afternoon.

southwest around 5 to 15. changes on the way tonight, friday into the weekend. details in just a few minutes. barbara? >> tom, thank you. as tom mentioned, the weather is unseasonably warm out there. and that's affecting businesses that depend on winter and spring weather. news4's megan mcgrath is live at dupont circle with details of that. >> reporter: good morning, barbara. people spending habits are influenced quite a bit by the weather and what's going on outside. now on a beautiful warm day like this, everyone wants to be out of the office and they brogue to be out walking around. so as you would imagine, vendors and businesses with the outdoor cafes, outdoor patios, they are doing really well on days like this. if you are a business, however, that needs a little snow, a little cold, this has not been such a great year. they are packing up the ice melt. sales were pretty bleak this winter. didn't sell many snow shovels or

sleds either. they are stacked up out back. bound for storage in baltimore. >> always had snow, you know. an average after foot or so. always one big one to get rid of, you know, merchandise. it was a down year. you know. sales were really low. so now we have to start recovering, you know, maybe spring and summer will get us back in operation again. >> reporter: as hardware stores scramble to pull out the grills and flowers, area cafes are doing a booming business. it seems everyone wants to eat outside. >> people are loving the weather. we open at 7:30 and they are sitting wrought side at 7:30 and we close late at might and they are sitting wrought side late at might. everybody is loving zplit it is great. we love it. it is -- i just -- put away my woollens and long underwear about three days ago. >> reporter: but will this warm weather last? this is march, after all. folks we spoke to said they are not too sure but plan to enjoy it as long as they can. >> it is great.

i mean, you know, it was -- not a rough winter at all. we shouldn't complain. we should just enjoy it. >> by june it will probably be like 150 degrees. it is awesome weather. >> reporter: people, barbara, are dressing for the park. we have seen a lot of flip-flops. wroun right balmy out here. we haven't even hit the high yet for today. reporting live from dupont circle, megan mcgrath, news4. >> incredible. okay, thanks, megan. right now traffic alert for drivers in virginia. wilson bridge project will cause delays for a few hours today in old town, alexandria. ramp from northbound telegraph road to eastbound duke street is closed until 3:00 this afternoon. and drivers will have to go westbound on duke and then make a u-turn. this is a last-minimum closure and will only affect drivers today. a prince george's county sports bar is the focus of

illegal gambling vehicles. police raided the marlo spring house sports bar on branch avenue in marlow heights yesterday. they found more than two dozen slot machines in a back room. officers say people were even gambling as they raided the bar. police took the slots and the cash they 00 arrested anyone yet, they tell us. this morning, we are hearing from a man that whose partner was beaten and robbed. the second violent attack in that neighborhood in would days. both were hate crimes. the first take shooting at the ihop on 14th street sunday. monday's attack happened at the intersection of georgia avenue and irving street. the victim was stepping out of a cab and was beaten. victim's jaw was shattered in two places. still in the hospital. his partner was does not want us to show his face. he says he wants witnesses to come forward. >> i think it is the right thing to do and primary concern is his health and finding justice for what happened. >> d.c. police are still looking

atia decent living. everyone from veterans to folks with disabilities to folks that have been down on their luck but want to work. i want to you know how proud i am of this program, this institution, and all of you. the skills that you gained here at this community college will be the surest path to success in this economy because if there is one thing that we are thinking about a lot these days is how do we make sure american workers have the skills and education they need to be able to succeed in this competitive local economy. and community colleges all across the country, all across maryland, are doing an outstanding job providing young people that first opportunity

after high school but also helping older workers retrain for the jobs in the future. the economy is constantly adapting. >> listening to president obama at the community cole negligent largo. talking about helping solving the nation's energy problems. three more d.c. council members say their campaigns have served subpoenas in a growing federal corruption investigation. council members phil mendelson, jack evans, alexander, say their campaign treasurers were served subpoenas over donations and gifts from business and jackie thompson and his associates. the fbi raided thompson's home and offices earlier this month. news4 was first to report this week that other council members have been served subpoenas in connection to that investigation. former dumfries police officer faces child sex assault charges this morning. a man has come forward and

accused joseph of abusing him when he was a child a decade ago. at the time he was a dumfries police officer. he's now the owner of joe joe's ice cream in dumfries. the 27-year-old victim says he assaulted him over a period of five years start when he was just 12 years old. he's already in jail on prescription fraud charges. our time now is 11:10. coming up the president of afghanistan wants to limit where u.s. troops are in that country after 16 civilians were killed. plus, a look inside last might's state dinner. the fashion, the food, and the president's toast.

afghan president karzai says he wants the u.s. to pull troops from rural villages and confine them to military bases following a shooting rampage by a u.s. staff sergeant. that's what he told defense secretary panetta during the meet thing morning. they are l are 90,000 u.s. troops in that country under current flans u.s. and its allies are supposed to withdraw most combat forces by the end of the year 2014. the u.s. soldier accused in that shooting spree is no longer in afghanistan. he's being detained in kuwait. he could still face a trial in afghanistan, though. the u.s. military has not

released the name of the soldier yet. we do know the suspect is a 38-year-old father of would who served lee tours in iraq and faced in washington state. the army intelligence specialist accused of leaking military secrets to wikileaks is in court today. attorneys for bradley manning and military prosecutors will try to gain access to documents and witnesses during today's hearing. manning faces 22 charges including aiding the enemy. he could be sentenced to life in prison if convicted on those charges. the marine corps is planning to cut more than a dozen units over the next five years. it announced yesterday that it is eliminating four infantry battalions and flying squadrons. it will help the reduce spending by more than $400 billion over the next decade. they will also shrink the size of the marine corps by about 20,000 people. david cameron is spending the day in new york city today. what a sendoff last night at the

white house. president and first lady hosted cam ron and his wife important a state dinner. it is the largest one ever thrown by the obamas. guests included george clooney and billionaire warren buffett. this was a break from the diplomacy with two world leaders have been discussing during cameron's visit this week. president obama quoted winston churchill at his toast. the prime minister also spoke about the bond of the u.s. and the uk. >> it is a pleasure to work with some someone with moral strength and clear reason and with fundamental decency in this task of renewing our bright national lives for today and to the generations to follow. >> in new york today, prime minister cameron will attend the meeting at the new york stock exchange and speak to the students at the new york university. the dinner theme was america's backyard but the menu may well not conjure up memories

of your last backyard barbecue. halibut with potato crust and chafed brussels sprouts with applewood smoked bacon. main course, bison, wellington, red wine reduction, french beans and cipiollini onion. some of those ingredients came from the white house garden. they had a great day to harvest yesterday with the beautiful weather we had. >> our director had the exact same thing for dinner last night. yeah, uncanny. >> always has his glass of pinot grigio. >> wonderful for them and for us we had wonderful weather welcoming the british prime minister. certainly is pun britainlike. we had our temperatures warming up and there is the live view from our city camera. zoomed in on the tidal basin. look at that. full bloom.

latest projection now is that all of those cherry trees around the tidal basin will be in full bloom by early next week. keep that in your plans. lot of the trees made the -- may be out over the weekend, too. even now when the buds are first opening and first blossoms are coming out it is quite a gorgeous sight. 67 now at reagan national, few high clouds coming over. light southerly breeze right off the potomac. it is keeping it a bit cooler there. with this warm, dry weather we have had the repoll tree pollen. look at the temperatures. all around this area in yellow. it is in the 70s from st. louis over to richmond, it is generally in the 70s. mountains, few locations in the 50s in this green area. 67 at reagan national. and that's because of the wind off the water. elsewhere we are into the 70s across southern maryland and throughout much of the of virginia. close-up view, temperatures in prince george's county and now are upper 60s, near 70.

mid 70s in montgomery county. across northern virginia, most locations low to mid 70s. that includes the shenandoah valley. and as wleek at the view from space, over the last 12 hours, sunny start. high clouds drifting over us now. there have been showers way off to our west and with you out in west virginia but those are tending to dry out and they are drifting off to the southeast and passing well south of the metro area. lot of sun around the bay now. on the ooern shoeastern shore. may not be as warm as i was thinking earlier in morning. toasty into the low and mid 80s. southern maryland throughout much of virginia and may get just briefly up to around 80 or so around washington, maryland. the bay, cooler there. temperatures around 80, northern shenandoah valley. panhandle of west virginia, western maryland. clouds in and out. zones of potential rain in the green areas. isolated thundershower tonight and maybe a morning shower tomorrow. small chance of that. greater chance of a passing shower or thundershower tomorrow

afternoon. and as well as into top evening. then on saturday morning, probably have sunshine and then during the day saturday, maybe a few scattered showers during the afternoon and just a small chance of that. for the rest of this thursday, yes, feeling like summer in march. record high, 81 at reagan national. may get very close. that's the day record for the 15th of march. that was set back in 1990. it will be up near that record during the afternoon. then clouds roll in tonight and sunset at 7:16. isolated shower or thunderstorm this evening. top out in the 70s into the 60s by late evening and by dawn tomorrow, the 50s. and cooler day tomorrow. lot of clouds around. maybe a shower in the morning and greater chance of an afternoon shower or thundershower friday. then into friday night and any of that rain activity should taper off and partly sunny saturday. mid 70s. small chance of a shower or thundershower. partly cloudy and cooler sunday, monday, tuesday, wednesday. >> okay, tom. thank you. still ahead on "news4

president obama is in prince george's community college in largo. he's talking about how muncie colleges can work with businesses to solve the nation's energy crisis. we can expect major traffic issues if you are driving near the school today. especially on u.s. 50, maryland route 202, and beltway. new today, rod blagojevich is on his way to prison.

he left chicago today to go to colorado where he will spend the next 14 years behind bars. blagojevich was found guilty on corruption charges when tapes surfaced of him trying to senate senate barack obama's vacant senate seat. he said he was sorry for his actions but felt he was simply acting in the best interest of the people of illinois. virginia the says it plans to file an appeal after a jury ruled the school was negligent for not warning students earlier about a gunman on campus. school officials said they thought that the school -- first shots were an isolated case. 33 people, including the gunman, died. one of the victims was 18-year-old aaron peterson from chantilly, virginia. her mother said she agrees with the verdict. >> if you know that something could happen to harm the kids, let them know.

they launched their petition drive yesterday and must collect more than a 5 5,000 signatures from maryland voters by the end of june to put maryland's new law which legalizes same-sex marriage on november's ballot. most people expect them to get those necessary signatures. a montgomery county college student will not be deported at least not for another we are. that's all thanks to his friends. jorge is a semester away from graduating. he was a top student and athlete at northwest high school and n germantown. in wait practical agents denied his family political asylum and ordered them deported to their native colombia. last week, police shackled them and placed them in an immigration detention center for deportation. that's when his friends began an online campaign to freedom. it worked. they were released from a federal detention center on the eastern shore yesterday. >> i have the best friends any

yesterday and in honor of pi day. scott was named the county's naacp teacher of the year back in 2011 for his unique way of connecting with his students. it doesn't look like food but it is served in ground beef in schools you a round the country. now the usda says the schools can opt to buy meat without the controversial additive, pink slime, it is called. eun yang is at the news4's super screen with more. >> this is the stuff everyone seems to be taking aim at these days. a picture from the company that makes so-called pink slime. first mcdonald's said they would no longer use it in their meat. now the usda says schools can opt out of using the meat with that filler. now pink slime's technical name is lean finally textured beef made from fatty bits of meat leftover from other cuts of meat. most of that fat is then removed

and then the mix treated with ammonium hioemonia hydroxide. today they are expected to announce that schools will now have the option of beef patties with the additive or bulk ground beef without it. pink slime which was coinped by a federal scientist has been on the market for years and there are estimates that it is in at least half of all ground beef and burgers in the nation. >> thank you. experts are changing their recommendations about an annual pap smear. pap smears are used to test for cervical cancer. it is now recommended women betweens the ages of 21 and 65 get the test every three years. that interval goes up to five years for women who get a new test and also checks for hpv. that virus causes cervical cancer. doctors say fewer screenings will lead to fewer false positives. >> issue of false positive test is it exposes women to further testing and also there's the

potential of overtreatment. in fact, women may undergo a procedure or treatment for a leagule si on that would not otherwise progress to cancer. >> women with concerns should talk to their doctors about their individual risk ands if they could benefit from more or less testing. new ad campaign highlights the dangers of smoking. the ads are graphic aimed at discouraging young people from smoking. some may find the ad disturbing. >> first it was my left leg. after my left leg it was my right leg. so now i'm a double amputee all from smoking. >> the centers for disease control is rolling out these graphic ads. they feature real stories of americans living with smoking related diseases. a bill is moving through the maryland general assembly that would make it illegal to smoke in a car with a child in the car. the state senate passed that bill yesterday. now it goes to the state house. if approved it would been adults from smoking in a car with a

child under the age of 8. those caught would face a $50 fine. supporters say the bill will protect kids from the dangers of secondhand smoke while opponents are argue the government should not intervene in family life. today and tomorrow many sports fans call the two most exciting days of the year. the naacp basketball tournament tips off less than an hour from now. president obama may be keeping an eye on today's games. he filled out his bracket earlier this week. picked north carolina to win it all. two area teams are in action tonight. virginia commonwealth takes on wichita state and west virginia play s gone zal-- gonzaga. the hoyas are in columbus, ohio, preparing for tomorrow's game. they left from campus yesterday. no one on the georgetown squad has everyone in the naacp tournament game. the team hopes that that will

senior citizens will have an easier time getting through security at certain airports. the transportation security administration will test a pilot program that changes the screening rules for passengers 75 and older. starting on monday, they may not have to remove their shoes or

jackets at four airports across the country. including chicago, denver, portland. the new procedures are similar to those implemented for young children. three airlines are getting top marks for great customer service. j.c. power and associates released a 2012 customer service champions. jet blue airway, southwest airlines and virgin america are among the top 50 companies. jet blue and southwest were singled out because they do not charge a baggage fee for the first checked bag. virgin america got high praises for offering internet access on every flight. vice president is joe biden is making his first major campaign speech. he is speaking to auto workers in the battleground state of ohio. biden is defending the president's auto industry bailout. >> your back and anderson is back. the president and i made a bet, simple bet. we bet on you.

let's go see her. >> hey, tony. good morning. >> she is one of tony's social workers here at the pediatric center. former there hospital for sick children. it is a residential facility and where tony called home the last few years. what's he being doing lately? >> tony is the life of the unit. he really is. he's doing well here. he's been here for a while now. and typically he goes off to school during the daytime. >> reporter: tony has a particular fiondness for this school bus bates reminds him of the one that picks him up to go to school each day. we tried to help him of a picture of the school bus. the one he looks forward to seeing each day. tony's school bus. those who know tony say he's making significant progress at school. although he doesn't speak he vocalizes his happiness in many ways. >> tony is a very happy young man.

he's able to let you know that by smiling, clapping, making different sorts of vocalizations. >> reporter: everyone who works at the center loves tony. and he's quick to respond to their affection. often clapping or waving or smiling to show his happiness. tony apparently really likes music. the sound of bells was just what he needed to get the giggles. before long, he was ready to dance. his adoption recruiter says she's hoping to find a family to appreciate what tony can offer. >> i really am looking for a family of any configuration that can bring a lot of love and support to tony. he is a person who loves to go out and be in the community. >> reporter: tony steemd tone joy entertaining us with his enthusiasm. he was obviously pleased to see us all so happy. if you have room in your home

greater washington urban league honored the life of civil rights activist brittney young. young was a longtimex executive director and president of the urban league and died in 1971. he's credited with influencing lawmakers and business leaders in the civil rights struggle. last night the urban league also awarded our own muncie affairs director for her community service. >> so tonight to be recognized, really recognize my co-workers and family. to recognize that together we
