prosecuting the case. president obama also made his first public comments about how the debt hits home for him. it is clearly hitting home for the thousands of people who continue to protest over the lack of an arrest. jay gray has a look at the demonstrations. >> reporter: hundreds gathered again today in florida, students from more than a dozen high schools marching and spelling out their frustration, forming the initials t.m., a tribute to trayvon martin. protests over the unarmed 17-year-old shot and killed by neighborhood watch volunteer george zimmerman have become a national movement. >> this is a tragedy. >> reporter: a tragedy. president obama like so many across the country is taking it personally. >> if i had a son he'd look like trayvon. a and, you know, i think they are right to expect that all of us as americans are going to take this with the seriousness it

deserves and that we'll get to the bottom of what happened. >> the u.s. justice department and fbi are searching for those answers. now florida's governor has appoint appointed a new prosecutor and task force. >> sanford police continue their investigation but without chief bill lee who yesterday under mounting pressure temporarily resigned. the trust that may have existed is gone. we have to start from ground zero. >> reporter: the issue reached a new peak overnight when as many as 25,000 gathered in sanford demanding an arrest. >> zimmerman should have been arrested that night. >> he's not been seen publicly since the shooting. neighbors at his gated community and administrators at the community college he attended asked zimmerman to stay away because of safety concerns. >> what do you want? >> reporter: so many with so much concern now in florida and across the country. jay gray, nbc news, sanford,

florida. coming up in our next half hour, news 4's derrick ward will have more on today's capitol hill rally for martin and why another gathering tonight in anacostia is focusing on martin's family. a plan convicted of murdering a former d.c. intern is going to spend more than 30 years in prison. he was sentenced to 36 years today for the killing of alante sutton two years ago. sutton was 18 years old and was once an intern with d.c. council member michael brown's office. police say cotton shot him five times which got into a fight because sutton refused to give cotton's girlfriend a ride to work. his body was found in woods off newcomb street on mother's day back in 2010. two years ago today president obama signed health care reform into law. on monday the supreme court will take up the legal challenge to the law. it's already a big issue on the campaign trail. steve handelsman is live on

capitol hill with the latest. >> pat, thanks. it is a big issue and democrats clearly are being cautious. democratic lawmakers appear on capitol hill today and did not observe the day with any special celebrations. down at the white house they did nothing special. president obama did not celebrate today on the second anniversary of his biggest achievement signing what his opponents call obama care gave the president a big burden. even though democrats claim 86 million americans have already benefited. >> today no child in america is denied health coverage because of a preexisting medical condition. >> reporter: polls show americans divided on the plan that bans insurance companies from dropping coverage, provides free preventative services, bans benefit limits, and mandates that everyone buy in. opponents hate the mandate on

principle. >> could the federal government then order you to eat carrots? could it order you to quit smoking? >> reporter: next week that issue goes to the u.s. supreme court. >> momentum is building for the repeal of barack obama's health care bill. >> reporter: more than a quarter billion has been spent on ads. key partners took repeal petitions to capitol hill today. republican party headquarters posted a warning. rick santorum vows he would shoot the plan down. >> i don't think there is any bigger issue than obama care. >> reporter: it is trickier for mitt romney, his massachusetts plan. >> i see obama care as one more example of a president pursuing his attack on economic and personal liberty. >> reporter: the white house is pushing back. >> they want to go back to a system where insurance companies have all the rules on their side. >> reporter: after jobs, it's the biggest issue in the race for the white house.

the supreme court with its conservative majority could rebuke president obama or could support him on this huge issue as he runs for re-election. pat, back to you. >> steve handelsman, thanks. some controversy tonight over a research project assigned to eighth graders at the liberty middle school in fairfax county. a teacher required students to research gop presidential candidates and find the weaknesses for each of the republicans. when one student took it home and mentioned the project the parent became concerned that the assignment was taking a political bent. the principal called the project one sided and asked it be changed in the future. >> that if he were to give this assignment again that, you know, give the kids the opportunity to pick the candidate of their choice, do research from either party and also emphasize the fact that it has, this assignment has to do more with learning about the political process and not endorsing one

candidate over another. >> reporter: school administrators say none of the research was forwarded to any campaign office. they say there was no intention of ever sending it. prince george's county is another step closer to getting a casino. this afternoon the state budget and taxation committee approved a gaming expansion bill. the measure would allow table games such as black jack in casinos. right now only slot machines are legal. the bill also would clear the way for a new casino. the national harbor could be home to that casino if voters approve it in a referendum. the gaming bill now goes to the full senate. residents of louisville, kentucky are assessing the damage after a tornado touched down this afternoon. several homes were destroyed, vehicles overturned and trees uprooted. there are no reports of any deaths but more than 12,000 homes and businesses are without power. now that same system is headed our way. chief meteorologist doug kammerer is tracking it. what's the latest?

>> reporter: right now we are tracking that system just off to the west right now. we are going to see a beautiful evening tonight so don't worry about anything as you head out the door tonight. it's tomorrow morning that we are going to start to see the rain move in. take a look at this picture. this is a picture you're not going to see anymore for at least the next couple days. i expect the rain and potentially some wind and strong storms to knock down some of the cherry blossoms so hopefully you can get out there before today ends. 78 degrees right now. a beautiful day. winds out of the east at 7 miles per hour. temperatures around the region 84 in culpepper. 82 right now toward fredericksburg and la plata. gaithersburg, baltimore coming in at 79. storm 4 radar, nothing to show you right now in our region but here is the rain just off to our west making its way very close to our region. i'll let you know when it gets here, how long it stays, how much you'll get, and when it leaves all coming up in my forecast. >> all right. thank you, doug. tens of thousands of visitors flock to the tidal basin every year for the cherry blossom festival. but if you want to get the best

pictures you better act fast. tom sherwood joins us live and tells us this may be the last chance to see the blossoms at their peak. tom? >> reporter: well, pat, you know these blossoms may be at their peak but on a day like this, they're still getting peak crowds. the big cherry blossom traffic jam isn't limited to just cars. there are bikes and bikes and of course the strollers. little ones and those big ones. these strollers seem to be getting like mini coupers. >> they cost like about a mini couper, too. >> reporter: good luck wielding this thing through the traffic here. >> it's not too bad. it is well worth the money. >> i only have one more left. >> the walking crowds are big too though the warm weather has rushed along the blooming season. this group came up for the spring festival from fayetteville, georgia. >> are they blafg? >> quite well. >> have they picked any cherry blossom limbs? >> no they have not picked any

authorities in france say there is no evidence that the gunman who went on a killing spree had any contact with any terror groups. mohammed merah is accused of killing seven people in a series of attacks that began last week. yesterday he was shot and killed after a standoff with the police in teluse, france and claimed he was trained by al qaeda but authorities believe he said that only because al qaeda is a well known group. >> reporter: the first step in the military prosecution of a soldier accused in the afghan shooting rampage got under way today. 17 counts of premeditated murder were brought against staff sergeant robert bales in a military court at fort leavenworth, kansas where he is being held. the charges also include six counts of attempted murder. it's too soon to know whether capital murder charges will be filed but that's a possibility.

today's action launches a legal process that is expected to be lengthy. turning to politics the republican presidential candidate rick santorum is trying to clarify comments he made about a rival. >> david gregory joining us now with more on what santorum said about mitt romney. what did he say and why is it controversial? >> he essentially said you might as well just keep president obama rather than vote for romney. and it's a way of saying that only a member of the conservative cause should be the nominee for the party. i think it's the terrain that he's got left obviously got people questioning why he'd say that and when is supporting obama over romney which would not be the case. look, he is looking to find a course to get the nomination. he is only going to get it by rallying conservatives. >> if you do the math, it seems there is no way. >> no. he can only block romney and, you know, the walls are starting

to come in on him here this week. jeb bush and jim demint and others saying time to go. >> thru go. romney had a gaffe of his own. what is this, a campaign aide saying, you know, he doesn't really mean what he's saying? shake up the etch a sketch? >> exactly. reset it. the problem with that comment is that it seemed to reaffirm the central concern about romney that he is not real and that after the fight for the nomination then he becomes a different guy and that is what conservatives worry about. so we live in a time when all of this gets so much scrutiny but sometimes there is -- there are the moments that seem to get at the core concern. >> let's talk about the president. gas prices are giving him the blues. he tried to deflect some of the criticism this week but did it do any good? >> reporter: you know, presidents don't have a lot of responsibility when it comes to gas prices but they cannot have a lot of accountability because it is a manifestation of what's wrong with the economy so people get upset about it. you see that in his approval

ratings. what he is trying to do is really position himself as a guy who wants an all of the above approach and who has a balanced approach. i think he is behind on the politics of some of this. we talk about the keystone pipeline, or other ways to explore domestically. that's what he is facing. any incumbent president is going to really take that criticism if you see prices going up the way they are. >> i want to talk about the trayvon martin case and we'll have a wider conversation about that, about racial profiling and racial strife and the president talking about it in such a personal way i think takes us to the next step. where do we go from here with not only the accountability in this particular case but with the kind of conversation we should be having about it tonight? >> david gregory, thanks. >> thank you, david. doug now has a look at our weather which is looking pretty good right now. >> it is looking pretty good right now. that's david gregory right there. >> we like that mug. >> the weather can wait. >> go ahead, doug.

your turn now. don't let him take your face time. >> no worries. david can come out any time he wants. as a matter of fact, here is my clicker. it wasn't working yesterday. you can try it my friend. it is beautiful out there today. a fantastic afternoon and what a great shot we've been seeing down along the tidal basin with the cherry blossoms. take a look at this. gorgeous location here. temperatures today reached 83 degrees. that is the warmest day so far this year but not even close to a record. the record high temperature is 93 degrees. that is the all-time record for the month of march. so we missed that by about 10 degrees. nowhere close to any kind of record today but the low this morning 59. that's above the average high so get out there and enjoy this nice weather right now because as we've been talking about it's not going to last. 78 degrees the current temperature. winds out of the east about 7 miles per hour. a little gusty right now. you can see the camera shaking in the wind here. current temperatures, 82 in frederick. 77 in gaithersburg. annapolis right now at 70 degrees. la plata over toward waldorf at

82. and down toward fredericksburg and spotsylvania county at about 82 degrees for you folks. now what are we going to see? satellite and radar together? not a whole lot going on right around our region but notice the thunderstorms activity down around richmond and then back toward the west. that's where the thunderstorms are the closest ones. they'll continue to try to move our way but it is still this area of rain back to the west that has to make its way east and it will do so. here is the area of low pressure. the upper level low just sitting and spinning over st. louis just to the east severe weather. we've seen a number of tornadoes today, about a dozen tornado reports and even one confirmed death into southern portions of illinois as the storm made its way up toward the north and there are more tornado warnings in effect right now. for us, i do not anticipate the severe weather. yes i think we could see a couple strong thunderstorms. the best chance of that will be down to the south but i do not anticipate anything too strong. right now the strongest storm back here toward petersburg in toward west virginia where most of the storms and the showers will stay tonight west of the blue ridge. now here it comes moving on in.

we are going to see some rain around 5:00 tomoow afternoon. some of that could be heavy at times and as this area of low pressure moves down to the south, we'll continue to see that rain. 1 to 2 inches of rain between overnight tonight and into sunday afternoon. i think we will see breaks in the rain so don't anticipate an all day rain but if you head outdoors and it's not raining on you when you leave the house you make sure you take your umbrella because it may be raining on you by the time you're making your way back to the house and it will be cooler and rather breezy on sunday as the area of low pressure strengthens and moves off the coast. monday, however, beautiful. another great day out here. we will clear out but once again it is happening on the weekend both saturday and sunday look wet. just gorgeous this evening. nice and warm. and enjoy it now. 70 to 75 degrees. get out and do whatever you'd like to do outdoors tonight and an extra long run, maybe a bike ride, whatever. tomorrow morning, rain likely. some of that will be heavy at times with possible thunder. temperatures 53 to about 60 degrees. as we make our way through the day tomorrow, once again expect periods of rain.

some of those will be on the heavy side and so will some of the thunderstorms. the best chance for strong storms should stay to the south of washington but you can include washington in there, too. temperatures about 64 to about 70 degrees. with winds out of the southeast about 5 to 10 miles an hour. the next couple days a high on sunday of about 60. areas through the south and west a little warmer. to the north and east a little cooler and then we break out of the clouds and move into some sunshine both monday, tuesday, looking pretty good. tuesday morning, 38 for a low. that's in the city so some areas could be near the freezing mark. we haven't seen much of that at all and we could be talking about a possible frost which is not good considering that we started our growing season a little early. this year we'll have to wait and see about that one. temperatures will rebound back to above average for just about the rest of next week. so we get through this weekend and then we have some more pretty nice weather to come. >> all right. >> a cold wave coming in? >> the coldest night we've seen. >> after 80 degrees. yeah. >> all right. thanks, doug. coming up calls for justice

opponents of president obama's health care reform law will have their say in court next week. the supreme court takes up the challenge to the law with arguments that are set to begin on monday. >> the controversial research project at the liberty middle school in clifton, virginia has forced a principal there to change the way politics is taught to the kids. administrators say an 8th grade teacher asked students to research the weaknesses of only republican candidates. the principal called the assignment one sided and said from now on students should be able to research the candidate of their choice from either political party. >> today may be your last day to catch the cherry blossoms at their peak. heavy rain is expected to hit the area this weekend and it will likely knock many of the delicate pink and white flowers off. but there is still plenty to do down there. the festival's opening ceremony takes place on sunday. more than a million people are

expected to attend. calls for justice in the killing of trayvon martin reached the top levels of government today. the white house spoke out as did dozens of people on capitol hill. >> tonight in anacostia the message of one gathering is for mart ifrn's family. derrick ward is live in southeast washington with more on this story. derrick? >> reporter: well, good evening. as you can see behind me now at the big chair an iconic spot here in anacostia the rally, actually prayer vigil has already begun. it is one of two events happening today here all in the wake of the incident in florida involving trayvon martin. hoodies in the midday sun. a hundred or so hill staffers donned them and held skittles in solidarity with florida teen trayvon martin. >> we join here not only to unify but out of respect not only for life but for each of us, what was trayvon's life has become our movement. >> martin was shot to death in an encounter with george zimmerman a self-appointed

neighborhood watch captain in a gated community in sanford, florida allegedly because zimmerman sought martin as an intruder in the community where the teen's father lived. >> the death of trayvon diminishes us. >> u.s. senate chaplain barry black says he can identify with what is alleged to have happened in sanford and he recalls a similar encounter years ago when he was a navy commander. he had been walking in civilian clothes through a san diego neighborhood where he lived but he was stopped and searched by police after complaints. >> that a suspicious person was walking in the neighborhood and they thought maybe he might be casing homes. that was the reason why i was being frisked without being asked for any kind of identification or anything. ♪ we shall overcome >> reporter: rallies like the one on the hill have been held all over since the february incident and this one drew attendance from republicans, democrats, christians, muslims, african-americans, and hispanics. they're all calling for a thorough investigation into martin's death and the arrest and prosecution of zim american.

while at a planned vigil in anacostia an emphasis on spiritual support for the victim and his family. >> one thing we should concentrate on at this particular moment in time is the consolation of the family. >> reporter: but next week they'll be at the department of justice. >> we'll be down there dealing with the other side of the issue, the legal side. >> reporter: now this rally is due to get under way in about five minutes. news 4 at 11:00 will have more on that. as for the actions next week, on monday the group and other groups will form a coalition and will be at the justice department to protest what they say is the injustice of what is going on in florida right now. and this weekend a rally in freedom plaza also in support of trayvon martin and his family and perhaps a change in the laws or at least attitudes in sanford, florida. we are live in anacostia, news 4. back to you. all right. thank you, derrick. a police pursuit through chevy chase ended with this fiery crash in montgomery county. two teenagers were killed. two others were injured. as erika gonzalez reports, it

all started when police ran the tags on the car and discovered the car was stolen. >> reporter: it was a fire that lit up the night sky. montgomery county police say this stolen toyota echo out of forest glen went up in flames with four young men in it after it crashed in chevy chase circle around 1:00 a.m. the driver, 16-year-old renard osmond and his passenger 18-year-old rico richardson of northeast rescued. >> i broke down and started crying. and i was crying for the mother, too. you know, for her two sons that was in the car. and i knew -- i knew two of them. >> reporter: the back seat passengers died. the family of those victims tells news 4 they were cousins. 16-year-old emanuel and 14-year-old kyree nelson. >> loved them.

i loved them unconditionally. i can't even talk. words can't even describe right now. >> i'm told that dental records will have to be used. >> reporter: police say the vehicle and its four occupants were spotted driving the compact car on east/west highway in jones mill road before approaching chevy chase circle. according to montgomery county police the responding officers had already notified dispatch that they would not be entering the district lines in order to pursue the vehicle and its occupants. however, as they entered the chevy chase circle, the accident, the collision happened right here at this tree just feet away from the district lines. officers reported seeing smoke and then fire coming from the vehicle. they were able to rescue the driver and front seat passenger from the vehicle. >> reporter: but the fire quickly over powered the police officers, forcing them to back off and wait for firefighters to extinguish the blaze. police tell me the roof of the car had to be cut off in order to get the body of the two teens

out of the back seat of the vehicle. meanwhile, one of the officers that worked to pull the bodies from the car injured his shoulder and burned his arm but we're told he is recovering. in chevy chase, erika gonzalez, news 4. it might seem too tempting to pass up. money flying all over interstate 270. but maryland state police want the people who grabbed the money to turn it in. the cash came flying out of the back of an armored car. the car was proceeding northbound at the time just south of route 109. around 9:00 this morning somehow the car's back door flew open. two bags containing more than $5,000 in cash and coins fell out. one driver said it looked like a snow globe of cash flying through the air. police say no charges will be filed if you take the money back to their rockville office. a realtor was ambushed and sexually assaulted in suitland, maryland on wednesday. the woman was preparing to show a house at the time. darcy spencer has a new warning

for neighbors in that area. as police try to track down the person who did it. >> i can only stress safety, safety, safety. >> reporter: alyse balls heads the prince george's county association of realtors. she's disturbed by the news that a realtor getting the suitland home ready for sale was attacked from behind and sexually assaulted in the basement. >> we strelsed that you should keep a charged cell phone with you at all times so that if you are surprised or if you have any reason, again, to be suspicious, trust your instincts and leave. >> reporter: it happened around 7:40 wednesday night in the 2300 block of dupont avenue in suitland. police say the home was supposed to be vacant. the realtor was surprised by her attacker. was there any sign the home had been broken into or vandalized? >> not that i'm aware of. >> reporter: so no idea how this guy got in the house? >> reporter: no idea. >> reporter: the victim was able to fight the man off. he ran away and remains at large. what do you think about a realtor going into get a house ready and gets attacked in the

basement? >> i don't know. people do some crazy things. i don't understand why. >> reporter: this street is sort of off the beaten path. we counted a dozen homes on the block and you can see here that it dead ends into a wooded area. the home has no for sale sign in the yard. no locked box on the door. neighbors say the residents moved out over the last few weeks. many are left wondering how this could have happened. are you guys taking any precauti precautions here? >> praying. what can do you if somebody actually really wants to come in? you know, it's going to be an unexpected and a time when you're not looking for it. >> reporter: in suitland, darcy spencer, news 4. >> a neighbor there had a video camera surveillance system but unfortunately it did not have the recording capabilities. police have only a vague description of the attacker. >> we got a taste of summer today. the temperatures climbed into the 80s. but there are storms on the

horizon. doug has the latest. >> another great shot. temperatures hit 83 degrees at the airport. that is the warmest temperature we have seen so far this year but don't expect the warm temperatures to last. look at this shot, my favorite shot that we've been showing the last couple days. you can see some cherry blossoms there. this just in front of the capital building simply fantastic. still wondering why they haven't turned on the fountain. out there right now current temperatures into the 80s. right now around the area 78 degrees at the airport. storm 4 radar nothing to show you around the metro region but look back toward petersburg, west virginia, the only area where we are seeing some shower activity and you can see where the rain is in through portions of north carolina, back through west virginia, and around the roanoke area through southwest virginia. it will move in overnight. i expect the evening to be great by the time you wake up tomorrow morning big changes. i'll have the complete forecast coming up in a minute. >> thanks, doug. mayor vincent gray unveiled his plan for the city's budget

today. it's a $9.4 billion plan that includes more spending for city schools, police, and job placement programs. there are no new taxes or fees. traffic camera fines may go up. liquor stores could open earlier and bars could stay open later to give the city more sales tax revenue. the budget also includes more than $102 million in spending cuts. the mayor says having a surplus in recent years helped the current budget situation. this is the second year we had a surplus, fiscal year 2011 that resulted in not having to use any fund balance. we balanced 2012, the current fiscal year on the basis of what comes in the door and we're doing the same thing for 2013. >> starting today the d.c. council will have 56 days to review the budget. the hearings will begin next week. the mayor expects to have the budget set by may 15th. capital bikeshare is

providing discounted year-long memberships to homeless residents as part of a pilot program they've startedway nonprofit called back on my feet d.c. the idea came from a homeless person working with the nonprofit. it started yesterday with ten people and they're hoping to expand it. participant will be able to get to and from appointments like job interviews or classes. bike share also gives discounts to low income residents with the help of another nonprofit which helps them set up bank accounts. news 4 your health tonight. a panel for the food and drug administration says dissolvable tobacco products could be better alternatives to cigarettes. researchers think the tablets have fewer health risks but they say they also have potential to increase the number of people using tobacco. the panel admits there is still not enough research on the products. the tobacco companies are focusing on cigarette alternatives for future sales growth as demand for cigarettes

there was "hunger games" hysteria at midnight screenings across the country. this movie is based on a wildly popular book series. it tells the story of a futuristic society in which teenagers are forced to fight to the death on tv. hello everybody. i'm meteorologist doug kammerer taking a look at the rain. no rain across the immediate area but there is some rain down toward the south around richmond and then back toward the west some thunderstorm activity in through west virginia. we're going to watch this move off just to our west and most of this will stay out west all night tonight. but it will move to the east. it is moving to the east very slowly and by tomorrow morning you can expect to see some rain. some of the rain may be on the heavy side and there may be some thunderstorms, too. 67 for a high temperature in gaithersburg. 71 in culpepper during the day tomorrow. 70 in fredericksburg. 66 in martinsburg. don't expect rain all day but do expect periods of heavy rain. you will need to take the umbrellas with you. most likely the big umbrella if you're thinking about doing something inside tomorrow, the harlem globetrotters have two games at the verizon center. they have another one on sunday. i will be playing in that game at 1:00 tomorrow at the verizon center which should make for some fantastic highlights for hakem dermish's sports tomorrow

as gas prices continue to soar police say gas theft is on the increase. incidents like this one caught on tape in sacramento, california have increased by nearly 50% since january. police say while some people siphon tanks others puncture holes in the gas tanks. experts worry that as summer approaches and gas prices continue to soar, fuel thefts will also continue to increase. a final check. >> we'll see some rain move in overnight tonight but it's not going to be this evening so get out there and enjoy what we have left of some fantastic weather. here is how things are going to play out. by around 11:00 tonight watch how we see increasing clouds but look around midnight. no rain yet so a beautiful evening all the way through about midnight and then we'll start to the chance of showers increase by about 7:00 or 7:30 tomorrow.

never give a policeman an opportunity or an excuse to go upside your head even if you know not all of them will. and then it's the words that choke in the throat of every father who has to utter them. and you will have to utter them because the kid is going to say to you why i gotta do all that? you've got to tell them because, boy, you're suspect and a target for no other reason than that you are young and black and therefore perceived as dangerous. it ain't fair. but it's what you got to deal with. i had that talk with my son when he turned 16 a few years ago and had his driver's lyn. it was three years late and redundant. three years earlier, i was away on a fishing trip. he was home with his mother. mid feel the night the alarm went off. she went down and found the back door wide open. she ran back up to huddle in our son's room with him until the police arrived. in a few minutes the police were banging on the door. with great relief she was about to let them in when our son said, wait a minute.
