there had been a string of burglaries in that neighborhood. >> it's really sad that he has already been convicted in the public media. >> reporter: after the shooting sanford police decided against charging him and released zimmerman. >> they decided on the scene to be the judge and jury and i just want this guy arrested and so he can be brought to justice. >> reporter: state investigators were back on the scene of the shooting wednesday. the day after federal agents were assigned to the case. and after florida's state attorney said a grand jury will be seated next month to launch a new investigation. we're learning more tonight about the mant the center of the shooting controversy. before moving to florida 28-year-old george zimmerman lived in prince william county. he grew up in manassas and graduated from osbourne high school in 2001. news 4's jane watrel spoke to the family's former neighbors today. >> when i heard george zimmerman it passed, you know, crossing my mind and i thought, well that's

sanford. besides, it couldn't be george. he wouldn't do anything like that. >> zimmerman later returned to the area and jane watrel will have more in our second half hour. there is surveillance video that might help catch a man who allegedly assaulted a teenage girl in fairfax county. police say the girl was attacked monday afternoon while taking a well traveled short cut home from school. erika gonzalez is in west springfield area now with more. >> reporter: vance, a fairfax county public schools bus driver tells me she heard a girl's screams coming from the wooded area behind me and says she has never heard anything like that. >> it was the loudest, pitching, horrifying scream. and it was -- it must have lasted five minutes. >> reporter: this bus driver who has chosen to remain anonymous says she and a group of students ran into the woods off pickett road in west springfield monday afternoon around 4:00 after

hearing horrific cries for help. but, she says, she couldn't find anyone. fairfax county police say a 16-year-old girl was walking home from woodson high school along this wooded path when she was reportedly assaulted by a man. after a struggle with her alleged attacker, police say the teen ran to a nearby home for help while the man bolted. detectives say these pictures may in fact be of that man. he is described as 18 to 27 years of age, around 5'8", 170 pounds, with short, black hair and wore a white t-shirt and shorts. police say he may have driven off in a white four-door honda accord early 2000 model. catherine lives a few houses down from the path and says each of her six kids use the path as a short cut at one point in time to get to and from school. in fact, we saw dozens of students use the same trail as well. >> the parents rather than get caught in traffic dropped their kids off here. >> reporter: she says pickett

road has been blocked off by the stretch of woods for years. >> the neighborhoods all got together and didn't want traffic to come through here. because there were so many children and all. you can see how busy it is. but for every good thing, i guess, there is a bad thing, too. >> reporter: police are asking anyone if they've got any type of information on this case to contact them as soon as possible. residents here are concerned because police have said that there was a sexual assault, a woman was sexually assaulted about three miles from this area in the burke area last week. now, they're not saying whether these two incidents are related. however, they have not denied that fact either. we are live in fairfax county tonight, erika gonzalez, news 4. >> thank you. a developing story now from southwestern france. police continue to negotiate with the suspect in the recent shootings of seven people in and around the city of teluse.

four of the murders happened monday at a jewish school. 24-year-old mohammed merah is holed up in an apartment building surrounded by about 300 police officers. he says he carried out the killings in the name of al qaeda. he has also told police he will surrender sometime at night so it's more discreet, his words. the standoff is now entering its 20th hour. this afternoon d.c. police say construction workers discovered some sort of military device at their site along 4th street southeast right near the navy yard. a military explosive ordnance disposal team responded to the site to clear it out safely. all traffic was shut down to walkers and drivers for a few hours this morning but everything has since reopened. 27 years ago a man named thomas haynesworth was sent to prison for a crime he didn't commit. he went before congress today, testified, in fact, at the senate judiciary committee hearing on wrongful convictions.

haynesworth was convicted in a series of rapes back in 1984. the state prosecutors and the attorney general, though, have since concluded, they did so last year, that the man was mistakenly identified by one of the rape victims. in december, he was released. today he told lawmakers that even though he knew he was innocent, he tried to make the best of a bad situation. i want to be better coming out than coming in. in prison for 27 years, i tell a lot of people, a lot of things i accomplished in prison, if i never went to prison i don't think i would have accomplished those things. >> reporter: while in prison haynesworth earned his ged studying auto mechanics, welding, and masonry. now to the republican race for the white house, mitt romney appears to have picked up some necessary momentum from his big win in last night's primary in illinois. steve handelsman is on capitol hill now with the latest. >> reporter: team romney is in a

bit of a damage control mode late this afternoon after a top aide said romney plans to shift presumably to the left to accommodate more moderate voters once he gets the nomination. this comes though after a solid primary win and a coveted endorsement. mitt romney's 12-point illinois win impressed big name republicans and won him the endorsement of jeb bush, popular former governor of florida, who said, now is the time for republicans to unite behind governor romney. rick santorum tried spin. >> all the endorsers, the establishment, you know, was comfortable with the status quo, go with mitt romney. >> it is great to be back in pennsylvania. >> reporter: but his weak second place in illinois may doom his campaign. >> if rick santorum cannot break through against mitt romney in a one-on-one match in a big midwestern state, he can't turn over the table of this race

a head injury was shipped off to afghanistan late last year. >> i think the war is on trial. i think the war should be on trial. >> reporter: bales was deployed from joint base lewis-mcchord in washington state. now under fire in washington, d.c. for brushing aside ptsd cases to cut costs. >> i want to know if it's systemwide. >> reporter: lawmakers are demanding to know who is fighting for america's warriors when they come home from the war. bales' attorney says he has yet to see the forensic evidence but he is building a case his client never should have been sent to afghanistan. brian mohr, nbc news, washington. a milestone and a special honor for maryland senator barbara mick ukulski today. she is the longest serving woman in the history of the u.s. congress. this afternoon her colleagues recognized her accomplishment with warm remarks from the senate floor. senator mikulski has been on capitol hill for 35 years.

she was first elected to the house in 1976 and won her senate seat in 1986. last saturday she surpassed massachusetts representative edith norris rogers who served from 1925 to 1960. d.c.'s mayor gray says he supports a broad review of city campaign laws. but today he declined to endorse any specific proposal. some people questioned that response in as much as gray's own race for mayor is under scrutiny. tom sherwood has our report. >> reporter: at a wednesday ceremony to open a new recreation department headquarters, mayor vincent gray tried to shrug off committing to any specific campaign reform being proposed. how about a $25 limit on money orders because money orders are used to subvert campaign donation limits. >> i think it is an idea that has merit but what i really think is that we ought to do this in a broader context. >> reporter: more investigators for the campaign finance office.

>> we really need to take a broad look at all of the campaign contribution laws. >> reporter: what about that citizen petition to ban corporate donations to any city campaign? are you supporting that? >> i have not made a final decision on that, tom. i want to go back again, not to be repetitive, but i think this is another example of the value of taking a comprehensive look at all of this stuff. >> reporter: the mayor's 2010 campaign is the subject of a year-old federal criminal probe into campaign expenses, job offers, and lucrative campaign fund raising. a citizens group wants to ban any corporate donations to d.c. campaigns hoping to have it on the ballot in november. ronald williams, one of the organizers, says gray is the perfect person to call for reform, not wait for studies. >> him of all people, he should be one of the ones on this initiative. i don't think we should study

it. i think we should start moving toward action. we've studied and studied. this is a citizen led effort to start taking that action. >> reporter: council chairman kwame brown, whose 2008 campaign is under a separate federal review, has said the council would enact campaign reforms but no timetable has been given. in the district, tom sherwood, news 4. ward 4 council member balzer is heading the committee that handles election reform legislation. she has said that she hopes to have a reform bill ready by december. safeway the grocery store says it is phasing out meat with that stuff called pink slime. that is the nickname for a cheap meat filler. critics say it could harbor e-coli and salmonella bacteria but the meat industry says the filler is safe and has been around for 20 years. safeway says it will continue to sell the current stock of meat but going forward pink slime will no longer be an ingredient at safeway.

1989-1990 by more than a degree and a half and only a degree and a half doesn't sound like a lot but when you're talking about wlth and talking weather speak that is a big number. degree and a half warmer than the record. that is huge. our average winter only 38.2 degrees around our region. today well above average once again. you already know that. 70 degrees. that is the current temperature out there. we did see some areas of dense fog this morning. we may see it again tomorrow morning. there is the number of 70 with partly cloudy skies right now. winds are on the calm side. they'll stay calm. so that's helping to make this a very pleasant evening. 64 in leesburg. 70 in culpepper. 71 fredericksburg. 66 out toward pax river. what are we going to be seeing? take a look at these numbers off to the west. 85 in chicago. 84 in cincinnati. chicago has now hit 80 or above. 7 out of the last 8 days. of those last eight days, they have set records every single day and some of those records have been just shattered. same goes for areas as far north as maine. look at boston by the way.

76. they saw plenty of sunshine. they were much warmer than we were. buffalo coming in at 81 degrees. there are records being shattered all across the eastern half of the nation and we are going to see the potential for that coming up during the day on friday as temperatures i think will get into the 80s for sure. showers, thunderstorms, down to our south. nothing right around our region but just south of richmond around norfolk area and over toward roanoke and then back to the west this is the storm system that we are going to be watching for the weekend. i think pretty nice weather for tomorrow. fantastic weather on friday. then saturday and sunday, if you have plans to be outdoors, you may want to rethink them because this storm, a very slow moving storm, is going to make its way very slowly our way and it is going to sit on top of us pretty much all weekend long. there's the shower and thunderstorm activity just down to our south. if you're driving i-95 tonight you could be in for a rather stormy night as you make your way down toward the carolinas. mild weather is what we've seen out there today. tomorrow though we'll see warm weather across the region. there will be a chance for a

police in fairfax county are hoping that some new surveillance photos will help them track down the man who allegedly attacked a teenager. they say a man assaulted the girl on her way home from school on monday afternoon. she was taking a short cut through the woods along pickett road in the west springfield area. that student managed to run to a nearby house to get some help.

shooting death of an unarmed teenager was a 2001 graduate of oz bourne high school. george and kay hull lived across the street from the zimmerman family for over two decades. the retired minister says george zimmerman's mother who was fluent in spanish worked for prince william county government for 28 years before retiring. young george was active in the catholic church. after moving to florida after graduation george zimmerman returned to the hall home a few years ago with a request. >> he came over and asked me do you mind if i ask you to give me a recommendation for the police departme department so they'll know who i am, what i am, and how you think about me? i wrote a very positive -- because he was a very positive guy in my eyes. >> reporter: hall says zimmerman was applying to virginia state police or prince william county. at any rate he says he stayed in florida. he eventually became a neighborhood watch captain who

confronted and fatally shot 17-year-old trayvon martin who was walking to a local convenience store to buy candy. so far, no charges have been filed. >> when i heard george zimmerman it passed, crossing my mind, and i thought, well that's sanford besides it couldn't be george. he wouldn't do anything like that. >> i didn't connect it. you know, i didn't think about our friends down in florida. i thought, you know, this is some other guy that's done that and doesn't know how to control himself and is carrying a weapon which maybe he shouldn't have been doing if that is the kind of mentality he's got. >> reporter: george zimmerman's brother still lives in the manassas area but is not speaking to the media. there was a no trespassing sign on the front door of roberto zimmerman's home. in manassas, jane watrel, news 4. >> saturday there will be a rally for trayvon martin at freedom plaza in the district. it's scheduled to begin at 2:00 p.m. the killing of trayvon

martin is bringing attention to neighborhood watch groups. derrick ward spoke with some local groups that take great pride in watching over their streets about how this case is affecting them. >> they have become a common sight in our area over the last 30 years. these signs designating communities under neighborhood watch programs. in fairfax county, some 80% of the communities are under such programs and under some guidelines from local police invented statewide. >> we have a training program and a manual we give to each of the coordinators and then we also work with them to provide training to their neighbors. >> here in fairfax county the neighborhood watch program is imnensly popular, around for about 30 years. they work closely with police. here like in other jurisdictions it is more about being vigilant than a vigilante. and while the state makes it easier for those who wish to carry a weapon to do so, weapons are not welcome in the neighborhood watch. >> you get a lot of questions about that in training but, you know, from our perspective, you

shouldn't need to arm yourself in that way to do a basic neighborhood watch. you're not engaging. we don't teach people to engage anything. we're asking them to call when they see something happening. >> reporter: across the potomac on capitol hill, the orange hats have been around for decades as well though the recent incident in florida has been cause for a personal assessment on the part of patrol member kim matthews. >> i have to think, how does it make people look at somebody like me? you know, walking on the street. >> it's a terrible tragedy. we would never consider going armed. our only weapons are cell phones basically. >> reporter: she and fellow orange hats say they are appalled by what is alleged to have transpired in florida and she has actually signed an online petition calling for the arrest of george zimmerman but there are hopes that this all doesn't sully those carrying on responsible neighborhood patrols. there is still a need and on this day matthews cleaned up glass from a car window that had

been broken. in northeast, derrick ward, news 4. serving as a police officer in mount rainier in maryland, the man will serve the next ten years in prison. his name is gene gillett. today he a judge sentenced him to 20 years with half of it suspended. he pled guilty to several charges including attempted murder. prosecutors say he lured a 19-year-old youngster to his home and then shot him when the man refused to perform sex acts. >> he was an extremely dangerous individual obviously very devious. he led in my estimation more than one lifestyle and it caused damage to someone in our community and we're glad we were able to at this point remove him. >> according to his sentencing terms if gillett is convicted of another crime when he gets out

of prison he has to serve the other ten years. a fairfax county public school teacher accused of making racially insensitive remarks is out of the classroom for now. george c. marshall high school has placed english teacher marilyn barton paid administrative leave. earlier this month bart allegedly told an african-american student to read a poem in a, quote, blacker tone of voice. the school system is looking into the incident. in the district meanwhile the council has approved a package of school reform measures that members hope will keep kids in school and keep good teachers in the district. aaron gilchrest is at the super screen with a closer look. >> reporter: the new measures are not aimed at just keeping kids from dropping out but also at preparing them for what comes after graduation. let's take a look at how this will affect students. first, there is an early warning system that would be established to track how students are progressing toward graduation. this would identify students at risk of dropping out and then give them more individual attention. the measure also calls for a

plan to have all high school students take the a.c.t. or s.a.t. and to apply to a college or vocational school. teachers are not left out of the equation either. there is a plan for them as well. the package provides for a new incentive program for highly effective teachers to move to low performing schools. the city would offer $10,000 as a transfer bonus. they'd offer housing assistance and possible income tax breaks for teachers willing to move. of the more than 600 teachers who are deemed highly effective last year about 10% of them worked in the district's lower performing schools. now, there is no timeline for when all this would go into effect, but the entire package will cost the city about $2.8 million. police are ramping up patrols in prince george's county in order to boost what they call street smarts. pedestrian safety programs are taking place at several locations across the county from green belt to oxon hill. police say they want to prevent accidents by educating and enforcing the rules of the road.

take a look at this. a mother duck and her ducklings decided to visit the white house today but the baby ducklings couldn't quite get over that concrete barrier. so a group of secret service agents saw what was happening. they decided to personally escort the little ones through the gate. visitors applauded the agents after the mission was over and the ducks were later seen resting in the bushes. those little guys are hard to catch it looks like. tlnchts a there are thousands of bees

on a roof top in georgetown attended to by an urban bee keeper who says he considers bees an endangered species. >> reporter: in recent years the u.s. honey bee population has been drastically hurt by colony collapse disorder. a variety of parasites and diseases are killing tens of thousands of bees every day. even some of the hives managed by the george washington university biology lab. >> we don't see any signs and all of a sudden it's over. you know? it's really sad. >> reporter: it's also something that scares bee keepers like georgetown's jeff miller. some might look at miller's roof top with eight hives and tens of thousands of bees and wonder why. >> did a little research and understood the importance of pollinators and knew we didn't have that many in the city so i started a hive or two. >> reporter: miller breeds bees that are genetically strong to help avoid disease. he hopes that will help. he now runs the nonprofit dc honey bees and that hive or two?

hello everybody. i'm meteorologist doug kammerer right here on a beautiful evening. it has just been great out there today. yeah we did see a lot of cloud cover today but now the clouds have given way to some sunshine and we still have about an hour left of sun. 70 degrees right now. winds are on the calm side. that's where they're going to stay throughout most of the night. temperatures currently 70 in washington. gaithersburg 64. 67 in hunting town. the warm spot warranton right now coming in at 71 degrees. as far as the rain is concerned storm 4 radar not showing any rain right now across our region but that is going to be changing

over the next couple days. not tomorrow. not on friday whien we have a slight chance of some showers. over the weekend this storm and this is a monster of a storm, we'll be talking about it all week and have already talked about it most of the week, will be making its way our way. as it does it is going to have the potential to produce a lot of rain. we're talking 1 to 2 inches of rain across parts of the area. maybe even more. depending on exactly where this goes, we could be in for kind of a nasty weekend. tomorrow morning, 54 in gaithersburg. 52 in manassas. 57 in fredericksburg. 57 inside the beltway. i do expect to see some fog early tomorrow morning so watch out for that. tomorrow afternoon, not bad at all. i think we'll break out of the clouds. i think we will start off with plenty of cloud cover and then breaking out of the clouds into the 70s. 76 in leesburg. 80 in culpepper. 81 fredericksburg. 77 in la plata. the more sun we get the higher the potential is for our temperatures to get up there. middle of west virginia by the way will easily get into the mid 80s. i'll have the seven-day forecast

coming up for you in just a couple minutes right after sports. >> looking forward to that. thank you, doug. >> thanks, doug. okay. so doreen and i have been talking and we decided that in the nfl investigation they found a lot more than we've been hearing in regular reports. they slammed these guys. >> it was hammer time. because they were going to prove a point. we knew it was going to be bad. i don't think anybody expected it to be this bad but certainly roger goodall does not mess around. the nfl commissioner dealt the saints some of the harshest penalties in nfl history. head coach sean payton suspended for one year without pay. his pay by the way $7.5 million. general manager mickey loomis suspended for eight games. assistant coach gets six games. new orleans loses two second-round draft picks and gets fined $500,000. as for gregg williams the former redskins and saints defensive coordinator who is now with the rams, williams has been

suspended indefinitely. williams has admitted and apologized for running the bounty program with the saints from '09 to 2011. "the washington post" nfl writer mark massey was in studio earlier this afternoon to weigh in on the suspension. >> i would say they didn't over react in the sense that now if you're another team looking at this no one will ever do this again. and that was the intent here. the intent was to make sure this never happens again. and part of this also with the saints was not just what happened but the fact that the team was told, clean this up. fix it. take care of it. and that didn't happen. i think that certainly factored in greatly to the punishments of mickey loomis and sean payton the fact that when they were told fix this it wasn't fixed. >> here is the good news for the redskins. they are apparently in the clear right now although the nfl does have the option to come back and investigate it they choose to do so further. one thing we have learned is the nfl does not operate as a democracy. >> they are determined to protect their friend, the

premiere family entertainment in the country and they are taking whatever measure is necessary don't you think? >> and they're protecting their product which is the players which is extremely smart. >> that too. >> you can be sure this isn't going to happen again in the nfl. >> they can't say on one hand we're trying to prevent concussions and on the other hand not come down hard on this. >> it was really bad timing for all those involved. at this point it is nothing more than a formality. robert griffin iii a heisman trophy winning quarterback and if all goes according to plan a soon to be washington redskin. mike shanahan and dan schneider among a very large group from the organization on hand to see the man they've tabbed to resurrect the franchise. r.g. iii threw more than 50 passes during his workout and looked as good as you can against no defense. r.g. iii dined with snider and shanahan on tuesday and had a nice fillet and seems fully prepared to take the reins of the burgundy and gold. >> shanahan is a great coach,

great mind and it would be an honor to play for him. they gave up a lot of picks and to be able to move up to that spot to pick a player and if it happens to be me, then they showed me, you know, that i could definitely get along, keep it light. when it is time to get serious you get serious. since elway he hasn't had that guy you could associate him with but hopefully i can be that guy if i'm available at that spot and i'll be excited to be that guy. i don't want to be the guy that replaced elway because i'm not at denver but it would be pretty cool to be that guy that he can, you know, nurture and build up when he gets in the league. >> what you saw on tape all year and his entire career you got to see up close and personal today. and he had a good workout and this afternoon we get to go see another player. >> that's bruce allen. meanwhile, it looked like tim tebow was going to the new york jets in a trade but he hit a snag. apparently the jets did not read the fine print in tebow's

contract that calls for a $5 million salary advance. the jets had agreed to send a fourth and a sixth round pick to denver for tebow. if the salary issues don't get worked out, the jaguars once again in play for tim tebow. so you have the bounty system, r.g. iii's workout, and you have tim tebow going down. those are the top three stories in sports today. we are not even in the nfl season. that's why it is the greatest sport in america. >> can you imagine tebow in ryan's locker room? >> no. >> somebody is either going to get religion or somebody is going to lose it real fast. that is a match. those two guys together. >> you think he'll watch his mouth around tebow? >> are you kidding me? i don't think so. >> i don't think he watches his mouth around anybody. steven strasburg talking baseball now hasn't dominated in spring training but nationals manager davie johnson has seen enough to name him the opening day starter. johnson also said that he doubts

chemming wong will be ready to start the season and will be replaced in the rotation by john landon who was making the start today with rizzo looking on. looked good. went four scoreless innings giving up just three hits and striking out two including drew sutton in the fourth. the nationals will need him at least for a while. top of the ninth now. nationals one strike away from victory. ryan perry to jordan peraz who lines the base hit to right field. david aram scores and that ties the game at one apiece. in the top of the tenth jose costanza with the grounder. uh-oh. right off the glove. that allows the winning run to score. nationals drop another spring training game. they fall to the braves, 3-2 in ten innings. the nationals just 5-10 this spring. the regular season is now just two weeks away. you really have to give it to shacka smart. the head coach was wood last year by several big schools after the final four run. he turned them all down.

three, two, one! >> aye! >> with that a stretch of "n" street northwest became willie wood way. it's named for the football hall of famer who grew up in the ekington neighborhood of d.c. willie wood graduated from armstrong high school. he was a standout free safety for the green bay packers during the '60s. friday however look at this. 82 degrees. some areas i think will get into the mid 80s. it could be the warmest day we've seen so far this year and then we have the system out west coming into the area. it will sit across our region for two days and on sunday if it plays out the way i think it might we could be inhe low 50s most of the day. right now i'm going an optimistic 58. we could see rain, could see the wind. it could be kind of a nasty day. monday, tuesday, and wednesday though things do start to get better. tuesday by the way, tuesday morning right now looks like probably one of the coldest mornings we've seen in quite sometime. most areas waking up into the 30s. >> okay. >> which is where we should be. >> a little rain will knock out the pollen. >> it will knock out that pollen. that's true. >> thanks. >> now get some things done inside you've been planning to do. >> are you going to help me? >> no. but you can come over to my house. we'll talk to you about mary hardison now. she lives in ogden, utah and turned 100 years old a few months ago. she chose to celebrate in a way

that just earned her recognition in the guinness book of records. ms. hardison is listed as the oldest female to paraglide in tandem and says she was not trying to break any records back in september when she marked her birthday with her first paragliding trip. her family says what was on her mind is that her 75-year-old son had just taken up the sport and she is darned if she is going to be out done by that little whipper snapper. recently her son realized his mother might have broken a world record so he got in touch with the guinness people and don't unthey decided that in fact she had. mary hardison says for her next birthday she intends to tackle one of the longest slides in the world, which is a slide they told us out in park city, utah. that will be by the way for her 102nd birthday. >> wow. >> good for her. >> what a woman.
